and commissioning of one number each of 32 kWe rice husk based biomass gasifier power plants

1. INTRODUCTION:
The Ministry of New and Renewable Energy, Government of India, has committed to set up of 32 kWe
rated capacity rice husk based power plants at suitable sites located in Guyana, South America. The aim
of the project is to accelerate the adoption of environmentally sustainable biomass power generation
technologies and explore the market potential of biomass gasifiers for different applications in Guyana.
Guyana, is a country in north-eastern part of the South America. It has an Atlantic Ocean coastline in the
northeast, and lies between Suriname to the east and Venezuela to the west, with Brazil to the south with
215,000 square kilometer land area. The name Guyana means "land of many waters.” Since it was colonized
by British, the legacy of British rule is reflected in the country's diverse population, which includes presence
of Indian, African, Amerindian, and multiracial groups.
Paddy is the main crop of Guyana. There is huge potential for utilization of rice husk in the country.
According to Head of the Guyana Rice Development Board (GRDB), rice production was 683,516 tonnes
during 2014, providing an average of 368,047 tonnes of rice husk as waste. Therefore, Guyana can
produce on an average of about 183 GWh of energy, cutting the country’s annual diesel requirement by
about 190000 barrels, if all the Rice Husk is efficiently converted into energy using biomass gasifier
based power generating units.
2. INVITATION FOR QUOTATION:
On behalf of Director General, National Institute of Solar Energy, Gurugram sealed quotations are invited
from technically and financially capable manufacturers/suppliers for supply, installation and
commissioning of grid connected and stand-alone 32 kWe rice husk based biomass gasifier power plants
at sites located in Guyana, South America.
3. SCOPE OF WORK:
The scope of work are as follow;
a) Supply, installation and commissioning of one grid connected and one stand-alone rice husk based
biomass gasifier power plant each of 32 kWe capacity at sites located in Guyana, South America;
b) Operation and maintenance of both the above mentioned gasifier based power plants for a period
of one year after successful commissioning of the power plants, including supply of the required
spares during this period by the supplier / project developer ; and
c) Training to the manpower identified by the Government of Guyana for the operation and
maintenance of the power plants for a period of 15 working days.
4. INSTRUCTION TO BIDDERS:
i. This is an international project and Govt. of India is committed to deliver a good service.
Therefore, NISE will adhere to very strict project timeline, quality of system supplied,
workmanship and services to be provided.
ii. Cost quoted by the bidders towards the project should be inclusive of shipping from India and
transportation to the project site in Guyana, installation & commissioning of the power plant at
the site and training to the users/technicians identified by the Government of Guyana. Cost
towards operation and maintenance of the power plants for a period of one year after its successful
commissioning, including cost of necessary spares should also be included in the bid. Cost should

also include all costs towards taxes, duties and surcharges, Customs duty etc that may be
applicable for the project. Any extra cost or condition will not be considered at any circumstances.
iii. Proper training is to be given to the operator for 15 working days to the persons identified
by the Government of Guyana for the operation and maintenance of the power plants.
iv. One year operation and maintenance will be the part of the project and be taken care of by the
manufacturer/ supplier / project developer including spare works. (One year’s time period will be
considered from the date of commissioning of the project)
v. Project developer /Manufacturer has to provide an inventory of spares for a period of five years
after one year compulsory operation and maintenance. The bidder may indicate the recommended
spares for this purpose along with cost separately.
vi. Bidder who does not meet the criteria given above, if made untrue or false representation in the
forms, statements and attachments submitted in proof of the qualification requirements or a record
of poor performance, not properly completing the contract, inordinate delays in completion or
financial failure, etc. are subject to disqualification.
vii. NISE reserves the right to reject any or all the proposals received in response to this tender without
assigning any reasons whatsoever.
5. ELIGIBLE CRITERIA OF THE BIDDERS:
Eligibility criteria are divided into two subparts: (i) general requirements; and (ii) technical requirements:
5.1 General Requirements
The companies should have experience of at least three years in the area of manufacture / supply
/ installation /operation and maintenance of rice husk based biomass gasifier power plants in India
or abroad as on last date of submission of bid.
The companies must have the requisite infrastructure, experience and qualified manpower for
manufacture / supply / installation /operation and maintenance of rice husk based biomass gasifier
power plants.
The bidder should not be black listed by the Government of India, State Government, PSUs, and
Government bodies in India.
The bidder must be legally registered as a company in India.
In order to safeguard its interest, NISE may also suggest some more conditions to the shortlisted
companies before award of work.
The company/firm will submit supporting document for the claim made by them in the offers to
be submitted to NISE.
The bidder should have international experience of implementing biomass gasifier based power
projects.
5.2 Technical requirements
The bidder should have experience in manufacture, supply, installation & commissioning, and
operation and maintenance of hard ware of rice husk based biomass gasifier power plant.
The bidder should be able to provide suitable technical manpower for operation and maintenance
relating to rice husk based biomass gasifier power plant for the period of 1 year in Guyana.
The bidder should be able to provide monthly work progress reports for all activities of the
proposed project, including operation and maintenance for a period of 1 year after successful
commissioning of the power plant.

The bidder should able to provide 15 days training to the manpower identified by the Guyana
Government for the operation and maintenance of the power plants.
The bidder should have appreciation certificates/letter for successfully performing work related
to installation/operation & maintenance of rice husk based biomass gasifier power plants in
India/abroad.
6. TECHNICAL SPECIFICATION: Please refer Annexure -1 for Technical Specifications for Supply, installation and commissioning of grid connected and stand-alone 32 kWe rice husk based biomass gasifier power plants at sites located in Guyana, South America.
7. General Conditions of Contract:
(a) Pre-dispatch inspection: The Purchaser i.e. NISE may depute its scientists/ engineers at its own
cost to the Manufacturer premises for carrying out the factory acceptance test using calibrated
samples of the equipment prior to its dispatch to the Purchaser’s premises or the project site
located in Guyana.
(b) Test Certificate: The vendor shall furnish, at its own cost, test certificate for the various material
and equipment / items as called for. Such certificate shall be from the manufactures for the
particular consignment / lot/piece and shall be duly authenticated by respective consultants. c) Packing: The Supplier shall provide such packing of the Goods, if any as is required to prevent
the damage or deterioration during transit to their final destination as indicated in the Contract.
The packing shall be sufficient to withstand, without limitation, rough handling during transit and
exposure to extreme temperatures, salt and precipitation during transit and open storage. Packing
case size and weights shall take into consideration, where appropriate, the remoteness of the
Goods' final destination and the absence of heavy handling facilities at all points in transit. d) Delivery and Documents: Delivery of the initial goods necessary for AMC and completion of
works should be made within 3 months from the date of placement of work order at Specific
Project Site located in Guyana, North America., Within 24 hours of shipment, the supplier
shall notify the purchaser and the insurance company by email/telephone the full details of the
shipment including contract number, railway receipt number/ AWB/marine shipment etc. and
date, description of goods, quantity, name of the consignee, invoice etc. The Supplier shall mail
the following documents to the purchaser with copy to the insurance company: i) Copies of the Supplier invoice showing contract number, goods' description, quantity, and
unit price, total amount ii) Acknowledgment of receipt of goods from the consignee(s) by the transporters; iii) Insurance certificate up to project site located in Guyana iv) Manufacturer's/Supplier's warranty certificate; v) Inspection Certificate issued by the Competent Authority, and the Supplier's factory
inspection report; and Certificate of Origin. vi) Two copies of the packing list identifying the contents of each package. vii) Two copies of Manual duly containing the block diagram and pipe layout, operating
procedure, preventive maintenance, critical spare parts list and troubleshooting instructions. The above documents should be received by the Purchaser before arrival of the Goods (except where the Goods have been delivered directly to the Consignee with all documents) and, if not received, the Supplier will be responsible for any consequent expenses.
e) Insurance: For delivery of good, if any at the purchaser’s premises or project site located in
Guyana, the insurance shall be obtained by the Supplier to an amount equal to 110% of the value

of the goods from "warehouse to warehouse" (final destinations) on "All Risks" basis including
War Risks and Strikes. f) Transportation: Where the Supplier is required under the Contract to transport the Goods if any
to a specified place of destination or installation including insurance, as shall be specified in the
Contract, shall be arranged by the Supplier, including cost of installation and commissioning of the equipment covered under the scope of supply shall be included in the Contract Price.
g) Warranty: The vendors must provide full comprehensive warranty for a period of 12 months (one year) from the date of successful commissioning and responsible for the equipment to be operational. During this period, they should provide all spare parts required for repair and maintenance. Along with repair and maintenance service within 48 hrs. of communication of such services, warranty of one year shall be provided against malfunctioning and component failure etc.
h) AMC: The vendor must quote the cost of AMC in the quotation after warranty period for One
(01) year. Which includes the spare parts, services to operationalize the plant. However, NISE holds the right to award the AMC only after seeing the performance of the system and services
provided by the vendor during initial one year period of O&M. i) Payment: 80% of the equipment cost through Letter of Credit against bank documents. All
expenses, incliding any expenditure required to be made outside India up to successful
commissioning of the power plants will be in the scope of the Bidder. 10% of the equipment cost
will be released after successful commissioning of the power plant. Remaining 10%, including
training of identified manpower after acceptance of the system to the entire satisfaction of the
Purchaser. The payment shall be released via electronic transfer into the account of the
supplier/project developer. j) Taxes: Suppliers shall be entirely responsible for all taxes, duties, GST, license fees, road permits,
etc., incurred until delivery of the contracted Goods to the Purchaser at the project site located in Guyana.
k) Custom Duties & Clearing charges: All duties shall be paid by the vendor as per rules and regulation of Guyana Government/ India Government as applicable.
l) Penalty Clause: If the Supplier fails to deliver the Goods or perform the Services within the period(s) specified in the Contract, the Purchaser shall, without prejudice to its other remedies under the Contract, deduct from the Contract Price, as penalty. Half percent of contract price per week of delay subject to a ceiling of 5% of final contract price.
m) Applicable Law: The Contract shall be interpreted in accordance with the laws of the Union of India and all disputes shall be subject to jurisdiction in Gurugram, Haryana.
n) FREE MAINTENANCE AND DEFECT LIABILITY PERIOD DURING WARRANTY: The Bidder/ Original Equipment Manufacturer (OEM) shall ensure the following free
maintenance services during the warranty period i. Emergency call back service
ii. Inspect, clean, where necessary
iii. Adjustment of machinery iv. Replacement of any defective parts
v. Any other necessary works for equipment functional operation o) Rejection Terms: Incomplete, conditional, late quotation received after due date will be rejected
summarily. Director General, National Institute of Solar Energy reserves the right to reject any or all the quotations at his discretion without assigning any reason whatsoever.

kWe rice husk based biomass gasifier power plants at sites located in Guyana, South
