I. EDUCATION

Doctor of Environmental Science and Engineering, D.Env.

University of California, Los Angeles, California, USA (1992-1998). The Program Founded in 1973 by Nobel Laureate Dr. Willard Libby, the program offers multi-disciplinary training in all aspects of environmental problem solving and leadership - scientific, technical, economic and socio-political. Research "Water resources management, sustainability, risk assessment and pollution by wastewater in the Mexico City Region". Consists of two projects: 1) Probabilistic forecasting of population and water demand growth for Mexico City for the year 2015

allowed an optimization of existing and potential water sources using linear programming to minimize costs. Different management scenarios varied by their relative degree of sustainability and costs were compared to demonstrate that more sustainable management is both ecologically and economically rational (see Downs et al. 2000a).

2) Springs used as a domestic water source for the rural population in Hidalgo, Central Mexico, were characterized using chemical and microbiological indicators - 28 metals, 70 semi-volatile organics, PCBs, pesticides, nitrate, coliforms, Cholera and Salmonella - to identify priority health risks from exposure by ingestion and dermal contact. The springs derive from a near-surface aquifer recharged by Mexico City wastewater used for irrigation for over 80 years. Also, the effectiveness of natural treatment and degradation processes was assessed, comparing contaminant levels in surface water, groundwater and sediment (see Downs et al. 1999, 2000b).

University of Hawaii at Manoa, Honolulu, Hawaii, USA (1988-1990). Research "Conceptual design considerations for very large scale offshore OTEC water containment". The design was for a structure to store deep ocean, nutrient-rich cold water pumped to the surface for the generation of electricity by Ocean Thermal Energy Conversion (OTEC). It considered dynamic and static loading. OTEC is a proven pilot technology exploiting thermal temperature differences of order 20oC between the warm surface water and deep cold water of tropical oceans.
