Important News

At a time of high demand on staff andcontractor resources, coupled with theprice of oil, it is vital that we look tosimplify our HSE procedures andspecifications, guidelines and practicalmethods. PDO’s MSE function isplaying its part in a full review of theHSE in contract processes. The MSEMteam has been working with otherstakeholders, including Leanpractitioners, to develop simplerprocesses and yet maintain robust HSEaspects of contract management.

This HSE review is not just aboutsimplification but also to ensure thatPDO maintains its overall HSE riskprofile, maintains compliance and workstowards continual improvement. Wemust remind all readers that if we aregoing to succeed in business then HSEhas to be managed well and the processstarts right at the planning phase byidentifying the major HSE risks in theexpected activities.PDO has specific contract phases whereHSE is emphasised to assurecompliance.

What You Need to Know

Planning Phase:

The risk profile of thecontract must be known.As a member of a PDOcontract team or acontractor planning to bidfor an upcoming contract,if the risks and controls arenot identified then themanagement of thesubsequent phases couldresult in losses. PDO’sMSE team provide supportto dictate the future riskprofile of all contracts.

Tendering Phase:

PDO has an HSEevaluation model. Themodel consists of aquestionnaire which issent out to all contractorsbidding for medium andhigh risk contracts. PDO’sMSE team has, in October2015, updated thequestionnaire and scoringmethod to align to changesin our business landscape

HSE Evaluation‘Banding’ The changes inthe HSE evaluationquestionnaire are designedto assist new anddeveloping contractors, inunderstanding what isrequired to meet the oiland gas industry’s exactingstandards. It is vitallyimportant that a contractorcan demonstrate a certainlevel of HSE maturity.

The management of HSE in contractsis central to the successful and safecompletion of a contract activity. Toensure that PDO systematicallymanages HSE in contracts, it follows7seven contract phases and focuseson the HSE requirements in eachphase.(1) Planning we have stated the needto identify the risk of the contract. Themanagement mode will also dictatethe requirement to follow PDOprocedures or perhaps those of thecontractor. Under mode 1 PDO HSEmanagement system will be followed.In mode 2 the contractor will beexpected to execute all aspects of thejob under its own HSE managementsystem and PDO will be responsible toverify the overall effectiveness of themanagement by a robust HSEmonitoring plan. In mode 3, thecontractor has no formal interfaceswith PDO and operates within its ownmanagement system.

(2) Tendering through to evaluationPDO and contractors (at this stageknown as tenderer or bidder), willprepare the evaluation models andsubmissions. The MSE function willreview the HSE submissions and it iscritical that the contractor candemonstrate a level of HSE maturityby providing appropriate evidence.(3) Evaluation and Award at thisstage the award is announced and theformal relationship is established. InHSE terms, the contractor mustdemonstrate its full understanding ofthe HSE requirements and begin todeliver on the control measures.(4) Mobilisation, which is the periodbefore the physical activitycommences. Contract teams must befocused on the HSE basics such aswelfare issues, accommodation andfood provision, medical checks, sitearrangements and HSE mandatorytraining requirements.

(5) Execution of the contract is wherewe can recognise how well theplanning phase was conducted. Thekey tool at this stage is the agreedHSE monitoring plan and this shouldinclude all the key performanceindicators and a regular analysis of theHSE management.(6) De-mobilisation the “demob”period can be a particularlychallenging period as key personnelbegin to leave the contract. The samelevel of HSE monitoring is required inall activities from inspection to healthchecks.(7) Close-out Report. The PDOclose-out report is an internal reviewof the HSE aspects of a contract orproject where lessons learned arerecorded and highlighted for futureimprovement measures. If the HSEmonitoring has been rigorous fromthe start then the detail for such areport will be all the more worthwhile.
