The Saline Water Conversion Corp. (SWCC) Jubail Desalination Plants Phase I & II A/B are considered to be among the kingdom's most strategic plants. Phase I is the sole supplier of potable water to Jubail Industrial City, and Phase II A & B to Riyadh City.
SWCC Jubail Plants were constructed more than twenty five years ago. Over the years, the hot & humid / harsh climatic environment in the Arabian gulf Coast has led to a rapid acceleration in concrete deterioration which imperiled the integrity and effectiveness of the structures.
Alrabiah Consulting Engineer, assigned by SWCC, conducted an investigation and set a rehabilitation program to restore confidence in the plant structures. Later on, Specialized Contractors were called in to rehabilitate / reconstruct the Jubail facilities. Bids were opened on 24th feb, 2004; Almabani general Contractors won the project for a total amount of SR 239,187,664.80. Lack of allocated funds, forced SWCC to award 60% of the original scope and in two contracts.
Almabani general Contractors with Saudi Condreco formed a joint venture named ALMACON to carry out the execution of both contracts:
• Contract I:Amounting toSR61,716,510.28 , it tackled themosturgent& severely deteriorated structures, such as Phase I Intake, Desalination Units & Phase II A & Pump Pits, C6 Cable Vaults and Cable Tunnels.This contract started in feb. 2005 with an initial duration of 20 months and it was extended twice (6mos. + 8mos.) by SWCC, to meet operational constraints & high demand for water & power. It was completed in December 2007.
• ContractII:AmountingtoSR98,554,636.25,ittackledSelectedStructures,such as Phase II Intakes, Road & Pipe Bridges, Evaporator Slabs, Common Drainage Channels, Cable tunnels, Service Trenches etc..This contract started in feb. 2006 with a total duration of 39 months and is expected to be completed in May 2009.
Once more AgC proved its capabilities by attending to the most challenging task of both projects, which are the Shutdown works. The Client has to create “Windows” in its operational schedule, where plants will suspend their operation and allow for carrying out the works. Proper planning, timely mobilization of resources, close monitoring and prompt decisions are the key elements for completion of shut down activities on time. AgC successfully completed all Shutdowns as scheduled.
SWCC announced new tender to rehabilitate the remaining structures not covered by either Contracts. Bids submission are due in May 2008.

The scope of work includes, but not limited to the following:
1- Demolition and Reconstruction of 1 no. Intake Structure Phase I and 4 nos. Intake Structures Phase II. Works included: dismantling & refixing of Sea Water Pumps, Traveling Screens, Chlorine Dosing System etc.; also included are the enabling works like erection / removal of temporary supports, scaffoldings cofferdams & dewatering.
2- Demolition and Reconstruction of Cable Tunnels & Cable Vaults of Phase I to II. Works include relocation of high voltage cables.
3- Demolition and Reconstruction of Service Trenches, equipment & column support foundations in the Boiler Area Phase I & II.
4- Repair of Condenser Pits, Turbine Drain Tank Pit & Water Treatment Tank foundations in Power Plant of Phase I & II.
5- Repair of delaminated concrete @ Transformer Yard, Phase I.
6- Demolition and Reconstruction of Common Drainage Channel & Desalination Units. Discharge Outlets of Phase I & II.
7- Demolition and Reconstruction of Road (6 nos.) & Pipe Header Bridges (8 nos.) structural components (spandrel beam, piers abutments & top- slab). Works included scaffolding / staving and cofferdams to repair the piers.
8- Reconstruction of 46 nos. Desalination Units (pumps, support walls, pipe header pits, evaporator unit floor slab, drainage and steel / column support pedestals).
9- Reconstruction of roof slab of three (3) Blending Stations.
10- Repair of Product Water Tank valve pits & valve boxes @ Phase I & II.
11- Repair of slab & equipment foundations of Seawater Booster Pumps at Phase II.
12- Reconstruction of acid discharge channel @ Power Utility Structure Building at Phase II.
13- Other electro-mechanical works including dismantling & refixing of all equipment/plants such as pumps, equipment & motors along Desalination Units, Boiler Area & Power Plant, traveling screens, pipes etc. that were blocking the repair/reconstruction activities.
