Ensure that the “Clean Energy for All Europeans” package delivers positive outcomes:
On the Energy Efficiency first principle- Strongly support the principle of energy efficiency first – however this should be
applied consistently across the different pieces of legislation in the package
On renewable energy leadership: - Greening of the gas network complemented by energy efficient technologies like
cogeneration will be key for cost effective decarbonisation
On empowering energy consumers: - The Package should better reflect the different needs of domestic, public,
commercial & industrial consumers allowing them to become the central actors of the energy system
On the Energy Efficiency Directive Article 7: - An opportunity for promoting self-generation through Combined Heat and Power- Primary Energy Factor review advocate for a transparent and robust methodology
