Pursuant to the Administrative Code Section 14.6 et scq., the Department of Recreation and Parks(RAP) is transmitting copies of the grant application, grant award notification, and the Board ofRecreation and Park Commissioners' January 16,2013 approved Board Report No. 13-016, relativeto the LA84 Summer Swim 2013 grant to help fund RAP aquatics programming.
1. Retroactively approve the submission of a LA84 Foundation 2013 Summer Swim Program grantapplication to the LA84 Foundation to fund the RAP aquatics programming;
Recommendations for Council action, subject to the approval of the Mayor:
2. Designate RAP's General Manager, Executive Officer, or Assistant General Manager, as theagent to conduct all negotiations, execute and submit all documents, including, but not limited toapplications, agreements, amendments, and payment requests and so on, which may be necessaryfor the completion of the project(s);
3. Authorize RAP's General Manager to accept and receive the LA84 Foundation 2013 SummerSwim Program grant in the approximate amount of$85,000 from the LA84 Foundation to helpfund the RAP aquatics programming: and
4. Authorize RAP's Chief Accounting Employee to appropriate funding received to the necessaryaccount within "Recreation and Parks Grant" Fund 205 to accept the LA84 Foundation 2013Summer Swim Program Grant in the approximate amount of $85,000.

Background:
In December 2012, the LA84 Foundation invited the Department of Recreation and Parks (RAP) toapply for the 2013 Summer Swim Program Grant, which was due by February 15, 2013. OnFebruary 14,2013, RAP submitted the 2013 Summer Swim Program Grant application to help fundthe RAP aquatics programming. At its meeting of January 16,2013, the Board of Recreation andPark Commissioners approved submittal of the grant application (Board Report No. 13-016).
On March 8, 2013, RAP received notification that the RAP aquatic programming was selected forthe 2013 Summer Swim Program grant award of $85,000.

How many instructors and/or lifeguards do you have? What is the instructor and lifeguard to athleteratio? Please indicate if there are any existing policies or regulations that impact theinstructor/lifeguard staffing?The Department employs approximately 750 Lifesaving Staff during the summer, with an average of 3-4 staff on dutyat each facility, with more for larger facilities.
The Instructor/lifeguard to athlete ratios are as follows:Learn to Swim Lessons 1 instructor/lifeguard to 15 participantsSwim Team 1 coach to 30 participantsSynchronized swimming 1 coach to 10 participantsDiving 1 coach to 20 participantsWater Polo 1 coach to' 20 participants
There are existing Department practices that impact the instructor/lifeguard staffing which determine the ratios foreach program indicated above.
Walter Tobar - Aquatic Facility Manager I who has served as the LA84 program coordinator for over five years.Oversees the Water Polo progra m.

Richard Rincon - Aquatic Facility Manager I, with U.S. Water Polo experience and assists Walter Tobar with the WaterPolo progra m.
Michael Shanto - Aquatic Facility Manager I who oversees the Diving Program, with over 30 years of aquatic experienceand was at one time a competitive diver. Holds an American Red Cross Water Safety Instructor Trainer certificate.

The City and the Department anticipate possible budgetary shortfalls, which will seriously impact the delivery of publicservices. In anticipation, the Department has meticulously planned for staffing, scheduling of classes and events toensure program success. By relying on best practices and through years of experience in providing these services, theDepartment will effectively mitigate such challenges and continue to provide quality programming.
What else would you like to share with us about your program or the community that this requestwill serve? Feel free to use specific examples.The City of Los Angeles Department of Recreation and Parks has been a long-standing partner with the LA84Foundation. This partnership has provided opportunities for youth to learn to swim and participate in teamcompetitions where they may not have otherwise afforded. Through this outstanding relationship, the Department'sAquatic Division has been able to fulfill its mission in providing water safety education through swim lessons to thecommunities it serves. Another highlight of this program is that some of the City's Aquatic staff were at one timeparticipants of the City's Aquatic team sports programs.

Congratulations on the grant awarded to the City of Los Angeles for the 2013 Summer SwimProgram. The grant will officially go into effect upon completion of a signed agreement with the LA84Foundation.
Attached is the Grant Agreement between the LA84 Foundation and the City of Los Angeles. Pleasesign and return the grant agreement as soon as possible. Additionally, we will also need a copy ofyour certificate of liability insurance naming the LA84 Foundation as an additional insured ORevidence of self-ins urance.
Please note the following important dates:

That the Board:
1. Approve the submission of a 2013 Summer Swim Program grant application to the LA84Foundation to augment funding for the Department of Recreation and Parks (RAP) aquaticsprogramming in the approximate amount of $85,000, subject to Mayor and City Councilapproval;
2. Direct staff to transmit a" copy of the grant application to the Mayor, Office of the CityAdministrative Officer (CAO), Office of the Chief Legislative Analyst (CLA), and to the CityClerk for committee and City Council approval before accepting and receiving the grant award,pursuant to the Los Angeles Administrative Code Section 14.6 et seq. as may be amended;
3. Authorize the RAP's General Manager to accept and receive the LA84 Foundation 2013 SummerSwim grant, if awarded, in the approximate amount of $85,000 from LA84 Foundation foraquatics programming, subject to the approval of the Mayor and City Council;
4. Designate tbeRAP's General Manager, Executive Officer, or Assistant General Manager, as theagent to conduct all negotiations, execute and submit all documents, including, but not limited toapplications, agreements, amendments, and payment requests and so on, which may be necessaryfor the completion of the project(s); and

5. Authorize the RAP's Chief Accounting Employee to appropriate funding received to thenecessary account within "Recreation and Parks Grant" Fund 205 to accept the LA84 Foundation2013 Summer Swim grant, if awarded, in the approximate amount of $85,000 for aquaticsprogrammmg.
SUMMARY:
illJanuary 20 13, the LA84 Foundation is expected to release its notice offunding availability for the2013 Summer Swim Program to help fund the summer aquatic programs.
The LA84 Foundation and the Department of Recreation and Parks (RAP) have workedcollaboratively in conducting summer swim programming for over 20 years serving primarilydisadvantaged areas throughout the City of Angeles by offering access to aquatic sports that typicallyeludes youth residing inunderserved areas. This programming also increases the youth's knowledgeof aquatic safety, which is in line with the RAP's focus on youth development and building healthycommunities.
The LA84 Foundation 2013 Summer Swim grant would provide sponsorsbips for free swim lessonsand free participation on a competitive aquatic sports team. Youth participating in the competitive'sports would then be able to qualify to compete in special events, like the Summer Swim Festival,Diving Festival, Synchronized Swim Festival and/or the Water Polo Tournament competitions.
One of the Summer Swim Program's goals is to serve at least 2,000 youth, ages 7 to 17. Successfulawards in previous years have allowed RAP to reach tens of thousands of disadvantaged youth.
FISCAL IMPACT STATEMENT:
The acceptance of this grant does not require a match. There is no fiscal impact to RAP's GeneralFund.
