I recently returned to Ames
from attending another great
APWA Congress & Expo. This
year the Iowa Chapter was hon-
ored to have witnessed our own
member, Larry Stevens, taking
the helm as National APWA
President. It was quite a scene to
watch as Larry was joined on
stage by his lively 91-year old
mother. Larry, we are all proud
to support you through the next
year as APWA President.
At Congress, Iowa was well rep-
resented at the Awards Cere-
mony. The Iowa Chapter is now
a four time recipient of the
Presidential Award for Chapter
Excellence (PACE). The City of
Cedar Rapids received a Project
of the Year Award for the Para-
mount Theatre Restoration pro-
ject. Eric Petersen (West Des
Moines) and Brian Schadt
(Davenport) were among the
IA Chapter President— Tracy War-
ner, P.E., City of Ames with new
National APWA President and long-

Arizona.
As an APWA member, the
amount of chapter and national
(and international) resources at
our fingertips is priceless. As
the APWA Iowa Chapter Presi-
dent, I have talked with so many
people who are passionate
about what we do for our com-
munities. We have opportuni-
ties to inspire young profession-
als, make a difference in a citi-
zen’s life, and to grow on a
personal level. This year we
have formed an Iowa Chapter
Emerging Leader’s Committee
who are working to expand
inclusiveness in our chapter.
This committee continues to
initiate Student Chapters at

Links. Educational and net-
working opportunities are
planned for September 11-12th
at Gateway Hotel & Confer-
ence Center. In recognition of
all of the great Public Works
activities throughout the state,
we will hold our annual Awards
Banquet during dinner on Sep-
tember 11th.
I’m fortunate in life to have
family members and a life part-
ner who support me and en-
courage me to believe I can
achieve anything I set my mind
to. I also have Public Works
friends who all support one
another as we share this lifelong
adventure.

Iowa’s Best Concrete Paving Projects of 2013 Honored

On January 29-31, 2014,
nearly 700 transportation
leaders and builders gathered to exchange
information and recognize last year’s excep-
tional construction projects. The Iowa Con-
crete Paving Association (ICPA) hosted its 50th Annual Concrete Paving Work-
shop, which each year attracts the Mid-
west’s top engineers, highway officials, con-
tractors, and consultants.
ICPA’s 50th Workshop drew a record
crowd of 690 registrants. Registration
volume continues to demonstrate the inter-
est in concrete pavements and solutions for
today’s transportation professionals. The
numbers also confirm the (ICPA) Work-
shop’s reputation as one of the biggest
and the best paving conferences in the country. No other single state paving asso-
ciation draws participation levels as high as
the Iowa Concrete Paving Workshop.
Highlighting the three-day event was the
presentation of the 2013 Portland Ce-
ment Concrete Paving Awards. In de-
termining the winners of Iowa’s most pres-
tigious paving awards, 78 nominated pro-
jects were rated on smoothness, quality
control, general appearance and workman-
ship, contractor management, safety, and
project complexity. The ICPA and the Iowa Department of Transportation (DOT)
jointly evaluated and recognized projects as
2013’s best concrete pavements built in
eighteen categories. Photos of the projects

presentations focused on today’s technol-
ogy and on the history of the paving indus-
try. In addition, participants at this year’s
Workshop were treated to a motivational
speech delivered by gold-medal decathlete
and television personality, Bruce Jenner,
during the event’s Golden Anniversary
Banquet.
The banquet also served as an opportunity
to recognize some of the state’s top
engineering students through the pres-
entation of three academic scholarships.
With the award of scholarships, ICPA
hopes to recognize the best and brightest
of our state’s students and encourage
them to consider careers in Iowa’s con-
crete paving industry. This year’s schol-
arship recipients are:

the last 25 years. The ICPA Board of Di-
rectors chose the 50th anniversary as an
occasion to create a dedicated scholarship
fund to solidify future support of the ef-
fort. ICPA member companies generously
donated over $25,000 this year for the
creation of an ongoing scholarship fund.
The Board hopes to double donations in
the coming months to reach their goal of
$50,000.

SAN DIEGO, CA – The City of Ames Public
Works Department received a Special
Achievement in GIS Award recently at the
Esri International User Conference in San
Diego, Calif. This award acknowledges vi-
sion, leadership, hard work, and innovative
use of Esri's geographic information system
(GIS) technology.
Many City of Ames departments use Esri
ArcGIS technology in a variety of applica-
tions to efficiently and effectively maintain
public infrastructure, map community devel-
opment, create models, identify potential
problems, and maintain utilities.
Organizations from around the world honored
at the Esri conference span industries includ-
ing agriculture, cartography, climate change,
defense and intelligence, economic develop-
ment, education, government, health and hu-
man services, telecommunications, and utili-
ties.

CEDAR RAPIDS—The June
13, 2008 flood was the worst
flood in the history of Cedar
Rapids, Iowa. The Cedar Rap-
ids Water Pollution Control
Facility (CRWPCF) was sub-
merged, putting it out of ser-
vice and resulting in dis-
charges of untreated sewage
within the city. The CRWPCF
was originally designed for a
100-year flood elevation of
717 feet, but floodwaters rose
to an elevation of 720 feet,
inundating the south two-
thirds of the facility and filling
the lower levels of buildings
not otherwise
flooded. The
CRWPCF was com-
pletely out of ser-
vice for approxi-
mately two weeks,
and 13 weeks
passed before it was
providing pre-flood
levels of treatment.
The total cost of flood dam-
age at the CRWPCF has been
estimated at $100
million, but the true
cost goes beyond
physical damage to
the facility, including
significant environ-
mental and financial
implications in the
community.
The primary goals of the de-
sign were:
1.Protection from a
flood event similar
to the flood of June
2008; with all of the
required compo-
nents constructed in a man-
ner to prevent riverine,
internal, and/or surface

2014 APWA Operator Training/Roadeo
Des Moines, IA — September 30th, October 1st and 2nd 2014 the American Public Works Asso-
ciation (APWA) Iowa Chapter is pleased to host the 2014 APWA Operator Training / Snow
Roadeo at the Iowa State Fairgrounds in Des Moines, Iowa. This will be a combination of training
and competition that will benefit operators of all types. This is the first time that these three events
will be held together and you won't want to miss this great opportunity!
There will be three events in which to choose from. Loader Training will run for two days starting
on September 30th. Classroom training will take place the first day with some behind the wheel
training and testing on the second day. SPOT (Snow Plow Operator Training) follows the same
format as Loader Training. All of this is wrapped up on the third day with the annual Iowa State
Snow Plow Roadeo. There will be competition for two person teams in the Snow Plows as well as
the Loader Roadeo. Note: Class 2 safety shirts or vests and steel toed shoes will be required for all
participants in the training courses. Loader training will require hard hats as well. For the Roadeo it
will be casual dress with steel toed shoes recommended. Also keep in mind these are "Rain or
Shine" events. Bring rain gear in case of inclement weather.
