portion of SR 7 east of Chesapeake, Ohio, and the completed interchange to the west which connects to the Robert C. Byrd Bridge over the Ohio River. This project has been value engineered
to a 5.2 mile, two (2) lane facility. Climbing lanes are proposed on the eastern end with a full interchange at SR 775 and direct access to the Frank "Gunner" Gatski Memorial bridge over the
Ohio River.

May 29, 2019 Transportation Review Advisory Council (TRAC) ATTN: Jim Gates 1980 West Broad Street Columbus, Ohio 43223 Subject: Tri-State Metro Outerbelt – Chesapeake Bypass Phase 2 (PID 75923) District 9 Support and Acknowledgement Letter – Tier 3 TRAC Application Jim: District 9 respectfully submits the subject project for Tier III funding considerations under the 2019 TRAC funding cycle. Phase 2 of the Chesapeake Bypass will provide immediate and long-term access within the County, the State, and the entire Tri-State Metro community. All of Lawrence County east of Chesapeake and SR-243, along with Southern Gallia County, currently must access major employment and retail centers via the congested S.R. 7 through Chesapeake and the Bradrick area. Reduced speed limits, frequent driveways and many active geohazards (landslide, rockfalls) currently characterize this essential corridor. Upon completion of Phase 2, this restriction in traffic will be removed, thereby, shortening travel time and providing all the associated benefits such as reduced fuel consumption, air emissions, etc., that come with unrestricted traffic flow. The current condition of S.R. 7 also forces truck traffic to seek an alternate route as evidenced by extremely low truck volumes. This illustrates that direct access does not exist to key local industrial centers such as The Point Intermodal Logistics Port, where highway (U.S. 52), rail (NS Heartland Corridor), and the deep-water port of the Ohio River converge. Similarly, the current route hampers easy access to the Tri-State Airport commercial and air cargo facilities. Upon the completion of Phase 2 and the Merrick Creek Bridge by West Virginia, the Tri-State Metropolitan Outerbelt will be complete. At that point, resident traffic and trucks will have unobstructed flow to employment and industrial centers in the western portion of the metropolitan area, but also traffic (both vehicular and truck) on the Ohio side of the River will be able to more quickly and more easily connect to I-64.
