1. Introduction This report presents the results of the Level 1 Inspection and Testing for fill placement within Stage 29 of Warralily Estate Armstrong Creek Development.
The works were commissioned by Martin O’Hanlon of Newland Developers Pty Ltd (Newland).
2. Project Summary We understand that Newland requires fill placement within Stage 29 of the Warralily Armstrong Creek Development in the areas as shown in Figure 1, to be constructed under Level 1 Inspection and Testing undertaken by a Geotechnical Inspection and Testing Authority (GITA).
Level 1 Inspection and Testing, as defined in AS3798-2007 “Guidelines on Earthworks for Commercial and Residential Development,” provides for full time inspection of the construction of controlled fill and field and laboratory testing in accordance with AS1289 “Methods of Testing Soils for Engineering Purposes”.
The Level 1 Inspection was undertaken by geotechnical professionals from Coffey for a total of 30 working days over 4 periods between 28 August to 4 September 2013, 29 July to 12 August 2014, 3 to 30 September 2014 and 28 November to 4 December 2014.
The earthworks contractor for the project was Winslow. Coffey Testing and Ground Science undertook the compaction control testing in their NATA accredited laboratories, as part of the Level 1 Inspection and Testing process.
This report is applicable to fill placed by Winslow within Stage 29 of the Warralily Development in the areas shown in Figure 1. The filling area encompasses four fill pads as listed below:
Eastern Fill Pad - Inclusive of the area within lots 933 to 955; Central Fill Pad - Inclusive of the area within lots 920 to 932; Western Fill Pad - Inclusive of the area within lots 915 to 919; Southern Fill Pad - Inclusive of the area within lots 901 to 914.
This report does not include fill other than where mentioned in this report or any other fill that may be placed during this period or subsequent periods at or surrounding the subject site. Excluded works such as trench backfill, foot paths, landscaping fill or topsoil are noted in section 7 of this report.
3. Specification/work instructions The specification for the project was prepared by SMEC Australia Pty Ltd (SMEC) for Armstrong Creek Development Corporation Pty Ltd under reference number 0557ESB-24. An extract from the specification was provided to Coffey in an email sent by Shane McGlynn from SMEC on 5 October 2012. This extract is provided in Appendix C and a short summary is provided below:
All filling in excess of 300mm depth within the building envelope of allotments shall be undertaken to specifications satisfying the requirements of AS 3798-1996 “Guidelines on Earthworks for Commercial and Residential Development”.

All such filling works shall be undertaken with supervision to the standard detailed as “Level 1 Inspection and Testing” in AS 3798-2007, such that the supervisor will issue a notice detailing that the works comply with the specifications and drawings.
Material to be used for fill construction shall satisfy the requirements of AS 3798-2007
Fill to be compacted in near horizontal layers not exceeding 250mm loose thickness
Compaction to achieve a dry density ratio of at least 95% Standard; and
Moisture content of the fill material is to be within ±3% of the Standard Optimum Moisture Content (SOMC).
4. Fill Material Fill used for the construction of Stage 29 comprised locally sourced clay from boxing of the roads within Stage 29 and stockpiled soils sourced from other stages within the Armstrong Creek Development.
5. Earthworks The earthworks for this project included stripping of topsoil, assessment, remediation and proof rolling the subgrade, and, placement and compaction of fill to construct engineered fill platforms.
5.1. Subgrade assessment The subgrade assessment of each fill pad was undertaken on the following dates:
- 28 August 2013 and 5 August 2014 for the Eastern Fill Pad;
- 18 September 2014 for the Western Fill Pad;
- 18 September 2014 for the Central Fill Pad;
- 28 August 2014 for the Southern Fill Pad.
Subgrade assessment was undertaken by Coffey following the removal of topsoil and before any fill was placed. In these areas the subgrade comprised of natural clay. No soft spots were observed during the subgrade proof rolling.
5.2. Fill construction Fill material was placed generally in loose layers varying in thickness from 200mm to 250mm. Compacted layers were approximately 150mm to 250mm thick.
Locally sourced fill from other stages of the Armstrong Creek Development was trucked in and spread with a bulldozer. A water cart and an 18 tonne pad foot roller were present onsite during works for conditioning and compacting. A bulldozer and a grader were used for stripping of topsoil and placement of fill. Excavators were used for some works such as clearing the swale drains.

Coffey’s Level 1 Inspector was on site on a full time basis during the placement, compaction and testing of the fill on the dates noted in Section 1 of this report. Coffey was not present on site over prolonged periods between the commencement and the completion of the earthworks (5 September 2013 to 28 July 2014 and 1 October 2014 to 27 November 2014). Coffey understands that Winslow did not place any fill within the four construction areas during the period when Coffey was absent from the site.
5.3. Survey data and fill thickness Winslow’s appointed surveyor Survey Management Solutions (SMS) conducted a survey of the site in two stages as follows:
- At subgrade level on the pads following the topsoil removal;
- At finished fill level, prior to placement of topsoil;
SMS’s survey plan is provided in Appendix B of this report under reference number W29 Fill Details rev B, dated 11 December 2014.
5.3.1. Eastern Fill Pad Based on the survey data, the fill thickness within the Eastern Pad ranged from 0.1m and up to maximum of 1m. The average fill thickness is assessed to be about 0.7m. This pad was filled with up to 4 layers which provides a total layer thickness consistent with the project specification.
5.3.2. Central Fill Pad
Based on the survey data, the fill thickness within the Lots 920, 921, 931 and 932 where a swale drain was present, ranged from 0.32m to 1.23m. Including the backfilling of the swale drain, this area was filled with up to 9 layers. This is consistent with the project layer thickness specification.
The fill thickness within Lots 922 to 930 ranged from 0.27m to 0.54m which was filled in with up to 3 layers. This is consistent with the project layer thickness specification.
We note that three survey spot levels indicate fill of 0.81m, 0.91m and 0.97m thickness that was placed within Lots 922, 929 and 930 respectively. Coffey has observed 3 layers of engineered fill being constructed in these three areas which should have resulted in a maximum thickness of 0.75m compacted thickness based on a compacted layer thickness of 0.25m.
To confirm the condition of the fill in the areas of these three surveyed spots, Coffey carried out an assessment of the consistency of the fill by conducting Dynamic Cone Penetrometer (DCP) tests in the area. The DCP tests were conducted to determine if any inconsistences within the fill compaction are present. The DCP testing of this area is discussed in Section 6.2 of this report.
5.3.3. Western Fill Pad
Based on the survey data, the fill thickness within the Western Pad ranged from 0.25m to 0.57m in the area encompassing Lots 915 to 917 which was filled with up to 3 layers. This is consistent with the project layer thickness specification.
The area encompassing Lots 918 and 919 contained a swale drain. Based on the survey data, a fill thickness of up to 1.1m is present in these areas. Including the backfilling of the swale drain, this area was filled with up to 7 layers. The fill layer thickness throughout the Western Pad is consistent with the project layer thickness specification.

5.3.4. Southern Fill Pad
Based on the survey data, the fill thickness within the Southern Pad ranged from 0.2m to 0.5m, this pad was filled with up to 2 layers.
We note that up to fifteen survey spot levels indicate fill in excess of 0.5m and of up to 0.79m thickness that was placed within Lots 901, 902, 904, 906 to 908 and 910 to 914. Coffey has observed 2 layers of engineered fill being constructed in these areas which should have resulted in a maximum thickness of 0.5m compacted thickness based on a compacted layer thickness of 0.25m.
To confirm the condition of the fill in the areas of these fifteen surveyed spots, Coffey carried out an assessment of the consistency of the fill by conducting Dynamic Cone Penetrometer (DCP) tests in the area. The DCP tests were conducted to determine if any inconsistences within the fill compaction are present. The DCP testing of this area is discussed in Section 6.2 of this report.
6. Testing and results 6.1. Field Density Tests Field density testing was undertaken progressively on the compacted fill. Testing was undertaken under Type 1 Earthworks (large scale operations) as defined in Table 8.1 of the AS 3798-2007. The testing frequency specified 1 test per material type per layer per 2500m2 or 1 test per 500m3 or 3 tests per working lot.
An alternate testing frequency specified under Type 4 (Confined operations) as defined in Table 8.1 of the AS 3798 -2007, of 1 test per 2 layers per 50m2 was adopted where appropriate, mainly during backfilling of the swale drains.
The field density testing was conducted by Coffey Testing and Ground Science and all laboratory testing was performed in their NATA accredited laboratories. A Hilf compaction test was performed for each field density test.
A total of 95 field density tests were performed during the earthworks. Ten of the 95 tests did not meet the specified criteria and these areas were subsequently re-worked and re-tested with the exception of test number #33. Test #33 failed due to excessive moisture content and the area was ripped up and allowed to dry before additional work in that area was allowed to continue. The remaining tests results met the specified dry density ratio criteria of 95% Standard and moisture variation of ±3% of the Optimum Moisture Content (OMC).
A summary of the test results obtained from the field density testing within Stage 29 fill platforms is provided in a table presented as Figure 2. The laboratory test reports of the field density tests are presented in Appendix A.
6.2. Dynamic Cone Penetrometer (DCP) tests As discussed in Sections 5.3.2 & 5.3.4, to assist in determining the uniformity and consistency of the fill within the Central Pad and Southern Pad where the survey spot levels indicated fill to exceed the expected thicknesses of 0.75m and 0.5m respectively, Coffey’s personnel conducted 12 Dynamic Cone Penetrometer (DCP) tests from the finished fill surface on 19 December 2014.

Tests DCP1 to DCP3 were conducted in the Central Pad between within Lots 922, 929 and 930. The DCP tests returned results ranging from 3 to 28 blow counts per 0.1m penetration within the uppermost 0.8m below the surface level.
Tests DCP4 to DCP12 were conducted in the Southern Pad on Lots 901, 902, 904, 906 to 908 and 910 to 914. The DCP tests returned results ranging from 2 to 35 blow counts per 0.1m penetration within the uppermost 0.8m below the surface level.
Based on the DCP test results as shown below in Table 1 and on the observations conducted under the Level 1 monitoring in these two areas, it is considered that the fill has been adequately compacted resulting in suitably engineered fill platforms. The locations of the individual DCP tests are shown in Figure 4.

7. Exclusions Trenches were excavated and backfilled on site for the installation of underground services such as sewers, electrical conduits, water mains etc. Footpaths in the front of the lots were also observed to be excavated and the adjacent areas filled during and after the Level 1 GITA services conducted by Coffey. Uncontrolled fill and topsoil may have been placed as part of the landscaping of the site following the completion of the engineered fill construction.
Coffey was not involved in monitoring and testing these works and as such are not included in the Level 1 report. The excluded areas are shown in Figure 1.
8. Statement of compliance Coffey personnel have provided Level 1 Inspection and Testing services during the construction of the four engineered fill areas within Stage 29 as shown in Figure 1. A geotechnical professional from Coffey (Level 1 Inspector) was on site on a full time basis during subgrade preparation and fill placement, and observed the construction techniques adopted.
Based on observations made by Coffey’s Level 1 Inspector and the results of field and laboratory tests, Coffey consider that the engineered fill areas within Stage 29 constructed by Winslow to the

levels indicated in Section 5, as far as we have been able to determine, has been placed in general accordance with the intent of the specification.
