University Grants Commission, Bahadur Shah Zafar Marg, New Delhi 110 002 &
branch office at 35, Feroze Shah Road, New Delhi and UGC NET office, South
Campus of Delhi University, Benito Juarez Marg, New Delhi. The quotation should
be superscribed as Hiring of desert coolers in UGC office. Sealed quotation
should be addressed to Mr. R.C. Kandera, Deputy Secretary (Admn.),
University Grants Commission, Bahadur Shah Zafar Marg, New Delhi-110 002 and
should reach the UGC Office in Room No.323 latest by 08.04.2013 upto 12.00 p.m.
The quotations will be opened on same day at 3.00 P.M. at University Grants
Commission, Bahadur Shah Zafar Marg, New Delhi 110 002.

INVITATION OF QUOTATIONS FOR RATE CONTRACT FOR HIRING OF DESERT
COOLERS IN UGC OFFICE.
1. Quotations in sealed covers are invited for concluding Rate Contract forhiring of Desert Coolers at UGC main office at Bahadur Shah Zafar Marg,
New Delhi 110 002, and branch offices at (i) UGC office - 35, Feroze
Shah Road, New Delhi 110 001 and (ii) and UGC NET office, South
Campus of Delhi University, Benito Juarez Marg, Near Dhaula Kuan, New
Delhi 110 021 on as required basis for Summer Season 2013 for the
period from 15 April, 2013 to 15 October, 2013 during the one summer
season and further extendable for one year on satisfactory service of the
firm. Details of specifications of the New Desert Cooler required to be hired
under the proposed Rate Contract are listed in Part II of this Tender
Enquiry. Please superscribe the above mentioned title and of date of
opening of the quotations on the sealed covers to avoid the quotationsbeing declared invalid.

3. This tender is divided into two parts as follows :a. Part I Contains General Information and Instructions for the Bidders
about the tender such as the time, place of submission and opening of
tenders, validity period of tenders etc.
b. Part II Contains essential details of the items/services required such asthe schedule of requirement, Technical specifications, delivery period,
reserve the right to change or vary any part thereof at any stage. Buyer
also reserves the right to withdraw the tender, should it become necessary
at any stage.

Part I General Information
1. Last date and time for depositing the tender: 08.04.2013 upto 12.00 P.M.The sealed tenders should be deposited/reach by the due date and time.
The responsibility to ensure this lies with the Bidder.
2. Manner of depositing the Bids: Sealed tender should be either be sent byregistered post of in person at the address given on pre-page so as to reach
by the due date and time. Late tenders will not be considered. No
responsibility will be taken for postal delay or non delivery/non receipt of
tender documents. Tender sent by FAX or e-mail will not be considered.
3. Time and date for opening of tenders: 08.04.2013 at 3.00 P.M.(If due to any exigency, the due date for opening of the tender is declared a
closed holiday, then it will be opened on the next working day at the same
time or on any other day/time, as intimated by the Buyer)
4. The tenders will be opened at the office of University Grants Commission,Bahadur Shah Zafar Marg, New Delhi 110 002. The Bidders may depute
their representatives, duly authorized in writing to attend the opening of
tender on the due date and time.
5. Tender should be forwarded by Bidders under their original memo/letterpad inter alia furnishing details like PAN/TIN number, VAT/CST number,
Bank address with FET Account if applicable etc. and complete postal and
e-mail address of their office.
6. Canvassing by the Bidder in any form, unsolicited letter and post tendercorrection may invoke summary rejection with forfeiture of EMD.
Conditional tenders will be rejected.
7. The Bidder should enclosed a Demand Draft amounting to Rs. 20,000/- asEarnest Money Deposit (EMD) drawn in favour of the Secretary, University
Grants Commission, New Delhi alongwith the tender documents. If the
EMD is not submitted with the tender, the tender will not be considered.
8. The index of the tender documents should be given on the first page. Thepage number may also be given on each page of document.

2. Technical Details: The terms and conditions of the contract are as follow:a) The coolers to be installed at the above mentioned sites should be New
with the following specifications:
(i) Specification: Desert Coolers of size 18, Room Coolers of size 15, fan each of900 1400 RPM as per requirement at site, complete with all required
accessories such as fan, motor, pumping sets, suitable stand of approved
pattern of steel, well painted water tank, new wood wool pads, PVC rubber
insulated wire with power plug of 15 AMP/05 AMP adjustable grill, separate
on/off switch for fan and pump etc.
b) Installation: All coolers should be installed and made operational for SummerSeasons, 2013 by 15.04.2013
c) Watering of Coolers: The Contractor shall be filling water in coolers twice a dayduring the period of contract. The contractor will make arrangement for PVC
pipe for filling the water for each floor of the building.

d) Maintenance of Coolers : It will be the responsibility of the Contractor toprovide complete and prompt maintenance service for efficient working of
coolers during the period of contract.
e) Electric Connection: Only three wire insulated power cables should be used forconnecting the Desert Coolers to power switches. The power cables should not
be having joints and loose connection. Earthing of desert coolers should be
also ensured.
f) Provision for replacement of Defective Coolers: Adequate number of DesertCoolers should be kept as reserve at the Contractors site to ensure immediate
replacement of the defective coolers. The bidder has to make available the
services of electrician/mechanic for whole day during the period under
contract so that the defects, if any, can be rectified within one hour.
Mode of Payment: 50% of total payment will be made on satisfactory installation of
Desert/Room coolers and rest of 50% payment will be made after completion the
period after obtaining of satisfactory report of concerned office in-charge of the
UGC buildings
3. Eligibility Criteria:a) The bidder must have sufficient experience in the work preferable in
Govt./PSU/Autonomous Organization.
b) As documentary evidence of the eligibility criteria mentioned in sub para(a) above, copies of Rate Contract(s)/ Order(s) alongwith satisfactory
contract/ Order execution report(s) is by the concerned organization
should be enclosed by the bidder with the tender documents.
c) Bidder must possess valid PAN Card. A copy of the same should beenclosed with the tender.
4. The desert cooler installed during the summer season shall be removedand the window be covered by transparent fiber sheet of 2 mm. (where
ever necessary).
