Educational Institutions such as Universities, Colleges and Polytechnics and Boards of School Education, issue academic awards to students including degrees, diplomas and certificates along with marks-sheets of the secondary, higher secondary and higher edu- cation levels. Those who enter into employment require a credible, authentic and easily accessible mechanism for access to, and verification of, academic awards granted by var- ious authorities. The proposed legislation provides for the maintenance of a national data- base of such academic awards in electronic format in a depository to be known as the National Academic Depository and for verification and authentication of such awards. The establishment of National Academic Depository is a technology based solution to ensure confidentiality, authenticity and fidelity of academic records enabling online verification and easy retrieval of details of academic awards. It would also eliminate fraudulent prac- tices such as forging of certificates and marks-sheets, by facilitating online verification thereof. 3. The Committee has decided to invite memoranda containing views/suggestions from individuals/organizations interested in the subject-matter of the Bill. 4. Those desirous of submitting memoranda to the Committee may send their written memoranda, either in English or Hindi, to Shri N. S. THE Supreme Court onFriday gave the green signalfor the Formula-1 race inGreater Noida on the con-dition that the event organ-isers deposit 25 per cent ofthe sale proceeds from tick-ets in a separate accountwhich will not be operatedwithout its permission.

A Bench of Justice D KJain and Justice A R Davein an interim order directedthat the amount would besubject to the final outcomeof a plea challenging tax ex-emptions accorded to theorganisers of the Formula-1 race.

Directing the deposit of

the amount, the Bench how-ever rejected the organisers’arguments that such a direc-tion would cause adversepublicity to the internationalevent. “How can it be adampener or cause adversepublicity we do not under-stand?” the Bench remarkedwhile passing the order.

The SC, however, clari-fied that it was not examin-ing the legality or otherwiseof the Formula-1 race, butconfining itself only to exam-ining the validity of the en-tertainment tax exemptiongranted by the Uttar Pradeshgovernment.

“India’s first Formula-1event is scheduled to be held

in Greater Noida, near na-tional capital, on October30,” senior advocate GopalSubramanium, appearingfor the UP government,sought to explain why theevent was part of a specialdevelopment zone projectundertaken by the state fordeveloping various infra-structural facilities for indus-trial, residential and sportsactivities.

THE National Investi-gating Agency (NIA),probing the Septem-

ber 7 Delhi High Court blast,on Friday released pho-tographs of three allegedHizbul Mujahideen militantsand announced a reward ofRs 10 lakh each on informa-tion leading to their arrest.

This is the first officialconfirmation that the NIAwas considering PoK-basedHizbul Mujahideen as thegroup responsible for theblast, which left 15 peopledead and 80 injured.

The three suspects — Ju-naid Akram, Chota Hafizalias Adil and Amir Ali Ka-mal — are residents of Kisht-war district of Jammu andKashmir. They played “a cru-cial role in the conspiracywhich led to the blast,” ac-cording to a Union HomeMinistry communication.

The NIA claimed that thethree along with Aamir Ab-bas Dev, Junaid’s elderbrother Wasim Akram, a mi-nor boy and two Bangadeshinationals took part in meet-ings at Kishtwar. The con-spiracy to carry out the blastwas hatched during a string

of meetings between August29 and September 4 at arented accommodation atKishtwar. The investigatorssuspect that two of the three,whose photographs were re-leased, could be behindplanting the bomb.

The NIA also sought fur-ther police remand ofWasim, who was arrestedearlier, to verify calls madefrom cellphones seized fromhis home in Jammu andKishtwar. During raids thisweek, the agency claimed tohave seized three cellphones,documents and a telephonediary from the two places.

According to dossiers re-leased by NIA, all the threealleged Hizbul men havebeen involved in militant ac-tivities in the Valley. The ageof Junaid has been men-tioned as 19 and he has beenaccused of several terrorist

cases in Kishtwar area. Hisfamily has, however, claimedhe was 16.

The other two, ChotaHafiz (26) and Amir Kamal(25), have been active in mili-tancy since 2005 and 2008 re-spectively. According to theNIA, Junaid has been oper-ating between Dachhan andPalmar in Jammu regionsince 2010 and faced severalterror-related cases in Kisht-war. He was working on di-rections from Amir Kamal.

NIA claimed that Wasim,who was pursuing studies inBangladesh, coordinated theattack with the help of Junaidand other Hizbul militants.Wasim is alleged to haveasked Aamir Abbas and aminor boy to send the emailclaiming responsibility of theblast. To derail the probe, theemail was sent in the name of“Harkat-ul-Jehadi”.

On the silver jubilee cel-ebration of Speed Post ser-vice, the department alsoannounced Speed-Net fortracking Speed Post con-signments from booking todelivery. “Speed Post arti-cles booked before noonwill be delivered on thesame day within the town,”Samuel said. The servicewill be available in Jammu,Srinagar, Udhampur, Leh,Anantnag and Baramulla.
