EXECUTIVE SUMMARY
The smart city proposal of Kochi submitted for Smart Cities Challenges aims at integrating the
Fort Kochi & Mattancherry area with Central City Area through Water Metro. Thematic areas
for interventions under smart cities mission in Kochi are
• Seamless Mobility
• Reconstitution of Urban Form
• World Class Urban Services & Inclusive Development
• Revival of Identity and Culture
The Smart City proposal of Kochi has adopted retrofitting as the strategy for development
under the Mission. The vision for Kochi is to transform Kochi, into a sustainable, inclusive and
economically vibrant city of opportunities with efficient urban services, traditional hospitality
and smart governance.
a) Area Based Development (ABD) projects
There are 71 ABD area projects under 18 modules worth a total cost of Rs. 1361.01 Crores.
Area Based Development (ABD) as part of Smart City development consists of parts of five
wards west Kochi (1,2,3,4 and 5) and parts of three wards of mainland of KMC (62,66 & 67),
with a total area of 1024.16 acres. The overall status of ABD projects is as follows:

1 STATUS AS ON 30TH APRIL 2019
In the month of April, the Smart City team worked on Bid evaluation of Smart LED Lights,
BoQ revision for the West Kochi Road and Tourism Projects, along with corrigendum and
addendum for tendered projects. Feasibility report for Upgradation of Upgradation of
Anganwadi for West Kochi was submitted. Feasibility report for Hawkers Zones in West
Kochi along with Detailed Project Report for Open Space, Anganwadi along with several
other projects are in progress.

Discussion were also held for the implementation of LED light for pan city area. The Hon’ble Mayor instructed to submit the proposal for installation of LED Lights.

1.3 BRIEF SUMMARY OF KEY MEETINGS
1. Review of the Projects at Counsellor’s Hall, 1st floor, KMC by Hon’ble Mayor
The agenda of the meeting was to discuss the development of various projects undertaken
by the organisations present and to avoid further duplication of work on similar projects.
Furthermore, the data collected by various organisations should be shared in-house to
make the projects/schemes more efficient.
A detailed presentation was made by the General Manager, CSML for different stages of
the projects which are as follows:

were discussed.
Along with CSML, ICLEI- SA, WRI, GIZ, IUC –EU and UMTC have presented the progress
of projects which is being implemented by them.
1) The six organisations completed their presentations and projects with
duplication/similarity were identified and mentioned to do the necessary follow up.
2) Honourable Mayor had directed partner agencies to take up projects outside Smart
City ABD boundary as ABD is already having funding for implementing projects.
Hence areas outside Smart City funding may be taken by partner agencies who are
working with KMC & CSML.
3) Follow up meeting will be held tentatively on 15th May 2019, 3:00 PM.
4) CSML – IT Department has to develop an online platform to share data among various

2. Market Redevelopment design review at KMCC Conference Hall of the
Projects at Counsellor’s Hall, 1st floor, KMC by Hon’ble Mayor
A meeting was requested by Kerala Merchants Chamber of Commerce to discuss detailed
designs of Ernakulam Market redevelopment project post meeting at KMC on 6 February
2019.
Meeting chaired by AP Muhammed Hanish, MD, CSML and members of KMCC G.
Karthikeyan, Vice-President, KMCC, Mohammed Sageer, General Secretary, George,
EMSOA, President
The agenda of the meeting was to discuss the development of Ernakulam & Broadway
Street pedestrianisation.

2 STATUS OF ABD PROJECTS
2.1 STATUS OF ABD PROJECTS
All costs provided are in INR lakhs in this section.
Module 1 Water supply
There were total of 14 projects identified under this module with serial number 1.1 to 1.14.
Based on the meetings conducted with Kerala Water Authority in initial phase of the
project it was suggested by the authority that KWA will implement projects 12 projects.
Therefore, these projects are categorized and considered as convergence projects. In the
Stakeholder’s meeting, KWA has requested to take up Smart Meter project for selected
area as pilot basis. Only one project Smart Water Meter project are under scope of SPV
implementation. The project scope is under discussion with KWA. It has been noted that
under AMRUT Rain Water Harvesting project has been taken up.

Scope – Access Roads
The existing internal roads are to be developed as Access roads between the smart roads
for improved traffic flow within the ABD area. The scope of works in Access roads are
mainly but not limited to upgradation of drainage facilities by construction of new drains,
Irish drains and restoration of existing drains as per site requirements, provision of
footpath (as per standards and space available) and surface improvement where ever
required. The CSML intends to develop 39 Roads in Ernakulam central area (14.439 Km)
and 87 Roads in Fort Kochi (30.141 Km). Landscape, hardscape and cycle lane. The
various components included (but not limited to) in this area – wide footpaths, landscape
corridor with trees, bus bays, on-street parking, road markings, median, improved
junctions, table tops, universal accessible design by introduction of ramps, benches and
planting beds, etc.

4.5 Escalator FOBs 240 Feasibility Stage
Smart Roads: Construction, operation and maintenance of Smart Roads
CSML intends to develop 5 roads in Ernakulam central area (4.9 Km) and 5 Roads in west
Kochi (3.2 Km) as smart roads. The scope of work includes developing the existing roads
mentioned above by upgradation and augmentation of foot path, provision of cycle lanes ,
providing Road Markings, Street Furniture, Bus bays, Street Landscaping works, utility
trenching/ducting works, Construction of new drains and restoration of existing drains as
per site requirements, shifting of utilities to underground trenches, foundation for street
light poles, monopoles and smart poles, installation of compact substations, individual
connections through feeder pillars, smart elements and other Miscellaneous works along
with operation maintenance of landscaping works.
Discussions have been held with Kerala Water Authority (KWA) and it has been requested
that any related work to the 24x7 water supply project must be in sync with Roads project.
Module 5 Energy Supply
There were total of 16 projects identified under this module with serial number 5.1 to 5.16.
Based on the meetings conducted with KMC, KSEB and PWD these all projects have

The Contract agreement for the implementation of the project has signed on 24th

photographs and details submitted to Kochi Municipal Corporation (KMC) and got

zonal office Assistant Executive Engineer as the Nodal officer for the PBS project.
In the month of March, short notice tender was called for the construction of paved surface
for 6 docking stations. Two vendors participated for the bid, but both of them quoted more
than 200% higher than the estimated cost. Hence, authority decided to cancel the tender.
It has been decided that, since Road Project Contractor is on board, request can be made
to Road Contractors to do the paver works at 6 locations.
Also, for construction of paved surface, site hand over procedure has to be completed; it’s
under process with KMC.
Module 11 Housing

As per the Smart City Proposal the project identified is ‘Scale up of GH into a Super-
specialty care centres’. However, what exact scaling up was required was not proposed.
Thus, the nature of upgradation was identified by CSML & PMC in numerous meetings
conducted with KMC & DMO & GH team. The initial proposal for General hospital was a
W & C ward. But as General Hospital did not have enough space for building a W&C ward
which was established when Smart City team started further discussions for GH proposal.
Hence again after numerous discussions with GH team & then KMC the proposal was
revised as Cancer ward adjacent to the Proposed cancer block by INKEL. Smart city team
had had many meetings regarding this change of scope with KMC. During a discussion
regarding the cancer care unit, it came up that since INKEL is already doing a project in

Cancer Extension Block, General Hospital: Projects intends to provide a dedicated cancer
specialty ward block as an annex to the Existing LINAC building. The Council has given
approval for Cancer Extension Block, General Hospital project on 9th October, 2018. The
LOA has been issued to INKEL for the construction of Cancel Extension Block, General
Hospital. Project cost estimation by INKEL has been submitted.
Outpatient & Admin block, Fort Kochi taluk Hospital & Out Patient & Admin block, Women
& Child Hospital, Mattancherry: Projects intends to provide a dedicated Outpatient
department with individual consultation rooms, waiting areas and administrative block.
The RFP has been submitted. Tender issued.
E- Health Solution for General Hospital: The General Hospital at Ernakulam is one of the
reputed Hospital which provides effective medical care to the citizens of the Kochi
Corporation and surrounding areas. General Hospital has a very old and ineffective IT
infrastructure which is an impediment to its efficient functioning. This requires urgent
upgradation. Concurrently e- Health solution is being developed and implemented by state
Health department which integrates all departments and government hospitals into an
efficient Hospital Information and Management system. It’s thus panned to upgrade the
IT infrastructure of General Hospital under the smart city mission project. LoA has been
issued to KELTRON. The contract agreement for the implementation of e-Health to be
signed.
Module 14 Education
There were total of 3 projects identified under this module with serial number 14.1 & 14.2.
Tenders were floated, and bids received from the bidders for the Smart class room project.
However, KITE Mission of Government of Kerala informed that a similar project is being
implemented by them on State Level thus the SPV should not continue with the selection

detailed maps consisting of the planimetric details, Plot boundaries micro level Land use
and utility services underground utilities as available from line departments need to be
generated by contact ground truth collection, updating of map and data linking.
Available data at CSML will be integrated with the Base Map in GIS during the survey
preparation of base map. The data will be collected in proper field data sheet format. The
base map prepared through on-screen digitization of imagery will be used for survey for
the updating purpose and finalization of layer wise Base Map with the attributes.

Final base map is to be prepared incorporating the data collected from survey and the
data for different entities. Hard copy base maps are to be prepared at 1: 1000 scale ward
wise/ ABD area wise. The base maps will be prepared in various layers for ease of
operation in GIS. Layer and data structures can be modified depending on the local
requirements of CSML.
KMC has proposed to implement the project. Scope of work based on DPR prepared by
CSML has been shared with KMC & Town Planning department for further action. KMC
to tender the project at the earliest.

1 The feasibility report was explained by Canal Expert to the Client and asked
for suggestions from them to be included in the revision. The team requested
CSML for defining the project boundaries and to limit the scope of works for
Canal Restoration Works. The team explained the hurdles in project delivery
as expectations without known limitation may vary at any stage that would
inevitably result in repetition of work. The team informed that for progressive
planning, the team would support in framing the scopes the form of the table
of contents of Feasibility Report and of DPR. Also, a vetting of the same by
CSML was requested.

2 CSML suggested that proper dredging must be done to maintain continuous
flow from start to end. The team (PMC) explained that the dredging aspect
would be considered in the study.

3 CSML suggested that the side wall protection must be provided. PMC agreed. PMC
4 CSML suggested that the Market and Mullassery Canals should be zero
tolerant to waste water and the waste water inflow must be eliminated. The
team explained that a DPR of Sewerage, where STP has been proposed in
the Fort Kochi area, which would be releasing treated waste water to the
Kalvathy Canal had already been tendered. The team apprised CSML of
similar proposals that have been made for Market and Mullassery Canals
subject to availability of space for STPs for which study would be required.
CSML was of the view that a separate sewer/trunk system should collect and
dispose the waste water into the existing sewer network of KWA in the project
areas. The team informed that it would essentially require a sewerage study
and design of network in the project areas including survey works for internal
storm water and waste water networks. Team also added that they have
requested for CSML suggested that CSML is taking assistance of the agency
GIZ to do any survey or any data collection. They will take it up with GIZ for
all Canal related surveys

3 It was desired by CSML to maintain continuous flow all through the canal and
to terminate the waste water inputs to the canal. The team agreed. However,
the team asked CSML whether a separate project should be floated for the
waste water study for the network, which are contributing to the canals or it
should be included in the Canal Restoration Project. CSML informed that the
waste water study in the area shall a part of the Canal Restoration works.

4 It was indicated by CSML that dredging might affect the safety of side walls.
Hence, suitable methodology should be adopted. The team agreed.

5 The demolishing and reconstruction of canal structures were recommended
by CSML in the damaged portions of the canal walls.

6 CSML asked to consider the whole canal in West Kochi in the Canal
Rejuvenation project. The portion outside ABD may be done in second phase.
However, as the matter was beyond the ABD area and AMRUT had been
working on it, the team requested to know of the study completed by AMRUT.

7 CSML asked to check the possibility of laying sewer lines along the canal bed.
The team agreed.

8 CSML wanted to discuss with MD regarding including the whole canal in West
Kochi in the restoration project sensing that doing project only in ABD would
not be effective in improving the quality of water. The team agreed.

9 CSML suggested on providing pipelines along the canal in West Kochi outside
ABD area to collect the waste entering the canal and it can be taken to the
proposed STP. The team agreed to check such possibility upon clarifications
by CSML whether the area beyond the ABD be considered in the project.

10 The team informed that along the Market Canal, the proposed location for STP
was at GCDA parking ground near marine drive, whereas for Mullassery
Canal, the Children’s Park area could be utilized, or the Pump Station -1 near
Maharaja’s College Ground could be utilized upon study and verification.
However, CSML discouraged STP to be proposed in Market and Mullassery
canals. Instead, CSML recommended to collect the waste water entering the
canal and connect it to the existing sewer lines of KWA. The new/proposed
sewer could be laid along the canal to collect the waste water. The team
agreed to take up the study and informed that such study would require
additional time and resources for project planning and design works.

11 CSML asked to identify all the outlets to the canals and to find the existing
sewer lines by KWA to check the feasibility. The team agreed.

12 The following recommendations were made by the CSML:
• For fencing, mesh should be provided.
• While reconstructing the canal, the existing width should be retained.
• RCC lining may be provided along inside of canal in the same way as
done in Thevara canal. But in may reduce conveyance.
• Aeration process must be considered, and mesh should be provided at
areas, which are vulnerable to throwing waste.
• Repair/ modify the bridges across market canal.
The team assured to check the feasibility of the above.

17 CSML advised that regular maintenance should be done to avoid siltation.
CSML was of the view that local participation and inclusion of students could
be explored for the maintenance of the canal after restoration. The team
agreed to check the possibilities.

along Mullassery canal. The team agreed.

3 As the portion of the canals are also lying outside ABD areas, the
Mayor suggested on considering the whole canal in the restoration
program to make the flow continuous also make a complete solution
for the quality of water. The team informed that it would be

Suggestions were made on arrangements, such as gates at certain
intervals to be provided along canal side walls to allow entry for

5 The Mayor asked if fencing with good quality and properly welded
frames could be provided along the canal to prevent the disposal of
wastes into it, mainly in market canal. She further suggested on

the Mayor. She stressed on arrangement for the exit of stormwater
drains beneath the walkway.

panels on top of canals, but the streetlights will have conventional

style bridge (cast iron) while designing the side walls of Mullassery
Canal. For the bridge maintenance/renovation, the Mayor
suggested to consider precast bridges (e.g. bridge at Kadavanthra

that the Mullassery area was already having STP connection and it

be studied for the canal restoration project.

3. ICLEI- SA Presentation:
The organisation is working on two sectors:
- Integrated action on Biodiversity
The aim is to divide into 8 zones and develop a Local
Biodiversity Action Plan for Kochi.
- Eco-logistics
The aim to make an Action and Demonstration Plan and Policies for
Low Carbon Freight for sustainable city.
2015 studies on Emission level show that the transport sector
contributes for 29% of total emission, showing the relevance of the
need to improve Low Carbon Freight.
The focus is on Industrial belts, Oil Refinery, Markets
2019 2022
4. WRI Presentation:
The organization works on different sectors like Urban development,
Energy, Innovation, Sustainable Landscapes
Reimagining Fort Kochi Project- Developing Fort Kochi into liveable
spaces as part of TUMI Demonstration Project.

b) Street Enhancement
c) Tactical urbanism- pocket parks and parking
In Innovation sector, the use of Data, Technology, Design to
address the real mobility challenges in Kochi.
In Energy sector, the aim is to prepare a Road Map on Zero-Carbon
Building Program. Equitable allocation of green infrastructure and
built community resilience were mentioned under Cities for forests.
5. GIZ Presentation:
The different projects are being planned by GIZ to be undertaken.

6. IUC –EU Presentation:
IUC broadly has two components
- City to City Sustainable Urban Development
- The Global Covenant of Mayors for Climate &
Energy
Through the IUC City to City programme, cities and regions across
Europe have entered into partnerships on sustainable development
with counterparts from around the globe, and are focusing their
cooperation on solid waste management, water management, and
mitigating climate change.
The Global Covenant of Mayors for Climate & Energy- South Asia
aims to reduce Green House Gas emissions by 2030 and also work
on Data 4 Cities, Innovation 4 Cities, and Invest 4 Cities.
7. UMTC Presentation:
The projects mentioned were:

Reduce Climate Impact
Low Carbon Transport Efficient Cities
8. 5) The six organisations completed their presentations and projects
with duplication/similarity were identified and mentioned to do
the necessary follow up.
6) Honourable Mayor had directed partner agencies to take up
projects outside Smart City ABD boundary as ABD is already
having funding for implementing projects. Hence areas outside
Smart City funding may be taken by partner agencies who are
working with KMC & CSML.
7) Follow up meeting will be held tentatively on 15th May 2019,
3:00 PM.
8) CSML – IT Department has to develop an online platform to
share data among various agencies

Brief:
Market Redevelopment Project
By around 4:45 PM, the meeting began with introduction session by Mr. Ajaya Kumar. Brief of
introduction is as follows:
Major strategies followed in preparation of market redevelopment plan include:
1. Design follows building rules for parking setbacks etc. Therefor Hence two floors will be
required to accommodate all existing market users.
2. Cleanliness will be maintained and space for registered street vendors will be provided.
Infrastructure facilities including waste management, toilet facilities, parking etc.
3. The complex is designed in such a way that trucks are managed no that on- road traffic is not
interrupted. Basement with four floors market complex with MLCP and Truck parking facility
(loading/ unloading) at Market square are proposed. Various floor wise provisions were
discussed afterwards.
4. Direct access to ground as well as first floor of the market floor is another key factor. 2 ramps,
each for pedestrian and LCV movement are proposed for that. A bridge across market canal
is also proposed for continuous vehicular movement.
The major points raised by the audience during the presentation are concerned with inconveniences
associated with carrying luggage unloaded at Market square, truck/ LCV parking, provision of service
lift, suitability of design for handling activities of wholesale market etc. Only 2- 5% of the Ernakulam
market deal retail business.
As the presentation got over, one to one discussion began and Shri. APM Mohd Hanish Sir moderated
the discussion.
Q1. Regarding relocation plan during construction period.
Most of the stall owners are handing business from last 60- 70 years. Around 1000 people
depend on this market for their livelihood. Hence relocation plan is very important.
Mod Finalisation of any decision regarding the relocation of stalls during construction phase
will be taken after considering conveniences of everyone and discussion between
respective councillors, district collector etc.
Q2. Stall owners prefer Marine Drive ground for relocation considering its proximity to existing
location. As going far, it can affect market as well as its related businesses.

Current statistics:
210 stall owners are associated with Ernakulam Market: 206 at ground floor and 4
at first floor. 1 health office is also located at first floor level.
Meat stall: Beef (2); Mutton (1); Fish; Chicken (3) etc.- thus making upto 225- 230 stalls.

Every day the market handles around 10- 30 vegetable trucks; 8- 10 trucks carrying
banana. Thus 10 – 45 heavy loads trucks and LCVs.
From stall owners’ side, shifting of around 10- 30 stalls is preferred. But the rest shall be
accommodated at ground floor.

Lack of space in Ground Floor for accommodating more stalls is due to fact that more
space for parking/ loading unloading facilities and other infrastructure are given in
proposed design.
Q4. Being a wholesale market, car parking provisions exactly according to KMBR is to be
explored.
Q5. Heritage aspect of the market to be considered.
Mod Ernakulam Market is not a heritage building as per data available.
Q6. Need for provision for transfer of goods to LCVs and road width to accommodate all.
Basement parking suggested to be removed and to be taken to second floor.
The basement space can be utilised for arranging stalls instead of first floor.
4 floor building in 1-acre land likely to create congested space.
Appropriate facilities which favours the smooth functioning of wholesale market is
preferred for the design.
Q7. Clarity regarding the proposed rental rates, written confirmation on space allocation after
construction etc.
Conclusion:
The major concerns highlighted in the discussion is as follows:
Giving preference to ground floor space for accommodating stalls after construction.
Appropriateness of parking provisions
Clarity in relocation during construction and reallocation after construction
Site visit to market and a meeting are scheduled on Monday and further again on next Sunday.
As fish market can be shifted to first floor as it doesn’t require heavy vehicle.
Clarity on rental rates revision and relocation to be made.
A letter ensuring the allocation of stalls for all existing market users after the construction is
promised to be issued from KMC and handed over in presence of Dist. Collector.
Broadway Street Upgradation Project The details of the proposed design of Broadway street was elaborated. Proposed design suggests removal of two-wheeler parking from the street and suggests KTDC plot and GCDA ground for accommodating the parking requirement. The proposal was accepted by all considering the multiple benefits of the design.
Conclusion: Representatives from the KMCC association gave away vote of thanks thanking all technical team for developing Ernakulam Market. The association appreciated the initiative and expressed their willingness to co-operate with the initiative. Need for co-ordination of all technical team, community, politicians, bureaucrats etc to be maintained for the success of the project was emphasised. Similarly, all concerns and from community side shall be addressed in design of the project. KMCC representative concluded the discussion extending their thanks towards the Smart City team.
