1. WELCOME:
The Chairperson Jim Giddings welcomed all members to the meeting and he also welcomed
A/Snr Sgt Michael Baulch from Melton Highway Patrol. He also thanked Hobsons Bay City Council
for providing this facility for our meeting and for providing the light breakfast provided.
The Chair advised the meeting of the resignation from RoadSafe Westgate of Margaret Markovic
due to pressures of her workload. Adriaan Buysen requested that the Chair request Ms Markovic
to update RoadSafe Westgate on Victorian Road Trauma Families events.

8. PROGRAM DEVELOPMENT/INFORMATION SHARING
Melissa Ensink Active Transport and Healthy Families Officer from Melton City Council provided a
progress report on the Bike It 2017 Interschool bike skills challenge project.
Bike It! is the City of Melton‟s Bike Ed challenge. The event brings together grade 5 and 6 students
from local schools. Teams will rotate through different challenge activities. The challenges are
based on VicRoads Bike Ed program, which focuses on safe cycling practices and teamwork. As
each student moves through the challenge, they are scored on how well they complete the skill-
based activity
Date of Challenge - Wednesday 6th December 2017
Venue - Taylors Hill Youth & Community Centre, 121 Calder Park Dr, Taylors Hill
Time - 9.00am to 2.30pm
Registrations so far have secured 7 schools to participate, each team to have 10 members. The
perpetual trophy to be designed by young people from a competition conducted by the Melton
Councils Youth Department.

a) HOBSONS BAY COUNCIL – Con Efremidis
Key Activities undertaken this month
West Gate Tunnel Project - Environments Effects Statement submission
Hobsons Bay City Council has lodged its formal submission in response to the West Gate Tunnel
Project‟s 10,000 page Environments Effects Statement released on 29 May 2017. In addition to the
13 Community Information Sessions held by the Western Distributor Authority and Transurban,
Council has held three of its own well-attended information sessions, on:
Wednesday 28 June at Brooklyn Hall, 22 Cypress Ave,
Saturday 1 July at the Council Offices, Civic Parade and
Monday 3 July at the Newport Community Hub, Mason St,

Where the Community‟s needs and views on the project were heard and information and
assistance offered in lodging their own „individual‟ submissions. A total of 500 submissions were
received by the Minister of Planning before the July 10 deadline.
The main issues raised by residents and businesses at Council‟s sessions were the reduction in noise
and air quality, increased vibration, traffic disruptions and delays during construction, adverse
economic impact on businesses and the incursion of unwanted truck traffic on Council roads. Of
particular concern was the issue of additional traffic generated from Precinct 15 (or the former
Dons Smallgoods site). At 67 hectares, the development site is planned to become a new suburb
equivalent to half the size in area of Melbourne‟s CBD.

Newport Structure Plan
The Newport Structure Plan is currently in the process of being finalised. Its main focus has been
recognising the constraints in the area, investigating localised intersection treatments and
identifying more functional active transport and public transport opportunities. The biggest of the
challenges was to better integrate the east and west sides and make it easier and safer to cross
the physical barrier created by the railway line and the Melbourne Road overpass, which divides
the suburb in two and limits access to community facilities. The quandary for planners is balancing
the need to retain the village atmosphere with the need for renewal and revitalisation.
Blenheim Road Newport Traffic and Parking Study
The Blenheim Road Newport Traffic and Parking Study is currently in progress to assess the traffic
and parking impact of the new Australian Islamic Centre, along with the nearby Altona Miniature
Railway and the Paisley Campus of Bayside P-12 College. Construction of the Australian Islamic
Centre is anticipated to be fully completed later this year. The Centre has been designed by the
internationally renowned Australian Architect Glenn Murcutt in collaboration with Hakan Elevli of
Elevli Plus Architects and is being funded and built by the local Islamic community. In addition to
a mosque the Centre will contain a community centre, library, café and a restaurant and is open
for people of all faiths and backgrounds. Another tour of the Centre was organised for the
morning of Saturday July 15th which was attended by Councillors, Council Officers and Advisory
Group members. The tour group led by the Project Manager, Engineer and Architect were
treated to a delicious lunch afterwards by more ambassadors of the Islamic Community.
Precinct 15 (former Dons Site), Altona North
As of 6th July, Council began receiving submissions for the changes proposed by Amendment
C88 of the former Don Smallgoods industrial site on Blackshaws Road, Altona North. The
Comprehensive Development Plan, incorporated as an attachment to the Hobsons Bay Planning
Scheme, shows how the 67 hectare „brown field‟ site can be developed. The Plan is currently on
public exhibition until Friday 1st September.

Drop-in sessions are being held on Thursday 20 July and Thursday 10 August at the South Kingsville
Community Centre and on Saturday 22 July and Thursday 3 August at the Circle Health Building,
Blackshaws Road, Altona North.
b) MARIBYRNONG CITY COUNCIL – Alison Wilson / Mary Dallas

Road Safety Around Schools
The consultation process with schools is continuing with 75% of schools reached. Outcomes of the
meetings are being processed.

LAOM
As a result of the Road Safety Around Schools program, Gilmore Girls and Maribyrnong Secondary
college have expressed their interest in running some sessions. I will continue to remind the
coordinators to book with Mark Stone.
Speed advisory trailer
The trailer has been on our local streets. Data received shows the 85th percentile to be under the
speed limit.
TAC Community Road Safety Grants
We are in the process of finalising an application for another speed advisory trailer. The final copy
will be sent to our project partners Westgate RoadSafe and Victoria Police for signatures this
week.
Engineering
Transport Project Details Project Status
1 Pilgrim Street bicycle lane improvement
Widening of bicycle lane by removing a row of bluestone pitchers from the channel.
Project is now completed.
2 Traffic signal improvement at the intersection of Barkly and Donald Streets, Footscray.
Converting to LED and installing a mast arm.
Project is targeted to be completed by end of June 2017. Some delay is expected since VicRoads has not delivered the PROM and JEMENA has not confirmed the disconnection of existing street light.
3 Installation of new pedestrian crossing in Harris Street, Yarraville.
To enhance pedestrian safety outside Yarraville Tennis Club
Project is now completed.
4 Installation of concrete speed cushions in Wingfield Street, Footscray.
Part of Moreland Street Local Area Traffic Management (LATM) plan.
Speed cushions have been manufactured. Quote has been sent to contractor for installation.
5 Solar lighting bollards installed in laneway between Rippon Street and Tait Street, Footscray.
To enhance pedestrian safety through the laneway. The effectiveness of this installation will be reviewed.
Works completed.
6 Installation of bike lanes in Donald Street and French Street as part of Footscray University Town (FUT) partnership projects.
The introduction of Copenhagen Style bike lanes in French Street, Footscray, as a pilot project has been cancelled and will be reverted to traditional design.
Bike lane line marking on Donald St has been completed. Only green paint on bike lanes is still outstanding. This is expected to be completed by end of July 2017. Bike lane in French St will be undertaken in the first quarter of the next financial year 17/18. Road safety audit (RSA) for its design has been completed. Redesign incorporating RSA recommendations is ongoing.
7 Footscray Pedestrian Safety Improvement Project
As a response to the high number of Pedestrian Serious Casualty Crashes in Footscray, VicRoads has prepared a traffic management plan to improve pedestrian safety as part of Safe Safety Road Infrastructure Program (SSRIP), funded through TAC. • Consultation on the traffic
management plan will be undertaken by VicRoads.

At its Ordinary Meeting of 16 May 2017, Council noted the Project and requested VicRoads to consider and implement opportunities to improve bicycle facilities as part of the proposed works. Council is waiting for VicRoads’ update of their consultation plan.

Footscray area will be installed by VicRoads.
• The project will be funded by the Transport Accident Commission (TAC).
• Approximate project cost estimate is $2.54 million.
8 Blackspot Program
Hyde St improvement has received VicRoads funding for implementation this year. Preparation for 2018/2019 submission
Quotations have been sent out. 14 sites have been analysed for desktop assessment (Stage 1). Work is ongoing for the detailed Stage 2. Formal Blackspot submission is targeted for 8 August 2017.
c) CITY OF MELTON – Jan Webb

A session was held for the Mens Probus Club on Tuesday 04 July with 25 members that

Indigenous Learner Driver Program
Early discussions have been held with Council‟s Kirrip Aboriginal Corp Program Officer to
develop a learner driver program to assist this community in obtaining their licence
L2P Learner driver program
Has now achieved 122 licences
Engineering
Lake Street Pedestrian Crossing Safety Improvement – The works involving in-ground
flashing lights at existing zebra and wombat crossings are complete. Council will be
inspecting this week and will organise for an independent road safety audit on it. Once a
post-implementation evaluation is complete, Council would like to encourage Road Safe
Westgate members to observe the innovative approach for themselves, to possible
implement somewhere within their municipality.
SSRIP – VicRoads are implementing safety improvements to the Western Highway
between the Deer Park Bypass and Anthony‟s Cutting, which includes wire rope safety
barriers, guard rail, deceleration lanes, acceleration lanes, median closures and so on.
Land Development – New precinct structure plans have been approved and developers
are already underway in commencing new subdivisions (Mt Aitkins, Plumpton & Kororoit
PSPs) in new areas, only increasing the traffic around the municipality.
Caroline Springs South LATM – The study conducted is complete and a report has been
submitted to the August Council Meeting for Councillor review and adoption.
It’s Cool to Walk to School Program
A second Bike Ed training course will be held next week over two days. There are 11
teachers registered for this.
Active Paths has now been implemented in three schools
VicRoads grant application successful for Safe to School, Bike Ed training and VMS
program.

10. PROGRAM REPORTS
OLDER DRIVERS –Mike Hull
The next Senior Drivers Expo will be conducted on Saturday 19th August 2017 at Penrose
Promenade Community Centre, 83 Penrose Promenade, Tarneit (Wyndham) session assistance is
required between 9.30am and 12 noon, looking for volunteers.

The Secretary was directed to write to the Chief Magistrate suggesting that referral, by means of
Diversion or otherwise, to the Senior Drivers Expo might be considered as an acceptable
alternative to a fine or other administrative action.

The Senior Drivers Expo for November has not been committed to at this stage.

Could councils please follow up and promote the program, and if any schools or clubs need a
session, please let Mark know.
The program is currently being revised and updated and a new TAC commercial is going through
a revamp as it is male dominated and they are putting in some female content.
7. SPEED AND SPEEDING – SNR SGT ROSS BURBIDGE
Ross on sick leave - no report this month.
8. MOBILE BILLBOARD ROAD SAFETY MESSAGES - JIM GIDDINGS
The Speed Drugs Last Exit banner has reached the end of its life. So faded you can‟t read it,
and also degraded ink / vinyl and really needs to be replaced. A replacement banner is
$1416 + GST which includes the clear coat protection.
RoadSafe Westgate‟s road safety messages displayed on the mobile billboard at VicRoads
approved road side locations are seen by more than a million road users per month.
The month of July our road safety messages are about Speed & Speeding the billboard trailer
was located at Western Fwy Centre median opposite Moreton Close (Caroline Springs) and
was displaying
Speed Kills Grave Mistake and
Speed Drugs Last Exit for last two weeks.
It was then relocated to the Princess Freeway Melbourne Water location (near Little River turn
off) displaying
Speed Kills Grave Mistake and
Adhere To The Speed Limit till the end of the month.

1. Results of Operation Regal – Queens Birthday Road Policing 9th to 12th June
Operation supported by staff from North West Metro Division 2 (ND2) drawn from Hobsons Bay,
Maribyrnong and Wyndham Police Service Areas
11,121 PBT‟s conducted – ND2 conducted more PBT‟s than any other Division across
the State
539 offences detected – ND2 ranked third in enforcement activity
No fatal collisions occurred
One serious injury collision
2. Automatic Number Plate Recognition operation (Operation Unauthorised) conducted in
Mason St, Altona North on 14th June.
18 offences detected – 10 unregistered vehicles, 4 unlicensed drivers, 1 seat belt, 1
suspended licence, 1 refuse breath test, 1 breach alcohol interlock
520 PBT‟s conducted
3. Westgate Highway Patrol aligned with commitment by Victoria Police to increase number
PBT‟s Statewide – ANPR operations now include PBT‟s
4. Serious injuries arising from collisions occurring in Maribyrnong and Hobsons Bay reducing
in frequency.
5. On a calendar year to date comparison North West Metro Division 2 is on track to achieve
lowest incidence injuries in three years.
6. Road Policing Operations currently being planned -
Policing of trucks in the Maribyrnong area arising from 3 fatal collisions occurring within
the area since January all of which involved trucks. To involve Westgate HWP, police
form Footscray, VicRoads TSS (enforcement), Police Heavy Vehicle unit
19th August in Wyndham – Operation planned by police from Werribee and
Wyndham North supported by Westgate Highway patrol. Will involve 4 booze busses
set up on major arterial with mobile units patrolling
September and November in Hobsons Bay – Similar operation to the above across 2
days
7. Recent media –
Upcoming article in Star Weekly highlighting anti-social driving (hoon) and vehicle
impounds
8. Senior Driver‟s Expo on 19th August will be supported by Westgate Highway Patrol with 2
police members attending to assist.
(Noted that Senior Constable Norm MacDonald who supported the Senior Driver‟s Expo
over many years has now retired from Victoria Police and will be very much missed)
9. Off road motorcycles supplied to Westgate Highway patrol by Wyndham Council are out
and about patrolling. Police members have begun policing and looking for a continued
presence into the future. Currently have another 3 police members applying for the off
road riding course which will boost capacity.

The following listings are when RoadSafe Westgate and or its members appeared in the

The planning is now complete for the editorial and advertisement to be published in the
INFOCUS Feature for the Star Weekly Newspapers on 25th July 2017. The article is about the
promotion of the next Senior Drivers Expo on 19th August 2017.

Senior Drivers Expo – Saturday 19th August 2017 at Penrose Promenade Community
Centre, 83 Penrose Promenade, Tarneit (Wyndham) session assistance is required between
9.30am and 12 noon, looking for volunteers.
