Project information paper
After phase one consultation, weanalysed all the feedback that wereceived during the consultationperiod and interim engagementevents. We considered thisinformation alongside thedevelopments in engineering designand any new information.
This information paper explains howour proposed scheme has changedcompared to that presented at phaseone consultation and why. This isa high-level overview of the changes, for more detailed informationplease see our Site information
papers and Phase two schemedevelopment report.
Main tunnel sites andtunnelling strategyWe require sites to build the main
tunnel at:
each end of the main tunnel inwest and east London
suitable intervals along the route ofthe main tunnel
in locations where the type of
geology that the main tunnel goesthrough changes.
Thetwoguresoverleafshowour preferred sites related to ourtunnelling strategy for phaseone consultation and phasetwo consultation.
Changes
We have reviewed our preferred sites and tunnelling strategy to comeup with a revised and rened scheme for phase two consultation.

Changes
Main tunnel sitesAt phase one consultation the construction of our
preferred main tunnel started in the west at Barn Elmsdrives A and B). The central section was to be built from
Tideway Walk (drive C) and the eastern section from
Abbey Mills Pumping Station to Kings Stairs GardensdriveD).TheowswouldthenbetransferredviatheLee
Tunnel (which is already under construction) to BecktonSewage Treatment Works.
At phase two consultation, we are proposing that the
main tunnel extends to Acton Storm Tanks, where we alsoneed to intercept a CSO (drive H). The main tunnel would
henfollowthepreviouspreferredroutetonishatAbbeyMills. The sites at both ends of the main tunnel would onlybe used to take the tunnel boring machines (TBMs) out of
he ground and are known as reception sites.
Barn Elms/Carnwath Road RiversideAt phase one consultation, Barn Elms was our preferredsite to construct the main tunnel and to intercept the
existing local CSO (West Putney Storm Relief CSO). Weproposed to drive a short section of the main tunnel to
Hammersmith Pumping Station site (drive A) and then
drive the main tunnel towards Tideway Walk (drive B).
After phase one consultation we reviewed the size of our
main tunnel sites in areas of clay geology and we nowlonger need as much space as we previously thought.
Because of this we have re-assessed potential sites in thewest. At phase two consultation, we propose to use
Carnwath Road Riverside to drive the main tunnel to
Acton Storm Tanks (drive H).
Carnwath Road Riverside is now our preferred site. Themain reasons are:
itisabrowneldsite
the existing wharves and the width of the River
Thames at this point would allow the use of larger
barges to remove material excavated duringconstruction of the main tunnel
therewouldbemuchlessconictwiththerecreationaluses of the River Thames than at Barn Elms.
For more information on the selection of this site please
see the Carnwath Road Riverside Site information paper.
We would still need a site at Barn Elms to intercept the
West Putney Storm Relief CSO located there. At B arn Elmsthiswillsignicantlyreducetheconstructionareaand
time on site.
Tideway Walk/Kirtling StreetAt phase one consultation, Tideway Walk was ourpreferred site to construct the main tunnel and to
intercept the two local CSOs (Heathwall Pumping StationCSO and South West Storm Relief CSO). This site would
receive the main tunnel from Barn Elms (drive B) and drive
the main tunnel to Kings Stairs Gardens (drive C). Sincethen, the site has been granted planning permission andwork has started on a new residential development. This
means that the site is no longer available to the project.
At phase two consultation, we propose to use Kirtling
Street, which is located to the west of the Tideway Walksite. We propose to use Kirtling Street as a double drive
site (drives I and J). This means we would drive one sectionof the main tunnel westward to Carnwath Road (drive I)
and drive another section of the tunnel eastward toChambers Wharf (drive J).
Kirtling Street is now our preferred site to tunnel both eastandwest(atthesametime)becauseitisbrowneldland
in a mainly industrial area. It also has more space toaccommodate the tunnelling activities associated with a
main tunnel double drive site. By including the land at
Cringle Street (next to the Kirlting Street site) we there isalso more river frontage, which would provide better
arrangements for jetties and barges.
As Kirtling Street is not located next to the two CSOs we
also need to intercept, we propose using another site atthe Heathwall Pumping Station including the use of
Middle Wharf.
For more information on the selection of this site pleasesee the Kirtling Street and Heathwall Pumping Station Siteinformation papers.

Changes
Combinedseweroverow(CSO)sitesandconnection tunnelsAt phase one consultation we presented 20 preferred CSO
sites, three of them combined with main tunnel sites. Atphase two consultation we propose 17 preferred CSO sites.
Further technical work has allowed us to drop threeCSO sites.
The following explains what we proposed at phase one
and phase two consultation, and provides a snapshot of
the potential consequences of the changes.
Acton Storm Tanks
We still intend to use this site to intercept the Acton StormRelief CSO. At phase one consultation, we proposed to
drive a connection tunnel to t he site from Hammersmith
Pumping Station (drive E). We are now proposing to drivethe main tunnel from Carnwath Road Riverside to the site
(drive H), which will involved a slightly larger shaft andlonger construction period.
Phase oneconsultation
Phase twoconsultation
Consequences
Intercept the CSOand receive a smallTBM.
Intercept theCSO and receivethe main tunnelTBM.
Slightly largerconstruction arearequired and alonger constructionperiod.
Hammersmith Pumping StationAt phase one consultation, we proposed to use the site todrive a connection tunnel to t he Acton Storm Tanks site
(drive E) and to intercept the Hammersmith PumpingStation CSO. We also proposed to use this site to receive
the main tunnel from Barn Elms (drive A).
At phase two consultation we propose to only use this site
to intercept the CSO as we now propose to drive the maintunnel from Carnwath Road Riverside to Acton Storm
Tanks (drive H).
Phase oneconsultation
Phase twoconsultation
Consequences
Intercept the CSO,drive a connectiontunnel, and receivethe main tunnelTBM.
Intercept theCSO.
Reducedconstruction areaand time on site.
Barn ElmsAt phase one consultation we proposed to use the site todrive the main tunnel up to the Hammersmith Pumping
Station site and to then drive the main tunnel to theTideway Walk site in Battersea (drives A and B).
Sincephaseoneconsultation,wehaveidentied
Carnwath Road Riverside as our preferred alternative site
over Barn Elms for the construction of the main tunnel. However, we still require a site at Barn Elms to intercept
the West Putney Storm Relief CSO located there.
Phase oneconsultation
Phase twoconsultation
Consequences
Intercept the CSO,drive the main tunnelup to HammersmithPumping Station andthen drive the maintunnel to TidewayWalk in Battersea.
Intercept theCSO.
Signicantlyreducedconstruction areaand time on site.
Putney Bridge ForeshoreThis remains our preferred site at phase two consultation,
to intercept the CSO located underneath Putney Bridge. We have listened to stakeholders and made improvements
to the construction layout to help reduce local impacts.
Kings Stairs Gardens/Chambers Wharfn the east, we previously proposed to drive the main
unnel from Abbey Mills Pumping Station to Kings StairsGardens (drive D). Two connection tunnels would also be
driven from Kings Stairs Gardens, one to GreenwichPumping Station (drive F) and one to Druid Street
drive G).
Sincephaseone,wehaveidentiedapotentialalternative
ite at Chambers Wharf, to the west of the Kings StairsGardens site. This site was not previously available to us as
he site had planning permission and site clearance hadtarted for a residential development.
Since then, we have purchased the site in conjunction with
St James (a part of the Berkeley Group). This means thatwe have secured the ability to use it, should it be deemed
appropriate to do so following public consultation.
As the site has much better river access than we wouldhave had at Abbey Mills Pumping Station, we are now
proposing to drive the main tunnel from Chambers Whar fto Abbey Mills Pumping Station (drive K). Chambers Wharf
would also receive the connection tunnel from Greenwich
Pumping Station (drive L).

Bell Lane Creek/Dormay StreetAt phase one consultation, we proposed to use the site to
ntercept the Frogmore Storm Relief (Bell Lane Creek) CSOand to construct a connection tunnel to the main tunnel
and connect to the Frogmore Storm Relief (BuckholdRoad) CSO.
Forphasetwoconsultation, wehaveidentiedapotentialalternative site at Dormay Street, just to the north of theBell Lane Creek site. Use of this site would mean that we
do not have to use the premises of a local business, which
would have needed to be relocated.
Phase oneconsultation
Phase twoconsultation
Consequences
Intercept the CSO atthe Bell Lane Creeksite and construct aconnection tunnel tothe Frogmore StormRelief (BuckholdRoad) CSO and themain tunnel.
Intercept the CSOat Dormay Streetand construct aconnection tunnelto the FrogmoreStorm Relief(Buckhold Road)CSO and the maintunnel.
Change of site,no overall changein constructionactivity. Localbusiness nolonger needs tobe relocated.
King Georges ParkThis remains our preferred site at phase two consultation
to intercept Frogmore Storm Relief (Buckhold Road CSO).There is no change to the connection tunnel, except it
would now come from Dormay Street instead of BellLane Creek.
Jews RowFurther technical work undertaken since phase oneconsultation has concluded that it is no longer necessary
to identify a site for the interception of these two CSOs.Thisisbecausemodicationstotheexistingsewerage
systemwillsucientlyreducethenumberofspillstotheriver, without the need to carry out any further works to
intercept the CSO.
Bridges Court Car Park/FalconbrookPumping StationAt phase one consultation we proposed to use an area ofthe Bridges Court Car Park to intercept the Falconbrook
PumpingStationCSO.Wehavenowidentiedapotential
alternative site at the Falconbrook Pumping Station itself, which is now seen as technically feasible and allows us to
make use of our own land.
Phase oneconsultation

Cremorne Wharf Foreshore/Cremorne Wharf DepotAt phase one consultation we proposed to use theoreshore in front of Cremorne Wharf Depot to intercept
he Lots Road Pumping Station CSO. At phase two our
preferred location to intercept the CSO is Cremorne WharfDepot, as we can access the site from Lots Road, instead
of using a part of Cremorne Gardens for this purpose.
Phase oneconsultation
Phase twoconsultation
Consequences
Use the foreshoresite at CremorneWharf to interceptthe CSO.
Use the depotsite at CremorneWharf tointercept the
CSO.
Change of site, nooverall change inconstructionactivity. No longer
need to useCremorne Gardensfor access.
Chelsea Embankment ForeshoreAt phase one consultation we proposed a foreshore site
opposite Ranelagh Gardens, which was further from theCSOasweweretryingtoavoidtheareaidentiedand
protected for Crossrail 2, the Chelsea Hackney line.Crossrail no longer consider our site to be a problem, at
phase two consultation the foreshore remains ourpreferred site, but it has been moved westward.
Albert Embankment Foreshore, VictoriaEmbankment Foreshore and BlackfriarsBridge ForeshoreThese sites have not changed and remain our preferredsites at phase two consultation to intercept their
respective CSOs.

at potential alternative sites but we believe the foreshore
location with a revised layout should remain our preferredphase two site to intercept the CSO (as the existing
sewer runs through the park) and to connect it to the
main tunnel.
Butcher RowWe have carried out detailed investigations and analysis
into how the local sewerage system operates and we havenow found we no longer need to use the site at Butcher
