INTRODUCTION• The performance evaluation of public sector

organizations is one of the great challenges to the theory and practice of public economics

• The performance measurement in:o Private sector

• measured by rate of rate of consumer successfulness,• expressed via business profit.

o Public sector • benefit expression do not rest with consumer, • usefulness expressed by provider organization itself,• expression of mission, goals, functions and primarily organization

performance is prerequisite of its rational operation.• The seeking and determination of qualitative and

quantitative criterions of defense organization performance is highly required.

• Accurate expressed and measurable performance is crucial for resource allocation

• For increasing productivity is necessary to determine unambiguous performance standards and qualitative aims.

• The performance of organizations should be evaluated by quantitative and qualitative criterions that can be objectively planed and consequently checked on the basis of considered activity real results.

• The most suitable indicator for process inputs evaluating is possible to consider the costs.

• We can state the presumption from experiences that value (price) of the output could be assess on the same costs level like costs sum of each separate inputs.

• Added value should be appear as the output quality that is possible to express by evaluated way, e.g. by way of parametrically established indicator.

performance of the economic effectiveness development can be used for planning purpose within determination of the planned process effectiveness within condition of armed forces or defence department as a whole.

• Example of performance evaluation both quantitative side and qualitative side shows potentiality to overcame an impossibility or big difficulty of direct financial pricing of armed forces performance.
