"Climatehawk"isatermoftenusedtodescribepeoplewhoworkforaggressivestepsregardingclimatechangeandcleanenergy.[3]Thegroupseeksoutthosepoliticianswhosupportpricingcarbon,endingtheuseofcoal,anddeployingrenewableenergy,particularlysolarandwindenergy.[4]

CofounderandchairRLMillerisanactivist,blogger,andchairoftheCaliforniaDemocraticParty'senvironmentalcaucus.[1]TheotherfounderisHunterCutting,DirectorofStrategicCommunicationsatClimateNexus.[5]

ThegroupwasfoundedoutofMiller'sfrustrationthatpartsoftheDemocraticPartysupportfossilfuel.Millerstatesthatwithintheparty,"Youdon'tspeakoutforrestrictingawoman'srighttochoose.Youdon'tspeakoutfortheKochBrothers.Yetatthesametime,we'vegotplentyofpeoplewithintheDemocraticPartywhothinkitisperfectlyokaytospeakoutinsupportofcoal."[4]MillerhascitedMontanaGovernorBrianSchweitzer,"anopencheerleaderforcoal,"asamotivatingfactorinthecreationofthegroup.[2][4]

Electoralpolitics

ThegroupworkstosupportclimateorientedcandidatesinprimaryandgeneralelectionsfortheHouseandSenatebyendorsingcandidates,engagingandeducatingvoters,andtrainingyoungerpeopletorunforoffice.[1][5]Thegroup'sstrategyincludesspeakingdirectlytovotersthroughknockingondoors,phonebanking,andholdingrallies.[2][4]AsasuperPAC,ClimateHawksVotecannotdonatetoorcoordinatewithanycandidateorcampaign.[6]



"We'reseekingtoelectleaderswillingtotakeonthegreatestchallengefacingthenextfewgenerationsofhumanity.ToomanyDemocraticpoliticiansconsiderclimatetobejustanotherissuebubblingbelowthesurfaceoftoppriorities,andtoomanyDemocratsarewillingtoexcuseDemocraticpoliticianswhotouttheirstates'coalandoilresourcesaslongasthey'regoodonotherissues,"MillertoldTheHill.[1]

ClimateHawksVotedoesnotruleoutbackingRepublicans,butitfocusesonrankingDemocratssincetheygenerallyshowmoreinterestinclimatechange.Thegroupis"notpartisan,buttheRepublicanPartyissodeeplyentrenchedindenyingtheexistenceofclimatechangethatifaRepublicanclimatehawkweretoemerge,wewouldlookhardataRepublican'swillingnesstobuckleadershipaswellastheRepublican'spositiononclimate,"Millersaid.[1][5]Supportwoulddependonnotjustnotdenyinghumancausedclimatechangebuthavingaviableplantodosomethingaboutit.[4]

In2014,thegroupmadeendorsementsin17races,andtheendorsedcandidateswonin11ofthosedespiteitbeingatoughyearforDemocrats.[7][8]Sen.BrianSchatzofHawaiiwasamongthoseendorsed.Thegrouphasbeencreditedwithperhapsmakingthedifferenceinhisprimaryelectionvictory,whichhadamarginof1,769votes.[4]

AmongtheracesthatClimateHawksVotedidn'twinwasalongshotbidtohavePaulClementsunseatFredUpton,chairoftheHouseCommitteeonEnergyandCommerce,afterClementsdidsurprisinglywellinonepoll.[9]

ClimateHawksVoteisnotexpectingtomakeendorsementsforpresidentbeforesummerof2015,butthegroupstatesithopestoseeSen.BernieSanders'"climate[and]solarsensibilitiesincorporatedintoanypresidentialdebate."[10]Thegrouphascalledforpresidentialleadershiponclimatebyrestrictingextractionoffossilfuelsonpublicland,particularlycoalfromthePowderRiverBasinofMontanaandWyoming.[11]

ClimateHawksVotegivesscorestomostDemocratsandIndependents(andafewRepublicans)intheHouseandSenatethatmeasuretheirclimateleadership.Ratherthanlookatvotes,thescoresmostheavilyweighpublicengagement,suchasappearancesatclimateevents,pressconferences,andspeeches.Thegroupalsolooksatbillsauthoredorcosponsored,pressreleases,websites,andcongressionalcaucusesthatthelegislatorshavejoined.[2][10]

Ratedonascaleof100to+100,thegroupconsiderseachmemberofCongresstobeaclimatehawk,a"climateduck"(onewhoduckstheissue),ora"climatepeacock"(thosewhoareallshowbutnoaction).[12]"Iwanttouse[thescorecard]toidentifytheclimatechampions,"saidMiller."IwantedtocreateacertaintoughnessthatIthinkhasbeenmissingfromenvironmentalpolitics...ahardheaded,inittowinitattitudewhenitcomestoclimatechange."[12]

Othergroupsproducesimilarenvironmentalscores,butClimateHawksVotefocusesonlyonclimate.[2]ScoresfromgroupssuchastheLeagueofConservationVoterslookatvotesbutnotlegislators'intensityofleadershiporengagementwiththepublic.ClimateHawksVotetriesto"lookatleadership,notjustvotes,"saysMiller."Forexample,[Sen.]AmyKlobuchar[DMinn.]isapopularDemocratwithahighLCVrating.Ipulledheruprandomly,andcomparedherwithSheldonWhitehouse[DR.I.],whoisourgold



standardintheSenate.Thelasttimeshementionedclimate,atthetimeIdidthis[2013],wasin2008.Alightbulbwentoffinmyhead:We'retrustingthemtovoteasablocbutthey'renotleadingonthisissue.Weneedtomeasurepublicengagement."[6]

AnotherdifferencebetweenthescorecardsfromClimateHawksVoteandothergroupsisthatsomeothersusequestionnaireresponsesfromcandidatesinmakingdecisions,whileClimateHawksVotelooksonlyatpublicactionsandstatements.Thegroupconsiderspublicstatementstohavegreateraccountability.[6]

Sen.BernieSanders'announcementofhispresidentialcandidacycoincidedwiththeClimateHawksVote'sreleaseofitsfirstSenatescorecard,inwhichSanderswasthehighestratedsenatorinthejustcompleted113thCongress.[10][13]ThisratingwasbasedinpartonhismarchingonclimatewithNewYorkersandhissponsorshipofbillsrankedasimportanttothegroup:theClimateProtectionActof2013toimposeacarbonpollutionfeeandtheResidentialEnergySavingsActof2013thatwouldhavemadeloanstostatestoproviderebatesforrooftopsolarsystems.[14][15]OthershighonthelistwereSchatz,Whitehouse,EdMarkey,andBarbaraBoxer.Whitehousetoppedthepreliminarylistforthe114thCongress.[10][16]

Ontheotherhand,SenateleaderChuckSchumerwasgivenafairlylowscoreandcriticizedbythegroupfornotconnectingclimatechangewithextremeeventssuchasHurricaneSandy.ElizabethWarrenscoredabithigherbutwascriticizedfornotmakingclimateacentralissueexceptforopposingtheKeystoneXLPipeline,leavingher23rdofthe48Democratsscoredinthe113thCongress.Shehasshownsignsofmovingupinthe114thCongress.[16][17][18]

AtthebottomoftheDemocratswereMarkWarner,JonTester,JoeDonnelly,HeidiHeitkamp,JoeManchin,andClaireMcCaskill.BobCasey,Jr.,didbetterthanthosebuttiedwithoneofthefewRepublicansscored,ChuckGrassley.[10][19]SevenDemocraticseatswerenotscoredinthe113thcongress:MarkUdall,MaryLandrieu,CarlLevin,KayHagan,TimJohnson,JayRockefeller,andtheseatsharedbyMaxBaucusandJohnWalsh.[20]
