armagh City Armagh City is located in the geographical heartland of Northern Ireland as well as being an historic City renowned for its elegant Georgian architecture. The City boasts a range of historic buildings, including two cathedrals, The Palace Stables and Demesne, Market Place Theatre and Armagh Gaol. It is also the commercial centre along with nearby Craigavon and Portadown for the majority of Mid-Ulster. Armagh City has a resident population of approximately 14,500 and serves a greater district population of approximately 54,250 people.

LoCationDrumadd Barracks is located approximately 1.5 miles to the east of Armagh City on the Hamiltonsbawn Road in an area of mixed use. Surrounding uses include residential housing as well as the Hamiltonsbawn Road Industrial Estate on lands to the east and DVLNI Test Centre a short distance to the south.

The area is served by good road connections with the M1 motorway (at Junction 2 of the M12) approximately 13 miles distance, Craigavon and Portadown 14 and 11 miles respectively and Belfast 40 miles to the north east.

DesCriPtionDrumadd Barracks was originally established in the mid 1970’s and the total site area extends to 14.7 ha (36.3 acres) gross. The site houses a range of buildings including offices, workshops, stores, residential quarters and officers housing along with associated mess and recreational facilities, sports hall and squash courts. There are also substantial areas of car parking, hard-standing and sports/recreation/playground areas. The officers housing comprises 10 No good quality detached and semi-detached 3 and 4 bedroom properties

completed in the early 1990’s. The total G.E.A of the permanent buildings is circa 18,823 sqm (202,611 sqft). Further details of the individual buildings on site and floor areas can be obtained from the dedicated website at www.gva.co.uk/drumadd.

Vehicular Access is directly from the Hamiltonsbawn Road.

PLanningPlanning jurisdiction for the site falls under the Planning Service for Northern Ireland. A full planning report can be found on the dedicated website. A brief summary is as follows;

• The existing development of Drumadd Barracks enjoyed Crown Development immunity rights. No further planning applications have been submitted since these were removed in the early 2000’s.

• The statutory development plan for Armagh is the Armagh Area Plan 2004. The site is located within the defined development limit as ‘Whiteland’ and a further portion as an ‘Open Space Wedge’. Planning Service has indicated that it will not apply any of the Open Space Wedge restrictions to the subject site on account of the fact that the principle of development has already been established. The entire site is therefore available for development.

• Planning Service has advised that all existing buildings/uses on site are deemed to be established uses and are thus free from enforcement upon site disposal. www.gva.co.uk/drumadd

• The principle of residential, industrial, office and leisure uses would be deemed satisfactory, subject to detail, by Planning Service and Roads Service.

• A neighbourhood level of retailing is also deemed appropriate by both Planning Service and Roads Service. Alternative retail uses may be achievable, subject to satisfying all the necessary criteria.

• A Junction Analysis appraisal was undertaken by consultants WYG Ireland (June 2009). Further details can be obtained from the dedicated website.

• Planning Service has confirmed that there is sufficient capacity within the existing water and sewerage network to accommodate redevelopment proposals.

armagh east Link roaD• The proposed Armagh East Link Road runs parallel

to the Drumadd Barracks site along its eastern boundary.

• The proposal falls within DRD Road’s Service’s 10 year programme.

• The new road will connect the A28 Markethill Road in the south to the A3 Portadown Road in the north, incorporating an improved junction with the Hamiltonsbawn Road (A51).

• The approximate length of the new link road is 1.6 miles/2.5 km.

• Roads Service has indicated that a new access could be created from the link road into the Drumadd Barracks site, subject to further detail.

Further information in relation to the Armagh East Link Road can be obtained from DRD Roads Service and interested parties should make their own enquiries in this regard.

exPressions of interest On the instructions of Defence Infrastructure Organisations, Expressions of Interest are invited for the acquisition of the site. Interested parties will be required to demonstrate their ability to develop the site by providing the following information;

• CV and track record of other projects.

• Indicative illustrate proposals for the development of the site.

• Financial standing and funding

• Indicative land bid with any conditions clearly stated.

Expressions of Interest are to be submitted to the Belfast Office of GVA NI by no later than Wednesday 6th June 2012.
