MOTORISTS had nowhere tohide last week as Depart-ment of Transport officers
closed in on thosewho have not paidtheir traffic fines.
During the week drivers werestoppedatthetrianglenearWimpytocheck if they had any outstandingfines.
KZN Principal Provincial Inspec-tor Tony Shuttleworth, part of theTrafficFinesTracingTaskTeam,saidthe operation was mandated by thenational Department of Transport.
“WeareactingontheinstructionofMinister Dipuo Peters as this is a na-tional operation going on in everyprovince. We stop motorists andcheck their licence for any outstand-ing warrants or summons that havebeenissuedwithinthepast twoyears,and if we have the outstanding
warrant on our files we arrest theperson,” he said.
TheKZN team is taking the opera-tion from region to region.
“The area we are in now is region4 comprising Kokstad, Ixopo, High-flats and Umzimkhulu. We have files
of theareas inregion4wherewekeepall thewarrants.We can’t arrest any-onewithoutthewarrantinourhands.Next week, we are moving to thePietermaritzburg area,” he said.
Shuttleworth said they don’t havea figure of how many people they
arrestedduring the fivedays,but saidon average they arrested about 35people a day.
“Thearrestedpeople are then tak-en to court where they pay their finesor the court grants them bail and re-mands their case,” he explained.
One man, who did not want to benamed, saidhewasshockedwhenhewas handcuffed for outstandingwar-rants. “Icouldn’tbelieve that Iwasar-rested. I honestly didn’t take thewar-rants seriously, but being arrestedwas wake-up call for me,” he said.

Answer:Police officials conducting a roadblock may
only legally arrest you for an unpaid speedingand/or traffic fine if a valid warrant of arrest hasbeen issued against you. A warrant of arrest isnormally issued if you have failed to appear incourt following the issuing and service of a summons against you. In terms of Section 39 of theCriminal Procedure Act you have the right to beinformed of the reason or cause of your arrest andyou have the right to demand a copy of the warrant of arrest whilst at the roadblock.
There is no legal provision that you have theright to receive the original warrant as has beensuggested by various sources. The police willthereafter have the right to detain you in custodyuntil you are lawfully discharged or released.Should you demand to receive a copy of the warrant and fail to receive it, but should you still beunlawfully detained or arrested by the police youwill have the right to bring civil action against thepolice where you may seek compensation for anunlawful arrest or detention.

Richmond Municipality wins another award
THE Richmond Local Municipality came outtops at theMunicipal Excellence Awards host-ed by the Department of Co-operative Govern-ance (Cogta) last Friday and was declared oneof the best performing municipalities in KZN.
Cogta MEC Nomsa Dube-Ncube presented
the municipality with the Best CommunityProjectaward.This is thefifthawardconferredto the municipality within four years.

Children drownin riverTHREE young girls drowned at a river inLikhetlane near the Mariazell High inMatatiele last Tuesday. According toMatatiele SAPS spokesperson RaphaelMotloung,thechildrenwereswimmingwithfriends.
“The children were playing at the river,others got into the river to swim. Four chil-dren then drowned, onemanaged to get outof the water alive.”
Police diverswere called and after a longsearch the bodies of the girls, two aged 11and one eight, were retrieved the next day.
“Parents must know the whereabouts oftheir childrenall the timesoas toavoid suchtragedies, especially during school holidaysbecause they play in dangerous places,” hesaid. — Supplied.

FOUR months after a fire ravagedmany farms in and aroundKokstadin June, Mount Currie farmers say
they are recovering well.The fire destroyed, among other
things, fencing, farm equipment, animalfeed and farm workers’ dwellings.
DeanWicks, chairperson of theMountCurrie Farmers’ Association said the rainis theonly factorhinderingrecovery in thelocal farming community.
“Unfortunately, its all about the rain.Wehaven’tbeengettingenoughofitforthegrass to start growing again, but we arehopeful that it will come in abundance.
“That firewas theworst in a long time.I think the last fire disaster that bigwas inthe seventies.Otherwiseweare fixingourfences and other item that were dam-aged.”
He said they are grateful of the assist-ance they got from the government in theform of food for livestock.
“Wewereverysurprisedwithquickre-sponse we got from the government bothlocally and provincially. We are still feed-ing on the 150 tons of food they gave us,”he said.
Hesaidthe12farmersthatwereaffect-ed in the Mt Currie are working together.
“What is making things easier is thatfarmers are helping each other out. Wedistribute bales among the farmers, weare alsoworking closelywith theworkersinthestatefarmsthatwereaffectedwithinour area,” he said.
He said although it will take about 10to 15 years to recover from the livestockthey lostduringthefires theyremainposi-tive.
“We lost generations of breeding, butwe are positive about the future. We aremoving on with what we have — the keyis to be positive because the communitydepends on us,” he said.
He said they will continue to work to-gether to minimise damage when suchdisasters happen.

HARRY Gwala Park turned into chaos onlast Thursday night after 67 residents ofHarry Gwala Park were served with subpoenas to appear in court on Wednesdayfor extending their houses without municipal approval thereby contravening municipal bylaws.
Matatiele Police Spokesperson Raphael Motloung said the residents protestedagainst the subpoenas on Thursday.
“Residents blockaded streets of HarryGwala, the entrance to the township wasclosed. Tyres were burnt, it was chaos,” hesaid.
Matatiele municipal manager Dr Tsepang Nakin said the municipality approached the court to settle the dispute asnegotiations with the affected people failed.
“Residentsbuiltshacksontheirproperty and some extended their RDP houseswithout approval by the municipality,which is illegal and against municipal bylaws,” he said. Nakin said the protest wasillegal as no permission was sought by theprotesters. “The municipality will wait forthe decision of the court and we shall abideby it,” he said.
Motloung said the protesters were dispersed with tear gas, no one was arrestedor injured.
Hewarned people not to cause violencesince the matter is before court.
“People must refrain from causing violence as they will be arrested.”

After a serious look at yourarticle we felt we should clarifywhat is happening regarding theSmallville residents. Firstly, it isincorrect to say that Smallvilleresidents were dumped therewithout services.
The municipality belongs toeveryone irrespective of socialstatus, therefore under no circumstance can we dump ourpeople or purposely deprivethem of their constitutionalright like housing, water andsanitation.
Those masonite houses areonly temporary and we aresticking to our commitment ofproviding decent housing for everyone, including Smallville residents. In order to facilitate thatcommitment the speaker ofGreater Kokstad Municipality,also a ward councillor of the area, is meeting with human set
tlement to map a way forwardin dealing with the issue of housing.
Seven hundred houses mentioned in your article are at thesupplychain stage and the municipality is working around theclock to finalise the process thatwill allow the start of [building]those houses.
The issue of water and sanitation is the district’s core function and the ward councillor ofthe area is to engage with HarryGwala District Municipality tosee how best that can be resolved.
Technical delays are a reasonfor the housing challenge, butdaily engagements with KZNDepartment of Human Settlement and affected parties ishappening and we are optimistic that a solution is going tocome soon.

HUNDREDS of Jehovah’sWitnesses gathered at the MtCurrie High grounds for the
Jehovah’s Witnesses Regional Con-vention over the weekend.
The three-day convention themed
“Keep Seeking First God’s Kingdom”wasattendedbycongregantsfromMtFletcher,Matatiele,Harding,Umzim-khulu and Kokstad.
Elder at the churchQiyanaMbobosaid the aim of the convention is re-vive hope in the kingdom of God.
“As we say when we pray, let HisKingdomcome,webelieve thatwhen
His kingdom comes, it will be theresolution of all problems in theworld.”
The convention also saw the bap-tism of 20 people. Lungiswa Mzuzu(29) from Kokstad said she is happyshe was baptised and is now aJehovah’s Witnesses.
“I grewup in a family of Jehovah’s
Witnesses. I started reading andstudyingtheBiblein2004soIdecidedthat I wanted to be baptised. I feel re-newed, I am now living for God.”
Congregants listened to teachingsonmanytopicsfromtheBiblerangingfrom greed, idol worshipping andsexual immorality.
Elder Bethuel Mankanku said theobjective of the convention was alsoto strengthen Christians so they areable to withstand challenges in life.

(CDC) provided the municipality with adriver training simulator to address thechallengeofskillsdevelopmentamongourunemployed youth. The programme formspart of Coega’s strategy of contributing to
a skills shortage in the province and thecountry in general.
Accordingtothe2011census,71%ofthepopulation in Matatiele is younger than 35and only seven percent are over 65. Thistrend in age composition obliges the municipality and partners to ensure that alarge percentage of the budget is allocatedto social development and youth empow
erment to meet the needs of a youthfulpopulation and ensure that people fallingwithin these ages acquire relevant skills.
The creation of more job opportunitiesshould be one of the key aspects of the developmental agenda by the municipality inpartnership with sector departments.
The Coega Development Corporationhas made this dream a reality by partner

meet the people of Ward 16 and surroundings during the MayoralExco Imbizo Programme, which also forms part of the Mayoral Outreach Programme as scheduled forthe 2014/15 financial year.
The imbizo will begin with a StateoftheWard Address from 2006 by WardCouncillor Cllr. Patrick Stuurman and proceed to visit service delivery projects whichinclude the multimillion electrificationproject and the stateoftheart community hall.
The imbizo will be held under thetheme “Together we move Matatiele forward, promoting joint action with communities in building Matatiele”. The mayorand the political leadership will use the imbizo to respond to service delivery challenges faced by communities in Ward 16.

Matatiele local Municipality is in the process of developing and high income residential Town-ship, Area M. Located in the South Eastern Part of Matatiele, the township has 107 sites. Itis envisaged that the area will attract the construction of houses with a value of not less that R1million rand.
Council resolved per Council Resolution No 184/22/03/2012 that the Municipality will sell thevacant plots to the public. As a result, plans are currently underway for the installation of engi-neering services in order to sell the sites.

A detailed information and pricingrequest will be requested from the members of the public that have responded to this request forExpression of Interest.
The Response to the Expression of interested must be accompanied by the following:-

a) Cover letter (signed by the applicant) indicating the site number in question.Two parties must sign the application in case of an applicant that is married in communityof property.
b) The Prescribed Response form to the Expression of Interest.c) Certified Copy of a South African Identity documentd) Valid proof of residence (not older than 3 months): Original Utility Municipal rates State-
ment, Utility Bill or proof of residence from a Local Municipality Councillor or TraditionalAuthority. Copies will not be accepted.

EVERYTHING is in place for the athleticsmeeting at King Edward High in Matatieleon Saturday, 18 October.
Although this meeting is organised for themaster’s group of athletes older than 30, this
year there will also be U19 athletes from thelocal schools and open athletes from localrugby clubs.
Events at the meeting include 100m,200m, 400m,800m, 1500m speed walk,5 000m speed walk and 3 000m run. Fieldevents are shot put, javelin, high jump, longjump, weight throw and relays.
This meeting is not for “super” athletes,but for everyone who wants to enjoy theiryouth.
Athletes who want to participate can getregistration forms from Elegant Man or aregistration form can be downloaded fromthe Forever Young Facebook page. You canalso register at the meeting on Saturday be-fore 9am. Registration is R50. There willalso be an entrance fee of R5 at the gate forspectators.

RESPONSIBILITIES/DUTIES• Consult with management and advise on labour laws, case law, collective agreements, relevant
municipal legislation and regulations.• Guide and assist management in the preparation of Disciplinary Hearings.• Guide with presentation of evidence in the disciplinary / grievance hearings.• Assist in preparing for cases that must be presented to the CCMA, SALGBC or Labour Court on
behalf of the employer.• Represent the employer where needed and liaise with internal and external 3rd parties such as
shopstewards, trade union officials etc.• Coordinate meetings for the employer and shopstewards / trade union representative structures
and providing advice / guidance on the interpretation of policies and procedures and collectiveagreements impacting/ influencing conditions of employment.
