Norway had traditional shipbuilding and did
training of paint inspectors on-the-job basis.
Inspectors normally came from the paint industry.
In 1970 building of oil installations started in Norway.
After the upgrading of the applicators
was established in 1985, it was necessary
also to upgrade the inspectors.
