The Côte d’Ivoire project was to deliver a data centric healthcare information system that would provide for the proper identification of the patients as well as establish role based access to a centralized medical database containing all of the medical records for each participating citizen. The system will aid in the communication between different medical facilities, offices, pharmacies and insurance companies as well as other agencies that require access to specified healthcare data.

Formulated the strategy and spearheaded the selection of a global consortium of premier IT healthcare business partners in development of the Economic Community of West African States (ECOWAS) Integrated eHealthcare Solution (EIHS), a service-oriented architecture (SOA) delivery model designed in the context of the World Bank’s Regional Integration Assistance Strategy framework for Sub-Saharan Africa. Mobilized a core EIHS project team consisting of ECOWAS stakeholders and local partners, in overseeing negotiations for implementation of the EIHS into Cote d’ Ivoire, West Africa as the initial pilot country. A $400M project structured as a public-private partnership with the Ministry of Health. Key stakeholders relied on Mr. Williams to keep the project on schedule, and to provide responsive reporting and proactive communication of all developments during the pre-deployment phase leading up to presenting the prototype to key governmental personnel in Cote d’ Ivoire as well as in the US.

For this effort, Sun delivers the latest in biometrics technology and provides a face-to-face equivalent (or better) level of identification for each patient encounter. Sun will deploy products based on state-of-the-art fingerprint scanning and digital photo technology, along with other key digital information that connects the patient an electronic medical record. In addition to Smart Cards, Sun provides the Hamster and PC technology to readily recognize and capture all patient identification. Sun will also provide the Thin-Client Architecture that seamlessly connects the various technology components in this effort, at minimal energy costs to Côte D’Ivoire.
