While this is a new initiative, the goal of preparing students to be college and career ready upon graduation is not a new one for the district—HISD has significantly increased participation in college readiness and entrance assessments since 2009. This College Bound Report provides a brief synopsis of HISD participation in and performance of college-bound students on the 2014–2015 administrations of the ReadiStep assessment, the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), the SAT, ACT, Advanced Placement (AP) Exams, and International Baccalaureate (IB) exams. Data for HISD students enrolled in dual credit courses and in college are also presented. Key Findings: More HISD high school students are taking college readiness and entrance
assessments than did so two years ago. While participation rates in PSAT/NMSQT, SAT, and ACT, AP and IB have remained relatively flat over three years, because of the increase in the number of students enrolled in the district, more students are taking these assessments.
Performance on these exams has remained relatively stable. Mean scores in 2014–2015 have not varied significantly from those in 2012–2013, except in the case of PSAT/NMSQT where there has been a slight decline. The proportion of students who met College and Career (CCR) Readiness Benchmarks in ReadiStep increased between 2012–2013 and 2014–2015. There have also been improvements in the proportion of students meeting CCR Benchmarks in PSAT/NMSQT, though proportions of meeting CCR among students who took the SAT, ACT, and AP have remained flat.
Enrollment in dual credit courses remains popular among HISD students. More than half of the students enrolled in grades 11–12 have completed a dual credit course; indicating that HISD juniors and seniors are prepared for college-level work. As a result, more HISD students are enrolling in higher education than before, and earning postsecondary credentials.

Executive Summary In 2014, Houston ISD launched its Global Graduate Initiative. The district’s and initiative’s goal is to ensure that each HISD student graduates ready for the world. The profile of an HISD Global Graduate is one of a leader, a skilled communicator, adaptable & productive, a critical thinker, a responsible decision maker, and a college-ready learner. While this is a new initiative, the goal of preparing students to be college and career ready upon graduation is not a new one for the district. That’s why HISD has significantly increased participation in college readiness and entrance assessments since 2009 with the implementation and expansion of programs such as SAT School Day and funding both the cost of PSAT exams to sophomores and AP Exams to all students.
This report provides a brief analysis of Houston Independent School District (HISD) participation in and performance of college-bound students on the 2014–2015 administrations of the ReadiStep assessment, the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), the SAT, ACT, Advanced Placement (AP) Exams, and International Baccalaureate (IB) exams. Data for HISD students enrolled in dual credit courses and in college are also presented.

Introduction and Purpose This report provides a brief analysis of Houston Independent School District (HISD) participation in and performance of college-bound students on the 2014–2015 administrations of the ReadiStep assessment, the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), the SAT, ACT, Advanced Placement (AP) Exams, and International Baccalaureate (IB) exams. Data for HISD students enrolled in dual credit courses and in college are also presented.
Presented below is a brief summary of previously-published HISD reports on student performance. In order to view the detailed reports on each assessment that disaggregates data by demographic student group and campus and provides state and national comparisons, please visit HISD’s Research and Accountability website at http://www.houstonisd.org/Domain/8269. Appendix A offers a brief summary of the various assessments and how they compare and contrast. Campus profiles of participation and performance in each assessment can also be found at the end of this report.
ReadiStep The ReadiStep assessment from the College Board is a low-stakes middle school assessment which serves as the first step on the “College Readiness Pathway” preparing students for the PSAT/NMSQT and for the SAT. ReadiStep has three sections: Critical Reading, Mathematics, and Writing. ReadiStep has been discontinued following the 2014–2015 academic year; the new PSAT 8/9 will take its place for 2015–2016 and beyond.
How many students participated in ReadiStep? The fifth administration of ReadiStep took place in October 2014. A total of 9,876 eighth-graders (72%) took the assessment, which reflects an eleven percentage-point decline from the proportion of eighth-graders who took ReadiStep in 2012–2013 (83 percent) (Figure 1).

How well did students perform on ReadiStep? The maximum score for each ReadiStep subject is 7 and for the Composite is 21. Students who took ReadiStep in 2014–2015 performed nearly the same as students in 2013-2014 and 2012–2013 (Figure 2, p. 3). Scores have remained flat for about three years. Students tend to perform slightly better on Math than on Critical Reading or Writing.

The College Board assigns College and Career Readiness (CCR) Benchmarks for students who take ReadiStep in the eighth grade. This is the score that eighth-grade students should meet or exceed to be considered on track to be college ready. The CCR Benchmark for Composite scores is 11.8, for Critical Reading is 3.8, for Math is 3.7, and for Writing is 3.8. Figure 3 shows the proportion of students who met each CCR Benchmark in 2012–2013 through 2014–2015. Nearly one out of four students who took the assessment in 2014–2015 met the Composite CCR Benchmark—this is a four percentage-point increase from three years ago. Students were more likely to meet the CCR Benchmark for Math than for Writing.

Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) The Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT), which is a national examination administered in October of each year by the College Board, measures Critical Reading, Mathematics, and Writing skills. The PSAT/NMSQT serves as preparation for the SAT. An important benefit is that the PSAT/NMSQT serves as a qualifying examination for numerous scholarship programs that are sponsored by corporations, colleges and universities, and other organizations, including the National Merit scholarships. Students are able to qualify for these scholarships depending on the score they earn when they take the exam in their junior year, however, students are encouraged to take the PSAT even as freshmen and sophomores. HISD provides funding so that all freshmen and sophomores are able to take the PSAT/NMSQT test for free. Additionally, HISD offers the College Board Early Preparation Program to incoming freshmen in order to prepare them for the SAT and SAT Subject Tests. Students also received personalized feedback on their command of the skills needed to graduate from high school and succeed in college courses.
How many students participated in PSAT/NMSQT? Figure 4 shows that almost 33,400 HISD students took the PSAT/NMSQT in 2014–2015—this figure represents 82 percent of students who were enrolled in grades nine through eleven. Both the number of students enrolled and the number of students who took the exam have increased since 2012–2013, thereby maintaining steady participation rates.

How well did students perform on PSAT/NMSQT? Figure 5 (p. 5) displays the mean PSAT/NMSQT Composite and subject scores for three years. Each subject on the PSAT/NMSQT is scored from 20 to 80 and Composite scores range from 60 to 240. Figure 5 shows that the average Composite score among students who took the exam in 2014–2015 was 111.6. Consistent with ReadiStep data, students tend to score higher on the Math portion of the assessment. Average Composite, Critical Reading, and Writing scores have declined slightly each year; average scores for Math have remained flat.

This is the score that sophomores and juniors should meet or exceed to be considered on track to be college ready. The CCR Benchmark for Composite scores is 133 for sophomores and 142 for juniors. Figure 6 shows the proportion of students (both sophomores and juniors combined) who met the benchmark in 2012–2013 through 2014–2015. More than one out of five students who took the assessment in 2014–2015 met the Composite CCR Benchmark—this is a two percentage-point increase from the year before.

SAT The SAT is a college-entrance exam and the third in the suite of college readiness assessments developed by the College Board. The SAT is designed to measure developed verbal and mathematical reasoning abilities related to successful performance in college. The test was redesigned for 2005 and included a Writing component. The assessment will change again in March 2016. The test is offered seven times per year and is typically taken by juniors and seniors. The data presented in this section reflect performance of graduating seniors for each year, as self-reported by students to the College Board when they took the exam.

How many students participated in SAT? Figure 7 shows that almost 9,500 HISD students in the Class of 2015 took the SAT—this represents 89 percent of seniors. In Spring of 2011, HISD implemented a school-day administration of the SAT for all juniors. As a result, the number of students enrolled and the number of students who took the exam have increased since 2012–2013, thereby maintaining steady participation rates.

How well did students perform on SAT? Each subject on the SAT is scored from 200 to 800 and Composite scores range from 600 to 2400. Figure 8 shows that the average Composite score among the Class of 2015 was 1250. Consistent with ReadiStep and PSAT/NMSQT data, students tend to score higher on the Math portion of the assessment. Average Critical Reading, Math, and Writing scores for the Class of 2015 have remained flat compared those for the Class of 2013.

Students were more likely to meet the CCR Benchmark for Math and less likely to meet it for Writing.

ACT The ACT is a college admissions exam in which there are four subjects tested: English, Math, Reading, and Science. The ACT is offered six times per year and is typically taken by juniors and seniors. The data presented in this section reflect performance of graduating seniors for each year, as self-reported by students when they took the exam.
How many students participated in ACT? The ACT is not as popular among HISD students as the SAT. Figure 10 indicates that approximately 18 percent of the Class of 2015 took the ACT. This participation rate is one percentage point lower than that of the Class of 2014 (19 percent) and almost two points lower than that of the Class of 2013 (20 percent).

How well did students perform on ACT? Each subject on the ACT is scored from 1 to 36 and Composite scores are an average of scores earned on the four subjects. Figure 11 shows that the average Composite score for the Class of 2015 was 20.8. Average Math scores were highest and English scores were lowest. Average scores across all subjects for the Class of 2015 have remained relatively flat compared to those for the Class of 2013.

The ACT has also identified College Readiness Benchmarks indicating college and career readiness. A student is considered to be ready to succeed after high school if a student earns or exceeds scores of 18 in English, 22 in Math, 22 in Reading, and 23 in Science. Figure 12 shows the proportion of students who met College Readiness Benchmarks on all four subjects and each subject from the Classes of 2013 through 2015. Three out of ten students in the Class of 2015 met the Composite Benchmark—this rate is higher than that of the Classes for the previous two years. In general, students were more likely to meet the Benchmark for English and less likely to meet the Benchmark for Science.

Advanced Placement (AP) The College Board’s Advanced Placement (AP) Program provides participating high school students with the opportunity to take college-level courses and earn college credit, advanced placement, or both. A possible 36 examinations in Arts, AP Capstone (new for 2014–2015), English, History & Social Science, Math & Computer Science, Sciences, and World Languages & Cultures are administered in May. The Advanced Placement (AP) Program represents a critical element in HISD’s efforts to inject rigor into the high school classrooms. Since 2009, the AP course offerings in HISD have been vastly expanded, with more campuses offering a wider selection of AP courses that exposes a larger percentage of the high school population to academic rigor.
How many students participated in AP Exams? Figure 13 (p. 10) shows the number of students enrolled in grades 9–12, the number of AP Exams taken by students in high school, and the number of high school students who took at least one AP Exam. The number of HISD students who took AP Exams and the number of AP Exams students took have increased between 2012–2013 and 2014–2015. About 27 percent of high school students in 2014–2015 took an AP Exam—a rate similar to that in the previous two years. It is important to note that AP Exams are taken most commonly by students enrolled in grades 10–12, though some HISD 8th and 9th graders also participate.
One out of every three AP Exams taken by HISD high school students received a passing score in 2014–2015.

How well did students perform on AP Exams? Each AP Exam is scored from 1 to 5. Students require a score of 3 or higher to “pass” the AP Exam and potentially earn college credit. Figure 14 shows the percent of AP Exams that received a score of 3 or higher by subject for the years 2012–2013 through 2014–2015. One out of every three AP Exams received a score of 3 or higher in 2014–2015—this is two percentage-points lower than in the year before but similar to that in 2012–2013. Students who took AP Exams in Arts, Math & Computer Science, AP Capstone, and World Languages & Culture were most likely to earn a score of 3 or higher.

International Baccalaureate (IB) The IB Diploma Programme is a two-year course of study that prepares students for college. The IB Diploma Programme is recognized and accepted by universities around the world. Similar to the AP program, students with high scores on IB Exams can earn college credit or advanced placement at a college or university. Students participating in the IB Diploma Programme are required to take six exams in the following subjects: Literature, Language, Social Science, Experimental Science, Mathematics, and Art. Students may also choose to take individual IB courses and IB Exams instead of participating in the full degree program.
How many students participated in IB Exams? Two HISD high schools participated in the IB Programme between 2012–2013 and 2014–2015: Bellaire and Lamar High Schools. The total number of students who took IB Exams increased from 610 students in 2012–2013 to 698 in 2014–2015 (Figure 15). Of the two participating schools, Lamar High School has more students who took an IB Exam (in 2014–2015, there were 649 and 49 students who took IB Exams at Lamar and Bellaire, respectively). Approximately 23 percent of juniors and seniors at Bellaire and Lamar took IB Exams in 2014–2015.

How well did students perform on IB Exams? Each IB Exam is scored from 1 to 7. Students require a score of 4 or higher to “pass” the IB Exam and potentially earn college credit. Figure 16 shows the percentage of IB Exams that received a score of 4 or higher for the years 2012–2013 through 2014–2015. One out of every two IB Exams received a “passing” score in 2014–2015—this is a 21 percentage-point decline from 2012–2013 (70 percent). Almost 78 percent of IB students tested at Bellaire scored 4 or higher on IB exams compared to 48 percent at Lamar.

One out of every two IB Exams taken by HISD Students received a
score of 4 or higher in 2014–2015.
Dual Credit Enrollment In addition to the use of assessments, college readiness can also be determined through enrollment in and completion of dual credit courses. A dual credit course is a college course taken by a high school student where the student earns both college and high school credit, which saves the student money and time toward college degrees before finishing high school. Students must meet certain eligibility requirements in order to participate. Students who enroll and perform well in dual credit courses are not only college-ready but also are college-proven. In 2013–2014, more than half (56 percent) of students enrolled in HISD in grades 11 and 12 had completed at least one dual credit course in any subject (Texas Education Agency Texas Academic Performance Report, 2015).

Postsecondary Enrollment The number of HISD graduates who enroll in college within one year of graduating from high school has increased by 15 percent to 5,473 from 4,759 between the Class of 2014 and 2005, respectively (Figure 17). Approximately 57 percent of the Class of 2014 enrolled in college within one year of graduating from high school. Among those who enroll in college, 45 percent of the Class of 2009 had earned a postsecondary credential (i.e., certificate, associate or baccalaureate degree) within six years.

These assessments measure a variety of skills and competencies, the mastery of which have proven to correlate with student success in both college and career. For example, research from ACT found that students who meet ACT College Readiness Benchmarks are less likely to require remediation than those who do not meet the Benchmarks; students who meet Benchmarks are also more likely to enroll in college immediately after graduation, return for a second year, and perform well in college coursework (ACT, 2010). Furthermore, the College Board discovered that students who meet or exceed readiness standards on both SAT and AP tend to enroll in college, especially four-year universities, at a higher rate than those who did not meet CCR Benchmarks (Wyatt et al, 2011). These assessments also help to track student preparation and progress. While ReadiStep has been discontinued after 2014–2015, the exam helps outline areas in which students might require additional support and areas in which students have demonstrated proficiency. Such feedback can help students focus their efforts and develop critical skills. The new PSAT

8/9 which will take ReadiStep’s place in the suite of assessments offered by the College Board will continue to aid students early on and prepare them for critical exams such as PSAT/NMSQT and SAT.
Definitions of college readiness are quickly encompassing more than just a score on one assessment. In fact, to be considered both college and career ready, students may demonstrate performance on the State of Texas Assessments of Academic Readiness End-of-Course assessments (STAAR EOC), Texas Success Initiative (TSI), SAT, or ACT. Another way to prove college readiness is to take Dual Credit courses which provide students with both high school and college credit upon course completion—approximately half of HISD students enrolled in 11th and 12th grade completed a dual credit course in 2013–2014.
As the key findings of this report indicate, more HISD students are taking college readiness and entrance assessments. While there has been an increase in participation, performance on these assessments has remained mostly flat. In addition to increased participation in college readiness assessments, more HISD students are also enrolling in and graduating from college or university. While enrollment rates have remained relatively flat, due to the increase in the number of HISD students and seniors, coupled with the increase in graduation rates, more HISD students are pursuing higher education. As readiness rates increase, the number of HISD students with a college credential will also increase, as more students find themselves equipped to succeed in postsecondary education.

Description
The ReadiStep assessment from the College Board is a low-stakes middle school assessment which serves as the first step on the “College Readiness Pathway” preparing students for the PSAT/NMSQT and for the SAT.
The Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT) serves as preparation for the SAT and as a qualifying examination for numerous scholarship programs.
The SAT is a standardized college-entrance exam designed to measure verbal and mathematical reasoning abilities related to successful performance in college.
The ACT is college-admission exam that aims to assess both the general educational level of high school students and their readiness for college-level work.
The Advanced Placement (AP) Program provides high school students with the opportunity to take college-level courses and earn college credit through the subsequent AP Exam.
The IB Diploma Programme is an academically-challenging, two-year program that prepares students for success at university and life beyond. Students with high scores on IB exams can earn college credit.
