ADDENDUM #2

Student Information System SSV# 1415-27 Open: March 6, 2015 @ 11:00 am

Q: Do we need to be on Aldine Independent School District approved vendor list to submit the proposal and/or work on the solution, if awarded?

A: No, you do not need to be on the Aldine Independent School District approved list to submit a

proposal. The purpose of the proposal is to evaluate your solution. The vendor recommended to the Board of Trustees if approved, then becomes the approved vendor for Aldine for the student information system.

Q: Are we are allowed to bring in a partner/sub-contractor for this project in order to combine our core

strengths and capabilities to provide a better solution to Aldine Independent School District? A: Yes, but please include this information in detail in your implementation plan. Q What is the current student count for Aldine ISD? A: Official 2014-2015 count: 69,716 Q: Will you need Health data converted from your current SIS system? A: Yes; immunizations, Acanthosis, Vision, Hearing, Scoliosis; we maintain some logs that probably

will not need to be converted. Q: Do you currently have a separate system for SPED? A: Yes; eSped; we sent enrollment data nightly to it and bring back SPED data Q: On page 52, you have a listing of additional grids and fields. Can you describe a grid? Can you list

the fields for each grid, if applicable? A: We will post a screen shot of each grid, but in general they are date driven records; as elements

change, a new record with a new date is added allowing us to track by date.

Page 2: ALDINE INDEPENDENT SCHOOL DISTRICT Carlotta Nicholas ......There are several complicated scenarios, but the logic has been developed and scripts written in current software that will

Q: There are three sheets in the excel version. The first sheet contains a list of 548 questions and a

“Grids and Fields Aldine Has Added to Current SIS” section. Sheet 2 relists the “Grids and Fields Aldine Has Added to Current SIS” section. Sheet 3 contains questions that appear to be included in the first sheet’s 548 question list. Do we need to provide any response to Sheets 2 or 3?

A: No; we will re-post without sheet 3 Q: Questions 299 and 300: custom report cards and progress reports are requested. Will samples be

provided? A: We will post examples of some of our current custom report card and progress report. Q: Question 439: “Campus of responsibility field is automatically populated based on the campus type

(DAEP) and the current campus of accountability. There are several complicated scenarios, but the logic has been developed and scripts written in current software that will need to be duplicated. (This logic is available by request.)” Please provide the logic.

A: Campus of Responsibility field should be automatically populated based on the campus type

(DAEP) and current Campus of Accountability. Example: A5 - On Actions for incidents at JJAEP set the Campus of Responsibility to the home campus.; A5a - On Actions for incidents at (090, 098, 099) Compass, Highpoint, JJ set the Campus of Responsibility to the Campus of Accountability that is set on via the nightly AISD_UPDATE_CAMPUS_OF_ACCOUNTABILITY procedure; A5b - Exception is 050 & 059 - Their Campus of Responsibility will need to be set to the Nonconcurrent Campus (we are not posting Campus of Accountability via the nightly AISD_UPDATE_CAMPUS_OF_ACCOUNTABILITY procedure on the truly Concurrent Campuses).; A6 - At campuses other than 050 & 059 -- if PEIMS Action Code value = 06 or 26, set the Campus of Assignment to the campus of enrollment on the Incident Date.; A7 - At 050 & 059 campuses only - If the Campus of Assignment is blank (not filled in by scripts 1-5), AND the Action has a PEIMS code that is not blank, 16, 17, 05, 25, 27, or 28; set the Campus of Assignment to the NONCONCURRENT campus of enrollment on the Incident Date. (or incident /withdraw date if appropriate).; A8 - At nonconcurrent campuses only -- for all Action Codes starting with BRK, set the Campus of Assignment to the campus of enrollment on the Incident Date

Q: Question 444: “Aldine Discipline Scorecard following implementation (specs available).” Please

provide specs. A: We will post an example of the Scorecard and the more complicated specs.

NOTE: Proposer must sign this page and return it with your proposal to indicate receipt of this information. Failure to do this may be cause for non-consideration. Company Name: Signature: Date: Printed Name:

Requirements for calculating discipline data for PBM & PBMAS are found state provided manuals below - PBM (DV Manual pages 17 - 20) & PBMAS Manual (pages 81 - 85). You can access the full manuals at: http://www.tea.state.tx.us/pbm/PBMASManuals.aspx http://tea.texas.gov/pbm/DVManuals.aspx (Discipline Data Validation Manual (PDF)) Items specific to the discipline score card: SPED Indicator #20: SPED Discretionary DAEP Placements ....................................................................................81 SPED Indicator #21: SPED Discretionary ISS Placements .........................................................................................83 SPED Indicator #22: SPED Discretionary OSS Placements........................................................................................85 Planning for the Future: 2015 and Beyond It is anticipated that ongoing development of the PBMAS will include the addition of new indicators, revision of current indicators, and deletion of indicators that are no longer necessary. Factors independent from the PBMAS itself are also likely to have an impact on the future versions of PBMAS. These factors include the following: • ongoing development and implementation of the statewide assessment program, STAAR; • reauthorizations of federal statutes, including NCLB; • results of any state or federal reviews, guidance, and regulations; • changes to data collection definitions and processes; and • legislation from a regular or special legislative session. Changes to PBMAS Standards and Cut-Points As part of the annual PBMAS development cycle, the standards and cut-points for each PBMAS indicator are evaluated. A decision to adjust standards or cut-points for one or more indicators is based on a careful consideration of the following: • whether a state or federal goal has been identified for the indicator; • performance of the state on each indicator at the time standards and cut-points are set; • expected and actual improvement on the indicator over time; • amount of improvement that is reasonable for the indicator; • overall impact on the PBMAS of adjustments to standards and cut-points; • the PBMAS system’s guiding principles; • other considerations that could affect performance on particular indicators; • appropriate standards and cut-points across similar indicators; and • internal and external input.

SPED Indicator #20: SPED Discretionary DAEP Placements

This indicator compares the discretionary Disciplinary Alternative Education Program (DAEP) placements of students served in special education to the discretionary placements of all students in DAEPs.

Calculation

1. Special education discretionary DAEP placement rate:

number of discretionary DAEP placements of students served in special education number of students served in special education in attendance

2. All students’ discretionary DAEP placement rate:

number of discretionary DAEP placements for all students number of all students in attendance

3. Difference:

special education discretionary DAEP placement rate – all students’ discretionary DAEP placement rate

Data Source

The data for this indicator’s denominators are based on the number of students (all students versus special education students) reported by the district on the PEIMS 400 Record, 405 Record, 500 Record, and 505 Record as in attendance. The data for this indicator’s numerators are based on the number of discretionary DAEP placements (all students versus special education students) reported by the district on the PEIMS 425 Record.

• Minimum Size Requirements: o Denominator ≥ 30 o Numerator ≥ 10

• Year(s) of Data Available for Analysis: 3 • Automated Special Analysis: Yes • Professional Judgment Special Analysis: Yes • Required Improvement: Yes • Accountability Subset: No • Applicable PEIMS Collections: Summer 2013 • Section II of this manual includes detailed information on these and other PBMAS components.

Performance Level Assignment

Each district’s difference value is compared to the PBMAS standards for the indicator, and performance levels are assigned as follows:

SPED Indicator Standard PL 0 PL 1 PL 2 PL 3

20

1.0 percentage

point difference

≤1.0 1.1 - 2.0 2.1 - 2.9 ≥3.0
