Morning Keynote Presentations:
The Future of VR; Where Do We Go From Here?
Janet LaBreck, Commissioner, Rehabilitation Services
Administration
In August of 2013, the United States Senate confirmed Commissioner
LaBreck as the Commissioner of Rehabilitation Services Administration
(RSA) within the United States Department of Education. In 2007, after
more than 20 years as an advocate for the blind community, LaBreck was
appointed Commissioner of the Massachusetts Commission for the Blind
by Governor Deval Patrick. As an ambassador for more than 30,000 legally
blind residents, LaBreck has organized campaigns that have effectively increased employment
opportunities for the blind. There is no better testament to her profound influence than the
Commission’s award-winning internship program which is being replicated throughout the
country. Commissioner LaBreck has an Honorary Doctorate of Humane Letters from the New
England College of Optometry, a Masters of Education degree from Springfield College and
Bachelor of Arts in Human Services from the University of Massachusetts, Boston.
From the Director’s Chair: A Perspective on Program Evaluation and its Impact on
Policy Development, Staff Development, Employment and Return on Investment
David Beach, Ph.D., CRC, CPM, Executive Director of the
Kentucky Office of Vocational Rehabilitation.
Prior to serving in this role, he was an Administrator in the Program
Planning and Development Branch of the Kentucky Office of Vocational
Rehabilitation, as well as the former Director for Residential Services, Job
Placement and Research at the Carl D. Perkins Vocational Training Center in
Thelma, KY. Dr. Beach also serves as Adjunct Faculty in the Graduate
Program in Rehabilitation Counseling at the University of Kentucky,
instructing in both the on-campus and distance learning programs. He is the
current Past President of the National Rehabilitation Association, and
serves as the Chair of the Human Resource Development Committee of the
Council of State Administrators of Public Vocational Rehabilitation. Dr. Beach
received his Ph.D. in Educational Psychology from the University of Kentucky in 2006, his M.R.C. from the
University of Kentucky in 1996, and his B.A. from Georgetown College (Ky.) in 1995.

Closing Keynote Presentation: “The Inspiration Triangle”
Teri Ridler, Director of Human Resources at SeaWorld
Orlando
Teri Ridler is the Director of Human Resources at SeaWorld Orlando. A graduate
from The University of Maryland, Teri began her career with the theme park in
1984 after moving from Washington, D.C. where she worked as the
Development Coordinator for The Environmental Fund. She develops and
presents training programs for all levels of park personnel and conducts team
building workshops for a diverse clientele. She recently formed her own
consulting company, Hands-On Leadership, with the goal of educating companies
that their greatest resource is in the field, not just names on a schedule. She brings humor and
interaction to her presentations and believes that a positive attitude can change the world. Teri has
conducted team-building workshops and made keynote presentations at numerous conferences.
