Hello fellow REALTORS and
Affiliates! In the last newsletter I
stated Spring is finally here =
wow was I wrong! Another April
dumping of snow, but I don’t
think as much as almost the
same time last year. I really do
think spring is just around the
corner. I hope….
April is the 51st anniversary
of Fair Housing Month - please take time
at your sales meetings or on your own, to
refresh yourselves on Fair Housing rules
including the additional classes that are
protected in Wisconsin. Read on in this
newsletter for additional Fair Housing
resources and a quiz you could share and/
or discuss at your office meetings.
A few other REALTORS, Matt and I attended
a public hearing meeting recently with the
Oneida Zoning Committee regarding an
ordinance concerning rentals of less than
seven days. We had some discussion on
the pros and cons and the zoning board
thought it best to make some revisions and
bring back for another public hearing.
Thank you to those who joined us to share
your concerns with the committee - we will
stay on top of the issue and let you know of
further developments.

2019 Golf Scramble, Election Dinner & RPAC Auction
We are shaking things up this year by heading to places we haven’t been in a
long while (if ever?) for our 2019 Golf Outing & Election Dinner. The date to
save is Thursday June 6th and the place to be is Trout Lake Golf Club in Arbor
Vitae if you enjoy golf and/or Coon’s Franklin Lodge on the shore of beautiful
Trout Lake if you enjoy food!
The golf scramble tees off a bit earlier at noon this year to
allow golfers time to swing over to Coon’s where everyone
will enjoy an Italian buffet dinner. Hole Sponsorships are available for $100 for
which we will place a full-color 18x24” sign with your company logo and info at
a tee box. If you would like to sponsor an appetizer for dinner or a door prize,

Hello everyone! Last month I may have
spoken a little too quickly when I said
the snow would be gone and the lakes
would be open before you knew
it. Trust me, it will happen. It might just
take a little longer than I anticipated. I
was over by Big Arbor Vitae Lake this
past week and the fishermen were still
driving their trucks out on the ice. For
those of you “snowbirds” who have
been having fun in the sun down south
somewhere and have come home,
welcome back to the Northwoods. The
weather may not be as nice here, but
there’s certainly no place like home! It’s
good that most of you are back too
because the busy spring season is upon
us despite there being snow on the
ground and the lakes frozen over yet.
Please use the electronic lockboxes
whenever and wherever you can. I had
a showing about 10 days ago that had a
key in the listing office that I had to pick
up! It was okay this time, but it won’t be
okay next time when it’s really
busy! The GNMLS has a substantial
investment in these e-boxes so please
get them out where you can. For those
in the border areas, remember your
card/app can be used to open
SentriLock boxes from the Eau Claire
association and Upper Peninsula
association.
And for those of you (such as myself)
who use Interface Desktop, please
download and install the new version to
correct issues with Full Rec Lake
showing up as a site influence on listings
where it does not apply. Simply log into
Interface Express and go to the
Resources tab where you can download
the program. Save the file, then to install
it, right click and choose Run as
Administrator. Follow the directions and
restart your computer when finished.

President’s Message
Last April marked the 50th anniversary of the passing of the 1968 Fair Housing Act. This year
we again ask REALTORS to reaffirm your commitment to Fair Housing by refreshing yourself on
federal AND state Fair Housing laws and by promoting Fair Housing both in and outside your
office.
The Fair Housing Act prohibits discrimination in housing based upon race, color, national
origin, religion, sex, familial status and disability. Wisconsin also includes marital status,
ancestry, lawful source of income, sexual orientation, age and status as victim of domestic
abuse, sexual abuse or stalking as protected classes.
HUD last year released a detailed video titled “Basics of the Fair Housing Act” that covers several scenarios and how to
address them in accordance with Fair Housing policy. NAR’s Fair Housing 2018 Yearly Update details several Fair
Housing related legal cases over the past year. WRA released a Fair Housing Quiz this month as well, and we
recommend that REALTORS review any/all of these resources - whether individually or at team meetings.
Two more simple actions you can take are hanging NAR’s Fair Housing Declaration in your office and following WRA’s
Cultural Diversity in Housing Program page on Facebook which offers helpful Fair Housing facts and knowledge tests.
The NWAR Family Scholarship program awards
scholarships to graduating high school seniors whose
parent or guardian is a NWAR Member (REALTOR or
Affiliate) with 1+ years of active membership. The
scholarship may be used for tuition or books at vocational schools
(including REALTOR pre-license courses), colleges, universities and
other post-secondary institutions.

Renewals: 2016 through 2018 NWAR Family Scholarship recipients
may renew by submitting proof of reenrollment (fall 2019) by
August 1st. Upon receipt of proof of reenrollment, we will send
another check for the amount previously awarded to the student’s

complaints about rules violations when
they are not violations. Please review the
GNMLS policies as we do not want
anyone frustrated that their reported
issues are not being corrected. Or if you
are not sure, you are welcome to leave
your email for us to get back to you.
GNMLS Rules & Regulations include
manufactured/mobile homes (personal
property) as a property type that can be
sold through GNMLS, though Wis. Stat.
305.003(38) states that only a licensed
manufactured home dealer may sell
more than one manufactured home
(without land) per calendar year.
Our rules allow for brokering the sale of
business opportunities or assets whether
or not the business includes real estate.
This is also authorized under broker
licenses by Wis Stat. 452.01(2).
MLS currently requires some essential
docs be uploaded with listings, but does
not require they be added to old listings.

“Title & Closing Concerns” class led by NWAR Affiliate Al
Mancl on May 8th. Al will help attendees learn how to shepherd
a deal to a swift closing by avoiding some common pitfalls and
answer any questions you may have.

Earlier this month, we attended a public hearing of the
Oneida Planning & Zoning Committee regarding a
draft short-term rental ordinance. The NWAR Board, Members and WRA were presented
the draft for review in advance and we noted concerns raised by all. Here are the primary
concerns (prefixed by relevant ordinance section) that we brought up at the hearing:
G: Questions on the necessity of a “Resident Agent” and why RA must reside w/in 25mi
D.3.f: Clarify what would/wouldn’t qualify as a multiple-day outdoor event
D.3.h: Suggest consistency in regulating signage by size/shape/placement - not content
E.2.f & G.2.c: Must both the owner and Resident Agent carry $1mil liability insurance
coverage?
H: Consider making permit transferable to new owner, perhaps w/ certain pre-
qualifications
K: Add “Right to Cure” for denials based on concerns that could be quickly remediated
The committee referred these and other concerns to Zoning Admin. Karl Jennrich and
counsel for review/revision. We will monitor and report back once a revised draft ordinance
is available.

Sales volume is lower YTD primarily due to low inventory in this seller’s market. We are seeing big
jumps in off-water home prices as buyers are competitive bidding for desirable properties. On-water land is gaining pace, perhaps from anxious
buyers opting to build. The key to this season may be convincing sellers that this is their time!
