I. Mandate:
PVAO derives its mandate from the 1987 Philippine Constitution, which provides that: “The State shall provide immediate and adequate care, benefits, and other forms of assistance to war veterans and veterans of military campaigns, their surviving spouses and orphans. Funds shall be provided therefore and due consideration shall be given them in the disposition of agricultural lands of the public domain and, in appropriate cases, in the utilization of natural resources.” (Section 7, Article XVI) Moreover, “the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.” (Section 13, Article II) Both mandates are inextricably linked to national security: how the State takes care of the veterans and propagate their heroic deeds impact the motivation of the citizens, especially the youth - the nation’s future defenders.

1. Adjudication of Pension and Non-Pension Claim A. PENSION CLAIMS
i. Old Age Pension Benefit Pension in a present standard amount of P5,000 per month granted to:
a.) Veteran who is at least 65 years old, or; b.) Surviving spouse of a deceased veteran regardless of age until he/she
remarries or dies. For senior living World War II veterans including Korean War and Vietnam War veterans who are not receiving pension from the AFP, the monthly old-age pension is Php 20,000.00 in accordance with RA 11164.

which may show the name of the child, date and place of birth, and the names of the parents.
1.3.1. baptismal certificate; 1.3.2. school records; 1.3.3. income tax of parent/s or insurance
policy; 1.3.4. medical records; 1.3.5. passport; 1.3.6. veterans ID; and 1.3.7. Others, such as barangay captain's
certification.
1.4. Affidavit of two (2) disinterested persons who might have witnessed or have known about the birth of the child; and a sworn statement of the present whereabouts of the mother, if the person seeking late registration of an illegitimate child is not the mother.
1.5. Certificate of Marriage, if married.

2. For Delayed Registration of Death
2.1. Copy of Certificate of Death that has been
accomplished correctly and completely. 2.2. Affidavit of Delayed Registration which shall be:
2.2.1. executed by the hospital or clinic administrator if the person died in the hospital, clinic or similar institution;
2.2.2. or if the person died elsewhere, by the attendant-at-death;
2.2.3. In the default of the hospital or clinic administrator or attendant-at-death, the affidavit shall be executed by any of the nearest relative of the deceased, or by any person having legal charge of the deceased when he was still alive.
2.3. Authenticated copy of the certificate of burial,
cremation, or any other means of corpse disposal.
3. For Delayed Registration of Marriage
3.1. Copy of Certificate of Marriage that must have
been accomplished correctly and completely. 3.2. Affidavit of delayed registration which shall be
executed by:
3.2.1. the solemnizing officer; or 3.2.2. the person reporting or resenting the
Certificate of Marriage; 3.2.3. two (2) disinterested persons who
have personal knowledge of the marriage preferably the sponsors and witnesses of the marriage stating therein the exact place and date of marriage, the facts and circumstances surrounding the marriage and the reason or cause of the delay.
3.3. Certified copy of the application for marriage
license bearing the date when the marriage license was issued, whenever applicable.

3.4. Birth Certificate (not late registered) of at least
two (2) children (if applicable) issued by PSA or LCR indicating clearly the date and place of marriage of parents, and
3.5. Certified true copy of the church or civil marriage
certificate duly signed and sealed by the parish priest, minister or custodian of the said records.
4. For Muslim Claimants – Muslim marriages, births,
death and divorces are covered by registration laws, thus not exempted from presentation of documentary requirements to establish the facts of their births, death, marriages and divorces. As such, processing and adjudication of Muslim applications for pension benefits shall strictly follow the rules under Section 11 of Department Order No. A-049 on matter of births, death, marriages and divorces.
The fact of marriage, birth and/or death of a Muslim veteran or beneficiary shall be established by a certificate issued by the Muslim Circuit Registrar concerned; but in the absence of any such record, by sworn statements of their Municipal Mayor, the Commanding Officer / Commander-in-arms of the veteran and of two (2) disinterested persons who have personal knowledge of the fact of birth.
c. For Muslim Plural Marriages – For the purposes of
determining the Muslim veteran’s surviving spouse or spouses who will be entitled to claims benefits, the second and/or succeeding wife or wives must submit the following, to wit:
1. Written order of the proper Shari’ah Circuit Court authorizing the Muslim male to contract a subsequent marriage, upon the court’s order.
2. Proof of Death and Proof of Relationship – The fact of death and marriage of Muslim veteran shall establish by a certificate issued by Muslim Circuit Registrar concerned. However, in the absence of such registry record, by sworn statement of the Municipal Mayor, Commanding Officer of the veteran and two disinterested persons who have personal knowledge of the fact of death and marriage.

Educational Benefit Program A scholarship grant given by PVAO for the education of a veteran, the surviving spouse, or one direct descendant (child or grandchild) of the qualified World War II, Philippine Expeditionary Force to Korea (PEFTOK), and Philippine Civic Action Group (PHILCAG) veteran.
The program entitles a veteran (WWII, PEFTOK & PhilCag), or his qualified beneficiary, to study at any school, college, university, or institution recognized by the Commission on Higher Education (CHED). The benefit covers payment of tuition, matriculation, registration, clinical, affiliation, military training, diploma and

a. Processing of Payment of Educational Benefit
This process covers the processing of payment of educational benefit of scholars whose documents were submitted personally to the Philippine Veterans Affairs Office Main Office or via courier. In accordance with Section 24 of the Department Order 65-Existing Rules and Regulations pertaining to the administration of Educational Benefits, PVAO shall pay the actual total school fees incurred in the enrolment of any grantee-user based on the schedule of fees authorized by the CHED and appearing in the prospectus, catalogue or brochure of the school concerned, including tuition, matriculation, registration, clinical, affiliation, military training, diploma and graduation fees; Provided that the educational benefit provided herein shall be in an amount not exceeding Forty Thousand pesos (Php 40,000.00) per school year. School fees in excess of the amount authorized herein shall be shouldered by the grantee-user. Further, a. Educational benefit provided herein shall be in an amount not exceeding Twenty Thousand pesos (P20,000.00) per semester; or Thirteen Thousand Three Hundred Thirty-Three and 33/100 (P 13, 333.33) per trimester; or Ten Thousand pesos (P10,000.00) per quarter.

3.4. Birth Certificate (not late registered) of at least two (2) children (if applicable) issued by PSA or LCR indicating clearly the date and place of marriage of parents, and

4. For Muslim Claimants – Muslim marriages, births, death and divorces are covered by registration laws, thus not exempted from presentation of documentary requirements to establish the facts of their births, death, marriages and divorces. As such, processing and adjudication of Muslim applications for pension benefits shall strictly follow the rules under Section 11 of Department Order No. A-049 on matter of births, death, marriages and divorces.
The fact of marriage, birth and/or death of a Muslim veteran or beneficiary shall be established by a certificate issued by the Muslim Circuit Registrar concerned; but in the absence of any such record, by sworn statements of their Municipal Mayor, the Commanding Officer / Commander-in-arms of the veteran

and of two (2) disinterested persons who have personal knowledge of the fact of birth.
c. For Muslim Plural Marriages – For the purposes of determining the Muslim veteran’s surviving spouse or spouses who will be entitled to claims benefits, the second and/or succeeding wife or wives must submit the following, to wit:
1. Written order of the proper Shari’ah Circuit Court authorizing the Muslim male to contract a subsequent marriage, upon the court’s order.
2. Proof of Death and Proof of Relationship – The fact of death and marriage of Muslim veteran shall establish by a certificate issued by Muslim Circuit Registrar concerned. However, in the absence of such registry record, by sworn statement of the Municipal Mayor, Commanding Officer of the veteran and two disinterested persons who have personal knowledge of the fact of death and marriage.

14. Evaluation of Educational Benefit Program application
A scholarship grant given by PVAO for the education of a veteran, the surviving spouse, or one direct descendant (child or grandchild) of the qualified World War II, Philippine Expeditionary Force to Korea (PEFTOK), and Philippine Civic Action Group (PHILCAG) veteran.

The program entitles a veteran (WWII, PEFTOK & PhilCag), or his qualified beneficiary, to study at any school, college, university, or institution recognized by the Commission on Higher Education (CHED). The benefit covers payment of tuition, matriculation, registration, clinical, affiliation, military training, diploma and graduation fees not exceeding Forty Thousand pesos (40,000.00 Php) per school year.

15. Evaluation of Payment of Educational Benefit
This process covers the processing of payment of educational benefit of scholars whose documents were submitted personally to the Philippine Veterans Affairs Office Main Office or via courier. In accordance with Section 24 of the Department Order 65-Existing Rules and Regulations pertaining to the administration of Educational Benefits, PVAO shall pay the actual total school fees incurred in the enrolment of any grantee-user based on the schedule of fees authorized by the CHED and appearing in the prospectus, catalogue or brochure of the school concerned, including tuition, matriculation, registration, clinical, affiliation, military training, diploma and graduation fees; Provided that the educational benefit provided herein shall be in an amount not exceeding Forty Thousand pesos (Php 40,000.00) per school year. School fees in excess of the amount authorized herein shall be shouldered by the grantee-user. Further, a. Educational benefit provided herein shall be in an amount not exceeding Twenty Thousand pesos (P20,000.00) per semester; or Thirteen Thousand Three Hundred Thirty-Three and 33/100 (P 13, 333.33) per trimester; or Ten Thousand pesos (P10,000.00) per quarter.

These services aim to monitor and update pensioners status, location and other relevant information and cleanse pensions list to ensure that granting of benefits/ claims will be given only to eligible veterans and beneficiaries thru continuous update of pensioner’s status and purging of pensions list thus avoid losses of government funds.

Accomplish the feedback forms given by our security personnel and place them at the designated suggestion boxes located in all PVAO buildings.
How feedback is processed
The concerned division shall respond directly to the customer within 2 workdays upon receipt of the feedback. A copy of the response will be forwarded to the Public Affairs Office.
