Leading edge policy makers, urban planners and developers across the world are starting to build such “eco districts.” Background Portland’s reputation as a livable and sustainable community has been largely built upon a foundation of consistent leadership and investment in growth management, multi modal transportation infrastructure, energy efficiency, and low impact development practices. In total, such investment in livability has resulted in a set of best practices for urban development that has significant environmental, social and economic benefits. While Portland’s livability has been well documented and significant investments in urban
