(i) 2 years c o n t i n o u s serv ice (in i t i a l servi ce) ;

(ii) S e r vic e in th e C i t iz en F o r c e (camps). This is over a p e r i o d of8 years, d i v i d e d into 4 c y c l e s of two y e a r s each. Wit h i n eac hcycle, no s e r v i c e tour m a y last lon ger than 90 days. The totals e r vice per c y c l e may not e x c e e d 120 days. T h e r e is no m i n i m u m n u m b e r of days re q u i r e d to s e r v e per cycle. If yo u are notcalle d up d u r i n g the cycle, or if you se r v e l e s 3 than 120 days, the w h o l e 120 w ill be c r e d i t e d to you. The g r a n t i n g of d e f e r m e n t delays the c o m p l e t i o n of a cycle;

(iii) After the c o m p l e t i o n of the 4t h cycle, you are p l a c e d on the Ac tive C i t i z e n Force R e s e r v e for a f u r t h e r 2 c y c l e s i.e.4 years. D u r i n g this perio d, you can o n l y be c a l l e d up d i r e c t l y by the O f f i c e r C o m m a n d i n g of the C o m m a n d yo u are in (e.g. Natal Command). This sel dom happens ;

YOUR RIGHTS AS A S O L D I E R

The SADF does p r o v i d e certa in m e a s u r e s for the p r e v e n t i o n of ill- trea t m e n t of soldier s. These are c o n t a i n e d in S A D F O 1/6/81. O u t l i n e d be l o w are s ome of the p ert ine nt se c t i o n s of S A D F O 1/6/81. A c o p y of SA DFO 1/6/81 is o b t a i n a b l e from most ch apl a i n s .

!• Ill trea t m e n t is defi ned as "any act w h i c h tends to a d v e r s e l yaffect a per s o n p h y s i c a l l y or mentally,- or w h i c h a f f e c t s his s e l f - respect or d i g n i t y”.

2. Ext ra d r i l l : in order t o ' i m p r o v e d i s c i p l i n e and to rai sestan dar ds, m e mbe rs may be s u b j e c t e d to e x t r a drill s u b j e c t to the fo ll o w i n g condi tio ns:

* extra dr il l is p e r f o r m e d o u t s i d e of n o r m a l w o r k i n g hours, and may not e x c e e d one hour per day;

* it is not to be carr ied out on -Sundays, the Da y of the Cov e n a n t , Go od Friday, Asce n s i o n Day or C h r i s t m a s Day;

* it is not to ex c e e d 15 m i n u t e s w i t h o u t a b r e a k of at least 30 s e co nd s w h e n m e m ber s are to s t a n d easy;

* m e m b e r s m us t hav e access to w a t e r b e f o r e the c o m m e n c e m e n t of ex tr a drill, and dur i n g the rest breaks;

* dou b l e m a r c h i n g may be o r d e r e d o n l y d u r i n g the last 5 m i n u t e s of the first h a l f - h o u r and d u r i n g the last 5 m i n u t e s of the s e c o n d ha lf- ho ur ;

Cor rec ti ve_Tra i n i n g . The p u r p o s e of c o r r e c t i v e t r a i n i n g is notp u n i sh me nt. It implies s m a r t e n i n g up t h o s e a s p e c t s of t r a i n i n g in wh ich the i n d i vid ual falls short. The o n l y a u t h o r i t y q u a l i f i e d to mete out p u n i s h m e n t is a court.

4- Mass C o r r e c t i v e T r a i n i n g . W he n one or m o r e m e m b e r s of a gr oup requi re c o r r e c t i v e training, it is u n d e r no c i r c u m s t a n c e s to be appl ied to the w h o l e group. O T H E R R E L E V A N T F A C T S .

1. C o n s c r i p t s s h o u l d be i n f o r m e d b y t h e i r o f f i c e r s of the d a n g e r s of heat fat ig ue. D e t a i l s are set out in SA D F O 1/5/79.

2. Th e C h a p l a i n is s u p p o s e d to be a c c e s s i b l e to yo u at all times S i m p l y r e q u e s t of y our i n s t r u c t o r tha t y o u w i s h to see the C h a p l a i n . Yo u are not r e q u i r e d to st a t e the reason. Yo u n ee d say no m ore than p e r s o n a l r e a s o n s”.

3. N a t i o n a l S e r v i c e m e n are c o m p e l l e d to a t t e n d o n e c h u r c h s e r v i c e per S u n d a y d u r i n g the p e r i o d of ba s i c t r a i n i n g a n d b e f o r e w e e k e n d leav e is granted. T h e y m a y e i t h e r at t e n d the jo int s e r v i c e s at the b a s e or, if pos si b l e , s e r v i c e s in t h e i r r e s p e c t i v e c hurc hes .

4. It is y o u r rig ht to a t t e n d c h u r c h y o u t h a c t i v i t i e s one e v e n i n g perweek. C o n s u l t the Unit O r d e r s Part On e for the det ail s. 5. T r a n s p o r t mu st be p r o v i d e d for a t t e n d a n c e to c h u r c h s e r v i c e s or y o u t h a c t i v i t i e s if t h e s e take p l a c e a wa y f r o m the the camp. No a u t h o r i t y is r e q u i r e d for suc h t r a n s p o r t w i t h i n a r a d i u s of 32 km from the camp. (S AD FO 1/21/78)

6. C o n t r i b u t i o n s on b e h a l f of the c h u r c h are n o r m a l l y o r g a n i z e d by the C h a p l a i n in c h a r g e of the unit. Th e s e ar e vo l u n t a r y . The unit w i l l n o r m a l l y s u g g e s t an am ount to be d e d u c t e d f ro m y o u r pay. This is u s u a l l y the s ame for all m e m b e r s of the unit. T his m o n e y goes to the church, not the SADF.

STATEMENT JOINTLY AGREED TO BY THE DURBAN ECC CO-ORDINATING

COMMITTEE AND TAM ALEXANDER. April 7, 198B.

1. Tam Alexander resigned as chairperson of the Durban End

Conscription Campaign on 29/3/88 at a special Co-ordinating

Committee meeting which had been called to evaluate the Co­

ordinating Committee's role in the organisation.

2. This meeting was the result of problems which had been building up

for a number of months. The meeting dealt with a range of

organisational issues.

3. Committee members identified the following a major problems with

the Committee, and thus with the organisation as a whole:

# Disunity

# Lack of action

# Lack of purpose.

4. During the meeting it became clear that some people have problems

with Tam's style as chair. Tam's response was to resign, saying he had made a serious attempt to change his style and felt he could not change it any further. Tam had indicated at the start of the

meeting that he was thinking about resigning and events in the

meeting confirmed this decision for him.

5. The three main reasons for Tam's resignation are:

# He was feeling under pressure as chairperson.

# He was feeling inadequately supported in the work he was doing

and therefore frustrated in his role as chairperson.# It had become apparent to him that he did not have the cohering

effect on the organisation which the role of chairperson
