CII- IGBC inks MoU with Indian Institute of Architects to
strengthen green building movement
India is one of the top 3 countries in the world in terms of registered green building footprint
with 6,548 Green Building projects registered
The CII-Indian Green Building Council (IGBC) and Indian Institute of Architects (IIA) signed
an MoU to give a fillip to the Green Building Movement & Sustainable Development in the
field of Architectural Design and planning.
V Suresh, Chairman, IGBC and C R Raju, National President, Indian Institute of Architects
exchanged the MoU in the virtual platform in the august presence of supporting organisations.
Suresh said that this engagement will go a long way in setting new global benchmarks in
environmentally sensitive building design, resource conservation, energy and environmental
management and in the process facilitate India consolidate its leadership position in the global
green buildings map. IGBC will work closely with IIA team in facilitating projects to build
Greener, Smarter and provide healthier workspaces, he underlined.
He said India is one of the top 3 countries in the world in terms of registered green building
footprint in the world today, with over 6,548 Green Building projects registered with IGBC,
amounting to a footprint of 7.83 billion sq. ft.
Raju said buildings and infrastructure development which are sustainable is the need of the
hour. This MoU will go a long way in development of built environment that is aligned with the
green building concepts and practices.

RERA has not helped customers in stuck projects even after five
years: FPCE
FPCE, an umbrella body of homebuyers recently won a case against the West Bengal
government which had notified its real estate law, HIRA, in contravention of the Central
Act. The Supreme Court had termed the West Bengal law unconstitutional.
The real estate regulation law, RERA, has failed to meet the expectation of scores of
homebuyers whose investment were stuck in ongoing projects when the law was enacted, said
the homebuyers organization that led the campaign of enactment of the law.
The RERA enacted five years back covered both new projects and all others that were under
construction, also known as “ongoing” projects. President of Forum for People’s Collective
Efforts (FPCE) Abhay Upadhyay said, “Not even 10% of the ongoing projects which were
covered under the law have been completed even after five years of the law being implemented.
The RERA aimed at bringing relief to those whose money was stuck in ongoing projects.”
FPCE, an umbrella body of homebuyers recently won a case against the West

Act. The Supreme Court had termed the West Bengal law unconstitutional.
“The government should also bring out a whitepaper on how many projects launched after the
RERA came into existence have been completed within the given timeline. What is the average
time of delay in the completion of such projects? Getting extension for completion of the
project is not the birthright of builders,” Upadhyay said while addressing a virtual conference
on the five years of RERA.
He also raised questions about the RERA authorities toying with new ideas, which are out of the
legal framework of the law, rather than focus on bringing relief to homebuyers. Upadhyay said,
“It’s good progress so far as registration of 65,000 projects and disposal of 64,000 cases are
concerned. But now there is a need to do more to bring relief to homebuyers, which is enshrined
in the law,” Upadhyay said.
He alleged that the government authorities get “out of box ideas” when it comes to providing
relief or comfort to the builders. The organisation said they had opposed the housing ministry’s
move last year to extend timelines for ongoing projects due to Covid.

Naredco-UP writes to finance minister seeking help as second wave
hits work
It pointed out that banks as well as NBFCs (Non-Banking Financial Company) are not
giving fresh loans to projects and also not disbursing amounts sanctioned to home loan
borrowers, leading to a severe liquidity crunch in the sector.
Seeking a bailout package to revive housing sector, realtors' body Naredco's Uttar Pradesh
chapter has written to finance minister, mentioning that construction works at projects have
almost stalled due to lack of funds while sales have fallen in view of the second wave of
COVID-19 pandemic.
It pointed out that banks as well as NBFCs (Non-Banking Financial Company) are not giving
fresh loans to projects and also not disbursing amounts sanctioned to home loan borrowers,
leading to a severe liquidity crunch in the sector.
In the letter to FM, Naredco-UP President R K Arora has pointed out the adverse impact of the
second wave on UP builders.
"Operations at all levels are more or less suspended. Project accounts with banks have become
NPA and the banks and financial institutions are initiating proceedings under Insolvency &
Bankruptcy Code (IBC) 2016," he said.
Banks providing home loans to allottees of these properties are not releasing funds and
construction is stalled at almost all projects for want of funds, he added.
"Seeing the impact of the pandemic and the lockdown on the economy, buyers are shying away
and no fresh booking taking place," Arora said.
To save the real estate projects from imminent collapse, Naredco-UP has sought one-time
rollover/restructuring of disbursed project loans.
"Existing project loans from banks and NBFC's be re-scheduled irrespective of NPA status
where the projects are commercially viable having positive net worth," the letter said.
The association has requested the FM to direct banks and other financial institutions to allow
fresh project loans as last-mile funding to complete the stalled projects, with a moratorium of
one year for principal and interest.

25,000 crore stress fund 'SWAMIH', which has been created to complete stalled projects.
"...due to the rigid terms and conditions of the fund, very few developers only could avail the
benefit of the same," it said.
The guidelines of this AIF-SWAMIH should be amended to provide for sharing of the cash
flows with the existing lenders, to the extent that servicing the debt requirements of existing
lenders is not termed as default, Naredco-UP suggested.
Instead, it said that necessary instructions should be given to the banks to issue NOC for priority
charges in favor of SWAMIH Fund.
"We, as a representative body of real estate developers, draw your urgent attention to the
terrible market condition and request your kind consideration for the announcement of policy
decisions for the revival of the real estate sector to tide over this unprecedented crisis,"
Naredco-UP said.

Disbursement of covid-19 relief package underway: Karnataka CM
Yediyurappa was referring to the Rs 1,750 crore relief package announced in two
instalments to benefit various sections of the society to overcome the financial hardship
during the restrictions to contain COVID-19 pandemic, which is in effect since April 27
and is likely to end on June 14.
Karnataka Chief Minister B S Yediyurappa on Saturday said the disbursement of cash
assistance under the COVID-19 relief package has begun and a portal launched to register the
beneficiaries.
Yediyurappa was referring to the Rs 1,750 crore relief package announced in two instalments to
benefit various sections of the society to overcome the financial hardship during the restrictions
to contain COVID-19 pandemic, which is in effect since April 27 and is likely to end on June
14.
"Today we transferred Rs 749.55 crore to the Karnataka Building and Other Construction
Workers Welfare Board.
This will benefit 25 lakh registered workers who will get Rs 3,000," the Chief Minister told
reporters here.
According to Yediyurappa, Rs 110 crore has been transferred to the account of 10 lakh people
from 11 different sectors such as unorganised workers, barbers, washermen, tailors,
construction labourers, ragpickers, knick-knack sellers and potters.
An online portal has been launched for the swift registration of beneficiaries.
Replying to a query, the CM said wherever COVID-19 cases drop below five per cent, we will
consider giving concessions after discussing with the officials by the end of the lockdown.

Need building permission, plant a tree: Madhya Pradesh CM
"In MP, building permission will be given on the mandatory clause that a tree be planted,
even for constructing a house. Plant a tree near your home, or park, schools, panchayat
bhawan etc," he said.
Planting a tree will be mandatory to get permission from civic bodies in Madhya Pradesh for
construction of buildings, Chief Minister Shivraj Singh Chouhan said on Saturday on the
occasion of World Environment Day.
Addressing an event online to mark the day, the CM said the tree can be planted near one's
home, or parks, schools, panchayat bhawans etc.
"In MP, building permission will be given on the mandatory clause that a tree be planted, even
for constructing a house. Plant a tree near your home, or park, schools, panchayat bhawan etc,"
he said.
"This clause will be mandatory even if a house is being built under the Pradhan Mantri Awas
Yojana," he added.

Haryana deputy commissioners asked to complete drone mapping
in 89 days for Svamitva scheme

presided over a meeting with deputy commissioners here to review the progress of
implementation of the scheme, an official statement said.
Deputy commissioners of Haryana were on Saturday asked to complete drone mapping of
villages within 89 days for implementation of Svamitva Yojana in the state.
Additional Chief Secretary-cum-Financial Commissioner (Revenue) Sanjeev Kaushal presided
over a meeting with deputy commissioners here to review the progress of implementation of the
scheme, an official statement said.
The Svamitva scheme was launched in April last year by Prime Minister Narendra Modi to
provide the record of rights to village household owners in rural areas and issue property cards.
The scheme also aims to enable monetisation of rural residential assets for credit and other
financial services.
Asking the officials to complete the drone mapping work within 89 days, Kaushal said a
meeting will soon be held with the Survey of India and the deputy commissioners of
Sonepat, Panipat, Karnal, Palwal and Faridabad to settle demarcation disputes along the border
of Uttar Pradesh and Haryana.

individuals and builders to display the sanctioned plan at construction sites.
A condition with regards to the same is also imposed in the building permit order issued to the
applicant.
The decision to act tough against individuals and builders resorting to illegal constructions came
after the civic body formed zonal-wise task force teams.
As on date, though the clause is mentioned in the building permit rules, very few builders were
found to be following it. “Action would be initiated against those violating the norms by not
displaying the sanctioned plan,” the GHMC order read.

Chandigarh administration plans to push for leasehold to freehold
before centre
Last year before the coronavirus lockdown was enforced, the matter was discussed in the
meeting chaired by UT adviser Manoj Parida with members of Industrial Advisory
Committee of Chandigarh.
The UT administration has planned to push for conversion of leasehold properties into freehold
in Industrial Area, phases I and II, before the ministry of home affairs (MHA) next month.
Sources said the administration will take up the issue with the ministry, with a senior official
pointing out that they are already working on it.
Last year before the coronavirus lockdown was enforced, the matter was discussed in the
meeting chaired by UT adviser Manoj Parida with members of Industrial Advisory Committee
of Chandigarh.
The administration had last converted leasehold plots into freehold in 1983 in commercial
category. The matter was also taken by up MP Kirron Kher with the MHA and the ministry of
urban development.
Industrialists have been demanding for conversion of leasehold property into freehold and
leasehold to leasehold in Industrial Area for long. Recently, the administration had even
conducted a survey in Industrial Area for checking leasehold plots.
The administration had set up phases I and II of Industrial Area during the 1970s on an area
measuring 147 acres. The plots are governed by zoning and architectural control, which were
prepared according to conditions prevailing at that time. There are 1,884 plots in both phases, of
which 700 are 1 kanal and above, while there are 443 and 180 plots measuring 10 and 15 marla,
respectively. There are as many as 381 plots of 5 marla.
Recently the UT had sought a report of violations in industrial plots, including leasehold and
freehold. The report was later prepared by the estate office and put up before the committee
formed to address pending demands of industrialists of the city. Thereafter, certain need-based
changes in the architectural controls in accordance with modern day industrial requirements
were allowed.
The UT had said cycle stands could be used for other purposes such as storage of raw material
and other industrial related functions. In addition to these changes, the UT had also stated that
