2.1 Improving environment being the core

The core of improving environment must be kept through all scope and process of our work on

environmental protection, way of thinking and working must be changed to make a good start of the

environmental protection in “the Thirteenth Five-Year Plan” ,as Minister of Environmental Protection

Chen Ji’ning stressed on the 2016 national environmental protection conference.

2.2 To emphasize whole process control cut from the origin, control over process and

management of the terminal

In June, 2016, the Department of Air Environmental Management under the Ministry of

Environmental Protection convened a conference on environmental protection, on which it was

concluded that the past standards stressed terminal management over the front end and more

requirements on the front would be put forward in the future. The standard limits would be set in

accordance with new clear production technology instead of old one.

Guided by the environmental protection concept taking environmental quality improvement as

the core, our work is paying more attention to cut on origin, control over process and terminal

management so as to tackle the issue of environment pollution as a whole in a systematic manner.



2.3 To vigorously promote pollutant emission licensing system

The new Environmental Protection

Law explicitly rules “All pollutant

dischargingg enterprises must apply for

license of permit.”

The license should be promoted

roundly and be issued according to law.

On December 4-5, 2015, the International Seminar on

Pollutant Discharge Permits System was held in Beijing.

Chen Jining, Minister of Environmental Protection was

present and delivered a speech.

Chen highlighted that pollutant discharge permit system

should be made as the core system in managing

stationary pollution source to bring the permit

administration under “one license” management

system, thus to form a new pattern for pollutant origin

management with complete system, clear duties and

effective supervision.

On November 10, 2016, General Office of the

State Council issued the Executive Solution to

the Licensing of Pollutant Emission.

In the Solution, it is made clear that by the year

of 2020, the issuance work for permit covering

all stationary pollution sources. Coordinated

control over multiple pollutants discharged by

stationary pollution sources in the whole

process will be conducted to realize

management under one license. Pollutant

discharge permit system, as the core system in

stationary pollution source management, will be

pushed to an unprecedented height.

On January 11, 2017, Ministry of

Environmental Protection issued

Temporary Provisions on Pollutant

Emission Permit Administration, ordering

thermal power plants, paper factories and

enterprises with high chimneys in Beijing,

Tianjin and Hebei to discharge by permits

from July 1, 2017 on.

The scheme of pollutant discharge

permit is first given in thermal power,

papermaking and enterprises with high

chimneys in Beijing, Tianjin and Hebei.

On January 1,2017, the Ministry of Environmental Protection

issued the Trial Catalog of Classified Permit Administration of

Pollutant Discharge from Fixed Sources (an exposure draft).

As required by the draft, steel, cement, textile and other ten

industries, following thermal power and papermaking, will need to

apply for pollutant discharge permits, which is supposed to be

done by the end of 2017.

It should be particularly pointed out that unlicensed discharge

will be illegal, and will be fined on daily basis and even the

company will be shut, according to Environmental Protection Law

and Atmosphere Pollution Prevention Law.

4 Current situation and development of textile business

1. China is the biggest textile manufacturer and exporter, whose

foreign trade in the regard totals around RMB 8 trillion.

2. Over 7,000 textile printing and dyeing enterprises are above

designated size, employing more than 20 million people.

3. Textile printing and dyeing enterprises above designated size

produce cloth of more than 50 billion meters, accounting for about

60% of global production.

4 . Printing and dyeing companies are centrally distributed, with 90%

above of national production coming from five costal provinces in

southeast China.

Since 2016,the running features of textile business can be concluded with “four slowdowns and three promotions”,namely,“growth rate slowdowns of industrial added value, main business income and profits, fixed-asset investment and domestic sales of textiles and apparels”and “promotions of export, operational efficiency and prosperity index.”

China National Textile And Apparel Council(CNTAC) is drawing up “The Thirteenth Five-Year Plan” which brings forward five development goals: maintaining industrial growth in a reasonable way; restructuring; pursuing technological innovation; brands establishment and green development.
