ABOUT CHANDIGARH UNIVERSITY

GENERAL RULES & REGULATIONS

• The National Youth Parliament would be conducted in three rounds:

• This will be a solo competition.

• The rst round will be a video submission, the second round will be conducted virtually live and the

third will be conducted either virtually or on-campus, depending upon the then prevailing COVID-19

situation.

• In this competition, participants will enact as a Member of Parliament (MP) and speak either as a part

of the GOVERNMENT or the OPPOSITION.

• The participants representing the MPs of the Government will speak FOR the motion, while

participants representing the MPs of the Opposition will speak AGAINST the motion.

• Participants are allowed to speak either in English or in Hindi.

• The use of profanity or inciting communal hatred will lead to instant disqualication.

• Judgment criteria will be solely based on the content, facts & gures, pronunciation, command of

the language, oratory skills and overall impact of the speech.

• The decision of the jury will be irrefutable and nal.

Chandigarh University is organizing “Babasaheb Bhimrao Ambedkar National Youth Parliament 2021” which aims to make the students understand the parliamentary procedure of our nation, express their opinion on the topics of national concerns and compete with the best orators of the nation.

ABOUT “BABASAHEB BHIMRAO AMBEDKAR NATIONAL YOUTH PARLIAMENT 2021”

Round 1 (Digital)

• In this round, ve Bills (Topics of the Digital Round of National Youth Parliament) will be announced 7

days before the day of the submission for the digital round.

• A participant is expected to record an appropriate video of 3-4 minutes on the Bill of their choice

amongst the ve announced, upload it on YouTube and then share the URL on the link which would

be provided by Chandigarh University.

• The participants are free to choose to either speak as an MP of the Government or as an MP of the

Opposition.

• 200 participants will then be shortlisted for the SEMI-FINAL ROUND based on their videos received

from across the Nation. This number of selected participants may increase or decrease, depending

on the actual number of enrolled participants.

• Any kind of editing, including cuts & joins and graphics in the video, is not allowed. The entire video

should be recorded in one take without stops and pauses.

GENERAL RULES & REGULATIONS

Round 2 (Semi-Final)

• The Semi-Final round would be conducted virtually live.

• There will be 4 sessions in the Semi-Final round.

• The 200 participants who will be shortlisted for the Semi-Final from the Digital Round will be divided rst

into 4 groups of 50 participants each (one group for each session).

• The 50 students of each group shall be then divided into two sub-groups; one representing the MPs of

the government, while the other representing the MPs of the opposition.

• Bills (Topics of the Semi-Final Round of National Youth Parliament) for each session will be announced

to the selected 200 participants, 7 days before the day of the competition.

• In this round, each participant will be given 4-5 minutes to speak on the given Bill*.

• 80 participants from the Semi-Final would qualify for the Grand Finale. This number of selected

participants may increase or decrease, depending on the actual number of enrolled participants.

Round 3 (Grand Finale)

• The Final Round will be held either virtually or at the campus of Chandigarh University, depending on

the then prevailing COVID-19 scenario. The participants shall be informed about the mode (virtual or

ofine) accordingly.

• This round will be conducted in four sessions for 2 days that would have 20 participants in each

session.

• The 80 participants who have been shortlisted for the Grand Finale from the Digital Round would be

divided rst into 4 groups of 20 each (one group for each session).

• The 20 students of each group shall be then divided into two sub-groups: one representing the MPs of

the Government, while the other representing MPs of the Opposition.

• Only a bonade, full-time student, who is enrolled for a degree programme in any College/

University/ Institution, can register for “Babasaheb Bhimrao Ambedkar National Youth Parliament

2021”.

• Only students, who are less than 25 years of age, as of 1st July 2021, can participate.

ELIGIBILITY

• An internet connection for live telecast should be a minimum of 50-60 Mbps bandwidth.

• Software required for the competition as communicated by Chandigarh University should be

downloaded from Play Store/ iOS and installed on PC/ Laptop/ Smartphone.

• The prole picture of the participating team should have the logo of their respective University/

College.

• For the virtual session, the quality for live telecast or recording should be a minimum of 1920 x 1820p

and with a frame in the landscape mode.

• To participate in the competition, the attendees need to have a Laptop/ PC/ Smartphone with a

webcam and microphone.

• The performing participant should pre-check the audio and video.

• On the day of the competition, participants are advised to join the link 1 hour before the

commencement of the competition.

• Participants should log in with their Name and College/ University name in the bracket.

• Participants should be in their College/ University uniform or any formal dress.

• The background of the video or live stream should be neat and clean, and in contrast to the dress of

the participants.

TECHNICAL GUIDELINES

• The registration link for the events is

• There is no restriction on the number of entries that a particular College/ University may send.

• There is no registration fee for the participants.

• Participants can register on the link with the required documents mentioned below:

i. College / University ID card

ii. Digital passport size photograph

REGISTRATION AND PROCEDURE

• Bill (Topics of the Grand Final Round of National Youth Parliament) will be announced to the selected

80 students 7 days prior to the competition by Chandigarh University.

• In this round, each participant will be given 4-5 minutes to speak on the given Bill.

1. All the participants who successfully participate in the Digital Round by submission of relevant videos

shall be awarded e-certicates.

2. All the participants who successfully qualify for the Semi-Final shall be awarded e-certicates with

mentions of their qualication to the Semi-Final of the National Youth Parliament.

3. All the participants who successfully compete in the Grand Finale of the National Youth parliament

shall be awarded certicates.

4. Certicate of Merit shall be awarded to the top three position holders and best speakers of each

session.
