East Diversion Ribbon Cutting On August 18, 2015 the U.S. Army Corps held a dedica-tion ceremony for the Ros-eau East Diversion Flood Mitigation Project, marking its completion after 12 years of development and construction. Final certifica-tion of the project by the Corps of Engineers will not occur until the end of Sep-tember when all work will

be done. A small earthen plug at the diversion en-trance will remain until all of the channel has sufficient vegetative cover to satisfy the MnDNR construction permit. Plug removal will most likely occur in the spring of 2016; however, the plug can be quickly re-moved in the case of a ma-jor flood emergency.

Tamarack Place Apartment Project Groundbreaking

On August 28th, Sand Compa-nies officially broke ground on its 41 unit apartment building in the Oak Crest West Subdivi-sion on Highway 89 South. Construction on the apartment complex was initiated at the end of July and completion is anticipated in late spring of

2016. The apartment project was funded with money from the Minnesota Housing Finance Agency, Greater MN Housing Fund, Polaris Industries, the City of Roseau and Sand Companies. The complex will have a mix of market rate and subsidized 1, 2 and 3 bedroom units.

Snow season will be upon us soon and residents are re-minded that a snow emer-gency may be called by the Superintendent or Police Chief anytime snow condi-tions on the street warrant, regardless of the amount of snow that has actually fall-en. Typically, snow removal on streets begins at 2:00 a.m. after a snowfall of 1/2” or more. However, weather conditions may warrant re-moval activities at other times as well. No vehicles may be parked on a snow covered street until that street is plowed from curb

to curb. Any vehicle left on the street during snow removal will be ticketed and towed with-out warning.

Street & Parking Lot Improvements at Memorial Arena

New City Hangar at the Roseau Municipal Airport

Inventors, Innovators and Entrepreneurs in Minnesota’s North-west is a traveling exhibit created by the Minnesota Historic Northwest, which is a partnership of museums located in a 12 county region in Northwest Minnesota, including Roseau County.

This exhibit is coming to Roseau County Museum in 2016 and tells the story of a vibrant area of clever and innovative people and companies, both past and present. It features people who had “big ideas” as well as companies that nurtured inventors, innova-tors and entrepreneurs that have offered much to Minnesota and the World.

This is where we need you! While the exhibit is here, a local com-ponent that features Roseau County Inventors, Innovators and Entrepreneurs will be created. We need the public’s help with names, stories, pictures, and more to build this exhibit. Infor-mation is welcome now and always. Even if you don’t get it into the exhibit your information will be a valuable resource to our files. This exhibit has been financed in part with funds provided by the State of Minnesota through the Minnesota Historical Society from the Arts and Cultural Heritage Fund. Additional grant funds were received from the Hartz Foundation, Thief River Falls, MN.

Construction is progressing on a new city aircraft hang-ar on the Roseau airport. The new hangar was needed for two reasons. The first was that the existing hang-ar, which was constructed in the early 1960’s is too short to accommodate some of the larger aircraft that frequent the airport, including Polaris’ Beechcraft King Air 200. Additionally, changes in runway safety zones and clearances from the 1960’s to today place the ex-isting hangar too close to the main runway for future upgrades in lighting, navigational aides and runway extensions.

The new hangar has been located such that it will ac-commodate future growth and expansion at the air-port. Additionally, the new hangar is constructed to house larger aircraft such as the King Air Turbo Props and the Citation Jets that are common among business charters today. It is very important to have a facility to house these larger planes, particularly in Roseau, where weather conditions in the winter require pro-tection from the icing of aircraft. The Roseau Airport has no other de-icing equipment or facilities and in-door storage is vital for the safety of air travelers.

The hangar is being constructed with funds from the Federal Aviation Administration (90%), State of Minne-sota Aeronautics Division (5%) and the local sponsor-City (5%). However, the city is negotiating a long-term lease agreement with Polaris Industries for use of the hangar, the funding from this lease agreement will cover the local sponsor share of this project. The con-tractor building the hangar is Scott Johnson Construc-tion out of Warroad, MN. The hangar project is ex-pected to be complete in time for the 2015 winter sea-son. Ultimately the 1960’s hangar will be removed or relocated at such time as the city seeks other improve-ments at the airport requiring its removal from the present location.

Roseau County Museum

The City is finishing its major road project for 2015 which involved the reconstruction of 4th Street NW and 4th Avenue NW around the Roseau Memorial Arena. In addition to these streets, the City was also involved in cost-share improvement project to upgrade the gravel alley between Northland Tire and CarQuest to a paved alley. The City also paved the parking lots on the south side of Memorial Are-na and the parking lot between the North Rink and Gilbertson Field as part of this street improvement project.

The Roseau Utility Department would like to remind residents that utility payments must be received by the 30th of each month in order to be credited as on time. Payments re-ceived by the City after the 30th, re-gardless of postmark date, will be treated as a late payment. The City encourages residents to mail pay-ments well in advance of the 30th to ensure timely crediting to the ac-count. An option to mailing your utili-ty payment is to set up an automatic payment through the Utility Depart-ment. Payments can be automatically made on the 30th of each month di-rectly from your bank account. You can also utilize the city’s budget billing program with automatic payment to make the same payment each month. Residential Customers

Bills can pile up just like snow. But the Minne-sota Cold Weather Rule is designed to protect people who may have trouble paying their utili-ty bills in the winter. The Minnesota Cold Weather Rule applies from October 15 to April 15. The rule, established by the Minnesota Public Utilities Commission, means that your utility cannot disconnect your residential electric service during the winter if the customer meets the following requirement:

Utility disconnection would affect the customer’s primary heat source;

The customer has declared inability to pay on forms provided by the utility (Note: customers receiving “any form of public assistance”, including energy assistance, are deemed to have qualified for inability to pay status);

The household income of the customer is less than 50 percent of the state median income level, as documented by the cus-tomer to the utility; and

The customer enters into and makes rea-sonably timely payments under a payment agreement that considers the financial resources of the household.

If you have trouble paying your utility bill, local agencies may be able to provide payment assis-tance. The state Department of Human Services recommends you call the county in which you live.

If you know you are going to have trouble pay-ing your utility bills, please contact the Roseau Utility Department at 463-2351 to try and work out a payment schedule. We will try to help.

HEATSHARE PROGRAM:

The City of Roseau promotes the Salvation Army’s Heatshare Program. This voluntary contribution program provides financial counseling and assistance to Roseau area elderly, disabled, and others meeting income guidelines who have exhausted all possible public resources and are still unable to pay heating and/or energy bills this winter.

The Roseau Area Community Fund is sponsoring a bicycle ride fundraiser on Saturday, Septem-ber 26th to help raise awareness of the fund. The bicycle ride is a fun ride for all ages utilizing 3 different trail loops around town and out on the East Diversion greenway, ride up to 25 miles! Registration begins at 9AM at the River-view Gazebo Park with a rolling start at 10AM. Proceeds support the Roseau Area Community Fund grant activities. The Roseau Lions will be serving lunch, Scheels will sponsor a bike clinic and there will be a drawing for a children’s bike provided by Coast True Value along with other door prizes.

Trash Collection Reminder

The Roseau Sanitation Depart-ment reminds local residents to

bag garbage prior to placing it into cans and dumpsters. Un-bagged garbage results in loose and blowing garbage before and dur-ing collection. Additionally, residents are asked to place all garbage into appropriately designed steel or plastic cans with tight fitting lids no larger than thirty-two (32) gal-lons. Garbage cans should weigh no more than fifty (50) pounds when full.

Please recycle all #1, & #2 plastic items; steel, tin and aluminum cans; newsprint; and mag-azines in the blue Mar-kit recycle bins next to the fire hall. All other scrap steel and metal items can be brought to the Utility Depart-ment on West Center Street for no charge. Taking recyclable items out of regular gar-bage collection helps the environment, ex-tends the life of our landfill and lowers the cost of garbage collection.

Note that construction materials, TV’s, tires, monitors, and many other appliances can not be placed in regular garbage collection and those items must be taken to the County Transfer Station for collection. Batteries, chemicals, oil, paint and other hazardous wastes cannot be placed in residential gar-bage collection. Roseau County holds period-ic hazardous waste collection events for these items. Contact the Roseau County Environmental Office at 463-3750 for infor-mation on collection locations and events.

The Roseau Park Board would also like to re-mind residents to visit the city’s parks to see the new improvements that have been com-pleted this year. Park on west Center Street a new zip line play feature has been installed and is open. Additionally the diversion flood channel paved bicycle/pedestrian trail is being com-pleted from City Park to a small trailhead picnic area 4.5 miles to the northeast of Ros-eau.

The Roseau Park Board continues to work on plans and funding for the new splashpad and skateboard park in downtown Roseau at South Riverview Park.

ATV riders are reminded that all ATV traffic within the city limits of Roseau must stay on designated ATV routes (maps available on city website). ATVs are not permitted on the City’s paved bicycle and pedestrian trails.

Memorial Arena will open October 15th. The City maintains regular open skating and hockey sessions throughout the winter free of charge. Check the city website for arena schedules.
