ECOCEM FRANCE INVESTS 47 MILLION EUROS IN DUNKIRK ECOCEM France has announced its decision to set up an ecological cement production plant in Dunkirk using slag from the blast furnaces of the steelmaker ArcelorMittal, six years after the successful launch of a similar installation in Fos-sur-Mer. This project represents a total investment of 47 million Euros over three years and will lead to the creation of 37 direct jobs (40 during the construction programme). The production capacity will be 750,000 tonnes a year in Phase 1, with the possibility of doubling this figure after extension. This new plant, which will also have positive impacts in terms of port traffic and subcontractor orders, is fully in line with ArcelorMittal’s policy of continuously improving and increasing its recycling of production residues. It will also highlight the Green Industry as an advantage for the region’s economic attractiveness.

Cette implantation représente un investissement total de 47 millions d’euros sur trois ans et va engendrer la création de 37 emplois directs (40 pendant le chantier de construction). FIGHTING HARDER THAN EVER FOR LOCAL EMPLOYMENT“In launching the Local Employment Convention (“EGEL”) two years ago, Dunkirk Urban Community put employment and economic development at the heart of its operations. The first phase was to mobilise the major players of our city and draw up an economic road map. This was followed by measures to support our SMEs, such as the creation of the Turbine business centre and a Fund for Innovation and Growth, and to diversify our economy, focusing on the industries of the future and the development of tourism. Other concrete examples are the extension of the Operation Dynamo museum, the hosting of film projects such as Christopher Nolan’s next full-length feature “Dunkirk”, and plans for a 4-star hotel complex on the resort’s seafront (which will generate 70 new jobs). Now the Convention has entered a new phase which will enable everyone to take concrete action towards the creation of local jobs. The spearhead is a brand new structure, the foundation “Le Dunkerquois, solidaire pour l’emploi” (“Dunkirk, working together for employment”), which is driven by local solidarity and will enable long-term job-seekers to find work. Let’s keep fighting together for local employment!

PLUS QUE JAMAIS ENGAGÉS DANS LA BATAILLE POUR L’EMPLOI LOCAL« En lançant les États Généraux pour l’Emploi Local (EGEL) voilà deux ans, la Communauté urbaine de Dunkerque a placé l’emploi et le développement économique au cœur de ses actions. Une première phase a mobilisé les forces vives de notre agglomération et permis la rédaction d’une feuille de route économique. Elle a été suivie de mesures d’accompagne-ment de nos PME, comme la création de la Turbine et d’un Fonds pour l’Innovation et la Croissance, et de diversification de notre économie en misant sur les filières d’avenir et le développement du secteur touristique. L’extension du musée dédié à l’Opération Dynamo, l’accueil de projets cinématogra-phiques tel que “Dunkirk”, le prochain long-métrage de Christopher Nolan, le projet d’un complexe hôtelier 4 étoiles sur le front de mer de la station balnéaire (70 emplois à la clé) sont d’autres exemples concrets. Les EGEL sont entrés dans une nouvelle phase permettant à chacun d’agir concrètement pour la création d’emplois locaux. NEW AMBITIONS FOR DUNKERQUE-PORT The port of Dunkirk has new ambitions in terms of logistics, to improve its competitiveness compared with other North Sea ports. One outcome is the decision to intensify its contacts and cooperation with SNCF Logistics, which will enable it to enlarge its hinterland (distribution area) and ensure its long-term referencing in major logistics and transport centres to meet the demands of an increasingly international clientele. It will involve putting together a comprehensive logistics offering, and developing new solutions to streamline transit through the port. Dunkerque-Port has also decided to join the “Ports des Hauts-de-Flandres” association set up by the Nord de France and Picardy CCIs with all the region’s port operators in order to pool their resources with a shared ambition: to become the logistics hub for north-western Europe.

LOGISTIQUEDE NOUVELLES AMBITIONS POUR DUNKERQUE-PORT Le port de Dunkerque affiche de nouvelles ambitions en termes de logistique pour mieux rivaliser avec ses principaux concurrents de la Mer du Nord. Il a, ainsi, décidé d’intensifier ses échanges et sa collaboration avec SNCF Logistics. Cette décision doit lui permettre d’élargir son hinterland, c’est-à-dire sa zone de distribution, et de pérenniser son référencement sur les grandes places logistiques de transport afin de répondre aux attentes d’une clientèle de plus en plus internationale. Elle passera par la mise en place d’une offre logistique globale, ainsi qu’un développement de nouvelles solutions pour fluidifier le passage portuaire. Par ailleurs, Dunkerque-Port a décidé de rejoindre l’entité « Ports des Hauts-de-Flandre » sous l’impulsion des CCI Nord de France et de Picardie avec l’ensemble des acteurs portuaires de la région afin d’unir leurs forces avec une ambition commune : devenir le hub logistique du Nord-Ouest de l’Europe.

TERRAOTHERM: AWARD FOR REVOLUTIONARY WATER/AIR EXCHANGERThe revolutionary air/water exchanger created by the company Terraotherm, based near Dunkirk, is still being talked about. Enabling companies, local authorities and even farmers to save between 60 and 70% on energy costs, the exchanger has just been awarded a prize by the MMA “Entrepreneurs of the Future” foundation, and its designers were invited to attend COP 22 which was held recently in Morocco. With its capacity to recycle heat from waste air and use it for low-cost heating or air-conditioning, this machine is completely innovative, particularly since the process also captures air pollution. Manufactured on the premises of 1,000 m2 by a staff of ten in Grande-Synthe and selling successfully for over a year, the exchanger is generating interest among major accounts such as Dalkia, which has already installed several of them in municipal swimming pools – huge and expensive consumers of energy for local authorities.

TERRAOTHERM PRIMÉ POUR SON ÉCHANGEUR EAU-AIR RÉVOLUTIONNAIREL’échangeur révolutionnaire eau-air imaginé par l’entre-prise Terraotherm, située à proximité de Dunkerque, n’en finit plus de faire parler. Permettant aux entreprises, aux collectivités locales et même aux agriculteurs de réaliser 60 à 70 % d’économies énergétiques, l’échangeur vient d’être primé par la fondation MMA des entrepre-neurs du futur et ses concepteurs ont été invités à participer à la Cop 22 qui s’est récemment tenue au Maroc. Il est vrai qu’avec sa capacité à recycler l’énergie thermique de l’air vicié et à utiliser celle-ci pour chauffer ou climatiser à bas coût, ce produit est totalement novateur. D’autant que ce procédé permet, aussi, de capter la pollution de l’air. Fabriqué dans des locaux de 1 000 m2 par une dizaine de salariés à Grande-Synthe et commercialisé depuis plus d’un an, l’échangeur intéresse de grands comptes comme Dalkia, qui en a déjà installé plusieurs dans des piscines municipales, véritables gouffres financiers énergétiques pour les collectivités.

INDUSTRIELE BELGE ABC DIESEL S’IMPLANTE À DUNKERQUE ET CRÉE UNE VINGTAINE D’EMPLOISABC Diesel, une entreprise du groupe Ogepar basée à Gand (Belgique), s’est implantée dans la zone industrielle de Petite-Synthe (Dunkerque) en mars 2016. Spécialisée dans la fabrication de moteurs diesel sous sa propre marque pour les secteurs de la marine, du ferroviaire et de la production d’électricité, l’entreprise exporte dans le monde entier. Sous le nom d’OMTD, le site dunkerquois propose un service global de réparation, de maintenance et de vente de pièces détachées pour les moteurs diesel toutes marques, ceci dans les secteurs de la marine (par exemple les remorqueurs du port de Dunkerque), du ferroviaire et du nucléaire. Disposant d’un bureau d’études, l’entreprise OMTD peut également adapter certains moteurs et leurs installations aux besoins spécifiques de ses clients. Une vingtaine de personnes a été embauchée. Une dizaine d’autres devrait rejoindre l’entreprise d’ici 2017.

BELGIAN FIRM ABC DIESEL OPENS IN DUNKIRK WITH 20 NEW JOBS ABC Diesel, a company of the Ogepar group based in the Belgian city of Ghent, opened a plant in Petite-Synthe industrial estate (Dunkirk)in March 2016. Specialising in the manufacture of diesel engines under its own brand for the maritime, rail and power generation sectors, the firm exports throughout the world. Known as OMTD, the Dunkirk site offers a comprehensive service of repair, maintenance and sale of spare parts for all makes of diesel engines, in the maritime sector (for instance, tugs in the Port of Dunkirk), the rail sector and the nuclear industry. With its own design office, OMTD can also adapt certain engines and their installations to the specific needs of its clients. Twenty staff members have been recruited, and ten more are expected to join the firm by 2017.

This location also means we will be close to our suppliers, the waste producers (Netherlands, Belgium, Germany, France, Ireland and England) with good logistics

connections by rail, road and sea. We also know that we can find skilled labour here, and finally we have found it really easy to work with

Dunkerque Promotion, Grand Port Maritime de Dunkerque and the local authorities. All these factors convinced us that Dunkirk was the place for us to be.”

INDUSTRIEINDAVER IMPLANTERA À DUNKERQUE UN SITE DE TRAITEMENT DES RÉSIDUS CHLORÉSLe groupe belge Indaver projette d’implanter dans la zone industrielle portuaire de Dunkerque, IndaChlor®, une usine de traitement et de recyclage des résidus de production et des flux résiduels chlorés, soit un investissement de 40 millions d’euros. D’une capacité de production de 40 000 tonnes annuelles, l’usine récupérerait le chlore sous forme d’acide chlorhydrique et valoriserait également l’énergie produite. Derrière cette implantation qui devrait créer une vingtaine d’emplois directs à l’horizon 2018, c’est tout un projet d’écologie industrielle qui se mettrait en place puisqu’IndaChlor fournirait son voisin Ecophos, producteur de phosphate destiné à l’alimentation animale, en acide chlorhydrique dont il a besoin dans son process et l’énergie produite lors du processus de traitement permettrait de fournir en vapeur son autre voisin, Ryssen Alcools, leader européen de la production d’alcool. Pour ce faire, des canalisations seraient installées pour relier les trois sites de production.

INDAVER WILL SET UP CHLORINATED RESIDUE TREATMENT PLANT IN DUNKIRKThe Belgian group Indaver has decided on Dunkirk’s industrial port area to set up IndaChlor®, a treatment and recycling plant for chlorinated production residues and residual chlorine, representing an investment of 40 million Euros. With an annual production capacity of 40,000 tonnes, the plant would recover chlorine in the form of hydrochloric acid and would also recycle the energy produced. Behind this setup, which should lead to the creation of 20 direct jobs by 2018, there is a whole green industry project: IndaChlor would supply its neighbour Ecophos, a producer of phosphate for animal feed, with hydrochloric acid which it needs in its process, and the energy generated during the treatment process would be used to supply steam to its other neighbour, Ryssen Alcools, a European leader in alcohol production. Pipes would be installed to connect the three production plants.

EURALIS: INNOVATION AND MULTI-MILLION INVESTMENT IN DUNKIRK Based in the southwest of France, the Euralis cooperative is a major player on the farming and food industry markets. The Group works in four sectors: Foodstuffs, Farming, Seeds, and Holdings & Development. It is currently making a major investment of several million Euros in its Dunkirk site. This factory, which is IFS* certified, has a staff of 90 making ready meals for supermarkets, convenience stores, and restaurants and food outlets all over France. This investment, which has financial backing from Dunkirk urban Community, should enable Euralis to develop a range of innovative products in the field of ready meals. The new process should be finalised during 2017 and lead to the recruitment of at least 16 people in the next three years.

AGRO-ALIMENTAIREEURALIS INNOVE ET INVESTIT PLUSIEURS MILLIONS À DUNKERQUEBasée dans le Sud-Ouest, la coopérative Euralis est un acteur majeur des marchés agricoles et agroalimentaires. Le Groupe est organisé autour de 4 pôles : Alimentaire, Agricole, Semences et Participations et Développement. Il réalise actuellement un gros investissement de plusieurs millions d’euros sur son site de Dunkerque. Ce site, certifié IFS*, héberge 90 collaborateurs, qui élaborent des plats cuisinés frais à destination des grandes surfaces, des commerces de proximité et de la restauration hors domicile sur l’ensemble de la France. Cet investissement, pour lequel la Communauté urbaine de Dunkerque a apporté son soutien financier, doit permettre à Euralis de développer une gamme de produits innovants dans le domaine des plats cuisinés. Le nouveau process devrait être finalisé dans le courant 2017 et déboucher sur le recrutement a minima de 16 personnes d’ici trois ans.

DI SANTE CELEBRATES 25 YEARS AND INVESTS 300,000 EUROSThe SME Di Sante has been based in Gravelines since 1991. With a staff of 35 and turnover of 3.5 million Euros in 2015, it is specialised in sheet metal work, mechanics and industrial maintenance. Working all over France, Di Sante manufactures sheet metal and mechanical parts on request, singly or in small series. “We specialise in white elephants”, quips the company’s manager Thierry Cochard. Encouraged by good prospects for 2017, Di Sante made an investment of 300,000 Euros this year for the purchase of two vertical mills which have already enabled the firm to machine parts with diameters greater than 3 metres. This new facility has led to an increase in the client portfolio and order book, as well as the recruitment of four machinists.

Forte de 35 salariés et d’un chiffre d’affaires de 3,5 millions d’euros en 2015, elle est spécialisée dans la chaudronnerie, la mécanique et la maintenance industrielle. Travaillant sur l’ensemble du territoire français, Di Sante fabrique des pièces de chaudronnerie et de mécanique à la demande, à l’unité ou en petites séries. « Nous sommes spécialisés dans le mouton à cinq pattes », sourit son gérant, Thierry Cochard. Portée par de bonnes perspectives pour 2017, Di Sante a réalisé, cette année, un investissement de 300 000 euros, destiné à l’achat de deux tours verticaux qui ont déjà permis à l’entreprise d’usiner des pièces de plus de 3 mètres de diamètre. Cette nouvelle compétence a débouché sur l’accroissement du portefeuille “clients”, du carnet de commandes mais aussi sur l’embauche de quatre usineurs.

DUNKIRK: MORE THAN YOU THINK! / DUNKERQUE VA VOUS SURPRENDRE !

PRESTIGE HOTEL COMPLEX ON THE SEAFRONTThe French hotel group Pichet is planning a luxury seafront hotel complex in Dunkirk, proving that the city also offers advantages for tourism. Covering an area of 11,500 m2, the complex will be called “Grand Hôtel Malo-les-Bains” and will be directly inspired by the architecture of the attractive seaside “villas malouines” (Malo-style houses), built during the Belle Époque between 1890 and 1920. It will offer a hundred 4-star bedrooms and more than 850 m2 of high-quality thermal spa and swim-ming facilities. Restaurants, shops and services, and 111 prestige apartments with contemporary architecture will complete this new complex, which should open to its first clients and residents in 2019. The Pichet Group is aiming at a regional and Euro-regional clientele for this ambitious complex which is expected to open all year round.

UN COMPLEXE HÔTELIER DE HAUT STANDING FACE À LA MERC’est le projet que le groupe hôtelier français Pichet va mettre en œuvre à Dunkerque. Il vient assurément prouver combien la ville a aussi des atouts dans le domaine du tourisme. D’une surface de 11 500 m2, ce complexe répondra au nom de « Grand hôtel Malo-les-Bains » et sera directement inspiré de l’architecture des jolies et balnéaires villas malouines, construites à la Belle époque, entre les années 1890 et 1920. Il sera composé d’une centaine de chambres (4 étoiles) et d’un équipement haut de gamme de balnéothérapie et Spa (plus de 850 m2). Des surfaces commerciales (restaurants, commerces et services) et 111 logements haut de gamme à l’architecture contemporaine complèteront ce nouvel équipement qui devrait accueillir ses premiers clients et résidents à l’horizon 2019.
