FOREWARD The product certification scheme of the Bureau of Indian Standards, now under Bureau of Indian Standards Act 1986, is in operation, for more than four decades covering a wide variety of products. The wide experience in the area has bought a fair amount of rationalization in the certification process. This has resulted in the formulation of the Operation. Manual for Product Certification ( referred to as OMPC in this Manual) prescribing rules and practices generally applicable to all products. Products related rules/ guidelines are periodically issued to cover the specific requirement of different products. Still in view of the wide spread of the certification operations, differences are found in the application of these guidelines in the BIS certification offices in different parts of the country. Therefore, it has been decided to bring out sectoral manuals as guideline documents covering certification requirements of specific products/ group of products. This manual one in the series has been prepared to ensure uniformity in the certification practices in respect of Drums, Large, Fixed ends (Grade B drums) as per IS 1783 (Part 2): 1988 The manual is strictly an internal document intended for use by the certification marks offices of BIS In this manual, some useful information relating to the products characteristic, a few design aspects, limitations and constraints in its use, which is considered useful to the user, are included in a brief manner. This manual takes into consideration the generally acceptable practices. This document is intended for internal use by BIS inspecting officers who should however do not treat such document as replacement for referred standards or that of relevant scheme for testing and inspection ( STI) Standards and other documents (STI etc) referred are as applicable at the time of preparation of manual. However, latest Standards/ other documents as implemented shall be referred. All effort has been made to incorporate details as per the latest version of the standard. However as the standard are dynamic and subject to amendments and revisions, users are encouraged to check the latest version of the respective methods of test subsequent to issuance of the issue of the manual, before using the information contained herein.

1 SECTION I

1.1 Description Of Products:

The drums (also called barrels in common usage)are steel cylindrical containers for storing and shipping bulk cargo. The Grade B drums are made from cold rolled sheets of mild steel. The Grade B drums are commonly used for storage and transportation of lubricating oils and other non- hazardous chemicals. Type 1 drums are double seamed and have 1.25 mm sheet thickness. With the development of spiral seam construction which provides stronger seam joint so as to withstand any drop caused during transportation and handling it has been possible to reduce the thickness of the drums to 1.00 mm from 1.25 mm. These drums have been introduced as alternative to the conventional double seam drums and have been included under the same Grade B as Type 2. Both Type 1 & 2 drums have two rolling beads and hoops to facilitate easy rolling and also provide rigidity. Type 2 drums also have 2 sets of corrugations located symmetrically on either side of the rolling hoops to provide additional strength. These steel drums used for shipment of chemicals and petroleum products have a standardized bunghole arrangement, with one 50 mm and or one 50mm and one 20 mm threaded bunghole on opposite sides of the top. Screwed closures as per IS 1784 are fitted over them. Pumps to facilitate entry or exit of materials can be mounted on them.

Note: After scrutiny of the application, the concerned Officer shall communicate the deficiencies , if any , to the applicant and also indicate the date on which the preliminary / verification inspection is proposed to be carried out, clearly indicating that all deficiencies shall have to be completed by the applicant within the stipulated period in order to order to enable to BIS officer to verify the same during the preliminary / verification inspection.

16. In case application is under simplified procedure, an undertaking on his letter head ( see Annexure A-30 that the license if granted to him shall be put under Stop Making by BIS if the verification sample(s) drawn during verification visit of the BIS officer prior to grant of license fail to conform to the Indian Standard. In case the License does not take corrective actions, informs BIS and offers two improved lots to BIS for inspectional testing within one month o f the date of Stop Marking, the license shall be processed for cancellation and no further chance would be given to the license.

e. If answer to’ d’ above is yes, does the applicant has any control over such outsourced activity? Are these outsourced process will ensure testing the quality of final product for all requirements at the applicants manufacturing premises?

7. Testing Equipments & Calibration

a. Does applicant possesses requisite test facilities in- house as per the relevant Indian Standard at its factory address?

b. Are valid calibration certificate for relevant test equipments attached are complete and valid at least 3 months after the date of recording?

c. If reply to a above is no does applicant have arrangement with BIS recognized outside lab for testing of the requirement for which it does not possess test facilities in- house? Is the consent letter as attached by applicant in this regard in order?

Note: Relaxation in in-house test facilities may be allowed on submission of proper justification for requirements which are obligatory to get tested and for which frequency of testing, as prescribed in the relevant scheme and appointment letters of the QC personnel are in order.

9. Raw Materials & Components

Where ever requirements for raw materials/ components used in the manufacturing of the product are specified in the standard, do test reports/ suppliers test certificate as submitted by the applicant show that these requirement are met as per the standard?

10. Plant Layout Does copy of the plant ( applicant manufacturing premises) layout clearly indicates locatons of manufacturing machinery, laboratory , office, workshop, amenities, storage, area etc?

11 Test Report(s) Is the attached test report of in-house or from independent laboratory cover all requirements of the Indian Standard and is passing in such requirements? -------------------------------------------------

12 Undertaking In case application is under simplified procedure, an undertaking shall be obtained from the applicant on his letter-head that the licence if granted against his application shall be put under Stop marking by BIS if the verification sample(s) (any sample including the long duration test samples) drawn during visit of the BIS officer prior to grant of licence fail to conform to the requirements of relevant Indian Standards. The licence shall take

necessary corrective actions and inform the same to BIS along with fresh samples (of rating/size/variety which facilitates verification of corrective actions on the reported failures) manufacture after taking the corrective actions. The resumption of marking in such cases shall be allowed only on the basis of independent satisfactory Test Reports of the fresh samples offered (including long duration tests where failures were in long duration tests). 13 Application Fee

Has applicant paid requisite application fee of Rs. 1000/-, in equivalent US$ (Rs. 1000/- plus 12.36% tax for applicants from SAARC countries)?

21 Performance Bank Guarantee

Does the applicant agree to furnish a Performance Bank Guarantee to BIS of US $ 10000/- (from a bank having its branch in India) in the prescribed format on the letter-head of the bank?

2 RAW MATERIALS / COMPONENTS

The following materials are used in the manufacture of steel drums:

i) Body and ends of the drums shall be made from mild steel sheet conforming to Grade ‘O’ of IS 513:1994. The nominal thickness of the sheets for body and ends shall be 1.25 mm for Type 1 drums and !.00 mm for Type 2 drums.

ii) Screwed closures shall be conforming to IS 1784: 1994.

3 MANUFACTURING PROCESS AND IN – PROCESS QUALITY CONTROLS

3.1 Description of Manufacturing Process

CR sheets are formed from CR coils after decoiling and leveling. Then they are sheared into appropriate sizes for body and ends. After edge grinding, the sheets for body are formed into open ended cylinders by body forming machine. Then they are spot welded (optional) and aligned and resistance seam welded. Then the rolling beads are expanded on body. After flanging and degreasing, corrugations are made on the body. Meanwhile circles are formed from the sheets sheared for the ends. The top is punched for fitting closures of 50mm and 20mm. The closures are fixed and then the ends are pre curled. Sealing compound is added around the edges. Finally body shells and top and bottom are simultaneously seamed in seaming machine and drums are formed. After pneumatic leakage tests, the drums are sent for cleaning, painting and drying. The drums are now ready and are stacked for dispatch.

4 CERTIFICATION CRITERIA

4.1 Identification of critical requirement of the Indian Standards To be provided by CMD

The latest STI for IS 1783(P2):1988 is DOC: STI/1783/(Part 2)/3 dated Feb 1998 STI is enclosed as Annexure I.

4.5 Guidelines for writing Scope of License. Scope of the licence shall contain the following:

Drums, Large, Fixed ends, Grade B, Type 1 (or Type 2, whichever type GOL is being considered for)

4.6 Guidelines for Inclusion of New Verities Only 2 Types (Type 1 and Type 2 ) are covered under the scope of the Standard. Grouping Guidelines are not present. For inclusion of new Type the licensee has to get the required type of drum tested at a BIS recognized lab. The test report should show the conformance of the drums with respect to raw materials, capacity, construction and finish, dimensions and all tests as per the standard. The licencee also needs to declare any additional manufacturing machinery, if required.

4.7 Sample Size, Including Guideline for drawal of separate when samples are required to be sent to different labs for testing

2 drums (capacity, dimensions, finish, construction, all tests ) + 50 g (material testing)

4.8 Manner of sealing of Samples Sample of the 2 drums are coded and signed with permanent marker. Wax sealed and coded label may be attached if possible. Usually they need not be put any bags. The 50g sample may be packed in plastic bag, put in envelope and coded and signed label attached and wax sealed.

4.9 Whether remnants of samples are returnable/ non- returnable to be scrapped/ used to be de shaped before disposal . in case of safety items any other precaution required for dealing with remnants

Remnants of test samples can be scrapped and disposed off after issue of report.

4.10 Procedure to be followed for destroying / de shaping/ recycling the product that does not meet the quality parameters during regular production

5 INSPECTION AND TESTING
