Voting Members have been an important part of Estrella for many years, voting on
behalf of their neighborhood and keeping their neighbors informed. Just recently the Estrella Community Association (ECA) and Villages
Community Association (VCA) Board of Directors chartered the Neighborhood Advisory Council (NAC) in lieu of the Voting Member Committee.
The purpose of The NAC is To:
1. Facilitate communications between the Board of Directors, Management Company and property owners
2. Provide member training regarding Association Governing Documents, processes and procedures
3. Provide guidance to sub-committees, as tasked by the Board of Directors, to address community wide issues or concerns
4. Promote collaboration in the development and evaluation of Annual Community Goals
You may find the Neighborhood Advisory Council (NAC) Charter on the community website (www.LifeInEstrella.com) under the ‘Document Library’
here is A brief syNopsis of NAC:Membership in the NAC is limited to property owners in good standing. Voting Members are encouraged to become members and should inspire others from their neighborhoods to attend. NAC members should use all available capabilities (i.e., www.LifeInEstrella.com, Management Company contact, Community Standing Committees, Association elected directors and/or regularly scheduled ECA and VCA Board Meetings) to raise and resolve community concerns.
The resident elected Board Members will serve as the Council facilitators and Management will serve as an advisor and provide administrative support to the Council. The NAC is authorized to provide recommendations and volunteer support as requested by the Board of Directors or Community Manager. Research, planning or studies may be requested of the NAC; therefore it will be the responsibility of the
NAC to communicate the results of such efforts to the Board of Directors of the ECA, VCA and EJC or Community Manager for Board review and/or action through publication of their findings.
It is intended that the NAC will have quarterly meetings (or at least three per year) to inform participants regarding community governance, provide orientation training to new members and allow updates on current or emerging issues. The first meeting is scheduled for Wednesday, February 11, 2015 at Starpointe. The ECA and VCA will jointly meet from 6:00 p.m. – 7:00 p.m. and will separately meet from 7:00 p.m. – 7:30 p.m. to discuss items specific to each Association. If you would like to become a Neighborhood Advisory Council member, please attend the first meeting.
Please do not hesitate to contact me with any questions in advance of the meeting at [email protected] or 623.386.1112.

It’s that time of year when you want a fresh start. By doing so, you get rid of some of the clutter
that you’ve collected this past year. People often discover they are trying to dispose of items that are just too large to fit in their normal, everyday
trash container. Fortunately, the City of Goodyear offers Bulk Trash Pick-Up. This is offered in order to provide Estrella residents with a waste option – within limits. Here are some helpful hints:
for eACh bulk ColleCTioN dAy
• Brush should be cut to 4’ lengths
• Grass clippings placed out for bulk collection must be double bagged or in sealed cardboard boxes
• Cacti must be placed in sealed boxes to prevent injury to workers
• Place bulk trash in the street, next to the curb in front of your property. Do not place bulk materials in any manner that will interfere with or be hazardous to pedestrians or vehicles. All items should be placed away from electrical boxes, cable boxes, mailboxes, poles, water meters and existing landscape
• Placing bulk trash outside too early before the collection day has the potential to create a mess and invite animals, in addition to detracting from the aesthetics of the community. Residents are
asked to place their bulk trash outside after 6:00 p.m. on the day prior to collection or by 6:00 a.m. on the day of collection
• It is the resident’s responsibility to clean up small debris that may remain after collection
NoT Allowed for bulk ColleCTioN
The following items will NOT be accepted for collection:
• Hazardous materials
• Large auto parts
• Boats
• Tires
• Oil
• Rocks
• Dirt
• Roofing materials
• Drywall
• Concrete

New Ways to Enjoy the great Outdoors Submitted by Newland Communities
We are proud to announce two exciting additions to Estrella’s recreational repertoire. The Estrella Trails Club recently
completed its work on Overlook Trail that connects into the extensive Estrella Up Trail System. Also, the City of Goodyear and West Valley Trails Alliance have begun work on a new bicycle “pump track” located within Estrella, one of the hottest trends for cycling enthusiasts.
The philosophy of the Estrella community is built around its beautiful desert surroundings and an active, healthy lifestyle. In addition to lakes and more than 500 acres of parks and open space, the community boasts more than 20 miles of paths and trails to keep residents outside and on the go. The dedicated members of the Estrella Trails Club pour their efforts into building and maintaining each trail as a service to the community and fellow residents. The club, made up of resident volunteers, works to ensure the trails meet regulation standards and physically install the trails themselves using rakes, pick-axes, pry-bars and shovels to clear pathways entirely by hand – no motorized vehicles are used. Most recently the club completed work on the new Overlook Trail, providing steep and exciting pathways
with spectacular views. Some may remember that the Overlook Trail was originally called “Up-There,” because people kept asking where this trail with the great views was located. The new trail is part of the Estrella Up Trail System and runs through the line of hills along the east side of Estrella.
The bicycle “pump track” will be located in Estrella at Foothills Community Park next to Estrella Foothills High School thanks to a community partnership with the City of Goodyear and West Valley Trails Alliance. A pump track is a continuous loop of smooth dirt mounds and berms that are ridden by bicyclists using a pumping motion to maintain speed without pedaling. This type of track has become increasingly popular among cycle enthusiasts and the one-acre amenity in Estrella will be the first of its kind in the southwest metro area. The pump track is slated to open this spring and will be suitable for cyclists of all skill levels.
These are just a few new community additions that provide exciting new options for an active and healthy lifestyle. For more information on the pump track and Overlook Trail as well as our entire lineup of outdoor activities please visit www.lifeinestrella.com or call the information center at 623-386-1000.

LANDSCAPE>>>snippets
Weed prevention & Frost protectionBy Four Peaks Landscape Management, Inc.
The desert southwest has seen a fair amount of winter moisture already this year. As a result we want to take advantage of the rain and
apply pre-emergent herbicide to the granite areas throughout the landscape. As you may have noticed some pre-emergent herbicide has a color added to it as a marker so that the person applying the product can see if they have missed an area. Timing is very important when applying pre-emergent as the herbicide needs to be watered in to be effective. We will be making this application throughout Estrella over the next few weeks.
On average, February is the coldest month of the year at Estrella, so you need to be aware of frost and freeze warnings in order to protect your frost sensitive plants. Hopefully you were able to protect your plants during that cold weather we had in late December and early January. If you hear or read that there is a frost or freeze warning for the area, there are several things you can do to protect your plants from being damaged or even killed.
First of all, if you already have frost damaged plants from earlier in the year, do not trim off the black or brown damaged leaves. Even though those will need to be removed in the spring, it will provide a small layer of insulation to aid in protecting the plant from further damage. You may water your frost sensitive plants in the evening before the freeze. As the wet ground gets colder and the water starts to turn into ice a small amount of heat is given off which may be just enough to help protect the plant. The most common frost protection is a sheet or frost blanket, not plastic, to cover the plant in question.
Estrella has started its landscape schedule incorporating all of the necessary tasks to keep Estrella landscaping looking its best
throughout the year. This year there are quarterly tree trimmings and shrub and tree plantings scheduled, and one significant gravel replenishment project scheduled for this Spring.
You will continue to see the crews performing the annual rejuvenation pruning of the plants. This time of the year we will be concentrating on Sages and Indigo Bush.

Tolivers Celebrate 53 Years of Friendship & FaithBy Estrella Resident
It began as a chance encounter in a Portland, Oregon parking garage,
a bit of conversation on the elevator and a shared table while on a break. That is a fond memory for Estrella residents Kristi and Tom O’Neil. Married seven and a half years — with six of them in Montecito. They
love the area and spend countless hours sharing life with their sons Parker and Brady. The boys, five and three, seem to have endless energy that keeps Kristi and Tom fully engaged in parenting. But even with the family commitment Kristi teaches English as a Second Language at EMCC and Tom is Manager of Finance and Information Technology at the Phoenix
distribution center for TJX (T.J. Maxx, Marshalls and others).
Those who know the O’Neils will tell you they have a warmth and glow that radiates to those around them. Their formula for success as a couple includes a love of family life, a respect for each other’s interests and points-of-view, a sense of humor and a romantic spirit that still finds time for date night. In fact, Tom has always had a flare for making romantic memories. Remember that parking garage where they met? Two and a half years after that chance first meeting Tom arranged another not-so-accidental meeting with Kristi in that same garage. But this time Tom dropped to one knee, produced a ring and proposed. Fortunately, Kristi accepted. The rest, as they say, is happily wedded history!
Happy Valentine’s Day Kristi and Tom O’Neil!!
Dick and Peggy Toliver have lived in Estrella for ten years. This
summer, they will celebrate fifty-three years of marriage as best friends and sweethearts. The two met at Tuskegee University when Dick was a senior engineering student and Peggy was pursuing a
Master’s Degree in Education. Dick knew right away that Peggy was a very special person and proposed three times in as many months. Peggy was a devout young Christian and did not want to be “unequally yoked” to someone with a different spiritual walk. However, Dick strongly believed that Peggy was meant to be his wife and persisted with great tenacity to get her to say “yes”. In near desperation, he made one final attempt to win Peggy over, and she finally yielded to the tug of two hearts that were destined to be together for life. Thus began a whirlwind year that included marriage, graduations, an Air Force commission, and the birth of their first child.
The Tolivers embarked on a 26-year Air Force career that included numerous assignments stateside and overseas. Like most, they dealt with many trials and tribulations throughout their lives. Ultimately, after two combat tours in Vietnam and a lightning strike at 20,000 feet, Dick finally embraced the deep, nonnegotiable, unwavering faith in God that Peggy held onto.
Today, Dick and Peggy attribute their successful marriage to being faithful friends to each other and to maintaining a God-centered relationship. Both agree that commitment and love early on set the foundation for their marriage. Peggy added: “Fidelity and honesty are Siamese twins in the marriage relationship and are so tightly interwoven that the tentacles reach every segment. The only way to keep fidelity in one’s marriage is to seek God’s wisdom then vow to be committed to your spouse. When you truly love your husband or wife with your whole soul and being, no one else can take his or her place.”
The Tolivers have a beautiful family of adult children, five of which are adopted or foster, twelve grandchildren, and two great grandchildren.

CITY
Looking back on 2014, we had numerous
accomplishments in Goodyear, especially in the way of economic
development. Throughout the year, we had nearly 50 businesses open their doors in the city, with several others like Harkins Theaters, Oregano’s and WinCo Food set to break ground or open in 2015.
As we begin the New Year, we are confident that we can continue this positive momentum. Recently, the city was thrilled to announce the hiring of Michelle Lawrie to fill our vacant Economic Development Director position. Lawrie, a seasoned veteran in the field, comes to Goodyear with an extremely impressive resumé that includes 20 years of experience in both the public and private sectors.
Before joining the city, Michelle served as the CEO of Westmarc, a coalition of West Valley cities and towns, business community, and education sector. Immediately before that, she served as senior vice president of external relations for the Greater Phoenix Economic Council. As an active participant in both organizations, I have seen Michelle’s unique talent in action and know she has what it takes to take this city to the next level.
On top of her experience and skill set, Michelle’s priorities are closely aligned to the city’s existing economic development strategic action plan. She lists fostering job creation; leveraging the city’s assets such as the Phoenix-Goodyear Airport, Loop 303 and Interstate 10; and enhancing Goodyear’s retail and entertainment as her top focus areas.
A Goodyear resident and Arizona native, Michelle is familiar with the city and the region. She graduated
from Northern Arizona University with a bachelor’s degree in political science, interned for U.S. Sen. Jon Kyl, and worked at several non-profits in Washington, D.C., including the Cato Institute and Citizens for a Sound Economy. She is the granddaughter of former Arizona Governor and U.S. Sen. Paul Jones Fannin.
Michelle’s expertise, knowledge of the West Valley, and leadership qualities are the perfect complement to our team, and we’re excited and look forward to having her on board.

SCHOOL BELL>>>estrella foothills hiGh school
Appreciating & Supporting the ArtsBy Dr. Leslie Standerfer, Principal
As schools have made difficult budget decisions over the past several years, programs that enrich education are often the ones that end
up being eliminated. It is sad to see this because we know that these courses that allow students to express themselves in different ways are often the programs that connect them to the school and to their peers. Eric Jensen, in a book entitled Arts with the Brain in Mind, asserts that the Arts improve fine motor skills, creativity, and emotional balance. Although these may not be the skills tested on the typical achievement test, these are skills that help to make them a successful, fulfilled individual in life.
At Estrella Foothills High School, I am proud that we have been able to maintain a full complement of the Arts over the years. Looking back at the fall semester, our dance program presented a show that brought favorite Broadway tunes to the stage in our Performing Arts Center. Our visual art students had displays at public events, including the interactive artwork when The Moving Wall™ came to Estrella. Our theatre department produced two productions this past semester. I Never Saw Another Butterfly and
the Terazin Promise, two one act plays put together for a full evening of emotional entertainment, brought to life the reality of how World War II affected Jewish children. Then, the winter production of Emmaline Scrooge, in combination with musical performances by choir and marching band, provided an evening of fun that brought a little holiday spirit to campus. All of this was after the band program this fall increased school spirit by storming the halls, leading students to class, on the mornings of home football games.
This spring, as we begin a new semester, I am excited to see the performances of more Estrella Foothills students as they allow the Arts to become a part of who they are and start to appreciate that Arts, and the benefits of the Arts, can be part of their lives for many years to come. And, I invite our local community to be a supporter of the Arts by attending productions at Estrella Foothills.

Many Estrella Arts students were named as winners in the Goodyear Mayor Select Art Show.

d’s Café at Starpointe is based on Love of Food
The Estrella community awaits the opening of D’s Café at Starpointe. Owners Tony and wife Marlene, along with daughter Dawn and
grandchildren Jake, Mandi, and Gina, are more than excited to open D’s Café at Starpointe.
Tony DeMaio and his family have been Estrella residents since 2004. Nearly eight years ago, daughter Dawn Chiarella, with assistance from her parents, started a catering business specializing in Chicago Style Italian cuisine, sometimes with an extra twist, but never leaving the true roots of good Chicago Italian food. Dawn started her career nearly thirty years ago. She worked with a great national restaurant chain, Portillo’s, in the Chicagoland area for fifteen years. Her devotion to the company allowed her to work closely with the Executive Chef and to adapt and implement his expertise in order for Dawn to become a great cook. Dawn cherishes that experience.
Tony‘s dedication to do whatever it took to help make D’s Café a success was really never a question he felt he had to think long on. Family is the foundation Tony lives by and he knew his daughter was trained under the best. He knew keeping family and talent together would bring him and his family a successful business. D’s Café is involved in the creative business of providing delicious food for others. Many of their customers live right here in the Estrella community. The family is excited to call D’s Cafe their location at Starpointe.
The staff of D’s Café operates with three things in mind: quality of food, keeping prices moderate, and plenty of food on your plate.
Tony loves all types of sports, especially baseball. The stories he can tell of attending so many baseball games in Chicago would warm any baseball fan’s heart. He has coached and still assists, from time to time, Little League Baseball in the area since 2005. Tony also loves golfing and many of you may have seen him on any given weekend at the Golf Club of Estrella as a Start/Course Advisor. Dawn loves cooking and
has always been pretty picky about food. It’s easy to see how combining that with her early restaurant experience, absorbing what others say about food, and desiring to go “beyond the typical” connected in what they have.
Estrella residents will be able to enjoy the cuisine from D’s Café at Starpointe seven days a week starting with some of our early risers to the evening. You will be able to call ahead, place your orders and they will meet you at your car or better yet … they will deliver to your home. Their weekly cuisine will consist of three ‘Special Days’ such as ‘Mexican’, ‘Italian’ and ‘BBQ’. Tony’s granddaughter is excited to bring specialty coffees and you can grab a light breakfast and enjoy a variety of sandwiches and pasta dishes pretty much any day of the week. Tony and his family would like to know … “What do Estrella residents want?” They are open to suggestions and comments.
Welcome D’s Café at Starpointe!

Meaning behind the Flags
The Starpointe Residents Club is the central hub for all activity here at Estrella. Residents come to take fitness classes, work out in the gym,
swim, attend a meeting, or just read a book in our lending library. Whatever the reason, Starpointe is the place where residents come to play. Whether you ride your bike, walk, or drive your car to get here, I’m sure the majority of you walk in the front door without noticing the hidden message that lies right outside.
How many of you have noticed the flags flying in the front of the building? No, not the American flag, but the International Maritime Signal Flags flying below. While these flags certainly resonate with the theme of the Starpointe Residents Club, they also have meaning. A component of the International Code of Signals (ICS), the flags represent individual letters of the alphabet and are used to signal to and from ships.
With that being said, think of the Starpointe Residents Club as the mother ship of the community, and if you look closely, you will see a message being sent using the maritime flags flying in front of the building. What does it say? Do you know?
During the month of February, we will be holding a contest at the Starpointe Residents Club. All you need to do in order to participate is figure out the message that the maritime flags are sending. When you feel you have figured it out, fill out one of the contest forms at Starpointe front desk for entry. The winner will be chosen on March 2, 2015 and a prize awarded. It’s that easy. Some of you may find it easy while some of you will have to do a little bit of research. Either way, we encourage you to participate!
Hint: The right side is the first word of the message. Good luck!
