    Get it in writingand have your lawyer review your agreement

    Buying a brand-new home offers you an opportunity to customize it to your liking. It can be a dream come true and an investment for the future but dont forget, its also legal transaction.The term get it in writing has never been more important than in the case

    of the new-home purchase, since such a document outlines everything your home will have in it, on it and around it. Otherwise known as the Agreement of Purchase and Sale, the contract spells out the terms and conditions between you and your builder. Without it, if there is a misunderstanding or disagreement, its impossible to prove what was agreed upon.

    Since building a home is much more complicated than a resale transaction where the unit and/or property likely already exists, there is no set Agreement of Purchase and Sale or standard contract for buying a new home. In some provinces, builders may have standard contracts prepared by the local home builders association or their new-home warranty program. Builders often prepare their own agreements so contracts can vary from one builder/developer to another and from province to province.

    Before you sign a contract, review it carefully with the builder and ask questions to make sure you fully understand what it contains. Your next step is to then take it to a real estate lawyer and have it reviewed. Once it is signed, it becomes a legal document and an agreed-upon contract, so seeking the services of an experienced real estate lawyer is an important step toward ensuring that your dream home becomes a reality.

    Its no secret infrastructure is important to any city and its residents. And in the case of many Canadian cities, there is a growing need to repair existing infrastructure that is decades old, as well as build new infrastructure to accommodate growth. This is why various home building associations and other organizations see some

    promise with the latest federal budget tabled on March 21, in which Finance Minister Jim Flaherty promised increased funding for infrastructure improvement.

    Proximity and access from everything from highways and bridges to health care to schools to shopping to recreation are critical for builders and buyers alike. Development charges for developers to build new communities, and help fund infrastructure growth, need to be reasonable, so as to deliver new-home prices to buyers that are affordable.

    It will take months, if not years, for new funding to reach municipalities. In the meantime, prospective homebuyers would be wise to pay careful attention to these matters, and to make honest assessments of how well equipped your potential new-home communities are in this regard.

  • become an energy superpower or a superproducer of energy. It also examines how Canadas energy resources, production, and net exports rank from a global perspective and provides an overview of the economic bene ts owing from energy resource production, including the royalty payments that ow to governments and interprovincial energy trade.

    Prime Minister Stephen Harper refers to Canada becoming an energy superpower, but for a country to become an energy superpower, it has to be able to use its energy resources to set market prices and exercise political power, Angevine says.

    With its adherence to free trade and extensive private sector investment in the energy sector, Canada will not become an energy superpower in the traditional sense.

    The study found that Canada currently ranks sixth in the world for oil production (behind Russia, Saudi Arabia, the United States, China and Iran). But with planned new investment in the oilsands and shale

    formations, Canada could become the fourth or even third largest global oil producer. The story is similar for natural gas, where Canada is currently the fourth largest global producer, as well as electricity exports and uranium production. Overall, Canada was the fth largest exporter of oil, natural gas, oil products and electricity combined in 2009, behind Russia, Saudi Arabia, Norway and Iran.

    Kenneth P. Green, study co-author and senior director in the Fraser Institutes Centre for Energy and Natural Resource Studies, points out that Canadas energy sector already makes enormous contributions to the economy in addition to creating jobs and government revenues through royalty payments.

    Oil and natural gas extraction contributed $94 billion to GDP in 2011; electric utilities contributed $33 billion, while the uranium mining industry purchased goods and services valued at $1.1 billion. Additionally, the study estimates the energy sector as a whole is responsible for at least 663,000 jobs, comparable to almost 4.5 per cent of total payroll employment in 2012.

    On the revenue side, Canadas energy resource producers annually pay at least $19 billion to provincial and territorial governments in the form of royalties, lease payments, and fees.

    These payments will only become greater as petroleum and uranium production increases and new hydroelectric facilities are built. Growth of oilsands bitumen production alone could result in royalties reaching $50 billion per year by 2033 compared to $4.5 billion in 2011, Green says.

    Keeping the magic in while taKing the

    mystery out is what The Home Program New Build education sessions are designed to do.

    Even if you have purchased a home previously, the process of buying a (resale) home versus what is involved in building a new home is substantially different. A little education can go a long way to helping you make smart decisions that can save you substantial dollars, make the entire process a little (or a lot!) less stressful, and give you tools to make smart decisions from start to finish. That is precisely why The Home Program is now providing special education sessions that explain the entire process and then let participants ask the questions they need answered.

    The sessions are held in various builders showhomes, last approximately 90 minutes and are done in an informal - question and answer format. A mortgage and real estate professional sit and talk with the new-home sales representative to help participants understand the process involved; the best way to approach a new build purchase; and costs and considerations. At each stage of the process, participants are encouraged to join in and ask their own questions.

    The sessions include information on financing a new build; builder selection; initial and final pricing; contracts and deposits; selecting the various components in your new home; construction stages and timing; warranties and walkthroughs; and supports and responsibilities available after you have taken ownership. The sessions currently run from 3:30 to 5 p.m. on Saturdays.

    Keeping the magic in the

    New Build process

    The Home Program began as a pilot project in December 2001 to meet the need in Edmonton to assist low and moderate income families in

    becoming homeowners. Since then it has expanded to include education, counseling and advocacy, referrals to service providers, a Down Payment

    Assistance Program, and ongoing contact before and after the purchase of a home. The program is now accessed by all income levels and custom

    education sessions have been developed to include education around such areas as building a new home, and understanding the ins-and-outs of

    condominium ownership.

    The Home Program has provided homeownership education to more than 3,700 families and continues to work with those individuals including

    the more than 1,000 who have now become homeowners. The program is currently available in all major population centres in Alberta, including

    Edmonton, Calgary, Lethbridge, and Fort McMurray. A large volunteer base of local service providers coupled with financial contributions from

    participating Realtors has enabled the program to provide more than $1 million in financial assistance to program graduates.

    The Home Program is offered and operated as part of Capital Region Housing Foundation, Edmonton, and is partnered with local and national

    non-profits and service providers, including the Alberta Real Estate Association, the Alberta Real Estate Foundation, and Canada Mortgage and

    Housing Corp. (CMHC). The program was recognized with the first Edmonton Housing Trust Funds ROOPH Award for Outstanding Partnerships.

Most home builders charge a fee with any changes to their plans, while this is part of a service that is provided to an owner who chooses to build with Waters Edge. Owners can also choose to buy the lot and bring their own builder. The proposed design just has to fi t within The Estates at Waters Edge architectural and landscaping guidelines. Upgrades are also available to the homes, including granite countertops, gas fi replace, central vac system a detached or attached garage, as well as numerous other options.

    The interiors of these homes come in a variety different high-quality fi nish-ing packages, with energy-effi cient designs and six low-energy appliances. R-20 insulation is used in the walls and R-40 in the ceilings. Use of high effi -ciency furnaces provides that the homes are built to high effi ciency standards and save on utilities.

    A monthly maintenance fee ensures main-tenance of all the common areas (such as clubhouse, marina, playground, beachfront recreation area and boat launch). The fees also include water, sewage and a full-time on-site manager. There are lawncare and winter snow shoveling services also available.

    The area surrounding Waters Edge offers a healthy list of amenities. A convenience store and gas station are a few blocks away. Onoway and Alberta Beach offer retail services includ-ing grocery and liquor stores, restaurants, gas station, public library, hair salon, dollar store, hotel and golf course. Schools are nearby and the Barrhead and Stony Plain hospitals are only 25 to 30 minutes away.

    The proximity to Edmonton is a major selling point for The Estates at Waters Edge. A short drive can get you to your lakefront home in no time.

    Many of the purchasers, however, are not from the Edmonton area. Residents include people from Peace River, Fort McMurray, White-court and Calgary. They have found The Estates at Waters Edge to be the best value and loca-tion for Lake Front and Lake View property in Northern Alberta.

    The federal budget, tabled on March 21, provides some hope in this regard, in that it contains measures to increase support for national infrastructure.

    Says Canadian Home Builders Association (CHBA) President Deep Shergill: Its an opportunity to restore scal integrity at the municipal level and fairness for younger generations. At present, many municipalities are nancing community infrastructure by transferring the costs into the mortgages of new home buyers, amounting to more than $5 billion a year.

    Municipalities across Canada are now lobbying Ottawa to make sure they get their share of available funds to address road and transit needs.

    Faced with such infrastructure and funding challenges, municipalities are also typically considering other options including new taxes, road tolls and other fees to help pay for whats needed.

    For homeowners and prospective new homebuyers,

    then, it is clear that proximity to existing infrastructure and amenities is becoming more important than ever.

    With continuing immigration, general growth and construction expansion all happening at a quicker pace than infrastructure improvements our highways and transit systems will all be tested until everything catches up.

    As youre out there shopping for your new home, look around to see how far you are from the nearest highway or rapid transit system that affords you a reasonable commute; and how close you are to health care, schools, shopping and recreation. These communities will be at a premium, now and in future.

  • So youve made the decision to buy a home. Statistically youre one of about 9% of greater Edmonton households that will purchase a new or resale home this year. Its a big move regardless of what you buy so heres a few things to think about. NEW VS. RESALE Let me state clearly that I work with clients in the new home industry, but I will try to keep my bias in check. Because I have purchased both types of homes (a few times) I think I can remain objective.

    Price is generally the reason people start searching in the resale market. And, at first that appears logical. In general, resale home prices range from 15% to 20% less than new homes of similar size and style. However, thats not always true in todays market conditions. A large amount of new lot supply and an increase in new value priced condos has kept a lid on prices and made it possible to buy a new home for as little as 5% above resale prices certainly in the entry level segment. Virtually a dead heat when it comes to price. A key consideration is that you must pay GST on a new home while you do not pay it on a resale. However, the rate of GST is subsidized modestly for homes under $450,000 so the impact is lessened somewhat. You should also consider the hidden costs of buying used. First you will have to fix all those items (no matter how small) that impact a resale homes safety and performance. Leaking faucets, running toilets, drafty windows and doors, inefficient furnaces, hot water tanks in need of repair or worse, creaking garage doors, worn out appliances, and a litany of other cant see until you move in kind of things. Second, theres personalization and dcor changes or upgrades. Musty old carpets with a few stains,

    scratched or damaged hardwood, chipped or discoloured paint, broken railings, casings and light fixtures, and of course out of date counter tops, cabinets, etc. These items collectively can add from $25,000 to $40,000 to the cost of a used home almost immediately. All of a sudden that great price disappears faster than those big savings you thought you had. And, In The Future

    At the end of all this inconvenience and expenditure you are still essentially living in an older inefficient home. The technology integrated into todays homes, particularly regarding energy and water efficiency, can save you about $700 PER YEAR over an average sized used home. And, thats at todays resource prices! Since 2000, oil prices have risen over 400%, utility rates have gone up 115% and its reasonable to assume this trend will continue in the future. So, purchasing a new home built to the highest sustainable standard is not only smart for your family and the planet, but is essential for the health of your budget.

    Many Alberta builders have embraced sustainable building practices that could save you thousands of dollars over the life of your home. So, the battle rages. New or used. It really depends on the product you find and the price you can negotiate. Just remember to think through all the costs associated with the sale and compare them prudently. Only then can you make the perfect home purchase for your budget.

    Across AlbertA, 42 elementAry schools showed significant improvement in their academic performance over the past five years, according to the Fraser Institutes annual school rankings.

    Among these improving elementary schools are public, private, separate, francophone, and charter schools.

    This is why the Fraser Institute school report card is the go-to source for measuring academic improvement: it highlights school success stories from Grand Prairie in the west to Fort McMurray in the east and from La Crete in the north to Cardston in the south, says Peter Cowley, Fraser Institute director of school performance studies.

    Our report shows that all schools are capable of improvement, regardless of the personal or family challenges their students might face. If educators want to help students learn and improve, they should be talking to these schools.

    The Report Card on Albertas Elementary Schools 2013 rates 659 public, private, separate, charter, and francophone elementary schools based on nine academic indicators using data from the annual Provincial Achievement Tests (PATs) administered by Alberta Education.

    By pinpointing the subject areas in which individual schools are improving or declining and how their academic performance compares to that of other Alberta schools over the past five years, our report helps parents and educators prioritize learning challenges in their schools, Cowley says.

    The report card also includes important information about each schools make-up, including parents average income, the percentage of ESL students and the percentage of special needs students.
