Message from the Officer Trainees…..
Time & tide waits for none. As we march towards the concluding days of our foundation course, a sense of
achievement is felt by all of us for completing this training. Many of us were not aware of this institute & had
never been to Hyderabad before. Most of us had never met each other before joining this campus. However,
the exhaustive training executed in a well planned & perfect manner
has fused all of us together. Espirit de corps hasn‘t remained just an
alien word but is now a common feeling for most of the fellow OTs of
86th foundation course. PT has gelled in our routine as a necessary
evil while memos no more remain a court summon for us. In the con-
cluding days of the course, we still have the déjà-vu of the day we
joined this institute. As we look back, there lies days, events, bond-
ing, friendships & may such things. We have got the enduring & ever-
lasting foundation for our careers at Dr. MCRHRD IAP. We profusely
thank the course coordinator and faculty members of the institute for
excellent administration of the course

The 86th Foundation course for the All India/Central Civil Services commenced on 29th August, 2011. The
course was inaugurated by Shri.Shafiquz Zaman IAS, Director General, DR MCRHRD IAP and Ex-officio Special
Chief Secretary to the Government of Andhra Pradesh. Sri. J.M.Lyngdoh the Ex-Chief Election Commissioner
and Ramon Magsaysay award winner for Public Service was the chief guest. This Course is being attended by
102 civil services officer trainees representing 13 services, 26 Indian Forest Service officer trainees, 29 In-
dian Statistical Service officer trainees and 22 Indian Economic Service officer trainees and 1 officer trainee
from Bhutan Forest Service. The total strength of officers is 180 including 51 women officer trainees. The
officer trainees represent 26 states of India.
Shri. G.Chandrashekar Reddy IFS, Joint Director General, is designated as Course Coordinator . Foundation
Course (FC) is an introductory course designed for the fresh recruits to the various civil services in India.
The Foundation Course, introduces the young civil servants to the various avenues of governance, as well as
serves as launching pad for inter-service camaraderie. The course includes academic, outdoor and co-
curricular activities for all round development of Officer trainees. For the first time Indian Forest Service
recruits are attending the FC at Dr MCRHRD IAP.

Cross country run for the Officer Trainees of the 86th Foundation course was organized on
17th Sep 2011 in KBR Park. All the OTs participated in the event. Throughout the run special
measures to ensure the safety of the participants were employed which included points in
between the race course where teachers serving as backup in case of an emergency stood
with drinking water, medical kits and things alike. To keep a check on rapid dehydration
that participant might suffer after going through such a tough endurance test, glucose and
lemon water was provided as soon as the participants touched the finishing point. Mr. Jose
and Swathi Chopra has won the honors.
Cross Country Run
The Union Government declared Kirti-
Chakra (1992) award, the second highest
peace time Gallantry Award in the coun-
try posthumously).
Sri P Srinivas Memorial lecture was organ-
ized on 12 September 2011 at the Institute
commemorating his birth anniversary. Shri.
A.K. Wahal IFS, Director General Forest
Survey of India was invited as the Chief
Guest who also delivered a lecture on pro-
tection of forests in India. Sri.Anantha Rao
and Jayalaxmi, parents of Sri P Srinivas,
were also invited on the occasion and felici-
tated.
Sri. P. Srinivas Memorial Lecture
`Kirti Chakra' Pandillapalli Srinivas, IFS
(Karnataka cadre) from Kotappalli village
of this mandal, about 35 kms from Rajah-
mundry, joined as Special Officer in Special
Task Force (STF) set up by both Tamil Nadu
and Karnataka Governments to nab the
notorious poacher Veerappan.
He was brutally hacked to death by Veer-
appan in a ruse (inviting the officer to his
den) on the night of 10th November 1991,
when Mr. Srinivas went to Satyamangala
Forest areas from Gopinatha village where
he was working in `Action under Operation
Veerappan'.
It was indeed ‗at home away from home‘
feeling for Malayalee Officer Trainees of
the 86th Foundation Course. Clad in
golden ‗kasavu‘ saris and dhotis, men and
women officers gathered in large num-
bers to celebrate Onam, the harvest fes-
tival of Kerala on 09th September, 2011
at the Institute. The celebrations had
the stamp of authentic traditions, rituals
and delicacies from Kerala, God‘s own
country including the intricately designed
floral carpet known as Pookalam.
Onam Celebrations
In order to inculcate a spirit of adventure
and to develop it as a hobby, out door
adventure activities such as rock climbing
etc were organised for the Officer Trainees
with help of The Great Hyderabad Adven-
ture Club a voluntary, non-profit organisa-
tion with members from various walks of
life committed to spreading the message of
environmental conservation & protection
through various kinds of adventure activi-
ties in and around Hyderabad so as to in-
culcate a love for nature, nature aware-
ness, nature care conservation and protec-
tion of the environment.. The adventure
activities are organised by GHAC through
well trained and experienced organisers
always ensuring highest standards of safety
especially during outdoor adventure activi-
ties. Mr. Diyanath Ali, Mr Suresh Kochattil
and Mr Deepam Morparia along with other
members of GHAC visited the Institute,
went around the campus and identified a
suitable site behind Vivekananda Centre of
Human Excellence for undertaking rappel-
ling & rock climbing. The adventure activity
rock climbing organised on 10 September
2011 received good response with nearly 35
OTs participating in the event. On 18th Sep,
they organized the team building games
like trust fall, tug of war etc for officer
trainees. They also trained OTs on first aid
and also conducted awarenees show on
snakes.

Heritage Walk A heritage walk in royal Hyderabad was
organized by the institute on 10th of Sep-
tember, 2011. This walk was a new addi-
tion to the curriculum of the FC at the
institute. OTs got a chance to traverse
through different monuments in guidance
of the experts. The walk started from the
symbol of Hyderabad, Charminar & it cov-
ered Laad Bazar, Mahboob Tower, Makka
Masjid & finally culminated in historic
Chowmahalla Palace of Nizam. All OTs
enjoyed the walk by appreciating the his-
tory associated with the city and it laid
foundation for awareness on heritage con-
servation.

Cross Country Run
To get acquainted with the Indian classical
music and culture the institute organised
programs in association with Spic-Macay.
Dr. Kiran seth prof. IIT and Founder of Spic
-Macay addressed the officer trainees on
the importance of promotion of arts.
Bharatha Ntyam was performed by Smt.
Ananda Shanker and Kathak by Rani Kan-
naji. Sufi night was orginsed inviting warsi
brothers. The officer trainees have got rich
exposure to the promotion of culture and
committed to cause of promotion of cul-
tural tapestry among youth of country with
focus on classical arts.
The film and fine arts club organized
dandia nights on 5th October,2011as
part of Navrathri celebrations. Dandiya
Raas is the traditional folk dance form
of Vrindavan, India, where it is per-
formed depicting scenes of Holi, and lila
of Krishna and Radha. Along with Garba,
it is the featured dance of Navratri eve-
nings in Western India. Bathukamma
made with colourful flowers is wor-
shipped during the occasion.The OTs
took great interest in this dance form
and to make it a success they learnt to
play dandia from the experts and en-
joyed this form of dance. Dressed in
traditional attire women and men
danced to the tune of music and drum
beats.
The Institute organized the organic millet
food festival on 16th October, the World
Food Day. Sri. Rajeshwar Faculty of Insti-
tute ensured, 14 varieties of dishes pre-
pared from organically grown millets
were served to generate awareness on
organic farming and importance of small
millets

Sufi Night was organized in the Insti-
tute on 8th October, 2011. The fa-
mous Hussain group was invited for
the show and the group had held the
officer trainees spell bound with
their music display.
The Sufi music, the singers‘ divine
voices and the energy levels of the
audience came together to create an
unforgettable night for all who were
present there. Hussain group qawwal
sufi singer of Hyderabad are the
most famous qawwal of India, they
have performed not only in India but
also across the world.

A Cultural Program by Film & Fine Arts
Club was organized on 21.9.2011. OTs
representing all parts of the country
showcased the rich talent & cultural
strength of the batch. After the welcome
song, there was a kathak vandana by Ms.
Swati Chopra. Bollywood group dance by
Ms. Reshma Nair & team was well appreci-
ated by the audience. Mr. Vishnu per-
formed a breathtaking Mridangam Vadan.
Kalanidhi & team performed a dance on a
popular tamil number. Vidhysagar & team
was successfully able to communicate
their message of environment protection
through their well directed mime. Individ-
ual singing performances by Mr. Vijay
Prakash, Mr. Ziaul Haq, Mr. Asthanand
Pathak, Mr. Yakoob Shekha & Mr. Amit
Gurav were another attractions of this
event. There was a group song from the
Movie Hyderabad Blues performed by Ms.
Lopamudra Banerjee & team. The event
was attended by DG, ADG, DDG, group
councilors, staff members & all the OTs.
Vote of thanks was given by Mr. Ahte-
shaam –Ur-Rahman Khan, Secratery, Film
& fine arts club.
A fete was organized by the officer trainees and 18 stalls of food and games were set up
representing the eighteen Counsellor Groups. Each stall was highly innovative and it
showed the strength of culinary skills among the officer trainees. Around five hundred
people visited the stalls and an amount of Rs.50,000/- saved in the event was used for
distribution of materials to the State Welfare Home. 60 Officer trainees have donated
blood for a social cause on 5th Dec at blood donation camp at Institute. They also under-
took Shramdan for cleaning the campus
A visit to the NIMH, Manovikas Nagar & Old age homes/orphanage was organized on
17th of October, 2011. The Purpose of the visit was to sensitize the officer trainees with
the issues faced by these sections and the welfare measures taken by the Government.
The officer trainees distributed essential requirements to the inmates of the State Home
and Children‘s Home out of the earnings from the Fete organized by them . Rice cookers,
blankets, sweaters, dress material and calculators were distributed to the Inmates. It was
a heart rending occasion for all the officer trainees and the fact that they could help the
inmates in a small gesture was highly gratifying. All of them carried back the message that
a small help extended can make a great difference in the lives of the lesser privileged and
can also make one feel that he or she is a meaningful part of society. Green Hour is ob-
served as part of international day for climate action on 24th Oct,2011
Social Services by Officer Trainees
Hobbies learning is an important aspect of
Foundation Course. Kuchipudi Dance was
introduced this year and performance by
officer trainees enthralled the audience on
8th Dec, Club Day. Hobbies classes were
also conducted in instrumental music, clas-
sical music, salsa dance, painting, flute,
photography etc. At the end of the course
the competitions are to show case the per-
formance by the officer trainees. Swimming
and yoga training is also imparted.
Diwali Celebrations
Fete at institute
The kite festival was organized by the offi-
cers club to make the officer trainees get a
feel of traditional Indian festivals . Kite
flying is one of the most popular sports and
festival in India and celebrated with great
fun and fervor. Watching the colorful sky
during the kite festival is indeed a feast to
the eyes. The OTs participated in the kite
flying festival and displayed their kite flying
skills. Kites in various shapes and sizes
were used by OTs and there was lot of fun.
The Kohinoor kite club arranged colorful
Diwali is a festival of lights and celebra-
tions. As, it is celebrated on the new-
moon (Amavasya) night, lights and fire-
works have a significant role to play in
this festival. When we hear the name
Diwali, the first impression that flashes
through our minds is of multicolored and
impressive fireworks, sprinkling various
sorts of bright colored lights in the night
sky.
The diwali in MCRHRD this year was a
sparkiling event celebrated on 26th Octo-
ber,2011. The Officers Club made the
arrangements for the diwali celebrations
with green crackers and fireworks and
lights. The fireworks was followed by
Deejay night, dance and celebrations.

Billiards facility in the Institute was inaugu-
rated by Sri.Shafiquz Zaman, DG. On 28th
Aug. This is a new addition to the facilities
at the Institute. The officer trainees have
used this facility and at the end of the
course competitions were held.
The paper waste collected from the hostel
rooms vacated by officer trainees is given
to ITC for the Wealth out of Waste project
(WoW). The paper waste which will be used
for recycling by ITC, in turn gave educa-
tional kits containing notebooks, pencils,
pens, compass box etc. which were given to
the housekeeping staff. Thus it fulfilled the
objective of recycling paper waste and
support to the children educational needs
of house keeping staff.

The officer trainees from 6 am to 7 am
everyday underwent PT classes. Megha
Garg and Shatrugan Chouhan won the best
female and male OT awards .
Army symposium was held on 21st November,2011. The army symposium, spon-sored by the
army headquarters to sensitize the officer trainees on issues relating to national security.
The chief guest for the occasion was Lt. Gen. N.B Singh, VSM. At the army symposium ,
three officer trainees presented their paper on the topic, ―Insurgency to stability : Core,
capabilities and the best practices.‟ Which was the topic for the army essay competition.
The three officer trainees who were awarded the prizes for best essay were - Aditya Prab-
hudesai IRS (Gold), Umakant Dhrupati IRS (Silver) and A. Govindaraj IRS customs (Bronze).
The chief guest made a presentation on India's external and internal security.
Athletic meet was held in GMC Balayogi sta-
dium on 19th November, 2011. The stadium
wore a festive look with colourful flags flut-
tering all around. The march past was en-
thusiastically conducted by Officer Trainees.

The officer trainees participated in a range
of track and field events.which included
100m, 200m, 100X4 m events for separate
men and women categories and in field
events as high jump, long jump, dicuss
throw, shotput throw were major events.
The officer trainees took great interest in
the events and the events found very high
number of participants. Mr. Kalanidhi IFS

India Day Celebrations
India Day Celebrations was celebrated
with great pomp and show by the Officer
trainees on 4th December, 2011. India
Day celebrations is an event where every-
body comes together to celebrate our
Indian cultural identity. Cultural events
and cuisines from North , south , East and
Western India marked the celebrations.
All the Officer Trainees actively partici-
pated in the cultural events and made the
celebrations colourful and memorable.
One act play competitions was organised on 24th and 25th of Nov, 2011 prior to this theatre
workshop was held for two days on 22nd and 23rd Oct. 12 plays enacted by groups of 15 OTs
varied from Mythological stories to current plays and historical characters of present time.
Mr. Prabhath Ranjan IRS won the best script writer award, Aparajitha Roy IDAS won the best
director award, Aryaka Akhory IRAS won the best actress award and Prateek Jhajaria ICLS-
won the best actor award. The institute faculty and DG nominee for film and fine arts club
has made extensive arrangements for the officer trainees to show up the skills. Under her
guidance the film and fine arts club produced a film on FC 80 officer trainees activities
called ―180 degrees‖.

Trekking to the Nilgiris Top most rated event of the 86th founda-
tion course was trekking which was con-
ducted between 23rd October to 1st No-
vember, 2011 in the beautiful Nilgiri moun-
tains. All the OTs were divided into 8 dif-
ferent groups lead by a leader. Trekking
started after a briefing session by district
administration & forest officials at Ooty.
After the briefing, all OTs were sent to
their different starting points which were
designed in a circular route so that all the
groups move in a circle.
It was once in a lifetime chance for officers
to see nature from so close. All the groups
successfully completed almost 100 KM of
trek spread across 6 days.
The support extended by the Nilgiris Dis-
trict Administration led by Smt.Archana
Patnaik IAS was commendable and so also
the arrangements made by the trek Coordi-
nators Sri.Subba Reddy, Manager, Gardens
and Sri.Rajashekara Reddy, Faculty.
Trek presentations were made by the officer
trainees on their return to the Institute. The
Judges Sri.P.Raghuveer DG,CEFNARM and
Sri.Farida Rampal, WWF were appreciative
of their presentations. 22 Commandos group
was declared the best performing group.
The 22 commandoes led by Ajith Kumar IRPS
has won the best trek group award. The
experiences of Trek is published in a book
―Trekking in Nilgiris‖ which was released by
Dr. Kalam.

Village Visits
Village visit for the officers of 86th founda-
tion course was conducted between 1st to
7th of November,2011. The purpose of the
visit was sensitization of officers about the
rural issues. This year, the visit was con-
ducted in 6 districts of 4 different states,
i.e. Nanded in Maharashtra, East Godavari
in A.P., Hasan & Mysore in Karnataka &
Mandla and Jabalpur in M.P. All the OTs
were divided into 36 different groups each
lead by a team leader. After the briefing
session with the district administration, all
the teams reached their villages to live for
6 days with the villagers. All the teams did
transact walk, PLA exercises, visited vari-
ous institutions in the village as well and
observed the planning & implementation of
various schemes & programs at the village
Teams also visited forests, water bodies or
places of importance near the village. All the
teams got very good hospitality from district
officials as well as the villagers. Teams visit-
ing East Godavari also got a life-time chance
to travel on a chopper to visit an offshore
petroleum rig. After coming back to the in-
stitute, all the teams submitted their reports
about observations made. All the teams
made presentations on their learning & ob-
servations of the village visit. Judges

Visit of Dr. APJ Abdul Kalam
Dr.APJ Abdul Kalam visited the Institute
on 09 December, 2011as Chief Guest for
the Valedictory Function of the 86th Foun-
dation Course. The former President of
India interacted with the officer trainees
and spoke on the topic - Establish a
Brand of Integrity and motivated all the
officers to work with integrity for the
sustainable growth of the nation. During
his speech he highlighted the importance
of knowledge, creativity, righteousness of
the heart, leadership and courage of
youth. After the valuable message,
Dr.Kalam administered a oath to the Offi-
cer trainees of the course. Dr.Kalam also
distributed awards to the Officer Train-
ees. Mr.Shafiquz Zaman, Director General
presented a special Memento to Dr. Abdul
Kalam as reminder of this historical visit

A three day training programme on
‗PPP in Infrastructure Development‘ was
conducted by the Centre for Urban De-
velopment Studies from 02 – 04 August,
2011. The programme focused on the
need for PPP in Infrastructure Develop-
ment, principles and concepts of PPP,
various PPP models, Project Identifica-
tion & Structuring, understanding the
basic elements of finance, financial
models and concept of value for money,
PPP procurement and Concession agree-
ment, performance and Risk manage-
ment and Case studies in PPP.
A three day training programme on PPP
in Skill development for the urban poor
was organized from –09-11 August,
2011. The objective of the programme
was to sensitize the participants on the
involvement of private sector in skill
development for the urban poor. The
programme focused on Sustainable
livelihoods for the urban poor, Govern-
ment initiatives for training and skill
development, STEP-UP guidelines under
Swarna Jayanthi Shahari Rozgar Yojana
(SJSRY), PPP best practices and self
employment promotion strategies in AP.
Induction Training Programme for Senior
Assistants and Juniors Assistants was con-
ducted from 05 September to 18 Novem-
ber, 2011. The two months intensive pro-
gramme was to motivate the participants
towards developing professional, admini-
stration and ethical values. Various topics
ranging from general administration to
government rules and procedures, ac-
counts and audit, personality develop-
ment, corporate social responsibility,
fundamentals on computers were also
covered.
A One week Orientation Training for STOs
and ATOs, was conducted from 19-24
September, 2011. The training focused on
important areas of General Administration
viz., financial rules and procedures
adopted in day to day administration with
reference to codes and rules, develop
skills in handling cases related to prob-
lems of pay fixation, settlement of pen-
sion cases, sanction of loans, advances
and district office management.

One week training on ‗Commercial Ac-
counting‘ for STOs and ATOs was con-
ducted from 18 –23 July, 2011. The train-

ies, preparing inquiry reports, drafting a
charge memo, penalties and procedures
for imposing penalties and pecuniary as-

Workshop on Pre-retirement Counseling A three day Workshop on ―Pre-retirement Counseling‖ was conducted from 4th to
6th July 2011. The target group for the workshop were the employees retiring
on Superannuation with in one year. The aim of the workshop was to sensitize
the participants about the need to plan for retirement, how to plan for it and to
develop positive attitude towards retirement. During the workshop the partici-
pants were acquainted with the various financial benefits due to them on retire-
ment calculate the pensionary benefits and preparation of pension papers; vari-
ous investment opportunities and tax planning available and the rules relating
to medical reimbursement to the retired employees and their family.

‗Service Matters‘ was conducted from

level officers, who are in charge of
administrative matters . The aim of the
programme was to refresh the knowl-

Departments participated in the train-
ing programme.
A National Training Programme on Cy-
clone Risk Mitigation and Management
was conducted during 26th – 30th Septem-
ber, 2011, at this Institute in collabora-
tion with the National Institute of Disas-
ter Management, New Delhi. This was the
first training programme conducted on
behalf of the National Centre of Excel-
lence for Cyclone Management and was
attended by 27 participants from coastal
States like Kerala, Karnataka, Maharash-
tra, Andhra Pradesh, Andaman & Nicobar
Islands and Lakshadweep.
A three day training programme for sensitization of government employees on Social
Economic and Educational Conditions of Muslim Community in India was conducted
from 24 –26 August, 2011. The objective of the programme was to highlight the issues
in the protection, welfare and development of religious minorities. The programme
also focused on the nature and dimensions of the relative deprivation of the Indian
Muslims vis-a-vis other religious minority groups in respect of education, employment,
access to bank credit etc; the various government schemes for welfare and develop-
ment of the Muslim community and the role and responsibilities of the government
functionaries involved in the implementation of these schemes.

Right to Information Act 2005, a
Training of Trainers Course on Right to
Information Act 2005 was conducted
from 11-16 July, 2011. Potential Trainers
identified from different Training Institu-
tions and Departments were developed
as Trainers for effective implementation
of the Act. As a part of the TOT
programme around 59 Appellate Authori-
ties / Public Information Officers /Asst.
Public Information Officers from differ-
ent Departments have undergone the
training.

Socio-Economic and Educational Conditions of Muslim
Community
A ToT Course in ―Disciplinary & Vigi-
lance Procedures‖ sponsored by DoPT,
Government of India was conducted
from 12.07.11 to 22.07.11. The aim of
the course was to Build Trainer capabili-
ties in conducting courses/sessions on
Disciplinary and Vigilance Procedures in
DTCs, departmental training centres and
institutes all over the state. The course
was conducted in three phases i.e. dem-
onstration, Develoment and implemen-
tation phase. Around 54 participants
participated in the programme.

Total Quality Management
A three day training on Total Quality Management was conducted from 28 - 30 July,
2011. the objective of the programme was to generate an overall understanding of
Total Quality Management with customer focus and to equip the participants with
techniques for operational excellence such as 5 S, 7 W, Process mapping and improve-
ment including PDCA and Problem Solving Discipline along with skill to use problem
solving tools. The programme also focused on ISO standards and Six Sigma.

The second batch of the two months Foun-
dation Course for newly recruited ASOs of
Andhra Pradesh Secretariat service is being
conducted from 27 June to 27 August,
2011. The Course was inaugurated by
Shri.Shafiquz Zaman, Director General, DR
MCRHRD IAP. The objective of the course is
to familiarize Officer Trainees with the
Administrative Rules and Procedures, Ser-
vice Rules and Secretariat functioning and
equip them with the skills and knowledge
required for effective functioning in their
job.

Three Weeks Foundation course was conducted for the 1st time for direct Recruit Drugs
Inspectors (19 women OTs and 32 Male OTs) from 19th September to 8th October 2011.
Professional topics relating to the departmental administration were also covered besides
Public Administration and Management (P&M), Law & Legal Matters (L&LM), Financial
Management (FM), Service Matters (SM) & Computers. Examinations were conducted in all
the subjects taught at the end of the course. Besides the coverage of Various subjects
various other Non-academic activities such as Physical fitness (Yoga) sessions, Essay Writ-
ing Competition, Project Work (Study of Blood Banks), Review of Acts and Presentations,
Shramadan on the occasion of Gandhi Jayanti, Blood Donation camp, Games & Sports,
Dandia, Kite Festival etc. were arranged during the course.

Courses on `Training of Trainers' are an
essential step in developing competence
of trainers through Direct Trainer Skills
(DTS) (1-week module) followed by De-
sign of Training (DOT) (1-Week module)
followed by a 4-week project work.
These special Modules aim to improve
trainers' abilities, delivery skills, design-
ing skills for subject specific courses,
internal and external validation and to
provide exposure to the effective use of
audio visual aids. The aim of the Direct
Trainer Skills (DTS) course is to provide
an opportunity for the trainers to de-
velop their basic instructional skills so to
enable them to make an effective contri-
bution to their institution's training
courses.
The success of training depends on the
ability of trainers to design and deliver
effective training which will enable em-
ployees to improve their performance.
The aim of the Design of Training (DoT)
course is to provide further advice and
development opportunities to enable
trainers to undertake the additional respon-
sibilities of designing training modules.
The Institute conducted three courses on
DTS and two courses on DOT from July-
September, 2011. Participants from various
states attended the two courses.
