I have been asked many times,” What is the most difficult part of being Big SIR?” In reality, it is coming up with something to write for the Topics. As Big SIR, I get the Newsletters from the branches in Area 2. The following

was supplied by Jim Casten of branch 171 in the July issue. I found it very interesting.

At about the time our original 13 states adopted their new constitution, in the year 1787, Alexander Tyler (a Scottish history professor at the University of Edinburgh) had this to say about “The Fall of The Athenian Republic” some 2,000 Years prior.

“A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time voters discover that they can vote THEMSELVES numerous gifts from the public treasury. From that mo-ment on, the majority always votes for the candidates who promise them the most bene-fits, with the result that every democracy will finally collapse due to loose fiscal policy, which is followed by a dictatorship.

Art Donaldson August Sunshine Report

JOHN LEMAK spent 3 days in John Muir for a lung biopsy to determine the cause of shortness of breath. The diagnosis is lung inflammation which is being treated with antibiotics. Separately, John is having additional tests to determine the best treatment for persistent auricular fibrillation.

THEATRE ALERT!!! Berkeley based theatre Shotgun Players is presenting Bertolt Brecht’s THE CAUCASIAN CHALK CIRCLE, outdoors @ John Hinkel Park (in Berkeley). This excellent and well known play is a rewrit-ing of the parable involving King Solomon and a child fought over by two mothers. Admission is FREE, but a basket will be passed asking for donations. The play is being staged outdoors, so bring a

blanket in case they are out of areas with back rests, and begins Saturday and Sundays at 4 p.m. through August 29th. The play lasts about two and one half hours. Also during this production Shotgun Players will be collecting old and new books for children up to age 12, for the children’s Book Project of San Francisco. (Continued on page 4)

Our Guest Speaker for the August Luncheon is: Mr. David Gilbert

He will speak on the activities of the US Dept of Energy Joint Genome Institute in Walnut Creek

David is the Public Affairs Manager for the Joint Genome Institute. He is a graduate of UC Berkeley with a bache-lor's degree in agricultural biotechnology. From 1983 to 1988 he conducted research on plant molecular biology for Advanced Genetic Sciences (AGS). When AGS merged with DNA Plant Technology Corporation he was ap-pointed Corporate Communications Manager.

In 1992 he joined Lawrence Berkeley Lab and served as Development & Communications Officer for the Life Sci-ences and Genomics Division. From 2001 to 2003 he served as Associate Director for the UC Discovery Grant Pro-gram which provides funding to foster industry-academic partnerships throughout the UC system and the National Labs managed by UC.

David is president of the board of directors of Berkeley Biotechnology Education, Inc. BBEI is a career program to assist underserved youth to prepare for entry level positions in the biotech field (this was the main subject of the article in last week's Times about David and the JGI). Of interest to the SIR's is his service on the advisory commit-tee for the Center for Research and Education in Aging.

The August meeting of Area-2 Financial Group ($ums In Retirement) will be held Wednesday, August 25, 2004. The meeting will be held at our regular meeting place, Diablo Creek Golf Course (Legends Grill Room) located at Hwy 4 and Port Chicago Hwy in Concord.

Our meeting for August will feature a special presentation from FIDELITY INVESTMENTS, Walnut creek office. The Topic will be" RETIREMENT INCOME PLANNING" and we will discuss and review a new Fidelity IN-VESTMENT TOOL to give any person an excellent way to measure the best ways to enhance and safeguard your Retirement Income. This program will provide real insight into the best ways to manage your Income flow, without running the risk of running out of money before the end of your retirement. It will also deal with added safeguards in planning your estate. The meeting will start at 8am and breakfast will be available at anytime after 7am. THEATRE ALERT!!! (continued from page 3) Further in the future, ACT in downtown San Francisco is presenting THE BLACK RIDER: CASTING OF THE MAGIC BULLETS, from 8/26 through 9/26. These tickets are much more pricey, but any production by Robert Wilson is going to be visually spectacular! Robert Wilson is quite modern and the visual effect of his plays is not surpassed in the writer’s opinion. The text of the play was written by William Burroughs and the music and lyrics were written by Tom Waits. Rock star Marianne Faithfull is one featured member of the cast. Terry Miller Area 2 Fishing Report for August, 2004

Along with the usual fishing reports our Group had a talk by Hogan’s Sports Manager, Tim Carey, on “trolling with multiple lines”. This gave good insights on proper trolling techniques and how to use

two downriggers to put out 4 lines. As our fishermen often use multiple downriggers in trolling for kokanee at New Melones Reservoir (as well as other places) , this was particularly timely. Tim is a real resource. If you are in the market for outdoor gear, take the time to see him and ask your questions. He’ll be sure to steer you straight.

The trip to Norden (Tom Hensley’s cabin) involved 6 fishermen. The group concentrated on stream fishing, cast-ing flies and sleuthing out likely spots for trout. They had a great trip (gourmet meals, etc) and lots of fun but no pictures ??? Pity Gene Bingham, who hurt his knee (doing silly things with the grandchildren) the day before he was to leave on the trip, so had to stay home. Wait until next year!

While not a regular member of our group, Branch 8’s Bob Stein reports on weekly trips out into the ocean for salmon. According to Bob, they come home with lots of fish (up to 2 per rod is allowed) every time they go out. Bob is trying to stir up some interest from others in going out on these forays. Any interested should contract him direct.

Our next major trip (July 25th to 29th) will be to the Hooy cabin near Grass Valley. As of this writing, the group size has dwindled to 5 (from 9) , but should make up in quality what it lacks in quantity. The emphasis here will be on trout with some kokanee as potential targets. Will report later on the results. Branch 8’s Rich Bal is leading another 7 day trip at the end of this month to British Columbia. Some 10 of our members are taking part and ex-pect to bring back scads of fresh/smoked salmon for the table. Here again, results will be reported as they de-velop.

Upcoming trips include day trips to the Delta and local reservoirs for salmon and stripers, as conditions permit, during August and September; to New Melones Reservoir near Angels Camp for kokanee salmon (August 15 to 20) ; to Eagle Lake for trout (October 10 to 15) ; to East Cape Baja, Mexico, in November; and to the Klamath River for steelhead in December (or as water conditions allow). There’s much more to come, so, for those inter-ested, attend one or more of our meetings (usually on the Thursday of the Month) at the Legends Sports Bar and Grill at the Diablo Creek Golf Course at 4050 Port Chicago Highway in Concord. July 13 - 26 players met at Roundhill CC for lunch and bridge. High score for the day was 5500 points by Ali, followed by Roy Hedtke ( 4980 ), Terry Thomas ( 4860 ), Paul Floyd ( 4780 ) and Jess Morgan ( 4700 ). Only one small slam was bid and made by Jim Pope and Paul Floyd.

July 27 - 27 players met at Diablo CC for lunch and bridge. Jai Lee was our high scorer for the day with 5860 points, followed by Jack Dodgson ( 5760 ), Ken Harold ( 5420 ), Jess Morgan ( 5190 ) and Bob Wolf ( 5040 ). Small slams were bid and made by Jess Morgan and Bob Wolf, and by Jack Dodgson playing with a floating dummy.

Our next session will be at Roundhill CC on August 10. Anyone interested in joining us , call Milt Greenstein at 376-5589.

"If you have an interest in digital photography, the Thursday, August 19th, Area 2 Computer User Group meeting is a “Must-Attend” . We will have the second of two presentations on digital photogra-phy. Our speaker for this presentation, Charlie Kezarian, will address the popular Adobe Photoshop software program This meeting marks the first anniversary of the re-birth of our group. We meet from 9:30 to 11:30 a.m., on the third Thursday of the month at the Social Hall of the Walnut Creek United Methodist Church, 1543 Sunnyvale Ave. (off N. Main, one block north of the Treat/Geary/N. Main intersection). We will

also address your computer questions and problems as well as identify some cool sites to visit on the Internet. In addition we will present the results of a SIR Computer User Group member survey, conducted via the web. In-formation obtained in the survey provides a profile our membership, identifies their interests, and gives input for our future direction. Musings of the Golf Wizard Wizard, You ain't going to believe this. The other day I teed up my ball, and in taking my stance I inad-vertently touched the ball with my club causing it to fall off the tee. An almost violent argu-ment ensued. I claimed it wasn't a penalty but one of the other foursome members claimed it counted as a stroke.

Wizard, just this once, please tell me I'm right.

You won't believe this either. Later during the same round, just as I was about to make contact with the ball, the wind moved it, causing one of the greatest shank shots of my life. Now, shouldn't I be allowed to take the shot over without penalty?

Hazard, ya old coot!

I don’t believe it! You are right! Since we have history to guide us, you are probably right for the wrong reasons, but anyway you are right!

Here are the principles:

a. If you are not trying to swing at the golf ball and hit it, it is not a stroke.

b. If you move a live golf ball, it is a penalty.

So, in your example of inadvertently moving the ball on the tee, it is not a stroke, and because it was not a live ball, you put it back on the tee with no penalty. (Of course, I am assuming you did not put your ball on the tee in the middle of the fairway after your third shot. If you do this, my advice is to use green tees.)

Now let’s say your ball on is on the putting green. (Even you get there eventually). You take a practice swing and move the ball by mistake. It is not a stroke, so put it back where it was. Add one stroke for moving a live ball.

Now for the second question, quite a messy one. The rules are clear, just hard to define thoroughly.

If you have not taken your stance and the wind moves the ball, then you play the ball from the new position, no penalty. This applies to fairway, rough, or green.

Once you take your stance, your are considered responsible for any movement of the ball and are penalized. (Put it back in the original spot and add one stroke for moving a live ball.) The hard to define part is when you have taken your stance, I won’t even begin to try to settle that one.

The exception is when the movement occurs after you have taken your stance and while you are swinging. You are not expected to be able to stop, replace it, and add a stroke, so no penalty, and you get the result of the swing. But if you do stop, you must replace it and add a stroke.

If you take a practice stroke near the ball and hit the ground and the ball moves, you are responsible for moving a live ball and must return it to its original position and add a stroke.

I hope this is clear. You certainly seem to find some challenging situations in your foursomes. Could you be part of the problem?

Certi-fication of attendance at another Branch meeting will be considered a credit to the attendance record. (Maximum of 2 visits per calendar year).
