ANA results very sadTHE results of the annu-al national assessment(ANA) of literacy andnumeracy at schools, sentshock waves throughoutSouth Africa this week.

Although the Western Capereceived the highest overallliteracy and numeracyscores, the Cape WinelandsDistrict was still uncertainyesterday about its contribu-tion towards the Provincessatisfactory literacy and nu-meracy results.

Mr Clifton Frolick, Direc-tor of the Cape WinelandsEducation District on Thurs-day said that the results forthe Cape Winelands Districthavenotyetbeenofficially re-leased.Atpresentwearestillunable to confirm the officialresults. We do, however, haveconfidence that it will be apositive report.

Close to sixmillionpupils inGrade 3 and Grade 6 sat downto write the tests in February.

Nationwide only 12% of

Grade 6 pupils scored 50% ormore for mathematics. Theseresults, which were supposedto have been announced inApril, were only released byBasic Education Minister An-gie Motshekga in Pretoria on

Tuesday.Frolick said this delay was

due to the high number of pu-pils who wrote the tests. Onecan just imagine the amountofworkandtimethatgoesintocapturing all the data. It is im-portant that everything is100% correct and accurate.

The assessment includednumeracy and literacy testsfor the grade the pupils hadcompleted the previous year.

According to the documentwhich was released on Tues-day, Grade 6 results for lan-guage - based on a sample ofresults from selected schools- show that as few as 15% ofthe pupils scored more than50%.

Among the Grade 3 pupils,only 17% scored more than50% in their numeracy assess-ment, and 31% scored morethan 50% in the literacy test.

According to Motshekga,the ANA was the most wide-ranging assessment of litera-cyandnumeracyskills among

young pupils ever carried outin South Africa.

She also admitted there hadbeen an under-emphasis ineducation on basic skills suchas reading, writing and arith-metic.

The assessments results,which Motshekga describedas very sad, show thatamongst Grade 3 pupils, thenationalaverageperformancein literacywas 35%, and innu-meracy, 28%. The provincialperformance in these twoareas isbetween19%and43%,the highest being the WesternCape and the lowest beingMpumalanga.

With regard to the assess-ment of Grade 6 pupils, shesaid the national average per-formance in languages was28%, and for mathematics30%.

Thomas is daarna op 11 November2010 in Belhar in hegtenis geneem,

Thomas en Yeyana het albei hulborgtogaansoeke laat vaar, waarnaMdoyi om borgtog aansoek gedoen enonsuksesvol was.

Die drie is sedertdien steeds in aan-houding en maak gebruik van regs-hulp.

Op Stellenbossers self wag ngemiddelde tariefverhoging van20,38 % wat vroer vanjaar deurdie Stellenbosch Munisipaliteitin die 2011-2014 munisipale be-groting goedgekeur is.Eikestadnuushet in April van-

jaar berig dat die munisipaliteitnou 26% meer vir grootmaat-aankopevanelektrisiteitaanEs-kom moet betaal, wat tot di ge-middelde tariefverhoging vir in-woners gelei het.

Verbruikers moet egter daar-op let dat die huidige tariefver-hogings net geld vir gebiede watdeurdiemunisipaliteit vanelek-trisiteit bedien word. Die tarie-we in gebiede wat deur Eskombedien word, is reeds in Aprilaangepas.

Volgens Andr van Niekerk,munisipale direkteur van Inge-nieursdienste, is daar nou tweestelle tariewe vir gewone huis-houdelike verbruikers. Dit sluit

die sogenoemde lewenslyn-ta-rief vir geregistreerde deernis-gevalle - die eerste 60 kWh is gra-tis - en die normale tarief in. Dienuwe tariewe sluit ook nou nomgewingsheffing van twee sentper eenheid (kWh) in.

IN MEMORIAMJOHANNA BAARTMAN(ne November, 84) is n nkort siekbed op 25 Junie oorlede. Sy is op 12 Oktober1926 in Stellenboschkloofnaby Vlottenburg gebore.

Sy was met Phillip Baartman getroud, wat haar reedsinSeptember1983ontval het.

Johanna was in diens vandie Pieke in Mostertsdrift en het daarna jare lank by dieHarmoniedameskoshuis vandieUniversiteit vanStellenbosch gewerk. Sy het tot haar aftrede by die Van Tondergesin in Dorpstraat gewerk en het later na Malmesburyverhuis, waar sy tot en met haar dood n inwoner vandie Goue Aretehuis vir bejaardes was.

Sy was baie geheg aan haar familie en sy het uit haarpad gegaan om vir ander iets goeds te doen. Sy wasn lidmaat van die VGKkerk en haar betrokkenheid bydie gemeente en wyk wat basaars en funksies betref,was vir haar baie belangrik. Onder haar stokperdjieshet kosmaak, musiek, tuinwerk en stap getel.

Sy laat n suster, haar seun David, kleinkinders en agterkleinkinders agter.

SALLY VAN RENSBURG(74) is Dinsdag, 24 Junie nnkortsiekbedindieStellenboschhospitaal oorlede.

Sy is op20 Februarie 1937te Devonvallei gebore en hetlater saam haar familie naCloetesville verhuis.

Mev. van Rensburg was nsaggeaarde, mededeelsamemens en haar vriendelikheid sal deur haar familie envriende onthou word. Sy was n lid van die StellenboschVGKgemeente, waar sy ook n lid van die koor was.

Sy was ook baie bekend vir haar liefde vir blommerangskikking en naaldwerk. Sy word oorleef deur haarman, Manie, n seun, twee grootmaakdogters, sewekleinkinders en ses agterkleinkinders.

Wes-Kaapse leerlinge het die beste vertoon, maar daar is nieveel om op trots te wees nie! Die provinsie se graad 3-leerlingehet gemiddeld 43% vir geletterdheid en 36% vir gesyferdheidbehaal, terwyl die graad 6-leerlinge se gemiddelde vir gelet-terdheid engesyferdheidonderskeidelik 40%en41%was.Ver-blydend egter is dat di uitslae ni aanvaarbaar vir die Wes-Kaapse minister van onderwys, Donald Grant is nie.

Wat gaan aan in ons skole? Is daar te min onderwysers, teveel kinders in die klaskamers, te min boeke en ook te minhulpmiddels? Of is die administratiewe verpligtinge nog teveel en tyd vir onderrig steeds te min? Of dalk is sommigeonderwysers net lui en die skoolhoofde wat aan dieselfde vak-bond behoort, onwillig om teen hul tjommies op te tree?

n Mens kan net ween oor die destydse besnoeiing vansoveel opgeleide en toegewyde onderwysers, die sluiting vanonderwyskolleges enanderdwaashedewat gepleeg is in nver-bete poging om van apartheidsonderwys ontslae te raak.

Onsisintensdankbaarvirdaardieonderwyserswathulleer-linge se toekoms op die hart dra.Voordat lle skoolleerlingenie toegerus is met die nodige lees- en syfervaardighede nie,kan geen Suid-Afrikaner egter rustig slaap nie.

Monday, 20 June as a very hec-tic one, when, in the process ofrunning around, I lost my carkeys.

STELLENBOSCH Munisi-paliteit het sy eerste GrootOor-vergadering gehou inn poging om die gemeenskap bydie bevordering van die dorp sebelange te betrek.

Verskeie belanghebbendes uitonder meer die sake-, toerisme-en opvoedingsektor was verledeDonderdagaand by di openbarevergadering in die stadsaal teen-woordig.

Dieuitvoerendeburgemeester,raadsheer Conrad Sidego, het syplanne vir die Groter Stellen-bosch-gebied vir die volgende 100dae, asook sy kort- en langter-mynplanne met die gaste gedeel.

Volgens Sidego het die raad byn twee dae lange bosberaad dieMunisipaliteit se korttermyndiensleweringsprogram in ses te-mas ingedeel. Wat die tema vanleierskap en inklusiewe regeringbetref, het Sidego ges dat die ge-meenskap, tesame met politiekeleierskap en administrasie, diederde komponent van n munisi-paliteit uitmaak en dat daar

voortdurend kommunikasie tus-sen di komponente moet wees.Ek wil die burgerlike samele-wing tot aktiewe burgerskaproep, n gemeenskap wat mede-verantwoordelik vir sy toekomsis.

Volgens Sidego het veiligheiden sekuriteit n wesenlike kwes-sie geword en sal daar voortaannouer met die SAPD en die Ge-meenskapspolisiringsforumssaamgewerk word.

Wat armoede en haweloosheidbetref, het hy ges dit is n temawat sedert 1994 nie genoegsaamaangespreek is nie. Volgens homis nuwe informele nedersettingsregoor die Stellenbosch-gebiedgevestig en word nuwe grond nievinnig genoeg beskikbaar gestelom in die vraag na nuwe behui-sing te voorsien nie.

Oor die tema van plaaslike eko-nomiese ontwikkelinghet Sidegogevoel dat die Groter Stellen-bosch-gebied n sterk ekonomiehet, maar dat meer besighededaarheen gelok moet word. Onsmoet dit baie makliker vir entre-preneurs maak om besigheid te

doen en diegene behou wat onsreeds het.

Die twee uitdagendste temasblyk egter infrastruktuur en dieomgewing en ruimtelike ontwik-keling te wees.

Volgens Sidego werk die elek-trisiteits - en rioolstelsels nie netbo hul kapasiteit nie, maar worddie riviere besoedel, is verkeers-opeenhopings tydens piektyeernstig en bestaan daar bykansgeenopenbarevervoerstelselnie.

Sidego het egter ges al worddie korttermyndoelwitte effek-tief uitgevoer, dit steeds nie dieprobleme sal oplos of die Stellen-bosch-distrik n beter plek salmaak nie. Hy het bygevoeg datdinge anders gedoen en dat daaranders gedink sal moet word.

Vennootskappe en kreatieweidees is nodig en die dorp se rykhulpbronne moet gebruik word.Van n winter van ontevreden-heidkanonsaanbeweegna n len-te gevul met hoop, nuwe energieen met die sekerheid van n beterlewe. As ons hande vat, is dit diebeloofde land wat op ons almalwag, het hy ges.

If your property is priced toohigh, expect that buyers will ne-gotiate with you. You may justmiss the boat by not attractingthe right kind of buyers to viewyour property in the first place.

Price your property too low,and you can lose out on makingmoremoney thanyouwould liketo. The trick is to get the pricingjustright tosuit thecurrentstateof the market, he explains.

In Drakenstein more than 600properties are on the market.These include all types - from se-curity estate properties to va-cant stands. The million dollarquestion is still to determinewhat the real market value is.
