AREI REGIONAL CONSULTATION FOR EAST AFRICA NAIROBI, Kenya, 10-11 July 2018

InaccordancewiththeapprovedAREIWorkplanandbudgetfor2017-18,fiveregionalconsultationsareorganisedbythecountriesrepresentingthefiveregionsintheAREIBoardofDirectors(Chad,Egypt,Guinea,KenyaandNamibia)togetherwiththeAREIIndependentDeliveryUnit(IDU).ThepurposeoftheseconsultationsistoenableincreasedunderstandingofandengagementwithAREIbygovernmentsandstakeholdersinallAfricancountries.

ThesecondoftheseconsultationswasheldatIntercontinentalHotel,Nairobi,Kenyaon11-12JulyfortheEastAfricaregion,organisedjointlybytheMinistryofEnergy,GovernmentofKenyaandtheAREIIDU.Thispreliminaryreportprovidesasummaryofthemeetinganditsoutcomes.

Background to AREI TheAfricaRenewableEnergyInitiative(AREI)isatransformativeAfrica-ownedandAfrica-ledefforttoaccelerate,scale-upandharnessthecontinent’shugepotentialinrenewableenergysources.

EndorsedbyallAfricanHeadsofStateandGovernmentthroughtheAfricanUnion,theinitiativewaslaunchedatCOP21inParis2015.AREIwillenableAfricatoquicklymovetomoderndistributedenergysystemsthatarerenewable,smartandabletobothfeedindustryandreachingpeoplecurrentlywithoutadequateaccesstomodernenergyservices.

Theinitiative’sprimarypowerliesinsupportingAfricancountriesmovetowardstransformativenationalpoliciesandvastlyincreasedrenewableenergyambition–andinhelpingmobilisetheinternationalpublicfundingnecessarytodrivetheseefforts.AREIrecognisesthateffortsmustbecountry-driven,withinvolvementofallstakeholders.PolicyprogrammesaswellasrenewableenergyprojectsthatareinlinewithAREI’sambitiouspeople-centred,environmentanddevelopment-orientedcriteriacanbeattributedasAREIcompliant.Currently,AREIdoesnothaveownmeanstodirectlyfinancesuchefforts.

ThroughAREI,AfricancountriesaretakingtheleadandchartingacoursetowardsAfricabecomingthefirstrenewableenergycontinent.

AsAREIisnowbecomingfullyoperational,atoppriorityistoenhancedirectengagementwithallAfricancountries.

consolidatecontactsandnetworksacrosscountries,stakeholdergroups,andprofessions.

• Poolingofinformationandenhancedmappingofrenewableenergyprojectpipelineincountriesandintheregion,includinginitialassessmentofprioritiesonbothcountryandregionalbasis.

• Provideopportunityforsharingofbestpracticesandpioneeringexamplesofpolicyinterventionsthatothercountriesintheregionmayconsider

• Contributetomappingofbarriersandneeds,includingpublicfundingneedsforacceleratedrenewableenergyinvestments.

Theprogramme(seeAnnex1)wasdesignedtomeettheseobjectives,andtoenableasmuchinteractionandactiveparticipationaspossible.

Participants InlinewiththeAREIFramework,theConsultationsshouldensurebroadparticipationbymultiple,andparticularlyAfricanstakeholders.TheEastAfricanconsultationgatheredintotal64participantsincluding:

• Africangovernmentofficialsresponsibleforrenewableenergyatministries,renewableenergyagencydirectors,andothers)

• Civilsociety(women,energy,environment,climate)• Privatesector(particularlydomesticREsector)• RepresentativesofrelevantAfricanandinternationalinstitutions(African

UnionCommission,EastAfricaCommission(EAC),andEastAfricanCentreofExcellenceonRenewableEnergyandEnergyEfficiency(EACREEE).

• IDUandtechnicalexperts

Theconsultationincludedparticipantsfrom11ofthe14countriesintheregion.58ofthe64participantsweremen(seeAnnex2foralistofparticipants).

Programme and summary of discussions TheConsultationagendawasdesignedtoencourageparticipationandinteractionamongallparticipants,whowereseatedingroupsof6-8atroundtables.Participantswereencouragedtocontinuouslyintervenewithquestionsandcomments.

OpeningsessionTheConsultationwasformallyopenedbyEng.IsaacKiva,SecretaryofRenewableEnergyattheMinistryofEnergy,KenyaandappointedtechnicalexpertforAREIbyH.EPresidentUhuruKenyatta,andAmbassadorSeyniNafointerimDirectoroftheAREIIDU.Theyconcludedthatengagementatcountryleveliskey,thattheseregionalconsultationshadbeenanticipatedforalongtime,andthattheywerethrilledthatworkwasnowprogressing.

WhatisAREI?ThebulkofthefirstdaywasdevotedtopresentationsanddiscussionsontheAREIFrameworkandWorkareas.AmbassadorNafoprovidedanaccountofthehistoryofhowAREIcameintobeing,fromideaseededinthecontextoftheUNClimatenegotiationstothedraftingoftheAREIFramework,ActionplanandCriteria,tothelaunchoftheinitiativeattheclimatesummitinParis,andthesubsequent

deliberationstogetthegovernancesettledandtheIDUfullyoperationalisedandstaffed.

MrHällströmandProfAgbemabiese,bothmembersoftheoriginaldraftingteam,andpresentlyIDUstaffmembers,presentedtheoverallAREIframework,aswellasaccountsofthecurrentworkonmapping,updatingofthecountries’priorityinterventions,andassessmentofprojectandprogrammesforAREIattribution.

MrHällströmexplainedhowAREIoutlinesavisionofanewenergymodelthatisfundamentallydifferentfromthepast,centralisedmodelofenergygeneration.Throughrenewablesourcesofenergy,whichcanbeharnessedbycommunitiesandotheractorseverywhere,thenewmodelcaninvolveahugenumberofnewentitiesasbothproducersandconsumersofenergywithbroadenedownershipandparticipation.Ascostscontinuetofallrapidly,renewableenergyisnowinmanycasestheleastcostoption.Theoverviewpresentationalsooutlinedthegoals,objectivesandcriteriaofAREIanditsninedistinctworkareas.

ParticipantsunderstoodandappreciatedthatAREIisnotafundingmechanismandcurrentlydoesnothaveresourcesfordirectlysupportingprojectandprogrammeinterventionsfinancially.ThepowerofAREIliesinitspotentialtoacceleratetransformativepoliciesandincentivesthroughrapidlearningandexchangeacrossAfricancountries,tohelpmobilisefundingfromothersources,andtoworkwithmultiplestakeholdersandpartnerstofacilitateandhelpaligneffortstobeinlinewithAREI’svaluesandcriteria(linktopowerpointpresentation).

Prof.Agbemabieseguidedparticipantsthroughtherecentlydevelopedwebinterfaceanddatabaseforthegatheringofbaselinedataofrenewableenergyrelatedprojects,programmesandinterventions.Thismappingwillprovideabaselineunderstandingofthecurrentpipeline,whethercompliantwithAREICriteriaornot,butalsoclarityoncountryprioritiesandneeds.ParticipantswerealsoinformedoftheadvancementsonproceduresforassessmentofprojectsforattributionagainstAREIcriteria,andtheplanstoinvolvestakeholdersinparticipatoryprocessestoweighcriteriainthemulti-criteriaanalysistoolsunderdevelopment(linktopowerpointpresentation].Healertedparticipantsthattheywouldsoonbereceivinginvitationstocontributetothefilingofrelevantinformationonprojectsandprogrammeinterventions.

Intherichdiscussions,itwasclarifiedhowAREIisaframework,notintendedtoreplaceotherexistingeffortsandinitiatives,andhowitisauniqueeffortbothintermsofbeingfullyAfricaninitiatedandAfricanowned,andintermsofitshighambition.OnquestionsonincentivesandhowAREIcouldconcretelyhelpeffortstocommercialisecertainpromisingtechnologies,thepossibilityofcreatingasmallgrantswindowfordirectaccessbycommunities,womens’groups,CSOs,indigenouspeoplesandsmallprivatesectorentities,similartothatcurrentlyexistinginGEF,washighlighted.Ideasofboldcountry-wideincentivesschemesthatcouldforexampleenablepaymentguaranteesforlong-terminvestmentsecuritytoallactors,andinparticularsmaller-scale,inexperienceddeveloperssuchascommunities,cooperativesandSMEs,hadbeenpartoftheAREIvisionsincethebeginning.Theimportanceoftheinitiativeslong-termdimensionovermanydecadeswasalsohighlightedinregardstothepotentialoffosteringgenuinelyAfricaninnovationandsystematicbuildingofAfricancapacityovergenerations.TheideaofanAfricaRenewableEnergyInstituteasinnovationandknowledgecentreservingtheAREI,asfeaturedintheAREIActionPlan,washighlighted.Whileparticipantsrecognisedtheimportanceofavoidingrepetitionandtheneedtodrawonexistingdata,theyalsoacknowledgedtherelevanceoftheAREIambitiontocreateanAfricanbasedcomprehensivemappingdatabasetokeeptrackofalltheinitiatives,projects,policies,actors,networksandbestpractices.

CountrycontextsFollowingthefocusedsessiononAREI,theconsultationturnedtoaseriesofinformalpanelswithcountriessharingviewsontheircurrentrenewableenergysituation,theircountries’senergymix,andsuccessesandbarriers.Theformatwasinteractivewithsetsof2-3countriesprovidinginitialreflectionsfollowedbyinteractionfromthefloorbyrepresentativesofothercountriescommenting,askingquestionsofclarificationandinitiatingdiscussiononkeytopics.

Thegreatneedandpotentialforincreasedregionalcollaborationwasevident,aswasthegreatdiversityofconditionsbetweencountries.Whileonecountryhas99,9%accesstoelectricity,othercountriesonlyhave15%.Populationsrangefrom90000to50million.Dominantsourcesofenergyrangefromhydropowertodiesel.Acrosstheboard,however,thepotentialfornewmodernrenewableenergyintheformofsolarPV,wind,geo-thermal,small-scalehydroandmodernbiomassisonlymarginallytapped.

Asummaryofkeypointsfromthepresentationsanddiscussionsfollowsbelow.

Renewableenergyandenergyaccesstargets

Thecountriesintheregionvaryconsiderableinbothwhethertheyhaveexplicitrenewableenergytargetsaswellasinwhatthesegoalsandtargetsstate.Suchgoalsinclude:

• Djibouti:100%REby2030(butpresentlyplanningfor900MWnaturalgas)

• Mauritius:35%REby2025,40%by2040(fromcurrently21%)• Madagascar:Vision2015saysby2030thereshouldbe70%accessandan

energymixbasedonRE(85%)with15%diesel,min-gridswith50%RE• Kenya:Universalaccessby2020

Successes

Thecountrysnapshotspresentedseveralachievementsbythecountriesintheregion:

• 20MWsolarplantunderwayinMauritius• GetFit–successfuladjustmenttotheoriginalfeed-intariffinUganda• AdvancedrenewableenergypoliciesinUganda,includingremovedtaxes

onsolarproducts• ‘Lastmileprogramme’inKenyacontributingtoimprovementfrom15%to

Importanceofmulti-stakeholderengagementAREIoutlinesanewmodelofengagementbetweenAfricangovernmentsandmultiplestakeholders,asformulatedintheAREIFramework,CriteriaandActionplan.TheinitiativerecognisesthatAREIcanonlyachieveitsgoalswithfullandgenuineinvolvementofcivilsocietyorganisations,indigenouspeoples,women,theprivatesector,academiaandotherstakeholders.Allthesestakeholdergroupshavetechnicalknowledge,ideasandoperationalcapacitythatneedtobeintegratedwithgovernmentaction.Decision-makingandformulationofnewpolicies,rulesandregulations,executionofimplementationaction,aswellasmonitoringandevaluationneedtobebasedonparticipationintheseprocesses.

Sinceitslaunchin2015AREIhasgeneratedextensiveinterestamongmanystakeholdergroups,whohaveengagedwiththeinitiativeandarealreadyengagingbothatthepan-Africanlevelandatcountrylevels.Asessionontheseconddayprovidedopportunityforsharingofsomeoftheseexperiences.

TheAfricanCoalitionforSustainableEnergy&Access(ACSEA)wassetupduring2016asadirectresponseonthelaunchofAREI.SincethenithasengagedwithAREIasoneofthekeynetworksgatheringcivilsocietyorganisationsaswellasotherstakeholders.SeveralpositionpapersandstatementshavebeenformulatedasinputtoAREI’soperationalisationandgovernanceprocesses.Thecoalitionalsoheldaone-daypre-meetingincludingCSOs,privatesector,youth,indigenousgroupsandwomeninEastAfricatodiscussAREIthedaybeforetheconsultation(9July).MrDavidJesse,coordinatoroftheKenyanchapterofACSEApresentedthemainconclusionsfromthismeetinginaStakeholderstatement.

KeypointsincludedappreciationfortheprocessofconsultationandspiritofparticipationbyAREI,aswellasrecommendationsinrelationtotheBoard,theIDU,theestablishmentofmulti-stakeholderforums,synergieswithotherinitiatives,theimportanceofthoroughassessmentofprojectsagainstAREICriteriaandthesuggestiontoestablishasmallgrantswindowforcommunityledprojects(downoadstatementhere).

Aconcreteexampleofcivilsociety–governmentinteractionatcountrylevelwaspresentedbySixbertMwanga,CANTanzania,showinghowcivilsocietyorganisationshaveengagedwiththegovernmentofTanzaniatoestablishnationalconsultativeprocesseswithmultiplestakeholders,andbroughtforwardlong-termstudiesonhowTanzaniacoulddevelopintoanindustrialisedsocietypoweredby100%renewableenergyby2050.ThiscountryexampleshowedhownationallybasedactorsingovernmentandotherstakeholderscanbenefitfromAREIasa

strategicframework,withanMoUnowbeingestablishedtoadvancethismodelofcollaborationtowardstheAREIgoals(presentationavailablehere).

AthirdinterventionwaspresentedbyMsTitilopeAkosa,coordinatorofthewomenandgenderconstituencyoftheUnitedNationsFrameworkConventiononClimateChange.Sherecognisedhowinadequateaccesstomodernenergyandexistingpatternsofenergyuse,processing,andcollectionhasbeenwidelyacknowledgedtoaffectwomenandmendifferently.Womenbeartheheaviestburdensofunavailableenergyservicesandinefficientenergyusecomparedtomenbecauseoftheirsociallydeterminedgenderrolesandpervasivegenderinequality.Sheemphasisedtheimportanceofnotover-emphasisingGWtargets,buttoensurethatprovisionsofenergyensuresgoodqualityeducation,healthylivesandlivelihoodsecurityforthemostvulnerable.

Recognisingtheneedtoimprovegenderbalanceincomingconsultations,sheconveyedanumberofdemandsfromAfricanwomenincludingtheneedforcontinuousengagementbeyondone-offconsultations,engagementwithbroadermajorstakeholdergroupsasestablishedunderUNFCCC,promotionofenergydemocracyandmovingawayfromtop–downmarketbasedapproaches,supportcommunitiesincludingwomentohavecontroloftheirenergysystems,inclusionofgenderequalityandhumanrightscriteriaintoprojectapprovalcriteria,establishmentofwomencenteredfundswithinAREI,andtheneedtoconductambitiousgenderandenergyassessmentsacrossAfrica.ShealsohighlightedademandthatAREIshouldonlysupportbiomass-relatedprojectsthataretargetedtowardsimprovedhealthofbioenergyusers,energyefficiency,andreducingthedemandforbiomassandthatdonotexacerbateimbalancesinenergyaccessand/orfailtospecificallyaddressandimproveenergypoverty.
