    Todd McMahon, President of the MissionViejo (MV) Homeowners Association (HOA),attended Sevilles November Board meetingto report on several issues of interest to all ofus in this neighborhood.

    Thanks to efforts of our Councilman BobBroom, the City of Aurora announced late lastyear that it would reopen the MV library on alimited basis in January 2011, but the closureis still in litigation. The judge ordered a court

    date of April 22nd to decide several issuespertaining to the Citys breach of the contractit signed in 1975 with MVs developers to usethe building for a library until 2026. Without abinding legal decision, theres no guaranteethe City wont reduce the open hours evenfurther, close the library again permanently inthe future, or use the building for otherpurposes.

    Construction of the new Walgreens is

    proceeding on schedule on the southeastcorner of Hampden and Chambers.Walgreens owners have been instrumental inimproving the appearance of that whole

    corner with new signage, painting, etc.Walgreens also bought the old GroceryWarehouse building and is actively looking fora new tenant.

    Efforts to find new life for the vacantrecreation center next to the fire station haveproduced fewer results. A church showedinterest in it, but that plan was droppedbecause it would require much legal work toalter MVs current zoning regulations. TheYMCA was also prepared to buy it when theeconomy forced them to withdraw.

    MVs HOA located a company thatmanufactures the same adobe blocks for thewalls surrounding our neighborhood. MVoffered to share their stockpile with Seville ifwe stored it. Now future damage wont take6+ months to repair with mismatched blocks

    like it did last year on Kalispell nearMission.

    When phone books and flyers are placed on your stoopor door, you are responsible for removing them. Dontrisk a violation notice and fine by letting this unsightlytrash pile up.

    Looking into ThingsLast year when the City shut off the water inSeville for several hours, Westwind and theBoard received complaints from some residentswho accused us of not caring about their

    inconvenience as long as we knew about itahead of time and could prepare. Although werarely receive advance notice of water orelectrical interruptions, we took the complaintsseriously enough to spend several monthsinvestigating a communications system for allSeville residents.The Board first checked into having coveredbulletin boards installed near the mail centers.When repairs in one unit on Mission recentlyrequired turning the water off in a couple ofbuildings, we realized that the logistics ofpassing along that sort of information wereunworkable, especially in bad weather.Then we checked into an automatic phoningsystem similar to Reverse 911. Besides beingextremely expensive, we remembered howseveral efforts in past years to get residentsphone numbers in case of emergencies alwaysfizzled out.The Board finally decided that we couldnt

    justify spending large amounts of money tocover every possible type of sporadicinconvenience. Seville residents are alwayswelcome to contact Directors and Westwindwhen things happen maybe well know whatsgoing on. When you think about it, though, thepeople living in the houses around us donteven have that option. Sometimes we just haveto cope with things we have no control over.

    New Landscaping Finally!About a decade has been spent planning to makchanges in Sevilles landscaping, but things are finallgetting started now. The Board approved bids totalin$31,193.50 for backflow unions, irrigation systemupgrades, rejuvenation projects along the perimeter oMission Parkway, and improvements at the fronentrance to increase safety.Some of the work will begin now in the off-season witthe removal of overgrown bushes many of which arnear their expiration dates. Residents near the worareas will experience extra noise and sominconvenience, but the Board hopes well all bpleased with the results.

    To the Anonymous Letter WritersThank you for your concern about proper enforcement of Sevilles Covenants and your most recenletter to me. I know that your previous letters were ignored, and Im very sorry youve caused yourseso much stress and extra work by trying to do what is right. Unfortunately, the Board is bound by a long list of regulatory guidelines. Because of Colorado lawpassed several years ago as well as Association policies and procedures, we dont act uponanonymous information. I hope you can see how doing so might cause the Board or our manager to bthe possible promoters of unrest, retaliation, or vindictive behavior between neighbors.Taking matters into your own hands to enact vigilante justice seems like an open invitation for troubleHowever, if one of you anonymous writers calls me and gives your name and address, Ill be happy tobegin the violation process immediately with the information youve provided. I dont remember that areporter was ever identified to the reported, so theres no need to fear for your safety. That information

    is always treated confidentially.In fact, I have much more to fear than you do! While our addresses have never been made public, yoknow where Mr. Hutchins and I live but we know nothing at all about you!

    Now that the Mission Viejo library has reopened, the board has movedthe board meetings back to the librarys large conference room (by theexit door). Due to the librarys hours, however, we are moving ourmeeting times for homeowners to 4:15pm to 6:15pm so that we canhave time to finish the meeting and clean up the meeting room beforethe library closes.
