The challenges faced to date:
• Converting Primary Schools to School Direct – the expectation of employment
However– cluster model is growing
– most Primary Clusters are applying for School
Direct 2014-15

• The free market – the money issue
However - Growing emphasis on ‘the moral imperative’
- Developing relationships with Teaching Schools

• Sense that NCTL is working against HEIs
• Possible loss of schools long established in the Partnership
However – attempts to minimise this with strategic use of core numbers
