FOR PNPM FACILITATORS AND CSOs AT GREEN PNPM PROVINCES

Consultant Background Green PNPM has implemented study tours for the selected Green PNPM facilitators FKL
and CSOs from eight Green PNPM provinces with financial support from Danida. The study
tours encourage facilitators who have participated in renewable energy training courses
recently to learn more about successful implementation of renewable energy. The study
tour is expected to obtain more information and knowledge on the real implementation of
RE technologies around Java, especially West and Central Java, which can improve their
capacity in assisting the rural target communities in implementing renewable energy
projects according to their needs.
The tour participants can obtain advice and information on available and appropriate
renewable energy technologies, especially about designs, costs, benefits, service providers,
maintenance requirements as well as constraints experienced in the application of
renewable energy technology being visited.
Objectives
The objectives of this consultancy are:
- to select the location to be visited based on the previous information possessed by
the Consultants;
- to make planning and implementation of study tours to successful sites on RE
technologies, with a focus on solar, wind, hydro, and biomass energy;
- to make a detail plan of the study tour, including the concept of the tour, what the
participants can see at each sites, and the expected schedule or itinerary;

- to do the survey before the Tour, to ensure what topics to discuss at each site and
what technologies to introduce, so the study tour could be conducted according to
the approved schedules;
- to build communications with the management of the sites as well as with Danida,
so the study tour will run smoothly
Tour Participants
There are 20 tour participants that have been selected by the Green PNPM Task Team at
PSF. They all are considered representing good facilitators working in the field.

All formal aspects of the study tours, such as invitation, accommodations and other
logistical aspects were handled by the Logistical Assistants of Danida, Ms. Ida Lestari. This
study tour was lead and supervised by Mr. Sǿren Moestrup, Danida Senior Adviser.

Venues of the Study Tour Eight sites were selected representing four types of renewable energy: hydro, solar, wind
and biomass energy. All sites selected are well known for their best products and services
on renewable energy that have entered commercial market. The selection considered
several factors such as: benefit that the participants could likely receive and the possibility
to apply the technology in Green PNPM framework, as well as the available time to satisfy
the visit schedules (itinerary). The study tour venues were decided closely by the
Consultants and Danida Senior Adviser. The study tour venues are as follows:

Implementation of the study tours

1 PT LEN Industri The team was accepted by the General Manager, who explained about renewable energy equipment produced by PT LEN Industry. He explained company’s activities and their products to offer including: - Solar PV Module, - Solar Home System – 50 Wp and 100 Wp - Hybrid Power (solar, wind and diesel) - PV system for Water Pump, - Centralised solar power plant - Solar street lights A discussion session was also held with participants, where the GM and his two staff kindly responded to all questions raised by the tour participants. Cost estimation and same simple solar PV designs were also discussed. The meeting was last for about one hour and then the tour was continued with a site visit to the solar panel production working areas.
2 Asosiasi Hidro Bandung (AHB)
The Chairman of Asosiasi Hidro Bandung, Mr. Sentanu, provided lectures on their activities on microhydro, and the services they can provide in microhydro development, all in integrated approach. Asosiasi Hidro Bandung is a professional organization that has members with expertise in hydro power. AHB has actively disseminate Microhydro (PLTMH) through seminars, exhibitions and publication. AHB also provides training and education to their members in Surveying, contractors, feasiblity study, and detail engineering design of PLTMH.
3 CV. Cihanjuang Inti Teknik
The CEO and owner of PT Cihanjuang Inti Teknik (CIT), Mr. Eddy Permadi admitted tour participants at his plant sites. He explained PT CIT’s approach in developing microhydro through people empowerment. PT Cihanjuang has produced hundreds of microhydro turbines, with a capacity up to 200 kW. Participants also had a tour to the the company’s pilot plant, including: microhydro power of small capacity (6-30 kW) and one of medium size at 60 kW. Participants also learned about picohydro system. Mr. Edy also showed productive activities the company is doing, i.e., the making of ‘bandrek’ and ‘bajugur’, traditional healthy drinks made from ginger and palm sugar.

4 Yayasan Dian Desa The tour began with a classroom and discussion forum delivered by Ibu Prianti and Bapak Herman. They explained YDD activities on: -efficient biomass stoves; -Power Plant Gasification Technology, -Incinerator technology for solid biomass; and - Biofuel technology from jatropha - concept of healthy kitchen Participants also had a tour to Yayasan incinerator workshop and learned many types of efficient biomass stoves.
5 Biogas Sanitasi - BORDA
BORDA has installed biogas for sanitation using human waste (dung) of around 25 workers at the site. The digester capacity is 6 m3, producing 1 m3 ofmethane. BORDA has cooperated with Bali Fokus and LPTP in this project. The biogas is used to generate electricity for lighting, water heater and stoves.
6 Biogas KP4 UGM, Sleman
This biogas system used cow manure, 20 dairy cows (sapi perah) and 30 beef cattle. There are 3 digesters, each of 6 m3 capacity. Each digester produces 1-2 m3 gas. UGM also manufactures generator to generate electricity from biogas. Electricity is used for lighting at the livestock area, grass chopper for cow feed
7 Biogas Pasar Ambarketawah
Located at Jln.Raya Jogya-Wates Km.2 Desa Ambarketawang, Kec Gamping, this biogas use fruit wastes as feedstock. The capacity of the system is 4 tons per day, generating 5000 Watt electricity. Each generator (genset) capacity is 2000 Watt/generator/4 hour.

9 Pusdiklat KEBT Pusdiklat KEBT is a training centre under the Ministry of Energy and Mineral Resources (ESDM), that can offer training on all types of renewable energy. Up to this date, this institution only offers training for government employee or staffs. They have plans to offer training on renewable energy for public.

Evaluation of study tour by the Participants
Overall evaluation of the study tours is shown in Table 3. Most of participants (76%)
agreed that selection of the venues were right and useful, and that they believed that what
they have seen from the tour will benefit for their works, while around 22% commented
fair, and only 3% stated that the visited site was not useful for them. CV Cihanjuang Inti
Teknik, the microhydro turbine manufacture, was the most useful site that has been
visited, followed by Biogas KP4 UGM, Pusdiklat KEBT, PT LEN Industri, and Asosiasi Hidro
Bandung.

Most of participants acknowledged the visit to PT LEN Industri was very useful and some
solar technologies produced PT LEN Industri can possibly be applied in Green PNPM.
Majority of participants expected to get such ‘on the job training’ on potential analysis and
installment of solar PV. After visiting Biogas at UGM and Pasar Ambarketawah, they all are
interested to develop biogas for generating electricity in Green PNPM. Most of participants
are interested in getting demonstration plots on solar PV technology, microhydro, and
biogas for electricity. They are interested in getting training programs on microhydro from
AHB and PT Cihanjuang. Comments and suggestions were compiled based on the
questionnaires distributed to all participants, included in Table 3.

solution for microhydro activities, and solution for
breaking through the problems found in the field
- Allocation of time was too short as the participants
did not get a chance to discuss matters in the forum.
- Participants wanted to get trainings on PLTMH from
AHB, especially on cost estimation (budgeting),
Feasibility study and DED.

Teknik

-Pusdiklat should supports capacity building other

- the plan of Pusdiklat to offer free trainings for public/

regarding training and certification on renewable

CONCLUSION
The tour was successful. It had been arranged well and all the visits were conducted
according to the itinerary prepared, with only minor changes in real implementation. The
participants were enthusiastic to collect information on RE technologies as it is useful for
their works, especially when proposing the potential RE programs. Having visited all the
sites, participants has planned to propose the development of demonstration plots at the
field in Green PNPM scheme, for example: solar PV technology, PLTMH, biomass stoves.
They also proposed to get ‘on the job training’, especially in making: efficient biomass
stoves, incinerator, and biogas for electricity.
