MINSTER PARISH COUNCILPUBLIC OPEN MEETING
20th OCTOBERPARISH COMMUNITY LED PLAN
Present Councillor Bob Grove (Chairman Minster ParishCouncil); Councillors Cole, Day, Glover and Ms Morling-Grove
The meeting was attended by 68 residents includingCouncillor Charles Hibberd (KCC) and Councillor Jarvis(TDC), Kyla Lamb (Clerk to the Parish Council) and ParishCouncillor Clayson (St. Nicholas & Sarre Parish Council)
Chairman Councillor Bob Grove introduced the meetingand thanked residents for attending and showing theirinterest in the future of Minster. Councillor Groveemphasised the importance of forming a Steering Committeeto identify the needs of the Village in planning for the future.
The Clerk, Kyla Lamb, outlined the purpose of themeeting in identifying the future needs and aspirations ofthe Village following on from the Health Check undertakenin 2001.
Carl Adams (Action with Communities in Rural Kent)explained the role of ACRK and the importance ofundertaking the research for the Community Led Plan whichwould form the basis of the views of the Parish Council informulating the policies of the Thanet District Council inpreparing its future strategic plans for the development ofMinster and the rural areas. The preparation of the
Community Led Plan would lead into identifying whethera Neighbourhood Plan should be produced and theimportance this would have on the County and Districtprocesses for the strategic planning of Minster. ANeighbourhood Plan would identify whether future housingdevelopment and other commercial development was neededin the Village.
Councillor Bernard Clayson (St. Nicholas & SarreParish Council) outlined the procedures that had beenfollowed in producing its Parish Plan and on the statisticalinformation it had produced to support the way forward tothe Parish.
The Chairman then adjourned the meeting and invitedthose present to attend the workshops and express theirviews on housing and development, social matters, theenvironment, transport and the economic wellbeing of theVillage.
Following the adjournment the convenors of theworkshops reported on the views expressed which would becollated and reported to the Steering Group for detaileddiscussion. A Steering Group will be formed from thoseresidents who expressed a wish to serve on that Group andthe Chairman thanked those persons for making themselvesavailable to move on the process for the development of theCommunity Led Plan.
The Chairman closed the meeting and thanked all ofthose present for attending.

EDITORIALDisappointed to wake up this morning only to find my car had
been broken into and a mobile phone had been stolen. Then later Iheard I wasn’t the only unlucky resident as others had also had their
vehicles looted. So mums and dads please keep your eyes open for aMotorola V3 metallic blue mobile flip phone, originally in a blackleather case, a white Ipod Touch and a pair of Ray-Ban Semi smokedsunglasses, all are items known to have been stolen on the night of19th October. If the perpetrator is reading this and I’ve pricked theirconscience and they still has these items, plus anything else theymay have taken that night, then returning them to the library andleaving them for attention of Minster Matters will result in nofurther action being taken and we’ll see that the rightful owners getthem back.
Extra hands this month to help with getting the magazine out ontime. Thank you to Diana and Kevin, also Diane and Julie forstepping up to answer our recent plea for more volunteers. Now allwe have to do is train them before they change their minds!!
By the time most of you read this I shall be ‘officially retired’having reached my 65th birthday on Saturday 27th - (still only 21 at
heart) but at the present moment whilst writing, I’m just wondering if I’ll noticeany difference ?? I doubt it, but maybe it’ll warrant my other half bringing mea cup of tea in bed and allowing me to have a bit of a lie in, at the very least - methinks I’ll just have to wait and see on that count.
Have you visited Attwells recently ? I noticed the other day that one of themore daring groups in this village have taken to removing their clothes to getnoticed !!!! Actually what I saw was a Minster Playhouse Calendar for 2013which depicts certain members of their group in various stages of undress.Karen tells me if anyone wants a copy they are on sale at a very reasonable£7-99, if that’s what floats your boat. I have been expecting a member of thePlayhouse to contact MM, to make a formal announcement, via our pages, thatthe publication was available, but not a word has been forthcoming, so I’mwondering if they are all now feeling a bit bashful about spreading the word.Well worry not I’ve now done it for them, so if you’d like some half nakedvillagers on your wall next year then pop along to the newsagents and getyourself a copy.
Where have all the youngsters gone ? The Mayhems, I am told, are closingdown (hopefully only temporarily), as they cannot, at present, get enoughyoung blood to keep the group going. Come on kids let’s not lose our wellrespected Maypole group. Please contact Dominique and make her day byjoining up. Seeher plea on page13 of this issuefor more info.

PRESCRIPTIONS AND DISPENSINGRecently there has been some confusion concerning the
dispensing of patient’s prescriptions. NHS guide lines state thatif any patient lives further than 1 mile from a pharmacy then thosepatients can have their medication dispensed at the surgery.Patients who live within 1 mile of any pharmacy therefore, haveto get their medication dispensed elsewhere. They CAN CHOOSEWHATEVER PHARMACY THEY WISH and are not restrictedin their choice, in any way, at any time. Of course, repeatprescriptions will always have to be requested at the surgery inthe normal way.

Emergency Response ExerciseThe Salvation Army in Minster was involved in the recent
Emergency response Exercise carried out in the Port of Ramsgate byKent County Council.
The exercise involved simulating the response to a serious accident involvingshipping. The Coastguards from the UK, France, Holland and Belgium cametogether alongside other land-based agencies to co-ordinate response strategies.The Salvation Army Emergency vehicle, based in Maidstone was there to providehot beverages and Minster Corps supplied over 140 packed lunches to feed thoseinvolved in the exercise. Volunteers from the church prepared the lunch packsusing bread donated by local baker Bruce Trent and locally grown apples suppliedby local greengrocer Caelen Cheesman of ‘Greens of Minster’. Tesco Broadstairsalso contributed to the event through a charitable donation.
Thanks go to the members and volunteers of Minster and local businessesthat assisted in this important exercise.

CAKE DECORATING CLASSESAre held on Monday evenings in the village hall and are taught by Kate, an
award winning cake decorator whose cake won best in show at the 2009 WelshInternational Culinary Championships.

LEUKAEMIA & LYMPHOMA RESEARCH FUNDTHANET BRANCHAt an excellent charity event in Minster, Branch Treasurer Dot Mitchell was presented with
a special Merit Award from the national Trustees of the Charity for her voluntary servicespanning 38 years.
Jonathan Cox, Finance Director of the Fund who presented the Award spoke of how Dotwas a member of the committee that set up the Branch in 1974 and has been Treasurer since1975. He described how the Award was the gold medal for voluntary service to the Fund andcould only be awarded every three years to any one Branch. Dot has shown selfless supportfor the Fund both at a local and national level and was an inspiration to all those who cameinto contact with her.
The Charity event was organised by John Snowdon and the Ageing 10 entertainers whohave been raising money for local charities for over ten years. A total of £1,300 was raised forLeukaemia and Lymphoma.

meeting on Friday 30th November - Interested? Then do please come along.We are still very busy making warm garments, gloves, scarves, hats
etc., to form a Christmas tree that will be displayed in the library window.This will then be given to the Salvation Army for distribution to the

MINSTER ARMBOUTS CAPPEL TWINNING ASSOCIATIONI got a “must do better” for my brief piece last month! Therefore, here goes.The AGM will be on FRIDAY 16 NOVEMBER at 7.30 pm at the
Neighbourhood Centre. Please come and see us then. New members will alwaysbe welcome and are necessary for the future of the Association. We shall be votingfor new officers so please support us. No doubt, we will retain some “old” officerstoo! We need fund raising ideas and help and village thoughts on future trips toFrance.
We will be having a table at the Village Hall Christmas Bazaar and again lookforward to your support. There should be ..... .... ‘NO’ we will keep it secret untilthe day, in case there are spies and thieves around! Our genius is to be protected. Ifwe say you will enjoy it if you like food, a flutter and a bargain, then that will suffice.
We are planning a race night and a quiz so watch this space for dates. AnniversaryCelebrations in France next year will on 5 May so start saving now to have a greattime in Armbouts Cappel for that celebration. Then there will hopefully be Fun Day– with good weather booked for a change – and our presence at the Minster Show.

MINSTER IN THANET WIMarion Rose welcomed members to the October meeting and,
following a rousing rendition of “Jerusalem”, the evening’s speaker,Eileen Booker, was introduced.
Eileen’s “Crafts for Christmas” was extremely well received by all as shedemonstrated quick, easy and reasonably-priced ways to make numerous lovelyChristmas tree, table and house decorations.
The Minster Institute’s Dabble Day is on the 3rd November with Pottery,Beading, First Aid in the Home and Glass Painting on offer. The next SunshineClub outing is to Bladbean Gardens. The three options for the venue of theBirthday Dinner in February 2013 were discussed.
After refreshments, Marion reminded members of Minster WI’s annualmeeting, on the 13th November, during which committee members and officerswill be elected for the following year. A show of hands decided that a choice ofcake or cheese, with wine or fruit juice will be served on that evening. TheChristmas Party (on 11th December) was discussed and donations for thehome-cooked food, together with hamper donations, were requested.Entertainment for the Party remains a mystery but Marion was assured by theCommittee that it was in hand!!
Marion put forward an idea that we should become a Link WI with NorthTonbridge WI and it was generally thought to be a good thing to twin with thatInstitute. Dorothy Douse has been nominated for the NFWI Board of Trustees.
Before the raffle, Marion asked that the Minutes of the last meeting be approvedand seconded, she then confirmed that November’s meeting will be on the 13th.
October’s meeting closed at approximately 9.25 pm.Other regular activities, held in the Village Hall Committee room, are:Darts, every Tues 2 – 4 pmCoffee & Chat (every 3rd Thurs. 10 am – 12 noon) Nov’s = 15thGames Evening (every 4th Wed. 7.30 – 10 pm) Nov’s = 28th

Fish Bait Fly Tipper ProsecutedA Margate man who fly-tipped potentially hazardous fish bait
by-products has been fined £3,000 after being successfullyprosecuted by Thanet District Council.
Reginald Gary Wilson (27) of All Saints Avenue, Margateappeared at Canterbury Magistrates’ Court on Tuesday 28 Augustand pleaded guilty to disposing of controlled waste. The offencewas contrary to Section 33 (1) a of the Environmental ProtectionAct 1990.
Wilson was fined £3,000 with £100 costs, plus £225 clean-upcosts and £15 victim surcharge, totalling £3,340.
Magistrates heard that on 4 November last year, council StreetScene officers were alerted to a fly-tip incident at Marsh FarmRoad, Minster - a local beauty spot.
The waste was discovered to be the by-product used in theproduction of fish bait, and included an estimated 100 plastic potsof rotting egg and three vegetable oil barrels. These were all pouredinto the watercourse that runs alongside Marsh Farm Road acrossan area exceeding six metres in length.
Marsh Farm Road had to be closed while the waste wasassessed, and the subsequent clean-up required work by the council,Kent Police, Kent Fire and Rescue and the Environment Agency.
Following detailed council-led investigations, Mr Wilson wasinterviewed under caution by council Street Scene officers. It wasdiscovered that he collected waste in a van from a localbait-producing company, even though he was not licensed to doso. CCTV evidence was used in compiling the evidence for theprosecution.
Leader of the Council, and Cabinet Member for Corporateand Regulatory Services, Cllr Clive Hart said, “The council hasa zero tolerance attitude towards fly-tipping, and we will nothesitate to prosecute offenders. Such activity is simply inexcusable.
“The waste left at Marsh Farm Road spoiled a picturesquepart of Thanet, but we will vigorously pursue any incidentswhenever and wherever they take place. I hope that the fineimposed by magistrates in this latest court case will act as a suitabledeterrent to those tempted to ruin our area through fly-tipping.”
