Presumptive President-elect Rodrigo Duterte’s plan to sell the presidential yacht—the BRP Ang Pangulo—will

have to follow the process for disposing of government and military assets. The military said the plan to dispose of the historic yacht which is operated by the Philippine Navy would have to undergo evaluation. Armed Forces of the Philippines

spokesperson Brig. Gen. Restituto Padilla said the issue had not been discussed at the military level. “We have a procedure for disposing of military or government assets as prescribed by law. These regulations are in place to ensure that needed assets are not unnecessarily disposed of,” Padilla said. He said an evaluation committee would be created to determine if such a sale was

necessary. Duterte announced his intention to sell the presidential yacht and use the proceeds for war veterans, to improve hospital facilities and raise doctors’ salaries so they wouldn’t leave the country. Padilla explained that the President, as Commander in Chief of the military, was afforded these privileges (use of different types of vehicles) so he could perform his functions better. “When the President or Commander in Chief assumes office, it is believed he is among the busiest persons in our land. Hence, his time is very, very important,” the AFP spokesperson said. Another factor in dedicating vehicles to the President’s sole use is the issue of his security and safety. Padilla said the issue of selling the Ang Pangulo was still “speculative” since the incoming president could change his mind after listening to advice from different quarters. “The disposal of assets is a very defined procedure. This is in due regard of the value of the asset that is being utilized, and the amount of money that can be taken out of it for other purposes,” he said. He added that although certain assets served a purpose, they didn’t fetch a high

price due to depreciation.Padilla noted that instead of selling such assets, these were sometimes still used because “it serves a bigger purpose in comparison to the depreciated value that it will sell for.”The BRP Ang Pangulo was acquired in 1959 by the Philippine government as part of war reparations from Japan. Its first CIC was President Carlos Garcia.It weighs 2,200 tons and has a length of 77 meters, with 5,000-horsepower engines.President Ferdinand Marcos

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz welcomes the new law governing the Overseas

Workers Welfare Administration (OWWA), saying this will further boost the efforts of the government to protect the welfare and interest of overseas Filipino workers (OFWs). “President Benigno S. Aquino III signed into law Republic Act No. 10801 on 10 May. This new OWWA charter governing the operations and administration of the Overseas Workers Welfare Administration took a long time coming. We welcome this development,” said Baldoz, who is in Vientiane, Lao PDR, attending the 24th ASEAN Labour Ministers Meeting. “The new law is President Aquino III’s early gift to OFWs on the occasion of the 21st Migrant Worker’s Day on 7 June 2016,” she added. Baldoz said the enactment of Republic Act No. 10801 concretizes the government’s serious efforts to reach out to OFWs wherever and whenever they are in need of help and puts OWWA on a firmer ground as it pursues its mandate of OFW protection. OWWA Administrator Rebecca J. Calzado said the men and women of the OWWA fully support the OWWA charter as it strengthens the agency’s operational capabilities. “With the national government providing regular budgetary support to the OWWA for its operation and personal services, the OWWA will now have more elbow room to devote the trust fund of OFWs exclusively to the implementation of programs and services

that promote the welfare of its members and their families,” she said. Calzado pledged to introduce new programs with the new law. The OWWA will continue to enhance its existing package of programs and services, such as death, disability, and dismemberment benefits; repatriation assistance; scholarships, skills training and skills upgrading programs; and pre-departure assistance. The new law mandates the reintegration program as a core program of OWWA, and places the National Reintegration Center for OFWs (NRCO) under OWWA for policy and program coordination. “OWWA members and their families will surely benefit more from these programs because OFW returnees can leverage their acquired skills and savings to improve their standard of living through successful reintegration and business enterprise development,” she said. The OWWA charter allows for the reorganization of the OWWA Secretariat headed by the Administrator to ensure that it improves efficiency of service delivery and boosts its visibility, not only in the regions but also in various countries where there are OFWs. It also provides for a wider representation of OFWs in the OWWA Board, with the increase in the number of board representatives from one to two seats for land-based and sea-based workers, respectively. One provision of the charter that is a boon to long-time members is the provision

of financial assistance or a system of rebate for those who have been members for at least ten years and who, along with their families, have not availed of any service or benefit from OWWA. Also, the new law assures OWWA employees security of tenure as they shall be appointed, re-appointed, or transferred to positions under the new OWWA structure with no gender discrimination, no demotion in

rank or position, and no diminution in salary, benefits or allowances. R.A. 10801 directs the present OWWA Board to promulgate the implementing rules and regulations of the new law within 90 days from its effectivity, to conduct a management audit within 120 days, and to submit to the Department of Budget and Management a proposed reorganization plan not later than one year after the audit. —gov.ph

Presumptive president Rodrigo “Rody” Duterte revealed the names of the individuals he wants to be

part of his administration. Among the officials he mentioned is his running mate, Sen. Alan Peter Cayetano. He said he will ask Cayetano to choose between the Department of Foreign Affairs or the Justice Department or he may opt to stick to the Senate as he also respects that. “You are my vice-president. Wala pa namang proclamation e,” Duterte said while asking Cayetano to join him in the press conference held at the Matina Enclave Clubhouse, Davao City. Duterte also mentioned that he offered former vice presidential bet and former Securities and Exchange Commission Chair Perfecto Yasay to serve as the acting Foreign Affairs secretary for a year. He even asked Yasay to take a furlough in his teaching career at a university in Hawaii to serve for a year. Under a Duterte presidency, the mayor said the Communist Party of the Philippines will be offered the Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Labor and Employment or the Department Social Welfare and Development.

The presumptive president also named the top candidates for the Philippine National Police chief post, whom he asked to be “passionately against drugs.” These are Chief Superintendent Ronald Dela Rosa, Mimaropa police officer-in-charge Chief Superintendent Ramon Apolinario and chief of staff of the PNP Anti-Kidnapping Group Senior Superintendent Rene Aspera. In choosing government officials in his administration, Duterte said he will choose on his own. He said he does not want any senator or solon calling him up with their recommendations.

Duterte also said he does not want favors for promotion or recommendation. “I hate ‘yang tawagan. Ayaw ko ‘yan kasi in all probability, hindi ka qualified,” he said. “Do not get any recommendations from anybody, I will decide on my own. After all, if anything goes wrong, it is the president who will answer or bear the burden,” Duterte said.Duterte said all applicants in bureaus and government corporations must agree to have their names published. “‘Yung lahat except for secretary or undersecretary, I’ll get it from the younger generations,” he concluded.

State climatologists warned of intense rains particularly over the eastern section of the country by the end of the

year until the first quarter of 2017 due to a possible La Niña event. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the possibility of a La Niña phenomenon is likely during the second half of the year. Anthony Lucero, officer-in-charge of PAGASA’s climate monitoring and prediction section, said La Niña might start developing during the southwest monsoon season but its impact will be felt by the last quarter of the year. Areas that may experience above-normal rainfall are Isabela, Quezon, Samar, Leyte, Surigao, Agusan and the Bicol region.The weather bureau said strong El Niños are usually followed by equally strong La Niñas.Based on the latest climate forecasts, Lucero said there is still a “50-50” chance of a La Niña occurrence this year. La Niña refers to the abnormal cooling in the sea surface temperature over the tropical Pacific and is characterized by excessive rainfall. “There’s still no indication yet (of a developing La Niña),” Lucero told The STAR.

Lucero said the El Niño phenomenon, which has started to weaken, will likely end in July. “We expect a neutral condition (of the sea surface temperature in the western Pacific) by August,” he said. Lucero said despite its possible termination in July, the impact of El Niño might still linger until August. “By July, it will be clear whether or not a La Niña will form,” he said. Lucero said if a La Niña phenomenon occurs, its impact would not be felt during the southwest monsoon. “We don’t expect the southwest monsoon to be that strong,” Lucero said, adding that the agency forecasts fewer tropical cyclones due to the lingering effect of El Niño. The southwest monsoon season starts in May and ends in September. Lucero said the expected heavy rains from La Niña would be felt during October, November and December. Its full impact will likely be experienced in December, January and February, he added.The 1997-1998 strong El Niño was followed by La Niña in 1999, wherein many parts of the country experienced intense rainfall and flooding.

The Bangko Sentral ng Pilipinas (BSP) has stressed the need for the beneficiaries of cash remittances

from overseas Filipinos to invest more, amid the increasing access to financial services of migrant workers and their families. BSP Governor Amando Tetangco Jr. said investments by overseas Filipino households has only increased to 6.5 percent in the first quarter of the year from 2.3 percent in 2007, while savings surged to 43.4 percent from 7.2 percent. Results of the BSP’s Consumer Expectations Survey showed the percentage of beneficiaries using remittances to invest only almost tripled over the nine-year period, while those using remittances to save booked a six-fold increase. “The challenge and the opportunity is to encourage more investments by overseas Filipino households,” he said. Tetangco said the survey showed that 97.3 percent of overseas Filipino households use remittances to purchase food and other household needs. Cash remittances went up 4.6 percent to a record $25.8 billion last year, while personal remittances inched up 4.4 percent to $28.5 billion. Remittances accounted for 9.8 percent of the country’s domestic output as measured by the gross domestic product.Personal and cash remittances have been a dependable source of strength for the

Philippine economy, amounting to $228 billion between 2005 and 2015. “The importance of remittances for enhancing the financial stability of overseas Filipinos and the economic growth of our country cannot be overemphasized,” Tetangco said. The World Bank has ranked the Philippines as the third largest remittance-receiving country after India and China. watchlist may not be allowed to fly and work abroad. An OFW may be in the watchlist if an administrative case was filed against him in accordance to Section I, Rule III of POEA’s Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Workers.Below are the reasons why an OFW may

be included in POEA’s watchlist.

SERIOUS OFFENSESPre-Employment Offenses— Using, providing, or submitting false information or documents for purposes of job application or employment.— Unjustified refusal to continue his/her application after signing an employment contract or depart for the worksite after all employment and travel documents have been duly approved by the appropriate government agency/ies.

Offenses during Employment— Commission of a felony or crime punishable by Philippine Laws or by the laws of the host country.— Assaulting a fellow worker, the principal/employer or any member of his or her family, or any of the directors, officers, managerial or supervisorial staff of the principal/employer.— Grave abuse of authority by an officer exercising supervision over other employees.— Possession or use of prohibited drugs, contraband, alcohol or pornographic

Rodrigo Duterte, presumptive president and expected winner of the 2016 elections, has given so much color to

the Philippine presidential race. The Davao City mayor is such a character that he made many sit at the edge of their seats each time he spoke. He made headlines in both local and international media. The popularity of the tough-talking Duterte cuts across socio-economic classes. The overwhelming support became evident on election day as Duterte’s lead became insurmountable. The battle cry of Duterte’s supporters throughout the campaign period, “#ChangeIsComing” may or may not come true. His anticipated presidency sets many firsts in the history of Philippine presidents.First to come directly from a local post Rodrigo Duterte will be the first president to take a huge leap across government positions. From being a local chief executive of Davao City for 21 years, he is set to be the 16th president of the Philippines. Former president Joseph Estrada was first mayor of San Juan before he became senator, vice president, and then president. Duterte was Davao City mayor for 3 three-term periods – from 1988 to 1998, 2001 to 2010, and 2013 to 2016, before jumping to the presidency. When term limits hindered his seeking the mayoral post, Duterte served as the city’s 1st district representative from 1998 to 2001.

Afterwards, he became vice mayor from 2010 to 2013 to his daughter, Sara Duterte.

First from Mindanao Duterte will become the first president from Mindanao in a roster of 3 Visayans and 12 Luzon-bred presidents. Although born in Maasin, Leyte, Duterte grew up in the Mindanao province of Davao. His father, Vicente Duterte, served as Davao provincial governor. It was in Davao where he made his mark in the local political arena after being appointed officer-in-charge vice mayor after the 1986 People Power Revolution. Prior to entering politics, he worked as city prosecutor. Duterte’s roots in Mindanao translated to a solid support base throughout his candidacy. In various pre-election surveys, he was the overwhelming top choice of Mindanao residents. Despite Mindanao being a known stronghold of the ruling Liberal Party (LP), many local officials have jumped ship to Duterte’s camp. In April 2016, in fact, he declared that he is the “Moro people’s president.”

First to have filed his certificate of candidacy after the official period

Days before the period of filing of candidacy, the other aspiring presidential candidates were already known. It was a different case with Duterte, the reluctant candidate. The Davao city mayor left supporters and

the media – practically the whole Philippines – guessing on whether or not we would run. The period of filing of certificates of candidacy (COC) ended without Duterte in sight. Instead, on October 15, his aide filed his COC for the Davao City mayor. More than a month later on November 27, Duterte withdrew his candidacy for mayor and had his representative file his COC for president under PDP-Laban. He substituted for Volunteers Against Crime and Corruption (VACC) chairperson Martin Diño. Substitution is allowed under Comelec rules.

First self-declared socialist president Duterte has been tagged as a communist, considering his connections – and sometimes friendship – with people from the New People’s Army (NPA) and Communist Party of the Philippines-National Democratic Front (CPP-NDF) founder Jose Maria Sison. The Davao City mayor, during previous mayoral elections, put left-leaning candidates in his city council slate and allowed a hero’s burial and funeral march for NPA leader Leonardo Pitao or Kumander Parago. He also gave money to an NPA camp in the aftermath of Typhoon Pablo in 2012. First with a pending plunder case Aside from changing his usual routines once he becomes president, Duterte has to worry about a plunder case hanging over his head. Weeks prior to the May 9 polls, vice presidential hopeful Antonio Trillanes IV accused him of having transactions in one bank account amounting to P2.4 billion. The alleged amount of transactions did not match the Davao City mayor’s Statement of Assets, Liabilities, and Net Worth (SALN). On May 5, or 4 days before d-day, Trillanes filed a plunder complaint against Duterte before the Office of the Ombudsman. The senator alleged that the billions stored in the bank accounts of Duterte were sourced from salaries of ghost employees.

Ang pag-ibig ay hindi nag-iisip ng masama. Pag-ibig ang nagbunsod sa Diyos na gumawa ng paraan para sa ikaliligtas ng kaluluwa ng tao sa kasamaan. Hindi nag-iisip ng masama ang Diyos dahil sa pag-ibig ang kalikasan niya. Ang taong sinakupan na ng pag-ibig ni Jesus sa pananampalataya ay makikitaan ng kalikasan ng pag-ibig ng Diyos. Kapag nagkasala ang kapwa, handa itong magpatawad. Hindi niya pag-iisipan ng masama ang taong nagkasala sa kanya sapagkat“ love thinks no evil.” (1 Corinthians 13:5c). Ang paliwanag ni John Gill sa ibig sabihin ng salitang, “ love thinks no evil ” ay kapag ang isang tao ay nag-aangkin ng biyaya ng pag-ibig, hindi ito nag-iisip ng

masama sa masamang nagawa laban sa kanya. Pinatatawad niya ang taong may kasalanan sa kanya upang maiwaglit sa isip ang sugat na tinamo niya at huwag nang alalahanin pa ang masamang ginawa sa

kanya. Kapag nagpatawad na, hindi na iisipin pa o pagbubulayan pa ang paghihiganti o paggawa o pagplano pa ng masama laban sa taong naka-sugat. Hindi sinasabing nakalimutan ang ginawang masama, ang sinasabi ay hindi na dinadala ang masamang nagawa laban sa taong gumawa nito o nag-iisip pa laban sa taong iyon. Ang mag-asawa ay nananahan ngayon sa Toronto kasama ang kanilang anak. Sinabi ni Kim sa national public radio na nag-iipon sila at umaasa na makapag-aral silang mag-asawa sa Bible college. Ang kanilang layunin ay ihanda ang sarili na ibahagi ang Mabuting Balita at pag-ibig ng Diyos sa kanilang mga kababayang Vietnamese. Well, naibahagi ni Kim ang ibig sabihin ng pagpapatawad sa libo-libong mga matitigas na sundalo. Sa seremonya sa Veterans Day, pinatawad ni Kim sa harap ng lahat ng mga naruruon ang piloting Amerikano na nagbagsak ng napalm bomb na nagsunog ng kanyang balat, pumatay sa kanyang lola at dalawang kapatid na lalaki. “Even if I could talk face-to-face with the pilot who dropped the bomb,” Sinabi ni Kim, “I would tell him we cannot change history, but we should try to do good things for the present and for the future to promote peace.” Sa puntong iyon, ayon sa isang pahayag ng newspaper, marami sa mga beterano naruruon ay nagsipag-iyakan. Sinabi niya, “Isa ako sa mga nabubuhay na may masakit na ala-ala sa litrato na iyon.” Ang patutuo ni Kim ang ibig sabihin ng “love thinks no evil.” Palaisip ka ba ng masama sa kapwa? Gusto ng Diyos na lumaya ka sa bomba ng masamang kaisipan. Tanggapin mo ang libreng alok na pag-ibig mula sa Panginoong Jesu Cristo sa pananampalataya ngayon din at palalayain ka niya sa masamang isip.

The most tragic effect of the 1999 La Niña was the landslide at the Cherry Hills Subdivision in Antipolo City that killed 58 people. The last time the Philippines experienced La Niña was in 2012 when some parts of the country, including Metro Manila, were hit by massive flooding due to days of intense rains brought by the southwest monsoon.After losing almost P450 million in agriculture and fishery revenues to El Niño, the provincial government of Negros Occidental is now bracing for the opposite – La Niña – in the coming months. Gov. Alfredo Marañon Jr. said that he ordered the dredging of canals and waterways around the province to prevent flooding. Marañon issued the order after PAGASA warned of the occurrence of La Niña in the

second half of this year. Meanwhile, the Office of the Provincial Agriculturist (OPA) reported that losses to rice, corn and other high-value crops have reached P255.6 million. Losses to sugarcane – the province’s main produce – are estimated at P182 million.The Provincial Veterinary Office reported that El Niño brought at least P12.37 million in losses to livestock and poultry farms. Due to the huge amount of damage to the local agro-fishery industry, the provincial government had placed Negros Occidental under a state of calamity. This allowed the provincial government to utilize its P40-million quick response fund to assist farmers and residents affected by drought. The Department of Agriculture has been conducting cloud-seeding operations across the Negros Island Region to cushion the impact of El Niño. —Philstar

Filipino workers in Taiwan are calling on Philippines President-elect Rodrigo Duterte to seek justice and better rights

for overseas Filipino workers (OFWs), after he claimed victory in his country’s election.“As OFWs, we don’t have any protection abroad. The previous presidents in the Philippines did not care about the migrant workers, OFW situation or victims of illegal human trafficking,” Gilda Banugan, chairperson of Migrante International’s Taiwan Chapter told CNA by telephone.Banugan said her organization, which is allied with OFWs in Taiwan, is drafting a statement to send to Migrante International headquarters with the hope that it will inform the president-elect’s decisions on policies to improve the lives of the approximately 124,000 Filipino workers in Taiwan. The priority is to prosecute brokers and recruitment agencies that violate the law by requesting illegal placement fees and to ensure that workers are employed through a direct hiring service, said Banugan, a Filipino caretaker who has been working in Taiwan for two years. Meriam Devalgue Hsu, a Filipino-Taiwanese social worker with the Taiwan International Workers’ Association, said she hopes Duterte will help reduce the placement fees for overseas Filipino workers in Taiwan when he takes office. “All recruitment agencies are collecting excessive amounts of brokerage fees,” even though Philippine law stipulates that there should be no brokerage fees for migrant fishermen and caretakers, and that the fees

for migrant factory workers should not exceed one month’s salary, said Devalgue Hsu, whose agency works to improve working conditions and the social environment for migrant workers in Taiwan. Maricel Dadivas, a 36-year-old Filipino caretaker, told CNA that when she first came to Taiwan four years ago, she paid her agency and broker a placement fee of NT$146,000 (US$4,486), the equivalent of nine months’ salary, even though she should not have had to pay those fees. “I would like to tell our new president he must take immediate action and investigate these under-the-table brokers’ fees,” Dadivas said. “We are serving our country. We are serving Filipinos. We contribute a lot as OFWs,” she said. “We hope for changes and we

need changes as Filipinos.” The issue of placement fees was also mentioned on social media, with Facebook users such as Les Lor Enz expressing the hope that after Duterte takes office, “there will be no or low (one month’s salary) placement fees for OFWs here in Taiwan.” Even though a direct hiring service is available for migrant workers in Taiwan, most workers still go to brokers because many Taiwanese employers do not use the direct hiring service for recruitment, Banugan said.Foreign domestic helpers and caregivers in Taiwan also do not have time off to process the required paperwork for the direct hiring service, she said, urging the Taiwanese government to allow domestic workers the mandatory number of days off. —CNA In addition to high placement fees,

Migrant workers suffer frequent abuse in countries such as Saudi Arabia and Kuwait, Dadivas said. “We hope that there will be justice for all migrant workers, not only migrant workers here in Taiwan,” she said. If the Philippines economy could be improved, many Filipinos would no longer have to leave their families and country to find work, Dadivas and Banugan said. “We hope that he (Duterte) can create more jobs and higher salaries in the Philippines so the Filipino people won’t need to go abroad,” Banugan said. Banugan, who is from Mindanao Island, said she has high hopes for Duterte as she thinks he has “good leadership” skills, judging from his performance as a long-term mayor of Davao City in Mindanao. Devalgue Hsu said Duterte is known to have been a good mayor who was tough on crime so there is hope that he would help improve the rights of overseas Filipino workers. A former prosecutor, Duterte is known for his heavy-handed tactics in dealing with crime. He has been criticized for his incendiary remarks on drugs, rape and crime, and for his alleged human rights violations, but his supporters in Taiwan said they have faith in him. “Duterte may have a ‘dirty mouth’ but we Filipinos believe that he will give us a clean government. When he speaks, he gets things done,” Facebook user Frances Joan Clavecillas wrote.

The transition team of presumptive president Rodrigo Duterte revealed his 8-point economic agenda for the

Philippines on May 12, Friday. Former agriculture secretary Carlos “Sonny” Dominguez made the announcement after the transition team, of which he is part, met for the second time at the Marco Polo Hotel here. The team was created in response to President Benigno Aquino III’s call for the Duterte camp to get started on the transition between the two administrations.

“These are the broad outlines of the economic policies that the new admin will pursue,” said Dominguez. He said that the tax collection during a Duterte presidency will be indexed with the current inflation rate. “These tax tables were made years ago when P500,000 was more than what P500,000 meant now. So now, if you earn P500,000, automatically you are taxed 32%. And if you spend say 80% of that, you are taxed another 12% from VAT (valued-added tax),” said Dominguez. Duterte, early in his campaign, said he would get rid of income tax for workers earning P20,000 and below. There was no mention of this proposal by his transition team. Dominguez also emphasized that because the transition team has only met twice so far, further details behind Duterte’s economic agenda will be ironed out in the coming days. Dominguez explained Duterte also wants to accelerate infrastructure spending because this would lead to job generation and will be “injecting economic activity in our country.” Duterte has previously said that he will put off the construction of major infrastructure projects like mega dams during the first two years of his presidency but will continue building transportation infrastructure to ease traffic congestion in Metro Manila. He also said he wanted a Mindanao railway system built during his term. Duterte is seeking to use Davao City, where he was mayor for more than two decades, as a model in making the whole country more competitive in business. This means the next administration will seek the removal of red tape in government processes to streamline businessmen’s transactions with government. “In other words, licenses for doing business are given in the shortest possible

time and where the government is actually helping business to establish in Davao,” said Dominguez. “It also means that reducing crime in the area will certainly be an item attracting people to do business because it will increase the security of businessmen as well as the consumers,” he added. Streamlined coordination among land agencies Duterte is also eyeing to pursue an overall “rural development strategy” for the whole country. This includes providing better irrigation and other support services to farmers by the Department of Agriculture (DAR). This is consistent with statements Duterte made himself on the campaign trail. He had also promised free irrigation while campaigning. Dominguez said Duterte will also promote tourism in rural areas “because our country is beautiful and we want to show the world the beauty of our country.” According to Dominguez, Duterte also recognizes a lack in the coordination efforts among the Philippines’ 4 land title agencies: DAR, the Land Registration Administration, the Department of Environment and National Resources, and the National Commission on Indigenous Peoples. “Unfortunately, there is very little coordination among these agencies and we know very well that the security of land tenure is so important because it allows more investments. It encourages more investments in the rural areas. It makes the projects more valuable if there is solid security of land tenure,” said Dominguez. Addressing job mismatch, improving education The next administration also seeks to address the ongoing problem of job mismatch, where only 10 out of 1,000 Filipino applicants are getting hired because many lack the necessary skills needed for the jobs available in the market. Dominguez said that Duterte will not only seek to provide tertiary scholarships, but also ensure that the courses to be offered are currently in demand in the job market. The basic education system will also be enhanced, added Dominguez. “Essentially, this means that our training in communications, in mathematics, in logical thinking will be strengthened in the basic education portion so that when a student graduates from high school, which is under the K-12 system, that the student has adequate training particularly in communicating his ideas, in calculation and logical thinking,” he said. — Rappler

(5) Address the bottlenecks in our land administration and management system.

(6) Strengthen our basic education system and provide scholarships for tertiary education which are relevant to the needs of private sector employees.

(7) Improve the income tax system to make it progressive to enable those who earn little to have more money in their pockets.Expand and improve implementation of the conditional cash transfer (CCT) program.

They stressed they were apolitical groups and did not represent any political interest in filing the case. Ipinag-utos ng Court of Tax Appeals (CTA) ang pag-aresto kay film director Carlo J. Caparas kaugnay sa kasong tax evasion na isinampa ng Department of Justice (DOJ) laban sa kaniya.

Ang arrest warrant ay inilabas ng CTA Second Division laban kay Caparas, dahil sa kaso nitong paglabag sa National Internal Revenue Code (NIRC), partikualr sa section 255 o kabiguang ihain ang kaniyang annual income tax return (ITR) sa taong 2008 at 2009. Ayon sa CTA, matapos ang isinagawang pag-aaral sa impormasyon na isinampa ng DOJ, nakitaan nila ito ng probable cause kaya ipinag-utos ang pag-iisyu ng warrant of arrest laban sa director. Si Caparas ay kinakailangang maglagak ng P20,000 para sa bawat isang kaso ng tax evasion o kabuuang P40,000 na piyansa. Nilagdaan nina Associate Justices Juanito C. Castañeda Jr., Caesar A. Casanova at Amelia R. Cotangco-Manalastas ang utos. Noong buwan ng Abril, isinampa ng DOJ ang reklamo laban kay Caparas. Ayon sa DOJ, batay sa mga dokumento ng BIR, walang ITR na inihain si Caparas noong 2008 at 2009. Maliban sa dalawang kaso, mayroon nang naunang kaso si Caparas sa CTA dahil naman sa hindi paghahain ng Value Added Tax (VAT) returns mula 2006 hanggang 2009 na nagkakahalaga ng P101,819,722.19.

The Department of Education (DepEd) has announced that the start of classes for public elementary and secondary

schools for school year 2016-2017 will be on June 13. While DepEd has not yet released the official school calendar for SY 2016-2017, Education Secretary Armin Luistro announced the schedule of opening of classes this June. Private schools, just like in previous school years, are allowed to deviate from the scheduled school opening.

Luistro, however, reminded school administrators “they may not start classes earlier than the first Monday of June and not later than the last day of August,” as provided in Republic Act (RA) No. 7797 entitled “An Act to Lengthen the School Calendar from Two Hundred (200) Days to Not More Than Two Hundred Twenty (220) Class Days.” Luistro also noted that private schools which will deviate from the school opening schedule “should notify the appropriate DepEd officials in advance regarding any

deviation.” The DepEd chief also announced the administration of this year’s Philippine Educational Placement Test (PEPT) in commemoration of the 118th celebration of the Philippine Independence Day. However, instead of conducting the test on June 12, DepEd has moved the schedule to June 19 due to the start of classes on June 13.DepEd, through the Bureau of Education Assessment (BEA) formerly National Education Testing and Research Center

(NETRC), together with the assistance of personnel from schools division offices (SDOs) and schools, is scheduled to administer the PEPT in all schools divisions nationwide. Luistro said that administration of the said test is “for free.” Luistro said that registration of interested test takers started on March 31 at the SDOs nationwide. The Division Testing Coordinators (DTCs) were also directed to submit the actual number of registrants to the BEA on or before June 13, 2016.

Philippine President-elect Rodrigo Duterte said he will defy the Roman Catholic Church and seek to impose

a three-child policy, putting him on a new collision course with the bishops a day after he called them “sons of whores”. The southern mayor has yet to be declared the May 9 poll winner, but an unofficial vote count by an election commission-accredited watchdog showed him ahead over his four rivals, three of whom conceded defeat. Duterte assumes office on June 30. Duterte’s often outrageous comments have won him huge support and his tirades about killing criminals and a joke about a murdered rape victim do not appear to have dented his popularity in the largely Catholic country. “I only want three children for every family,” Duterte said in Davao City. “I’m a Christian, but I’m a realist so we have to do something with our overpopulation. I will defy the opinion or the belief of the Church.”About 80 percent of the Philippines’ 100 million population are Catholics, the largest concentration of any Asian country, who oppose abortion and contraception. On May 21, he criticized the Church as the “most hypocritical institution”, meddling in government policies and said some bishops were enriching themselves at the expense of

the poor. “You sons of whores, aren’t you ashamed? You ask so many favors, even from me,” Duterte said in an interview broadcast by TV station GMA. Monsignor Oliver Mendoza, spokesman for the Archdiocese of Lingayen, whose head is the president of the Catholic Bishops Conference of the Philippines, said the Church respected Duterte’s opinion but that it would continue to speak against government policies that are contrary to Church teaching.“Because if we fail to do that, if we close our eyes, if we close our lips, we close our ears, what will be the role of the Church?” he said.Political analysts said they were not surprised at Duterte’s statements because some bishops spoke out against him during the election campaign. “Like most liberal, secular politicians, Duterte is a deist,” said Joselito Zulueta of the University of Santo Tomas. “This in itself is a self-serving position conceived out of human conceit. Ayon sa alkalde, pupunta siya sa ibang bansa at tanging clemency at palugit sa itinakdang pagbitay lamang ang mahihiling niya na maibigay sa mga nasasangkot sa droga o naging drug mule na mga OFW. Muling iginiit ng incoming president na sana iwasan ang pagkakaugnay sa droga para hindi malagay sa alanganin ang buhay.

Hindi umano kumbinsido si Duterte na inosente ang ilan sa mga OFW na ginawang drug courier sa ibang bansa. Base sa record ng Department of Foreign Affairs umabot na sa mahigit 1,000 ang mga OFW na nakakulong ngayon sa iba’t ibang bahagi ng mundo na nauugnay sa droga, 41 rito ang nahatulan na nang kamatayan sa pamamagitan nang pagbitay. Maalalang marami ang natuwa matapos hindi natuloy ang pagbitay kay Mary Jane Veloso noong nakaraang taon na nakulong sa Indonesia dahil sa pagpupuslit ng 2.6 kilograms ng heroin.

Mararamdaman na sa sahod ng mga manggagawa sa Metro Manila ang inaprubahang wage increase sa

susunod na buwan. Matapos kasi ang ilang araw na pag-aaral inaprubahan din ng Regional Tripartite Wages and Procutivity Board-National Capital Region (RTWPB-NCR) ang dagdag sa sahod ng mga empleyado na kumikita ng minimum wage sa Metro Manila. Sa pinirmahang bagong kautusan, may dagdag na P10 na cost of living allowance (COLA) sa arawang sahod ng mga minimum

wage earners habang ang naunang P15 na COLA ay isasama sa basic pay. Epektibo ito sa unang walong oras ng trabaho at hindi na kasali rito ang overtime.Dahil dito, nasa P454 na ang arawang sahod ng mga nagtatrabaho sa industriya ng agrikultura, manufacturing at retail. Habang P491 naman para sa mga non-agricultural sector workers. Epektibo ito 15 araw matapos ilathala ng RTWPB-NCR sa mga national circulation na pahayagan.
