GoingPlaces certainly describes Edmonton . The excitement of the Ice District continues to spark

positive hope for the future . With the City of Edmonton operating out of their new home, Edmonton

Tower, the JW Marriott being topped off, and the Stantec Building rising higher each week, our skyline

continues its dramatic change . The two buildings continuing to change the downtown skyscape are

impressive . The JW Marriott hotel, from the largest hoteliers in the world, and one of several Marriot

properties in the region, is an exciting addition and betrays a confidence in the Edmonton economy . The Stantec

Building, soon to be the tallest building west of Toronto, and Enbridge Centre and you have an amazing new look

for Edmonton’s downtown core . And let’s not forget these buildings are close to fully leased . Add the soon to

open Royal Alberta Museum and you certainly have an exciting and impressive foundation for #GOINGPLACES .

While the transformation of downtown continues to spark excitement for Edmonton, that’s not the whole

story . The suburbs are bustling too . Ivanhoe Cambridge has just opened its Premium Outlet Mall at the Edmonton

International Airport where a new Costco will also open in the fall . Construction has also started on a race track

with a casino and a new Marriott Fairfield Inn & Suites Hotel . On top of that, Cameron Developments has

numerous projects being worked on around the City, Harvard Developments continues to develop the Currents

and Windermere, plus Qualico Commercial is progressing on its River View Project . All of which demonstrates a

strong confidence in the growth and economic development in the region .

LRT expansion has moved past planning and into the construction phase for the Valley Line . Post-secondary

institutions are all going through exciting developments as well . NAIT boasts about the newly opened Centre

for Applied Technology Building, MacEwan University’s has the newly opened Centre for Arts and Culture, and

Norquest College proudly opened the Singhmar Centre for Learning . At the University of Alberta’s two new

student residence buildings will add to the growth of Edmonton’s major post-secondary institutions . All this

construction activity is helping mitigate the impact of the oil patch slowdown as thousands of trades people

continue to be busy in Edmonton .

Downtown

City centre on the move after 20 years of investment

very day is Moving Day in downtown

Edmonton these days as new skyscrapers

that sprouted in the past few years are

completed and their new owners and tenants

take possession .

Moving trucks began shuttling

through the city more than a year ago

when the Enbridge Centre on Rice

Howard Way began to gather up the

pipeline company and a collection of

top global professional services firms .

Next, activity centred on the 27-storey

Edmonton Tower in the ICE District .

The City of Edmonton now occupies

16 floors after an eight-month moving-

in process . RBC Dominion Securities

and other tenants have since been

taking their turns in the loading dock .

The building’s daycare and a growing

number of food and retail

tenants are up and running .

The next big move will be

at Stantec Tower . This fall the

engineering firm will begin to occupy 19

of 28 storeys in the lower portion of the

double building .

For Stantec, Moving Day will take

the better part of a year to execute,

as the engineering and design

company transitions in floor by floor .

Fixturing, decoration and furnishing

will be completed before successive

by three global professional services

firms: PwC, Dentons and Piper . While

all this is happening, the dance of

the construction cranes will continue

directly overhead as the Sky Residences

tower pushes higher to 62 storeys

to become the tallest structure in

Edmonton .

The J .W . Marriott hotel should open

in 2019, to be followed by more Moving

Days at the premium Legends Private

Residences, which earlier this year

topped off at 54 storeys .

Moving Days are nothing new for

Hilary Lumme, vice-president of

operations for the Katz Group . As a

veteran senior executive of Edmonton’s

property management scene, she has

supervised many move-ins, but none

of the scale or complexity of the ICE

District .

“We haven’t experienced it yet, but

we’re gearing up,” says Lumme, who

formerly ran a 45-person office as the

Edmonton vice-president of property

management at Triovest .

She will be supported by a team

of 20 people, including a director of

property management, a director of

operations, two property managers, an

administrator, four operations teams

who are at work now, plus four more to

come on stream as Stantec begins to

take possession .

“It’s going to be a challenge,” she

admits . “It’s about managing the

loading dock, managing the people .

communication .”

By some time in 2022, after all the

computers and family portraits are on

the new desks in the Enbridge, Edmonton

and Stantec towers, and once the related

condos and retail spaces are filled, all the

Moving Days in downtown Edmonton

since 2017 will add up to millions of

square feet .

“For the longest time, people said

nobody could build one of these towers

in Edmonton,” says John Ross, strategic

consultant for JLL . “When somebody got

the gumption to actually build them, they

filled up even though they had to charge

more rent .”

It turns out that tenants were tired

So what happens next?

Does the building boom that

has amazed visitors and locals

alike just stop? Is it to be followed

by a long stretch of inactivity? Or

will 2022 merely be the end of the

first or second period of a multi-decade

game of downtown renaissance?

Opinion among knowledgable people in

the city’s commercial real estate industry

is siding about 7-to-3 with the belief that

a pause is coming, Ross estimates .

The arguments supporting a pause

are familiar . As major tenants move into

new premises, they leave behind acres

of space in their previous buildings that

must be absorbed by the market before

rents can rise high enough to justify new

office construction . And Edmonton does

not have a lot more of the “whale” tenants

that make big new buildings viable .

There are some good arguments on the

contrary side of the debate as well . Empty

office space is busily being repurposed .

Investment in rail transit and cultural

assets brought people back downtown .

A younger, more urban generation is

providing the energy to sustain steady

growth . One could argue that Downtown

Edmonton has turned the corner for good .

site at Jasper Avenue and 95th Street in The

Quarters; it plans to complete a 199-unit,

24-storey apartment building by 2019 .

An interesting feature of Edmonton’s

downtown development is that it has

required little demolition and construction

has taken place mostly on under-used land .

Existing office buildings that lose their tenants

are being successfully renewed — such as

Procura’s WSP Place and Morguard’s Scotia

Place — or repurposed as residences . Market

conditions and the dimensions of a building’s

floor plate dictate the final form .

The major market force that is continuing

to push downtown forward for the moment is

demand for housing, which brings us back to

the ICE District .

Once the Marriott and Stantec projects are

completed, the Katz Group and its contractors

have further ambitions for the area . A rental

apartment tower and retail podium just

southwest of Rogers Place is due next, with

plans being finalized for a 2018 construction

start . And once overhead cranes are removed,

work can begin on a public plaza to be

managed by the Oilers Entertainment Group .

Even before the area south of Rogers Place

is completed, the Katz Group will shift its

focus to Phase 2 of ICE District, a residential

neighbourhood planned for former railway

lands north of the arena .

“What you’re going to see in Phase Two

is no less than 4,000 apartment units, and

those will be available to anybody who wants

Other developers are adjusting

their plans for post-ICE District

downtown to focus less on offices

and more on living spaces — both

in The Quarters on the east side

of downtown and to the north in

Station Lands,

Winnipeg-based Qualico built

the Epcor Tower to be Phase One

of Station Lands, which was to

include up to four office towers .

With the arrival of the Enbridge

Centre and two ICE District office

towers, Qualico has gone back

to the drawing board . Its new

vision for the area will likely shift

to apartment towers and include

some boutique office and retail

space in the mix .

“The ICE District is going to be

big and bustling and busy . Imagine

it as Edmonton’s version of Times

Square,” says Sidney Waskiewich, VP

Leasing for Qualico . “What we want

is Edmonton’s version of Rockefeller

Plaza — somewhere people can

come and linger and hang out . That’s

where Station Lands can carve out a

niche .”

The Suburbs

Edmonton’s older communities are becoming a lot more urban

More than 98% of Edmontonians live

in the suburbs, broadly defined as “not

downtown .” Suburbanites aren’t only

middle class, but rich and poor as well .

A growing number are immigrants who

grew up in large cities . Residents share

their space with virtually all of the city’s

industry, 40% of its commercial office

space, the bulk of its transportation

infrastructure, plus most retail and

wholesale commerce . Downtown may

be the heart of the city but the burbs

are just about everything else .

In the next 10 to 30 years, suburban

Edmonton is about to undergo

its biggest changes since West

Edmonton Mall opened in 1981 . New

neighbourhoods will continue to sprout

outside the Anthony Henday, including

an ambitious planned satellite town for

60,000 people . Meanwhile, the cores

of several mature neighbourhoods are

about to become much more urban in

character .

For the past 50 years, one of the

most prominent features of the

suburban landscape in Canada

was the regional shopping centre

surrounded by acres of parking lots . As

suburbs matured, these big malls also

developed as regional transit hubs

for buses and then light rail . Now as

major cities struggle to accommodate

growth and migration and reduce

or many of us the word “suburb” conjures up nostalgic images of tidy

houses on grassy lawns and people out on their driveways washing the

car on a spring afternoon . While that kind of image applies to large swaths of

Edmonton, the true picture is much more complicated and diverse .

sprawl, it has become obvious that

free parking is not an economical use

of a region’s best located land .

The Toronto and Vancouver regions

are leading the way in what’s known as

TOD, for transit oriented development .

In Burnaby, B .C ., Metrotown mall is

being transformed into the centre of a

three-sq .-km city within a city next to a

SkyTrain station . Similarly in Brampton,

Ont ., the 1970s Shopper’s World soon

will be the terminus of an LRT line . Its

owner RioCan REIT plans to redevelop

the site for 1,500 apartments and a

much smaller retail footprint .

RioCan CEO Ed Sonshine recently

told an interviewer that such projects

are a response to a falling demand

for retail space and an urgent need in

major markets for more apartment

buildings . RioCan eventually wants

to redevelop 50 of its 300 shopping

centres across Canada and its TOD

ambitions definitely include Edmonton .

At Mill Woods Town Centre, RioCan

and Bayfield Realty Development have

proposed the redevelopment of 58

acres into an “urban village” with 1,750

residential units and 750,000 SF of

commercial space . The 13-km Valley

Line LRT currently under construction

will connect the site directly to

downtown .

Another proposed TOD on the

Valley Line is Morguard Investments’

Bonnie Doon Shopping Centre . The

redevelopment project was spurred on

by Bonnie Doon’s recent loss of both its

Target and Sears anchors .

Having longtime co-owners such

as pension funds or REITs with access

to plenty of capital makes this kind of

massive redevelopment viable .

Current and future TODs closer to

the city centre include the 124th Street

area and west on the Stony Plain Road

corridor, which will be served by the

eventual expansion of the Valley Line

LRT . Though lacking any immediate

light rail development, the former

Southpark car dealership site on Whyte

Avenue is well served by bus transit

along major roads in the area .

An early Edmonton TOD was Century

Park . Begun in 2006 on the former

Heritage Mall, the site accumulated

a smaller retail campus, LRT station

and Park and Ride, but only 400 of the

2,900 condominiums envisioned for

the site were built . Instead, developer

Procura Real Estate turned its attention

to constructing the Mayfair rental

apartment projects around Corona LRT

in downtown Edmonton . With those

buildings completed, Procura has now

returned with new zoning and a plan for

a bigger Century Park . Construction is

progressing on an 18-storey apartment

tower, with as many as 4,000 more

units to come .

Edmonton clearly has embraced

the growing trend return to apartment

living across metropolitan Canada .

Renting an apartment has become

the preferred option for many younger

couples who can’t afford to buy, and

for their downsizing parents as well .

Both groups appreciate the walkability

and rapid transit options of TOD

communities .

Nevertheless, it might be too soon to

proclaim the death of Mom and Dad’s

suburbia .

Out beyond the ring road in southwest

Edmonton, Qualico has just begun

moving dirt on 1,000 acres in what will

become Riverview . Although there are

only 16 to 18 show homes completed

at present, the area is planned to

accommodate 60,000 residents a

decade or so from now . They’ll live in

everything from multifamily rentals to

luxurious custom homes, many built

by Qualico’s builder divisions: Sterling,

Pacesetter, Streetside and August .

Bordering on the river valley, the

area will offer schools, recreation

and natural areas . About 50 acres of

commercial development will serve the

area, including a retail town centre and

a business park bordering on Anthony

Henday Drive .

As with the housing, the commercial

buildout is expected to begin with a

neighbourhood commercial centre in

Ambleside East: convenience store,

liquor, pizzeria and dentist’s office . The

larger Ambleside West will have a large

grocery anchor in its retail hub and

possibly a professional office building .

All told, Riverview will need about

400,000 to 500,000 SF of commercial

space by the time it’s built out,

says Qualico Commercial’s Sidney

Waskiewich .

“From the time we bought the land

to the time we get our first commercial

tenant could easily be 10 years, and by

the time the project is completed it could

be another 10 years,” says Waskiewich .

“So on a big development like that, we’re

looking at several decades to build out

both the residential and commercial .”

On the industrial side, two large pur-

pose-built facilities are breathing new

life into the Leduc/Nisku industrial mar-

ket . A new Aurora Cannabis facility on

airport land, plus a Ford Canada distri-

bution centre being built nearby in north

Leduc, together account for 1 .2 million

SF of the 2 .8 million SF of the industrial

space currently under construction in

the Edmonton region .

On 30 acres leased from the airport

authority, first commercial production

is being phased in at the world’s largest

medical marijuana-growing facility . It is

owned by Aurora Cannabis, a govern-

ment-regulated and licensed producer

of medical marijuana .

The high-tech Aurora Sky greenhous-

es ultimately will enclose 800,000 SF

(more than 16 football fields), cost

$110 million to complete, be capa-

ble of producing 100,000 kilograms of

medical-grade marijuana per year, and

employ up to 300 people . The com-

pany says it chose the site east of the

north terminal because of the area’s

robust utilities infrastructure and easy

access to international air shipping,

among other attractions .

A medical research lab in the facil-

ity will explore the use of cannabis ex-

tracts in the treatment of heart disease,

epilepsy and other conditions . Half of

the products that Aurora currently sells

contain no THC (tetrahydrocannabinol,

the ingredient that makes recreational

drug users high) .

Meanwhile on Airport Road in Leduc,

Ford Motor Co . is developing a 400,000

SF parts warehouse and distribution

centre for Western Canada . The single-

storey, 13-metre-high structure is being

built by Scott Builders Inc . for an open-

ing day in late 2018 . Plans include an

on-site gym for the 200 employees,

who will move from Ford’s West End

location .

In addition to being able to accom-

modate the large footprint of a modern

logistics centre, Ford’s Leduc site is well

located for road, rail and air transpor-

tation . It sits across the highway from

the airport, adjacent to the CPR main

line and just a few gear changes from

Highway 2 and Anthony Henday Drive .

The cost of the project was estimated

at $45 million .

Meanwhile, in recent months there

has been a marked pickup in the Leduc/

Nisku industrial parks that are domi-

nated by oil and gas service compa-

“Leduc/Nisku is quite a bellwether for

the economy for this whole area,” says

Rod Connop, a veteran Colliers indus-

trial leasing executive . “Whether people

want to admit that or not, these indus-

tries employ people who then have

money to spend on retail and buy con-

dos and everything else .”

If you are one of the 8 million pas-

sengers who passed through Edmon-

ton International Airport in the past

year, you probably noticed a surge of

construction on airport lands . It isn’t

only medical marijuana that’s attract-

ing investment — so are logistics, ad-

training for drivers . It joins the Alberta Aerospace and

Technology Centre, which also incorporates Boeing

737 and helicopter simulator training .

Working with 39 local and global industrial partners,

the technology centre is developing and testing auton-

omous vehicles and systems . Another group is com-

mercializing fuel-efficient advanced combustion sys-

tems . A company from the Netherlands has deployed

unique drones with flapping wings that mimic birds of

prey to control bird populations at the airport .

The dramatic growth at EIA follows decisions a de-

cade ago to release surplus land at the airport for eco-

nomic development and commercial uses .

“For us it was how do we use the land we have at

the airport to drive economic development and to

drive demand for air services,” says Myron Keehn, the

airport authority’s vice-president for commercial de-

velopment .

With big, recent non-energy investments in the area,

the economy of Leduc/Nisku — and by extension the

whole Edmonton region — is about to become a lot

more diversified .

In response, leasing activity in the

retail space and investor purchases

of retail properties also returned to

an upward trajectory in the second

half of last year .

Another positive signal

was that leasing activity was

visible throughout the region .

Supermarkets and national-

brand retailers are committing to

town centres serving new outer

suburbs, while food and beverage

names are taking up locations

in the podiums of high-profile

new buildings downtown . And in

mature neighbourhoods, transit-

led densification is bringing in

new retailers to serve the growing

population .

One retail sector fighting

headwinds is the traditional

shopping centre, which last year

saw the collapse of Sears Canada

only two years after the Target

Canada debacle . Each failure put

about 15 million SF of anchor space

back on the market across Canada,

according to CBRE . Four dozen

centres — including Edmonton’s

Kingsway and Bonnie Doon — had

both chains as anchors .

It’s easy to forget that turnovers

are a constant part of the fad-

driven retail business . Edmonton

might not have a Woodward’s

anymore but it recently added two

big Simons stores . When Eaton’s

went under, no one had ever heard

of Crate & Barrell, Lululemon or the

Apple Store .

So despite recent setbacks,

Kingsway Mall is actually growing .

It recently saw the openings of

Marshalls and HomeSense in the

former Target space, along with an

H&M in a brand new wing .

When Ivanhoé Cambridge’s

428,000 SF Premium Outlet

Collection opens in May at

Edmonton International Airport, it

will have 100 outlet stores plus six

anchor tenants . And there is going

to be a Costco next door .

Rest assured, the mall is far from

dead . It’s just changing with the

times .

Meanwhile downtown, all eyes

are on the ICE District . New retail

is coming online on the second

level of Edmonton Tower and the

pedway linking it to the future J .W .

Marriott hotel and The Legends

condominiums . Boston Pizza is

installing fixtures for a fall opening .

Tim Hortons, Gateway News,

and Subway are also there, to be

joined by the city’s first Cacao 70,

a coffee-chocolate boutique from

Montreal .

The Stantec Tower will feature

Edmonton’s first licensed food hall

with 16 or 17 unique offerings and a

wine and tapas vibe . On the main

floor, there will be a Starbucks,

Rexall Drugs and Scotiabank

branch . An Italian restaurant is in

the works for the main floor .

Over at Epcor Tower, the

Sorrentino restaurant group is

opening a new wine and pizza

concept called BUCO Pizzeria +

Vino Bar .

In the retail side of commercial

real estate, you never can tell what

is going to come along next .

t’s official: nothing can stop the Alberta consumer . Retail sales in the

province returned to pre-recession record levels last October, fuelled by

rising wages, increasing employment, improved housing starts and a

provincial economy kicking into recovery mode .

n many ways the construction of the ICE District couldn’t have happened at a

better time for the Edmonton region . The massive downtown redevelopment

gave paycheques to thousands of construction workers and helped the city

keep growing, even while activity in the oil patch seemed to be in free-fall .

The Oilers’ move to Rogers Place gave the city a much-needed morale boost .

Owners find creative ways to fill their buildings again

For the downtown office market,

however, it was a case of too much all

at once . Three new, first class office

towers — Enbridge Centre, Edmonton

Tower and the soon-to-open Stantec

Tower — have been brilliant successes .

But things haven’t worked out as well

for a half-dozen pre-1980 towers that

saw their biggest tenants pack up and

move .

It’s a story that will continue to play

out in the downtown office leasing

market for a few more years as a

modestly growing market absorbs the

vacated space that continues to come

onto the market .

That said, the oversupply of vacant

Class B space hasn’t turned out to

be as large as some had feared . The

situation has been helped by several

buildings being taken off the market for

repurposing and renovation .

Three buildings that were vacated

in favour of new towers — the HSBC

Bank Place on 101st Street, the former

Enbridge Tower on Jasper Avenue and

Enbridge Place on 103rd Street — have

new owners who will soon roll out their

visions for the properties . Expect the

mix to include apartments, hotel rooms

and even offices .

These follow a long line of successful

major tower upgrades in Edmonton,

including ATB Place, First and Jasper,

9Triple8 Jasper, Scotia Place and

EPCOR TOWER Year in Review

Free Umbrella Service - There’s nothing worse than getting caught in a storm, and here in Alberta the rain comes so infrequently that we often don’t plan ahead by keeping an umbrella by our desk or in our car. That’s why, in the Spring of 2017, EPCOR Tower started offering free umbrella service. The service allows tenants to grab an umbrella from the security desk in the lobby and return it once they’re done.

Auto Details - Our tenants are busy people, so anything we can do to help them save time is a priority. Our partnership with Auto Details was built to do just that. Auto Details will pick up a tenant’s vehicle from our parkade, detail it, and have it returned by the end of the day. Keys just have to be dropped off and picked up at the lobby security desk. This helps keep our tenant’s vehicles, and their calendars, spotless.

Lobby Wi-Fi - Our two storey lobby with rotating art, piano music, and collaborative seating is an excellent place to read, relax, or gather. In 2017 we were able to improve the environment through the addition of free Wi-Fi. Visitors and tenants can log on and enjoy free data while they eat their lunch, meet with colleagues, or grab a coffee.

Parking Signage - EPCOR Tower’s heated underground parkade is a great place to park (especially during a cold snap), but 2017 saw further improvements when the entire site underwent a wayfinding upgrade. Better signage, more arrows, and clearer instructions were put in place to help our guests, and our tenants, find their way through our parkade. For 2018, even more improvements are in the works.

EPCOR Tower Gives Back - At EPCOR Tower we’re proud to be a building that’s actively giving back to the community. In 2017 our charity parking program donated $5 for every vehicle that parked in our parkade during major event nights at Rogers Place. Over the course of the year we partnered with nine charities and generated almost $110,000 to help them in their causes.

Welcoming BioWare to the Downtown - BioWare is a well-known Edmonton success story and EPCOR Tower was thrilled to be selected as their new downtown home. Construction will begin in 2018 to transform three floors into a creative and collaborative space that’s fit for this world-class video game development studio.

Now, as we move into 2018, we’ve already experienced some exciting developments.

Buco Pizzeria + Vino – We attended Buco’s opening in March and have since been enjoying the many pizzas, menu options, and vinos that they’ve curated for our tenants and guests. This beautiful restaurant has been a welcome addition to our grand lobby.

CarShare: Powered by Pogo – In 2018 EPCOR Tower became the first office tower in downtown Edmonton to provide a dedicated CarShare service. Two vehicles are available to our tenants on P1 of our parkade and are accessible through Pogo’s CarShare app.

We still don’t know everything that 2018 will bring for EPCOR Tower, but we’re excited to continue bolstering our amenities and offering more services that make life better for our tenants.

In 2017 EPCOR Tower became the future home of BioWare, one of Edmonton’s greatest entrepreneurial success stories, while also adding several new services to the building. In 2018, we’re working hard to include even more amenities that promote wellness to our tenants and guests.

some good-sized tenants from the

suburban market . Edmonton’s video

game developer BioWare, part of the

Electronic Arts empire, will occupy

75,000 SF of Epcor Tower . The

building’s LEED Gold environmental

and BOMA BEST Gold management

standards were key selling points for

the tower, which was completed in

2011 . BioWare’s arrival in 2018-19 will

bring the building’s occupancy to 88% .

Across 101st Street in the ICE District,

the Katz Group’s Edmonton Tower

is 95% leased . Its principal tenant,

the City of Edmonton, has moved in .

Other tenants including RBC Dominion

Securities are following .

Nearby, the 28-storey Stantec

Tower was topped off last fall and

work is underway on Sky Residences,

a 38-storey condo structure on top

of the office building . The Stantec

Tower is nearly fully leased with

Stantec scheduled to begin occupying

the building this fall . Three global

professional services firms, PwC,

Dentons Canada LLP and DLA Piper

(Canada) LLP, are to follow in 2019 .

The Enbridge Centre on Rice Howard

Way in the Financial District is also close

to fully leased . Its blue chip directory

includes Canada’s largest pipeline

company, plus the National Bank of

Canada and professional services firms

KPMG, Field Law and Parlee McLaws

LLP .

They said Class AAA office towers

couldn’t be done in Edmonton . The

Katz Group and Enbridge Centre’s

lot of new office space has

been added in the Edmonton

suburbs in the past few years

and as a result the market

continues to experience

vacancies upwards of

17%, although the absorption rate

has turned positive .

Meanwhile, the quality of suburban

office product continues to improve

as 60,000 SF is being constructed

at Edmonton Business Campus

and another 60,000 SF at Village at

Blackmud, both in South Edmonton .

In addition, more than 53,000 SF are

being built at West Block on Stony

Plain Road and a further 22,000 SF at

the Raymond Block on Whyte Avenue .

Asking rents for new product range

above $30 per SF while most older

space commands considerably less .

Many of the recent leases signed in

the south and east markets were for

less than 5,000 SF, Colliers reports . A

notable deal saw Edmonton Northlands

take 15,7553 SF in Sherwood Park’s

Broadmoor Place VII .

In the northwest, Colliers reported

negative absorption and higher

vacancies in the 118th Avenue and

124th Street districts . Meanwhile, 149th

Street and the West End experienced

positive absorption and decreased

vacancy .

There are good demographic reasons

to believe we could have seen the

bottom of these markets .

The growing trend to densification

of major cities — meaning the focusing

of new development on downtown

locations and along transit corridors —

has not, repeat not, sounded a death

knell for suburbs .

By any measure, Edmonton

remains overwhelmingly suburban .

The population of virtually the entire

between 2011 and 2016, more than

Census Day, the city’s enviably young

population has increased through

births, international immigration and

the recently resumed positive provincial

migration to Alberta .

As people move to the outer

suburbs, they need lawyers, dentists,

all sorts of other professionals and

local businesses . And especially more

doctors, as Edmonton gains more

children and more senior citizens .

According to Avison Young, medical

employment in the Edmonton region

grew by 10 .6% in 2016-17 to 6,200

people, far out-stripping the city’s

overall employment growth . The firm

believes the medical office market will

continue to lead .

his year, as widely expected,

industrial leasing in the

Edmonton region has by and large turned

positive after the challenges faced in the

market in 2015-16 . At the start of 2018,

the vacancy rate across the region

appeared to be levelling off at 7 .55% .

This uncharacteristically high vacancy

rate is actually a positive when seen in

the context of the remarkable buildup of

the region’s industrial footprint . Leasable

industrial space in the region has surged from

98 .7 million SF five years ago to 143 .7 million

SF in 2018 . Few metropolitan economies in

North America can post this pace of growth .

For the region as a whole, less new supply

and a stronger economy point to greater

absorption of industrial space and rents

firming up . Both trends were in place by the

end of 2017 with vacancies in the six per cent

range and net asking rent of $9 .43 per SF . As

conditions improve, tenants face gradually

increasing rents and fewer choices as the

best properties will be first to be taken .

INDUSTRIAL AREAS

As always, the industrial market

picture differs greatly between the

region’s geographic sub-sectors .

Northwest Edmonton, the largest,

saw a year-over-year decline in vacancy

from 7 .42% to 7 .16%, aided by a small

decline in rents as a gap narrowed

between the expectations of buyers and

sellers .

The second largest market area,

southeast Edmonton, posted a vacancy

rate of 8 .55% . That area is feeling the

effects of new construction coming

online in south Edmonton at a time

when few oil and gas-based industries

are looking to expand .

Meanwhile in northeast Edmonton,

it was business as usual in an area

dominated by heavy industry . Only

0 .79% of northeast industrial space was

vacant going into 2018 .

Central Edmonton, the smallest sub-

market, showed remarkable stability

with 2 .39% vacancy .

Outside the city limits, vacancies also

varied widely . Acheson was essentially

fully booked and St . Albert nearly so .

The Sherwood Park industrial market

was in balance .

The outlier was Leduc/Nisku . With its

heavy reliance on oil and gas services,

it saw vacancies soar from 1 .4% to

over 12% in just three years . In addition

it suffered from a surge in shadow

vacancies: space that tenants held

onto even though it was no longer in

use . Leasing professionals familiar with

the Leduc/Nisku market calculate that

once shadow vacancies were taken into

account, the real inventory of unused

space was as high as 30% at the worst

of the 2015-16 oil recession .

In recent months Leduc/Nisku has

made a distinct turn for the better, with

rents stabilizing and a return to positive

absorption .

Rod Connop, executive vice-

president for Colliers in Edmonton, sees

two positive trends kicking in for the

Leduc/Nisku sub-market .

“Space is being re-leased,” he says,

“while at the same time big energy

service groups have removed their

space from the sublease market

because they are seeing that work has

come back .”

The fortunes of Leduc/Nisku have

always been closely linked to those of

the oil and gas industries . However, with

the completion this year of a 400,000

SF Ford Canada distribution centre

and a 800,000 SF Aurora Cannabis

medical marijuana production facility,

the Leduc/Nisku/airport industrial

market is about to become bigger and

a lot more diversified .

downtown Edmonton after news emerged in February that two marquee office

towers and the largest downtown shopping centre were up for sale .

Investment Survey

Marquee downtown properties are potential blockbuster sales

The two Class-AAA office towers

developed by the Katz Group in

the ICE District were on sale — the

27-storey Edmonton Tower that

opened in 2017 and the 28-storey

office portion of the 62-floor Stantec

Tower, where the nameplate office

tenant will begin to take possession

this fall . Asking price for the pair was

reported to be a cool billion dollars .

Both towers are almost fully leased

to blue-chip tenants; nevertheless,

any sale at this price would be a

blockbuster deal by Edmonton

standards .

Meanwhile a few blocks away,

Oxford Properties’ City Centre Mall is

also understood to be up for sale for

an undisclosed asking price . With 170

businesses including Hudson’s Bay,

Winners and SportChek in 812,000 SF

of leasable space, City Centre last year

completed a $40-million renovation

that includes a new food court in the East

building and indoor parking in the West .

The three properties are among the

crown jewels of Edmonton commercial

real estate and their sale would be

a vote of confidence in the massive

downtown revitalization that has been

underway in recent years .

Notable downtown transactions in

2017 included the sale of 9Triple8 Jasper

to a charitable foundation for $60 .6

million, or $356 per SF . The vendor, HCI

Ventures, had purchased the former

headquarters of ATB Financial in 2005,

then embarked on a successful top-

to-bottom renovation in 2014 after the

sole tenant moved out . The building

was more than 90% leased when it

changed hands last summer .

Two buildings that were vacated

when tenants moved into new first-

class buildings were purchased by the

provincial pension manager, AIMCO

Alberta, for a total of $50 million, or

$85 per SF . The former HSBC tower has

been issued permits to be recladded

and upgraded for offices . Plans for the

building on 103rd Street building were

still being developed, with some kind of

residential or hotel use considered to be

likely .

The pointy-topped former Enbridge

building on Jasper Avenue has been

purchased by a private owner who is

expected to convert it into long-stay

hotel suites .

Expect institutional demand

to remain strong for long-lived

assets in Edmonton, especially

rental apartments . Asset manager

Timbercreek’s 2017 purchase of

Edgewater on Jasper for $191 million set

the bar for premium new product with

a 4 .65% cap rate or $275,000 per unit .

In the industrial sector, 2018 began

with the January purchase of Pure

Industrial REIT (PIRET) for $3 .8 billion

by Blackstone Property Partners .

This portfolio included more than

2 .7 million SF across 25 properties in

Edmonton .

The largest local property in the

Blackstone purchase, at just under half

a million square feet, is a multi-tenant

industrial building on 170th Street . The

smallest was 12,000 SF . Blackstone

can be expected to expand and

upgrade some of its industrial parks

and possibly cull some holdings that

don’t fit into its plans . Sales to tenants

or local investment buyers could pick

up a bit .

Prior to the takeover, PIRET was

the seller in a few other deals around

Edmonton . In Q3 of 2017 it sold a St .

Albert property to Orion Plastics Inc . for

$5 .2 million . It also sold four industrial

properties in northwest Edmonton

totalling about 422,000 SF for about

$40 million to asset managers in the

BMO sphere .

In the industrial land space, significant

purchases include 45 acres in Clover

Bar purchased from Maommet Canada

last October by a local investor for $14 .6

million .

Thermon Heating Systems Inc ., which

supplies products to heavy industry,

purchased a 114,434 SF warehouse on

5 .15 acres in Roper Industrial Park for

$13 .7 million in November .

In retail, numerous shopping centres

have recently been sold, including

Baseline Village Mall in Sherwood Park

As 2018 began commercial property

prices in Edmonton were stable across

all commercial sectors except hotels,

which saw prices recovering . According

to research by Colliers International,

cap rates ranging from top quality to

low quality were: 6 .25% to 7 .5% for

downtown office, 6 .25% to 7 .75% for

suburban office, 5 .25% to 6 .5% for

retail, 5 .0% to 6 .5% for multifamily

residential and 7 .75% to 11 .0% for

hotels .

Compared with other Canadian

markets, cap rates Edmonton prices

were at or near national highs for office,

multifamily and hotel properties, and in

the mid-range for retail and industrial .

Across all sectors, 2017 saw a

recovery emerge in Edmonton after

the downturn of 2015-16 . Office and

retail investment sales rose 38% off

depressed levels, commercial land

volume rose 60% and industrial land

by 136%, according to Cushman &

Wakefield .

Further gains are widely anticipated

through 2018 and into 2019 .

Nevertheless, major construction

projects continue to move forward .

The most notable activity is

downtown where apartment

renters and condo buyers appear

to be embracing a flight to quality

similar to what we’ve seen in the

office market .

Augustana, a 30-storey apart-

ment tower with 216 studio, one-

and two-bedroom rental apart-

ments next to the legislature

grounds is a good example . Its

mixed use format with a three-sto-

rey commercial podium and small-

er rental units that would appeal to

single government workers make it

a good fit for the site .

Symphony Tower, also near the

legislature on 106th Street, is more

upscale in its vision . Three of the

143 units in the 27-storey tower

reportedly sold for more than $2

dmonton and its surrounding communities have been pushing

the construction of more apartments in recent years . As a result

of various densification and transit-oriented development (TOD)

schemes, the region is seeing a number of new multifamily

projects completed in a competitive rental market .

The first tower of Beaverbrook

Developments’ West Block is a

16-storey luxury condo at Stony Plain

Road and 142nd Street . Plans for further

development at the future LRT stop

include a second tower of 24 storeys

and a three-storey commercial block .

Bordering on the ICE District, Encore

Tower, 179 units on 43 storeys, is under

construction for a targeted completion

in the summer of 2020 .

One of the most central sites

downtown, the recently demolished

Bank of Montreal property at 101st

Street and 102nd Avenue, is also

expected to get a mixed-use tower with

an LRT station at the front door .

Outside the core, two giant city-

owned sites are witnessing TOD

transformations of their own .

Blatchford, on the former municipal

airport land, will be a medium-density

town for 30,000 people on 525 acres

west of NAIT that is served by the Metro

Line LRT . The first residents should

begin moving in next year .

The city also is developing long-

range plans for 160 acres at Northlands .

Served by the city’s original LRT, the site

includes the Edmonton Coliseum, the

former home of the Oilers .

At Century Park in south Edmonton,

an 18-storey, 176-unit residential

tower is under construction . A recently

upsized TOD plan for the area would

allow for up to 4,000 more units .

Mill Woods Town Centre and the

124th Street area are also touted for

possible TOD . Another site worth

watching is the former Southpark car

dealership site on Whyte Avenue, where

a $250 million residential-commercial

project is proposed .

All these big plans come at a curious

moment for the Edmonton economy .

Alberta and its capital are digging out

of their worst recession in a generation

while a surge in apartment construction

planned before 2015 arrives on the

market .

As a result, average multifamily

investment prices in the overall market

declined by about $10,000 per door to

just under $126,000 last year, according

to Cushman & Wakefield . That’s the

average . The few available large, new

premium properties can sell for twice

as much .

With apartment vacancies hovering

near 7 .0%, institutional buyers are

betting that Edmonton’s economic

recovery is at hand . Those with long

memories know that Edmonton

has a way of rewarding that kind of

optimism .
