Key Events and Findings
• The largest single marijuana seizure occurred in the RGV Sector where Rio Grande City USBP
Agents seized 5,344 lbs of marijuana at a local tire shop and car wash business in Roma, TX. (p. 56)
• CBP-OFO Officers at the Del Rio POE stopped a 2008 Nissan Altima for an outbound inspection
resulting in the seizure of 29 assault rifles. (p. 37)
• In the Laredo Sector, CBP/OFO Officers at the Lincoln Juarez Bridge seized 2.98 lbs of crystal
methamphetamine that was concealed in the lining of a water thermos. (p. 47)
• The largest single currency seizure was in the CB Sector where Nueces Co SO seized $95,000 USD
concealed inside the passenger side air bag cavity of a 2002 Jeep Grande Cherokee SUV traveling
on IH-37S from Austin, TX, to Corpus Christi, TX. p. 72)
• A 15-day operation staged by the Mexican armed forces in Nuevo Leon, Tamaulipas, Coahuila and
San Luis Potosi in northern Mexico resulted in the seizure of arms and drugs and the rescue of 14
kidnapping victims. (p. 93)
• Over the last several months, Mexican cartels have begun extorting money from teachers across
Mexico. In the first week of SEPT 2011, more than 600 teachers closed their classrooms in 140
Acapulco elementary and middle schools in the face of extortion threats. (p. 90)
• Los Zetas is targeting social media users for reporting gun battles and other DTO activities to federal
police and the military. On 24 SEPT 2011, Mexican authorities discovered the decapitated body of
Maria Elizabeth Macias Castro, a local journalist and a contributor to local social media outlet Nuevo
Laredo en Vivo (“Nuevo Laredo Live”). (p. 95)

Four gang-related incidents were reported during this reporting period involving four arrests of members
from four different gangs. There were three criminal arrests and one fugitive arrest. The incidents involved:
Assault on a Public Servant, Harassment of a Public Servant, Assault, and Family Violence.

Gang activity for the week of 22 – 28 SEPT 2011
The Almighty Vice Lords or Almighty Vice Lords Nation has its
roots in Chicago, IL. The Vice Lords are believed to have started in
1958 by a group of youths that were incarcerated in the Illinois
State Training School for Boys in St. Charles. In order to soften
their public image, they tried changing their name to the
Conservative Vice Lords. Currently they are known as the
Almighty Vice Lords Nation. Their symbols and hand flash are
displayed on the left. The Vice Lords will also use various Islamic
symbols such as a crescent moon, but they are not to be mistaken
for a religious group. The El Paso Police Department‟s Gang Data
Base shows approximately 17 confirmed members in the El Paso
area.
On Friday, 23 SEP 2011, an El Paso THP Trooper
arrested BANDIDO Raymond SANCHEZ on FM-
1281 near Horizon City, TX, for an outstanding unpaid
traffic ticket. SANCHEZ was in route to a BANDIDO
party at BANDIDO Thomas COMPTOIS‟ house near
Horizon City, TX. Sanchez displayed a patch on his
vest which said “DOG POUND CREW”, and Sanchez
Raymond Sanchez
AKA: “Hongo”
DOB: 02/12/1976
told the Trooper that “DOG POUND CREW” is a nickname of the El Paso
Chapter. BANDIDOS‟ David Zamora and Thomas Comptois came to pick up
Sanchez‟s motorcycle, and Zamora was wearing a patch that said “Secretary.”
Sanchez told the Trooper that the El Paso Bandido Chapter has two secretaries.

Border Auto Theft Information Center (BATIC)
Additional Information
For the week ending on 24 SEP 2011, the Border Auto Theft Information Center
(BATIC) received 3,532 inquiries / callers requesting information on suspicious
vehicles. The BATIC Specialists responded affirmatively to 35 of the calls with
stolen vehicle information being forwarded to the requesting officers.
On 19 SEP 2011, El Paso CID Agents recovered
sixteen stolen vehicles from MX. The property value
of the vehicles recovered was set at $295,612 USD.

On 08 SEP 2011, the El Paso PD responded to a
shooting and found a 23-year old male victim with
two gunshot wounds. Investigation by EPPD
Crimes Against Persons (CAP) Detectives
revealed that the victim was meeting with another
male at a residence in the 8600 blk of Centennial
to negotiate an illegal narcotics transaction
when the victim was shot and robbed of an
undetermined amount of USD. Three subjects
were arrested for the crime.

On 15 SEP 2011, the US Marshal Lone Star Fugitive Task Force, comprised of officers
from the USMS, Homeland Security Investigations (HSI), Office of Inspector General
(OIG), the El Paso Co SO, and DPS CID, executed several felony arrest warrants on
fugitive Fernando LAVENANT in Vinton, TX. LAVENANT is a dangerous felon who
displayed a weapon and evaded LEOs in NM during a high speed pursuit on 11 SEP
2011. LAVENANT was wanted by both NM and TX authorities for aggravated felony
warrants that included Kidnapping, Aggravated Assault, and Burglary. After his arrest,
while secured in an unmarked law enforcement vehicle, LAVENANT was able to
manipulate the handcuffs he was wearing and fled in the unmarked unit. A manhunt
ensued, and the vehicle was later recovered in a supermarket parking lot in Anthony, TX.
Following further investigation, LAVENANT was located at a nearby residence in the 100
blk of Roosevelt in Canutillo, TX. Law enforcement agencies established a perimeter
and attempted to make contact with LAVENANT, who again attempted to elude law
enforcement officials by fleeing from the residence while armed, and was shot when he
encountered officers surrounding the residence. LAVENANT was arrested, hospitalized
for his wounds, and later jailed at the El Paso Co Jail upon release from the hospital.

On 17 SEP 2011, an El Paso DPS THP Trooper conducted a traffic stop on a vehicle on
FM-659 (Zaragoza Rd.) near the intersection of Montana in El Paso, TX. The driver
failed to provide identification and gave the Trooper the name of Juan Jose PEREZ-
GUTIERREZ with a false DOB. The driver was fingerprinted at the Ysleta USBP station
with negative identification results, and further investigation through numerous federal
databases showed the driver had assumed and had been living under the name of
Miguel RODRIGUEZ with the date of birth of 11/20/1972 for several years. Investigation
revealed that the real Miguel Rodriguez was born in El Paso, but died in Juarez, and his
mother sold his social security card and birth certificate to the driver who had since
assumed the deceased Miguel RODRIGUEZ‟s identity. It was found that the driver is an
undocumented alien, and has held a Texas CDL for several years under his false
identity. The US Department of State has an active investigation on the driver for the
utilization of the fictitious name during the application for a US Passport.

In comparison to last week, the El Paso Sector experienced an increase in the seizure of marijuana,
heroin, and currency. There was a decrease in the seizure amount of cocaine. There were no reported
seizures of methamphetamine during this period. There was an increase in the number of reported stolen
vehicles (26 compared to last week‟s 25), and no change in the recovery amount of stolen vehicles, as
reported by El Paso PD and/or El Paso Co SO.
Of the total 1,920 lbs of marijuana seized at the POEs: 718 lbs was seized at the Bridge of the Americas
POE (BOTA), 423 lbs at the Ysleta POE, and 778 lbs at the Paso Del Norte POE (PDN). There were no
reported marijuana seizures at Fabens POE, Santa Teresa POE, or in the Lordsburg area. There were ten
reported marijuana seizures across the POEs, and one cocaine seizure in the Lordsburg area (10.8 lbs).

The predominate concealment methods for marijuana during this reporting period were: fuel tanks (3),
tires (3), floors (2), cargo areas (2), with one each of the following; undercarriage, center console, dash
board, firewall, seat, quarter panel, rocker panel, roof, truck bed, under speakers.
The El Paso PD reported nine marijuana seizures totaling 11.7 lbs and nine cocaine seizures totaling 2.34
lbs. The El Paso SO reported one marijuana seizure totaling 486.8 lbs and nine cocaine seizures totaling
2.34 lbs.
During this reporting period, 168 IAs were apprehended. IA apprehensions increased by 27 from the
previous week‟s 141. Total reported IA apprehensions within the El Paso Sector from 5 JAN through 27
SEP were 8,077 with 559 being Other Than Mexican (OTM). There was one ASIC apprehension from the
Philippines.

City-wide index crime continues to show a
decreased rate of 7% as compared to the same
time frame last year. There is a 650% increase
(15) in murders, a 34% increase (45) in sexual
assaults, a 4% decrease (15) in robberies, a
5% decrease (404) in assaults, a 7% decrease
(96) in burglary, a 10% decrease (1,009) in
larceny, a 13% decrease (153) in vehicle theft,
and a 2% decrease (38) in vehicle burglary.

DPS AVN flew to Iraan, TX, to assist TPWD, which received information that an oil company
near Bakersfield, TX, was negligent in disposing waste oil causing an environmental hazard
to the land as well as to wildlife. Aircrew flew over the area near Bakersfield and
photographed the hazard. It was noticed that the oil had run out of the containment area and
it was believed that numerous birds were trapped in the oil. The Aircrew returned to Midland,
TX, with TPWD continuing the investigation. Once back in Midland, the Aircrew received
information that an oilfield worker had observed the aircraft earlier in the day flying over the
oil hazard. Threats were issued to shoot at the helicopter and "bring it down" if it was seen
again. DPS AVN flew back to Bakersfield to provide aerial support as TPWD investigated the
environmental and wildlife hazard. The Aircrew did not observe any criminal activities as
TPWD arrived at the oil hazard. The Aircrew and TPWD observed numerous wildlife trapped
in the oil hazard as well as the negligence of the containment of the oil causing an
environmental hazard. TPWD estimated the damages in the millions of dollars. The oil hazard
investigation by TPWD and the terroristic threat, handled by the Texas Rangers, are still
ongoing.

On 24 SEPT 2011 at the USBP TX-67 Checkpoint seized:
• 82.7 lbs of marijuana and apprehended two USCs. The marijuana was discovered concealed under the
cover of the spare tire compartment.
• 74.3 lbs of marijuana and apprehended two USCs. The Marijuana was concealed in the truck bed walls,
both seats, the rear quarter panel of the cab and the dashboard.
On 24 SEPT 2011 on Coal Mine Ranch seized:
• 160.75 lbs of marijuana and apprehended four IAs (one a juvenile).
All subjects and marijuana were referred to DEA for federal prosecution. The juvenile was processed for removal.

In the 11 MAR 2011 BOSA, Hudspeth Co SO with assistance from USBP seized 1,071.5 lbs of marijuana found hidden inside an industrial steamroller and apprehended one USC.
On 25 SEP 2011, USBP Agents at the Sierra Blanca Station seized 783 lbs of marijuana, $223 USD, and apprehended one USC near Indian Hot Springs Rd. The marijuana was concealed inside a steamroller drum. The subject and marijuana were referred to DEA for federal prosecution.
Since December 2010, three seizures of marijuana from steamrollers have been reported in Hudspeth Co. All three concealments were within the drum mechanism of the
steamroller. The first was encountered 04 DEC 2010, although no contraband was found.

dressed like Mexican Military with numerous
vehicles (including a one with a mounted 50 cal

DPS AVN assisted the Glasscock Co SO, Howard Co SO, and Big
Spring PD with the execution of an arrest warrant and search
warrant. Local law enforcement were familiar with the location of a
suspect, wanted for aggravated assault and aggravated robbery.
The suspect stated that he would not be taken alive. DPS AVN flew
cover for the operation and the suspect was arrested without
incident.

Total marijuana seized this week totaled 1,774.25 lbs, while last week the Unified Command Sector
reported 454.71 lbs. The most significant seizure this week was 783 lbs of marijuana seized from a
steamroller drum.
Additionally, user amounts of cocaine, methamphetamine, and hashish were seized this week. IA
apprehensions increased this week to 57 compared to last week‟s 36. Criminal arrests declined
slightly with 56 arrests compared to last week‟s 59.
The Checkpoint on US-67 was active this week with two seizures of marijuana. Backpacking
continues to be the primary means transporting marijuana loads to be picked up along highways in
border counties.

BOSA REVISITED – Big Bend Ties
Perryton PD conducted a three-month investigation on individuals smuggling large amounts of firearms,
developing information regarding over 300 AK-47s being trafficked from a residence, awaiting
transportation to the LOS ZETAS in MX. A search warrant was executed at the home, and Perryton
Officers recovered various assault rifles including SKS, AK-47, Ruger Mini-14, and 9mm assault pistols
along with various ammo. The resident, a commercial truck driver, was arrested and charged with felony
firearms smuggling. The Perryton Chief of Police said that other Agencies involved in the investigation,
including the Texas Rangers and ATF, are now attempting to trace the origins of the firearms, as well as
trying to track their final destinations within MX. FOLLOW UP: Investigators determined ESPINO
frequently crosses at the PRESIDIO POE. Perryton, TX, is located in the NW corner of the
Texas panhandle near OK.

SOUTHBOUND OPERATIONS On 26 SEP 2011, Maverick Co SO Deputies, working Southbound Operations at
Eagle Pass POE #1 as part of Operation BORDER STAR were advised by DPS of a possible
weapons/ammunition smuggling vehicle heading outbound into Mexico. A vehicle matching the
description pulled into an outbound lane. Deputies and CBP-OFO Officers conducted an inspection,
and discovered 199 boxes of .223 cal ammo, totaling 3,980-rds inside a speaker box in the trunk.
The female driver was detained by CBP-OFO Officers.

On 27 SEP 2011, a Uvalde PD Officer made contact with a subject walking near High Street
and Mill Street. After inquiring about the subject‟s tattoos, the subject admitted to being
affiliated with TANGO OREJON. The subject also admitted that he used to be a LATIN KING.
The subject allowed photos to be taken and was released without incident.

On 20 SEP 2011, Uvalde PD Officers were dispatched to the 500 blk of South Bates Street, Uvalde, in
reference to a stolen television that was taken to a suspected drug house. While questioning the resident
of the house, Officers asked for consent to check inside for the television. As the door to the residence
was opened, an Officer saw a small baggie of cocaine. The Officers advised the resident, who denied
entry to search the residence. A search warrant was obtained and upon inspection of the residence, 0.05
lbs of cocaine, 0.09 lbs of marijuana, and 162 pills of hydrocodone were found along with several
suspected stolen items. The suspect is known to have ties to the MEXICAN MAFIA, and was turned over
to the FBI.

On 21 SEP 2011, a USBP Agent observed a grey Chrysler 300 traveling on RR-117.
The Agent performed an immigration stop on the vehicle. A records check of the four
occupants revealed an active warrant for one of the passengers out of Victoria Co for
Probation Violation. The subject was arrested and further admitted being a SURENOS
13 gang member. The subject was turned over to the Zavala Co SO. The remaining
subjects were cited and released.

On 22 SEP 2011, A Uvalde PD Officer assisted a Uvalde PD K-9 Officer who had performed a
traffic stop on a vehicle in the 800 blk of East Main St, Uvalde. The Officer observed a tattoo on the
subject‟s hand, and asked if he had spent time in prison. The subject admitted he had served ten
years for Aggravated Assault. Other tattoos on the subject indicated affiliation with the ARYAN
CIRCLE gang. The subject claimed to have left the gang in 2002, having held the gang rank of
Captain. He claimed to currently work for an oil field services firm near Carrizo Springs. The subject
was released without incident.

On 25 SEP 2011, a USBP Agent near Gates Dr, Eagle Pass, TX,
came upon two abandoned military-style rucksacks near the
railroad tracks. Both bags were open, and their contents strewn
around the area. The larger of the two sacks contained what
appeared to be Army BDUs and other military clothing. The
smaller bag contained medical supplies. Both rucksacks
displayed nametags showing the same name. Neither Eagle
Pass PD nor Maverick Co SO had received a report of missing
military gear. An area search was negative for subjects or
contraband. The gear was turned over to the Maverick Co SO.
On 23 SEP 2011, USBP Agents noticed a black 1998 Chevrolet Silverado parked on US-277,
north of Elm Creek, Maverick Co, with several subjects crowded around the passenger side.
The vehicle was parked in a known narcotics and illegal alien smuggling area. As the Agents
drove past the vehicle, the subjects outside the vehicle walked towards the brush and the
vehicle began traveling north on US-277. The Agents attempted to stop the vehicle but it
continued to travel north before finally stopping. Upon inspection, the Agents found three
subjects and 219.7 lbs of marijuana in individually wrapped bricks inside four duffel bags. All
three subjects were identified as IAs. Two of the subjects and the marijuana were turned
over to the DEA. One juvenile subject was granted a voluntary return to Mexico. The vehicle
was impounded.

On 21 SEP 2011, CBP-OFO Officers working at the Del Rio POE stopped a 2008 Nissan Altima for an
outbound inspection. A search of the vehicle yielded 29 assault rifles, 1 shotgun, and 39 magazines
concealed in black trash bags. The driver was arrested and two additional subjects were later arrested.

On 22 SEP 2011, a white Ford F-350 approached CBP-OFO Officers at the Del Rio POE
for inbound inspection. The subject was referred to secondary inspection, where a K-9
alerted to his vehicle. A search revealed 228 lbs of marijuana concealed in a diesel tank
within the bed of the truck. The subject was taken into custody.

On 24 SEP 2011, USBP Agents were alerted to a black 2003 Dodge Neon parked on the side of
US-277 N, Eagle Pass, TX. An off-duty ICE Agent observed a subject motioning to two subjects in
the brush near the vehicle. As the Agents approached the area where the vehicle was parked, they
observed two individuals come out from the brush and load two duffel bags into the vehicle. As the
USBP Agents approached the vehicle, the subjects ran back into the brush. At this time, the vehicle
began to travel southeast on US-277 towards Eagle Pass. The Agents followed the vehicle and
observed it turn into the Elm Creek community. The Agents contacted other units in the area to
assist in securing the roads leading out. After a brief search of the area, the vehicle was located
and two military style duffel bags were found inside. The duffel bags contained 54 bricks of
marijuana weighing 109.06 lbs. The Agents observed footprints leading away from the vehicle
and a subject was located nearby. The subject admitted that he was an IA and had been driving the
vehicle. The subject and the marijuana were turned over to the DEA. The vehicle was impounded.

On 26 SEP 2011, a USBP Agent observed three subjects carrying large duffel bags
running towards Baltica St. in Eagle Pass, TX. A responding Agent encountered one
subject and ordered him to remain on the ground. The subject did not obey the Agent's
order and continued to get up. As the Agent approached, the subject knocked the
Agent's rifle out of his hands and attempted to escape. A struggle ensued. Additional
Agents arrived and secured the subject and rifle. The Agents then searched the area for
the two additional subjects. The search turned up two military style duffel bags which
contained 56 bricks of marijuana. Total weight of the narcotics was 112.3 lbs. The subject
and marijuana were turned over to the DEA.
On 22 SEP 2011, Zavala Co SO Deputies were in pursuit of a gray 2004 Ford Truck on
US-57E towards Batesville, TX when the vehicle left the roadway and crashed through a
fence. USBP Agents were called to the scene and tracked the vehicle onto West Wind
Ranch where it was found wrecked and abandoned. Agents also found signs that several
subjects had absconded. After searching the area, Agents found and apprehended two
illegal aliens, one of whom was from Honduras. The Agents were informed that a group of
approximately 18 had absconded from the area. The subjects further stated that their
group, led by one guide, consisted of Mexicans, Hondurans, and Guatemalans, and had
illegally crossed into the US north of Eagle Pass, TX. The group walked for one day before
they were picked up by the truck; their destination was Austin, TX. The two subjects had
their prior orders of removal reinstated and the vehicle was turned over to Zavala Co SO.
On 23 SEP 2011, DPS-THP Troopers conducted a traffic stop on a 1996 Ford Crown Victoria
on US-277, just south of Del Rio, TX. A consensual search revealed a wrapped brick of
marijuana hidden within a black backpack. The marijuana weighed a total of 2 lbs. The
subjects were arrested.

On 21 SEP 2011, a Dimmit Co Deputy Constable observed a southbound light green
2001 Kia SUV on FM-1865 pull over to the side of the road next to a bridge and pick up
two male subjects, then turn around and head north. The vehicle sped away and the
Deputy Constable attempted to conduct a traffic stop. The occupants bailed out into an
open field and continued into the brush. With the help of USBP Agents and TPWD
Game Wardens, two male subjects were located on FM-2644. They were found to be
illegal aliens. The USBP took custody of the subjects. The SUV, which was not
reported stolen at the time, was impounded. The driver absconded.
Del Rio Sector Unified Command Sector Assessment
This reporting period, with the exception of total IAs apprehended and cocaine seized, all categories show
increases. In marijuana seizures, there is an increase of 500 lbs over last reporting period. However,
overall marijuana seizures continue to be low: during the same period last year, marijuana seizures were
2,000 to 3,500 lbs weekly. Typically, September through December is the fall harvest – increased
marijuana seizures normally reflect this. There is some indication that dry weather, as well as the Mexican
Military presence along the border area of Coahuila, Mexico, has been the major factor in the reduced
amount of marijuana seized.
Weapons, accessories, and ammo continue to be seized on the roadways leading to this area and at the
different POEs. There was one large seizure (29 assault weapons and 1 shotgun) at the Del Rio POE.
The driver was an 18-year-old female USC. There was also a seizure of 3,980 rds of .223 ammo, and the
driver was a 29-yr-old female USC.

Gang Activity
On 24 SEPT 2011, USBP Laredo North Agents working near the Rail Road Bridge in Laredo, TX,
apprehended one male subject, for illegal entry, who claimed to be a LOS PAISANOS gang
member.
On 22 SEPT 2011, Jim Hogg Co SO Deputies initiated a traffic stop on a white 1998
Ford Crown-Victoria at the intersection of Smith and Veggie Street in Hebbronville, TX.
All six occupants of the vehicle were found to be in this country illegally. The six
subjects were turned over to USBP agents. The vehicle was impounded.
On 23 SEPT 2011, Jim Hogg Co SO Deputies asked a suspicious subject for
identification at 611 N Smith in Hebbronville, TX. The male subject claimed to be in the
US illegally and is originally from Guatemala. The subject was detained and turned
over to USBP Agents.
On 26 SEPT 2011, Laredo PD Officers recovered a stolen 1997 Mercury Marquis. The
vehicle was stolen in Laredo, TX. The male driver was arrested.

On 22 SEPT 2011, USBP Hebbronville Agents seized 259.9 lbs of
abandoned marijuana on the Tomahawk Ranch, in Hebbronville, TX. The
contraband was turned over to DEA.
USBP Laredo South Agents seized 175.5 lbs of abandoned marijuana, located
in the brush, near 3508 Jimenez St, in El Cenizo, TX. The contraband was
turned over to DEA.

Additional information
On 20 SEPT 2011, a DPS-CID Agent initiated a traffic stop on a white Chevrolet
Suburban traveling on FM-649 and FM-2687 two miles south of Zapata, TX. After a brief
pursuit, the vehicle came to a stop and the driver bailed out, absconding into the nearby
brush. The CID Agent apprehended 8 subjects that were located inside the SUV. The
subjects were turned over to USBP agents.
On 23 SEPT 2011, a THP Trooper initiated a traffic stop on a 2000 Mitsubishi Montero
traveling on Cielito Lindo Dr, 1/2 mile east of US-83, near Laredo, TX. After a brief
pursuit, the driver and four passengers bailed out. The driver (USC) was arrested but the
four passengers absconded. The vehicle was later reported stolen out of Laredo, TX.
On 24 SEPT 2011, THP Troopers, assisted by USBP Zapata Agents, initiated a traffic
stop on a white 2011 Ford F-350 flatbed traveling on US-83N, two miles south of Zapata,
TX. Troopers seized 225.6 lbs of marijuana located in the backseat. THP took custody
of the driver, contraband and vehicle. USBP placed a detainer on the driver, as he was
found to be in this country illegally.

Laredo Unified Command Sector Assessment
Overall alien apprehensions increased from 467 to 665. OTM apprehensions decreased from 164 to 144.
The UA referrals from the Unified Command decreased slightly from 30 to 20.
Reported stolen vehicles doubled from five to ten. Recoveries increased from one to two.
The largest single marijuana seizure this week was 266.8 lbs, seized by USBP Laredo North Agents near
the LCC Main Campus. Most bundles were located abandoned. CBP/OFO Officers had the largest
methamphetamine seizure this week with 2.98 lbs.
DPS/THP, assisted by USBP Zapata Agents, encountered another flatbed truck transporting 225.6 lbs of
marijuana. The driver of the white 2011 Ford F-350, was in possession of a hard hat and reflective work
vest to attempt to blend with oilfield traffic once he got to Laredo, TX. This type of construction attire has
been seen in two previous incidences in the LR and DR Sectors.
The Laredo Unified Command had a significant decrease in marijuana seizures this
reporting period. No heroin or cocaine seizures were reported this week. No currency
seizures were reported as well. Methamphetamine decreased from 13.1 lbs to 2.98 lbs.
There were no weapons seizures in the sector this week.

Gang activity
Edinburg PD Officers assisted USBP Agents and ICE Agents in reference to a stash house on
Salinas St. Agents and Officers made contact and learned that the residence was in fact a
stash house for undocumented aliens. A total of nine IAs from Mexico, Guatemala and El
Salvador were found inside. Agents also found one male USC and one female USC inside an
Southbound Operations The Pharr PD in conjunction with CBP are conducting Southbound Operations at the Pharr International Bridge.
USBP Agents requested assistance from DPS Air 108 in the floodways near Granjeno, TX, in
reference to a large group of suspects. The Aircrew located a large group of suspects hiding in
heavy grass and brush with the Wes Cam (FLIR). Agents were guided into the area and several
lengthy foot pursuits occurred. Agents on ATVs were able to capture many of the suspects fleeing
on foot. A total of 17 suspects were apprehended.
Additional Information
The Hidalgo Co SO Gang Intelligence Unit reported 46 gang member arrests this reporting period. These arrests
were made by 14 different agencies in the RGV sector. The gang members were arrested for offenses such as:
possession of controlled substance, robbery, assault with bodily injury of family member, parole violation,
aggravated assault cause serious injury, unauthorized use of vehicle, misdemeanor warrant, aggravated assault
with deadly weapon, theft of property by check, resist arrest, possession of marijuana, public intoxication, theft of
property, criminal mischief, burglary of habitation, driving while intoxicated, and driving while intoxicated w/minor.

member of the TEXAS SYNDICATE prison gang.

A Palmhurst PD Officer conducted a traffic stop on a 2007 Ford F-150 bearing TXLPs on
the 4300 blk of N Los Ebanos Rd. The Officer made contact with the driver and received
consent to search the vehicle. The Officer found 0.6 oz of marijuana and two semi-
automatic handguns. The Officer also found a total of $5,487.10 USD on both the driver
and passenger. Two male subjects were arrested and are active members of the
VALLUCO street gang.

an outbound 2003 Chevrolet pickup with
TXLPs driven by a male MX citizen. A
secondary inspection of the vehicle and
driver revealed $14,067 USD concealed
inside luggage, a diaper and on the driver.
The driver was arrested.
Rio Grande City USBP Agents seized 524 lbs of marijuana near Escobares, TX. Agents
observed several subjects loading bundles into a vehicle located by the riverbank. As
agents approached the area, the subjects fled the area and absconded back to MX. A
search of the vehicle resulted in the seizure of 21 packages of marijuana. HIDTA Task Force
assumed custody of the narcotics.
Harlingen USBP Agents seized 2.2 lbs of cocaine at the Toronado bus terminal in
Harlingen, TX. A service K-9 conducting a free air search and alerted to the bathroom area
at the end of the bus. A search of the area resulted in the seizure of one brick of cocaine.
No subjects were arrested. DEA assumed custody of the narcotics.
Kingsville USBP Agents seized 7.2 lbs of cocaine at the Sarita USBP Checkpoint. During
primary inspection, a service K-9 conducting a free air search, alerted to the bathroom at the
rear of a Toronado bus. A search of the area resulted in the seizure of three bundles of
cocaine. No subjects were arrested. DEA assumed custody of the narcotics.
Falfurrias USBP Agents seized 36.4 lbs of cocaine at the Falfurrias USBP Checkpoint. A
service K-9 alerted to a vehicle in the primary inspection lane. During secondary inspection,
a total of 14 bundles were discovered hidden in the vehicle‟s frame. One permanent resident
subject was arrested. DEA assumed custody of the narcotics and the subject. The vehicle
was seized .

McAllen USBP Agents seized 3,350 lbs of marijuana near Penitas, TX. Agents responded to
alien traffic in close proximity to the Rio Grande. Agents observed two rafts loaded with
marijuana heading back to the MX side of the river. Upon further investigation, the Agents
discovered a total of 140 bundles of marijuana and three abandoned vehicles. No subjects
were arrested. DEA assumed custody of the narcotics.
Rio Grande City USBP Agents seized 818 lbs of marijuana near Escobares, TX. Agents responded to
alien traffic in close proximity to the Rio Grande. Agents discovered a total 38 bundles of marijuana
abandoned in the brush. No subjects were arrested. DEA assumed custody of the narcotics.
Rio Grande City USBP Agents seized 575 lbs of marijuana in Roma, TX. One subject was apprehended.
HIDTA assumed custody of the narcotics, subject, and vehicle involved.
Rio Grande City USBP Agents seized 914 lbs of marijuana near Fronton, TX. Agents observed bundles
hidden in the brush by the US side of the Rio Grande. A search of the area revealed a total of 40 bundles
of marijuana abandoned by the riverbank. A search of the immediate area was conducted for any
subjects and yielded negative results. DEA assumed custody of the narcotics.

Rio Grande City USBP Agents seized 5,344 lbs of marijuana at a local tire shop and car
wash business in Roma. Two adult male undocumented Mexican Nationals were
apprehended. HIDTA assumed custody of the narcotics, two subjects, and two vehicles
that were involved in the case.
ANALYST NOTE: The concealment method above, where equipment is cut in half and affixed to a
plywood board, is not necessarily a new method, although it is one method not frequently seen.
Mercedes USBP Agents seized 1,006.35 lbs of marijuana near Alamo, TX. Agents observed a
suspicious vehicle traveling north away from the Rio Grande. As agents approached, the driver
bailed out and fled the area. A search of the vehicle revealed a total of 12 bundles of marijuana. A
search of the immediate area for the driver was conducted but yielded negative results. DEA
assumed custody of the narcotics.

Harlingen PD K-9 Officer working parcel interdiction located at the UPS distribution
center in Harlingen, TX observed a large cardboard box and conducted a free air
search. The K-9 positively alerted to the box. Officers opened the box and found a
black punching bag. Inside the punching bag, officers located one bundle of marijuana
weighing 9.45 lbs. Laundry detergent was used as a masking agent.
Alamo PD Officers responded to the 1000 blk of Birch Street in reference to a shooting
that had just occurred. Officers arrived and located a male subject with multiple
gunshot wounds to his upper torso. Witnesses stated that a gold Chevrolet Impala
drove up to the residence and began to fire towards the victim. The vehicle left the
area and was not located.
San Benito PD conducted a consented search at a residence on S. Fannin St., where
a known narcotic dealer resides. Investigators were able to recover 24 Xanax pills,
one handgun and $4,868 USD. Investigators also seized one black digital scale and
numerous small plastic bags with different logos on them such as a “star” logo, a
“batman” logo, and an “8 ball” logo. One male subject was arrested.
Palmview PD Officer conducted a traffic stop on a 2002 Ford Taurus. Officers made
contact with the driver and noticed a strong odor of marijuana coming from the
vehicle‟s rear area. Driver was arrested for a traffic violation. Upon search of the
vehicle, 297.4 lbs of marijuana was located in the trunk area.
Pharr PD Officers responded to a residence on S. Venus Ave in reference to a home
invasion. Officers arrived on scene and the victims stated that six male subjects
wearing all black, with bandanas over their faces, entered their home and
claimed to be FBI Agents. The subjects were armed and demanded their money. No
one was injured and the only item taken was a handgun.

Mission PD Officers responded to an apartment on Moorefield Rd in reference to a
kidnapping. The complainant stated that a family member was being held captive by a
“coyote.” Investigators obtained a consent to search for the residence. Upon search of
the residence, Investigators were able to detain a total of 18 undocumented subjects
that were being held captive. Three subjects ran from the scene and were apprehended
a short time later and identified as the smugglers. The subjects had been demanding
money for the release of the IAs. Further investigation revealed that four families had
already paid for the release of family members. The money was wired to an unknown
person in Alamo, TX.
Mission PD Officers received information that marijuana was being hidden in a flatbed trailer at a
residence on Birch St in Penitas, TX. Investigators assigned to the DEA Task Force proceeded to
the residence and located the flatbed trailer. Investigators searched the trailer and found a hidden
compartment with 244 lbs of marijuana in 45 bundles.

Starr Co SO Deputy conducted a traffic
stop on a 2006 Chevrolet Impala for a
traffic violation on US-83. The Deputy
made contact with the driver and
observed several bundles marijuana.
The Deputy conducted a search of the
vehicle and found 578 lbs of marijuana
concealed in the front, back seat and
trunk area. The driver was arrested and
the vehicle was seized.
A THP Trooper conducted a traffic stop on a 2000 Dodge Stratus near Roma, TX, for a
traffic violation. The driver pulled into a small neighborhood and the Trooper lost visual
contact. The Trooper located the vehicle abandoned in a private driveway. The Trooper
conducted a search of the vehicle and found a total of 324 lbs of marijuana in 39
bundles concealed in the trunk. The driver was not located.
A THP Trooper attempted to conduct a traffic stop on a 2004 Ford F-150 on US-83
near Rio Grande City, TX, for a traffic violation. The driver refused to stop and a
pursuit ensued. The vehicle was driven through a fence and into a wooded area. The
driver bailed out and absconded. The Trooper located the vehicle a short time later
abandoned in the brush. A search of the vehicle was conducted and revealed a total of
664 lbs of marijuana wrapped in 30 bundles concealed in the rear seats, passenger
floorboard and bed areas.

The RGV Unified Command agencies were responsible for the seizure of over 20,000 lbs of
marijuana. The amount was a nominal increase from last week. Cocaine seizures decreased from
207.74 lbs last week to 48.65 lbs this week. There were no heroin or methamphetamine seizures
for the week. Currency decreased to a total of $24,782.10 USD.
The USBP, CBP OFO, DPS Aviation, DPS THP, Texas Rangers and CID, Starr Co SO, Rio Grande
City PD, Mission PD, Palmhurst PD, Palmview PD, Harlingen PD, Pharr PD, and San Benito PD,
contributed significantly to the narcotic and currency seizures.
IA apprehensions increased for the reporting period up from 1,086 to 1,193 this week. The OTM
count increased from last week to a total of 439.
The Mexican Military engaged in several gun battles with cartel members in the cities of
Matamoros, Rio Bravo, and Reynosa. The Mexican Military, Gulf Cartel and Zeta organizations
fought each other in the same engagement in Reynosa. This increased violence gives credence to
the intelligence assumptions that Los Zetas are steadily increasing their presence in border cities.
The RGV BIC and JOIC continue to closely monitor events in MX that may produce cross-border
violence.
The USBP RGV Sector International Liaison Unit assisted US law enforcement agencies by
communicating intelligence and information to MX authorities. This has been an effective and
invaluable asset to border security efforts. The unit coordinated military responses to smuggling
activity at the river and the MX forces were able to take several suspects into custody.

In a joint operation, the Texas Department of Public Safety (Ranger Recon Team, SWAT, AVN, CID, THP, and BSOC), USBP,
ICE, CBP, TPWD, Texas Military Forces – Special Operations Detachment, and other local law enforcement agencies, targeted
rural areas being exploited by drug traffickers and alien smugglers in Starr Co area. The Rio Grande Valley JOIC provided
coordination efforts prior to, during, and after the mission.

A group of 11 people in a raft were observed crossing the river from MX into the US, southwest of Rio
Grande City, TX. DPS Air responded to the area and attempted to locate the subjects with negative
results. A short time later, a USBP vehicle team apprehended seven of the IAs in a Ford Econoline van
near US-83 in Rio Grande City, TX. The vehicle was turned over to USBP.
DPS Air responded to a USBP McAllen request for
assistance with a group of suspected IAs in the Bentsen
Palm area. The aircrew helped guide USBP agents to the
location. Agents apprehended all 10 IAs.

OPERATION CRAZY HORSE Joint Border Mission
Pre-Operation Start: A DPS Pilot was traveling home, when he observed a white Ford F-150 pass
him at a high rate of speed with smoke coming from the engine. The Pilot observed front end
damage to the vehicle, and that a blue vehicle was attempting to follow the suspect with the driver
on the phone and the passenger acting frantic. The Pilot then observed the white Ford F-150
disregard a red light at a major intersection near the McAllen Airport. The Pilot witnessed the white
Ford F-150 strike another vehicle at another intersection. The victim vehicle sustained minor
injuries. The Pilot then activated his emergency lights and sirens and the vehicle failed to yield
and attempted to evade. The suspect traveled off road into a wooded area where the driver
attempted to bailout and flee. The Pilot apprehended and detained the suspect until McAllen PD
arrived on scene. A search of the driver‟s vehicle yielded multiple open containers and a small
baggy of cocaine. The suspect was released to McAllen PD where he faces charges of
Intoxication Assault, Evading Arrest w/ a Motor Vehicle and Possession of a Controlled Substance.
The suspect was an undocumented alien.

DPS Air responded to a Hidalgo Co SO pursuit near Abram Rd and 10 Mile Line Rd in Citrus City, TX.
The Aircrew arrived overhead and located a beige Ford F-250 with multiple passengers in the truck bed.
The driver and occupants bailed out near an orchard on Minnesota Rd. The aircrew followed the driver
until a Hidalgo Co SO deputy successfully apprehended him. A second DPS helicopter arrived and
deployed the onboard quick reaction force (QRF) to assist ground agents in apprehending the seven
passengers, all illegal aliens (IAs). USBP took custody of the seven IAs. The driver and vehicle were
turned over to Hidalgo Co SO.

A THP Trooper reported a subject bail out of a Dodge Intrepid
on US-83 in Escobares, TX. DPS Air and a surveillance aircraft
attempted to locate the fleeing subject with negative results.
The vehicle, which was loaded with 324 lbs of marijuana, was
turned over to DPS CID.
DPS Air and the QRF team responded with USBP
to a group of suspected IAs fleeing near
Escobares, TX. Agents on the ground
apprehended five IAs.
Two subjects carrying bundles south of Rio Grande
City, TX were observed. DPS Air, DEA aircraft, and
USBP Agents on the ground responded to the area.
Both subjects were taken into custody, along with
eight bundles of marijuana, weighing 476 lbs. DPS
CID and DPS Intelligence and Counterterrorism
Division (ICT) are investigating the incident.

DPS Air responded to a USBP McAllen request for
assistance with a large group of suspected IAs
southwest of Penitas, TX. The helicopter and
surveillance aircraft arrived overhead as the group
was fleeing back across the river to MX. Later, the
aircraft reported a raft crossing into the US southwest
of Penitas, TX, along with a group of more than 20 IAs
and advised USBP Agents. USBP Agents and a QRF
team were directed to the location where a total of 12
IAs were apprehended.
A group transporting bundles on foot southwest of Rio
Grande City, TX was observed. DPS Air, with an
onboard QRF, and vehicle interdiction teams
responded to the area, apprehending three subjects
and seizing 240 lbs of marijuana. DPS CID and DPS
Intelligence and Counterterrorism Division (ICT) are
investigating the incident. ANALYST NOTE: As noted in previous BOSAs, the Ferrarri
logo (seen on the shirt of the far-left subject) is commonly
associated with LOS ZETAS. It is unconfirmed at this time if the
subjects are ZETAS.

DPS Air 108 was dispatched to the La Paloma area in reference to a group that was detected by
mission aircraft. The Aircrew arrived on scene and located the suspects and USBP Agents were
called into the area to assist in apprehensions. DPS Air 100 arrived on scene with the quick
response force (QRF) on board and was able to deploy the team to assist in making the
apprehensions. A total of 12 suspects were apprehended. Two suspects swam back to the MX
side and five others absconded in the brushy terrain.

OPERATION CRAZY HORSE Rio Grande City PD Officers attempted to conduct a traffic stop on a 2004 Ford F-250 that was involved in
a hit and run incident on US-83. Officers also observed and engaged a 2006 Chevrolet Silverado traveling
at a high rate of speed in front of the F-250. Officers were not able to stop the Silverado before it ran the
POE and went into Mexico. Officers were able to stop the F-250 and arrest the driver. The driver was
identified as an active member of the GULF CARTEL. The driver stated that he and the other driver
had just stolen both vehicles. The driver was charged with unauthorized use of motor vehicle, evading
arrest with a motor vehicle, aggravated assault on a public servant, resisting arrest and two counts of
failing to stop. The driver was wearing black NIKE Shox shoes and claimed these were the official shoes
of the GULF CARTEL.

DPS CID Corpus Christi, assisted by Nueces Co SO executed an arrest
warrant for a parole violator. The male subject was located at a residence,
and was identified as a member of the RAZA UNIDA prison gang. The
subject was taken into custody and transported to the Nueces Co Jail.
US Coast Guard detained five illegal aliens including two smugglers working for the
GULF CARTEL as part of a human smuggling operation. Of seven illegal aliens
located, five were detained and two absconded.

the passenger side air bag cavity of a 2002 Jeep
Grande Cherokee SUV. The male driver was traveling
on IH-37S from Austin, TX, to

Jim Wells Co SO seized $69,960 USD concealed in a duffel bag in a Toyota pickup. The
male driver was traveling on US-281S from Houston, TX, to McAllen, TX.

Corpus Christi PD seized 0.004 lbs of cocaine and
$1,432 USD during the execution of a search
warrant. Two male and one female were arrested
during the warrant execution.

headliner of a 2004 Dodge Durango SUV. The female driver and male passenger
were traveling on US-77N from Rio Grande Valley, TX, to MS.
Seguin PD seized 2 lbs of marijuana and 147 Xanax pills concealed in the glove compartment
of a 2009 Ford F-150 during a traffic stop. The male driver was taken into custody.
Jim Wells Co SO assisted TPWD Game Warden and USBP on a
pursuit, bailout and abscond in Jim Wells Co. TPWD was in pursuit of a
2002 Chevrolet Ventura mini-van when the van exited the roadway and
ran through a ranch fence. Sixteen subjects absconded but three were
located and detained. One female subject required medical attention
and was transported by helicopter for medical treatment. The subjects
were traveling on FM-1538N; point of origin and destination unknown.

Calhoun Co SO seized 89.7 lbs of marijuana concealed in
multiple backpacks in a Jeep SUV. The male driver and five male
passengers were traveling on SH-35N from MX to an unknown
destination. At the time of the stop, four of the male passengers
bailed out and absconded, one with a backpack believed to
contain marijuana. DPS Aviation and TDPW Game Wardens
assisted searching for the absconds with negative results.

Coastal Bend Unified Command Sector Assessment
Marijuana seizures showed a decrease in the CB Sector over the last reporting period from 1,574.95 lbs
to 348.23 lbs. There was a slight increase in cocaine seizures from 0.3 lbs to 0.34 lbs. Five currency
seizures totaling $195,322 USD was an increase from $44,820 USD reported last week. Pursuits,
bailouts, and absconds showed increases. Criminal and fugitive arrests showed a decrease during this
period. US-59N/S, US-77N/S, IH-37S and FM-1538N were the locations of significant narcotic and
currency seizures.
A review of the Falfurrias Checkpoint on US-281N indicated that between 22 – 28 SEPT 2011, there was
922.3 lbs of marijuana and 37.05 lbs of cocaine reported seized. This is a decrease from last week‟s total
of 1,069.3 lbs of marijuana and an increase from no cocaine reported. The Falfurrias Checkpoint reported
three commercial buses were found with marijuana loads totaling 60.05 lbs concealed in luggage and on
passengers attempting to pass through the Checkpoint. No tractor trailers were found to be concealing
contraband at the Falfurrias Checkpoint during this period.
A review of the Sarita Checkpoint on US-77N indicated 333.8 lbs of marijuana and 7.2 lbs of cocaine was
seized. This was a decrease from last week‟s total of 4,583.8 lbs of marijuana and 11.8 lbs of cocaine
reported seized. The Sarita Checkpoint reported one tractor trailer concealed a total of 57.4 lbs of
marijuana. One commercial bus was found to be concealing contraband inside luggage at the Sarita
Checkpoint during this period.

19 SEP 2011: CID-Houston and HIDTA had a Harris
Co SO Deputy conduct a directed traffic stop on a
possible narcotics courier. As the Deputy approached
the 2006 Chevrolet Silverado, bearing TX registration,
the odor of fresh marijuana was coming from the bed
of the truck. A probable cause search revealed 52
bundles of marijuana, totaling 476.1 lbs,
underneath a retractable bed cover. The marijuana
was meant to remain in the Houston area.
13 SEP 2011: THP Baytown conducted a traffic stop on a
2004 Buick Rendezvous, bearing LA registration. A
consent to search revealed 23 bundles of marijuana,
totaling 48 lbs, concealed inside luggage in the rear of
the vehicle. The marijuana was traveling from Houston,
TX, to Lafayette, LA.

24 SEP 2011: THP Panhandle conducted a traffic stop on a 2004
Nissan Altima, bearing CA registration. A consent to search
revealed three bundles of currency, totaling $79,480 USD,

26 SEP 2011: THP McLean conducted a traffic stop on a 1997
Mercedes 4SD, bearing SC registration. A consent to search
revealed $20,000 USD in the spare tire of the vehicle. At the
same time, a 100th Judicial Task Force Officer stopped a 2000 GMC
pickup, bearing CA registration. It was determined that the driver
was directly involved as a co-conspirator in the Trooper‟s seizure.

Maritime Human Smuggling into Texas City
USBP has reported to have found two Columbian
individuals aboard a Turkish oil tanker that was
docked at the Port of Texas City on 27 SEP 2011. A
CBP Officer was responding to a notification of the
stowaways when he witnessed the two suspects
running away from the vessel. Following a short
chase, the officer apprehended the subjects as they
were attempting to climb over a fence. Officials
believe the men made their way on board the tanker
while the ship was being refueled at sea.

CD. JUÁREZ – On 22 SEP 2011, ten agents of the Mexican
Federal Police were arrested by Mexican Federal Agents
(SIEDO) for violation of public trust, extortion, kidnapping,
possession of drugs, and possession of unauthorized
weapons and ammo following a search of one of the hotels
housing Federal Police temporarily assigned to Cd. Juárez.
The arrests came shortly after an extortion victim reported the
abuse to authorities. All motels used to house Federal Police
have been subject to searches following the arrests. An appeal
was made on 28 SEP 2011 to the citizens of Cd. Juarez who
have been victimized by this group of former officers, asking
the public to come forward and report abuses.

CHIHUAHUA - On 23 SEPT 2011, 5th Military Zone
soldiers arrested an individual in possession of 104.7 kg
of marijuana at a checkpoint located in Samalayuca,
Chihuahua. The marijuana was distributed within 220
packages, and hidden in the interior of wood furniture
the individual was transporting.
ANALYST NOTE: In JAN 2011, the BOSA reported on two
seizures of marijuana concealed in wood furniture in the
Laredo Sector. CBP-OFO Officers at the World Trade Bridge
in Laredo seized 2,832.94 lbs of marijuana and 87.78 lbs of
cocaine concealed within furniture. CBP-OFO Officers
seized 2,467 lbs of marijuana at the Colombia Solidarity
Bridge in Laredo. The marijuana was comingled with
wooden furniture inside of a tractor/trailer rig.

CD. JUÁREZ – On 22 SEP 2011, the semi-nude body of a
young woman was found in a vacant lot located near the
intersection of Rodabayo and Arenque streets in colonia Puerto

gunmen who ordered the man to run. The gunmen then shot
and killed the man as his family watched. Over eighty rds
were fired at the victim.
CD. JUÁREZ – On 25 SEP 2011, a man was shot and
killed inside his home by gunmen who arrived in two
vehicles. The homicide occurred on Riberas de
Pátzcuaro Street in the Riberas del Bravo etapa VIII
sub-division. The victim was later identified as the chief
of municipal CERESO guards.

CD JUÁREZ – On 25 SEPT 2011, a Cd Juárez
police lieutenant was killed while driving home
after finishing his shift at the Babicora police
station in South Juárez. The victim was driving
his black Ford Expedition when several gunmen
opened fire. Chihuahua state police recovered 47 bullet casings. According to Juárez police
officials, 18 police officers have been killed in this city since MAR 2011 when Julián Leyzaola took
over as Juárez Police Chief.
NUEVO LEON - A Guadalupe, Nuevo Leon municipal traffic officer was found shot to death outside
of his patrol car, after he was surprised by a group of gunmen. The officer was found near the
intersections of Quintana Roo y López Mateos,in la colonia Floresta. The gunmen then drove a few
blocks away where they opened fire killing six young men.

MONTERREY - On 28 SEPT 2011, armed men attacked three Monterrey police stations in
separate incidents that took place in less than an hour. Three policemen and a guard were injured
during the attacks. In another part of the city on 27 SEPT 2011, the body of a 25 yr-old-man, who
had been kidnapped, was found lying under a bridge with a gunshot to the head. In a separate
incident two prison guards who were on their way to work, were kidnapped and shot. Their bodies
were dumped in the center of Monterrey on 27 SEPT 2011.

MATAMOROS - Mexico's Attorney General's
Office (PGR) reported that Marines incinerated
more than one ton of cocaine in Matamoros. The
cocaine had been seized in several operations
throughout Matamoros over the past month.
ANALYST NOTE: Most of the cocaine bundles
had wrappings with the words “No Tocar” meaning
do not touch in Spanish. Between MAR and JUL
2011, the BOSA reported on four cocaine seizures
with this same wrapping. Two of the seizures were
in the US, one at the Eagle Pass POE and one in
Ellis Co (originated out of Eagle Pass). The other
two seizures were in Mexico, one in Coahuila and
one in Nuevo Leon.

TAMPICO - On 25 SEPT 2011, a group of gunmen attacked the Tropicana
casino in Tampico killing a 19-yr-old security guard who was standing outside.
The gunmen arrived in two pickups and opened fire while customers inside
fled out the back door. No customers were injured as a result of the shooting.
Mexican soldiers, marines and state police deployed to search for the
gunmen but were unable to locate them.

Over the last several months, Mexican cartels have begun to extort money from teachers across Mexico.
In the first week of SEPT 2011, more than 600 teachers closed their classrooms in 140 Acapulco
elementary and middle schools in the face of extortion threats. These threats usually com in the form of
pamphlets which are hand delivered. The criminals typically demand a tax (“derecho de piso”) of 50
percent of salaries and bonuses. Several teachers have been kidnapped. According to sources, both La
Barredora and El Cartel Independiente de Acapulco (CIDA) are believed to be behind the extortions.
On 18 SEPT 2011, a female teacher and two men were killed in the mountains of Guerrero, a state in
southern Mexico, amid a walkout by teachers who say they have been targeted in extortion rackets by
criminal organizations. On 27 SEPT 2011, five severed human heads were found in a crate near an
elementary school in Acapulco, in an area where some schools had already closed because of the lack of
security. A message left at the scene threatened more violence if teachers did not pay. As a result of the
extortions and violence towards teachers, thousands of Mexican school children have been prevented
from continuing their education.
Cartels Extortion and Threats of Schools
Students are not immune to these threats of violence. A
Mexican drug cartel threatened a high school football team
from Mexico. The potential for violence prompted the team‟s
opponent in Texas to cancel a game. On 27 SEPT 2011, the
US high school, near the South Texas city of Corpus Christi,
decided to call off its home game against the team from
Monterrey Tech High in Mexico. The Mexican school also
cancelled a game against another Texas high school football
team after receiving threats from drug cartels. The Mexican
school was told to pay $30,000 USD to safely cross the
border. The Mexican team has played north of the border for
years during its off-season.

SINALOA - A group of men armed with AK-47s shot and
killed Francisco Vicente Castillo Carrillo, the nephew of the
late drug lord Amado Carrillo Fuentes, aka "The Lord of
The Skies.” The attack occurred on HWY-15 in the vicinity
of San Blas, Navolato, Sinaloa. The young man was
traveling in a Cherokee SUV, when he was attacked by an
individual who shot dozens of times with an AK-47. The
shooting caused the vehicle to catch fire and roll off the
with the body of the 18-yr-old still inside. The area was
sealed off by elements of different state agencies and
Mexican army troops. It was reported that in recent days,
an older brother of the victim was picked up by a group of
armed men, but he was released hours later.
NUEVO LEON - Federal Police recently
arrested two Los Zetas members after they
were caught selling drugs in the Valle de
Vaquería neighborhood of Guadalupe, Nuevo
Leon. Those individuals now in custody were
identified as: Leonardo Guevara Martínez,
aka “El Pocho,” 38; in charge of dealing drugs
within Nuevo Leon in municipalities to include
Guadalupe and Apodaca. Jaime Barrón
Perales aka El Aguacate, 21; identified as a
lookout for the group.
Items seized from the detained suspects included:
• Green bag containing 28 doses of cocaine
• 2 voting credential cards
• Unreported quantity of cash in varying denominations
that appeared to be counterfeit
• 15 rds of ammo, one of which was identified as a .223
caliber rd
• 10 rds of 9mm ammo
• 1 rd of 7.62x39mm ammo
• 1 rd of .38 Special ammo
• 2 cell phones

JALISCO – On 23 SEPT 2011, Mexican troops raided what was termed
the largest-ever drug laboratory on a ranch in the western state of
Jalisco. The crime scene was left largely intact with storerooms packed
with tons of chemical substances and dozens of plastic drums filled with
unfinished drugs. Housed in a four-story ranch house with large
storerooms, the clandestine laboratory is estimated to house hundreds
of millions of dollars worth of drugs destined for the US. It was reported
that 133 tons of chemical substances and 180 kilos of crystal (drug)
ANALYST NOTE: The BOSA has reported on the discovery of
two large subterranean methamphetamine labs in the state of
Sinaloa (north of Jalisco). According to SEDENA statistics, the
dismantling of synthetic drug labs is up 700% when compared
to 2007 data. The Mexican military raided 103 clandestine
meth labs during the first six months of this year, which
amounts to a 25% increase from the same period in 2010.
Meanwhile US border officials seized a record 5,588 kg of
meth along the border last year, up from 3,602 kg in 2009.
Officials have already seized that much so far this year, and
are set to surpass last year’s record.

because of the area in which it was found, it could belong to the Resistance (Cartel), however the
Jalisco cartels also have laboratories in this area. Jalisco has become increasingly embroiled in the
drug war as Los Zetas and Resistance cartels face off for control of lucrative trafficking routes in the
region. The state has traditionally been controlled by the Sinaloa cartel and its leader Joaquin
Guzman, aka “El Chapo.”

Operation Scorpion
A 15-day operation staged by the Mexican armed forces in
Nuevo Leon, Tamaulipas, Coahuila and San Luis Potosi in
northern Mexico resulted in the seizure of arms and drugs and
the rescue of 14 kidnapping victims. The second phase of
“Operation Scorpion” was carried out 10-24 SEPT 2011 by army
and air force personnel. The four states have been plagued by
drug-related violence blamed on a war for control of smuggling
routes into the US being waged by Los Zetas and Gulf cartels.
Military personnel arrested 307 suspected criminals during the
operation. The operation resulted in 13 engagements with
criminal organizations, leaving 22 suspected gunmen dead and
three soldiers wounded. Jonathan Emmanuel Estrada and
Tomas Barbosa Sanchez, who allegedly participated in the 25
AUG 2011 arson attack on the Casino Royale in Monterrey that
killed 52 people, were arrested during the operation.

TAMAULIPAS - On 27 SEPT 2011, firefights broke out in Tamaulipas in the cities of Matamoros and Rio
Bravo, in addition to various grenade attacks in Reynosa, Cd Victoria and Rio Bravo. In Matamoros,
fighting broke out near the intersection of Cuauhtémoc Ave and Calle Doce. The fighting allegedly took
place between two groups of gunmen (mostly likely between Los Zetas and Gulf Cartel) with Mexican
authorities arriving shortly after to make it a three-way engagement. As the fighting continued, gunmen set
up road blocks along the city‟s main streets to interfere with the deployment of Mexican troops. The
Veterans International Bridge was temporarily closed as a result. The Twitter and Facebook account used
by the City of Matamoros to warn about violent incidents did not issue any alerts. This is possibly a result
of Los Zetas killing three bloggers in Nuevo Laredo. The US Consulate in Matamoros issued a warning
regarding the firefight, advising US citizens to avoid unnecessary travel within the city. Tamaulipas
authorities issued a new release confirming the grenade attacks.
RIO BRAVO - Mexican officials confirmed two dead in the Rio Bravo shootout. The shootout began when
a group of men in an SUV threw a grenade at the Azteca movie theater along Madero Ave., seriously
injuring one person. Soon thereafter, a second grenade was thrown at the Tamaulipas State Police
building along Independence St; no injuries were reported. The shootout took place shortly after the two
attacks between Mexican authorities and gunmen.
REYNOSA – In Reynosa, three different grenade attacks occurred without any injuries. One of the
grenades was thrown at a nightclub called Dubai along Seventh St. A second device was thrown at a hair
salon next to Guadalupe Victoria Elementary School in the Mil Cumbres Dos neighborhood. The third
grenade attack took place in the Casa Bella neighborhood. On 26 SEPT, two different grenades went off,
one in the Gallo De Oro bar in the Rodriguez neighborhood and another in the Cadillac Bar in the
downtown area. At the Gallo De Oro bar, one man was killed by the blast and seven other patrons were
injured.
CD VICTORIA - Two grenades were thrown at a Federal Electric Commission warehouse along Luis
Caballero Ave, causing damage to electronic equipment inside.

On 24 SEPT 2011, Mexican authorities encountered the body of a decapitated female at the
Cristobal Colon monument in Colonia Madero. The woman was identified as Maria Elizabeth
Macias Castro, a local journalist who wrote for the newspaper Ultima Hora, which is owned by
Nuevo Laredo Mayor Benjamin Galvan. The woman also contributed to Nuevo Laredo en Vivo
(“Nuevo Laredo Live”), local social media outlet, under the pseudonym “La Nena.” These sites have
been used to allow people to anonymously discuss the security situation, report on going gun
battles and to report DTO activities to federal police and the military. Los Zetas recently hanged two
bodies off a pedestrian bridge warning people against reporting on Zetas activities. The woman‟s
head was propped up on one corner of the memorial atop a computer keyboard and mouse. A
message or „narco-manta‟ was left alongside the body, which warned others against reporting on
Zetas activities.
"Nuevo Laredo en Vivo and social networking sites, I'm The Laredo Girl, and I'm here because of
my reports, and yours…For those who don't want to believe, this happened to me because of my
actions, for believing in the army and the navy. Thank you for your attention, respectfully, Laredo
Girl...ZZZZ."

2011 PAN AMERICAN GAMES IN GUADALAJARA – OCT 14-30, 2011
The 2011 Pan American Games, a major international multi-sport event, will be
held from October 14-30, 2011 in Guadalajara, Jalisco, Mexico, with some
events held in nearby cities of Cd. Guzman, Puerto Vallarta, Lagos de Moreno,
and Tapalpa. It will be the largest multi-sport event of the year with
approximately 6,000 athletes from 42 nations (including the US).
In the past few months, Guadalajara and the state of Jalisco have seen an escalation of fighting
between rival cartels and attacks on bars, police stations, car hijackings, and major road blocks.
Drug-related killings in Jalisco more than doubled in 2010 to almost 600, with almost half of those in
Guadalajara. Violence increased almost immediately following the death of Ignacio Coronel
Villarreal, a leader in the Sinaloa Cartel in Jalisco, who was killed by Mexican military in JUL 2010.
Since his death, several cartels have been battling for the control of the state. The main groups
include: the Jalisco Cartel – New Generation (CJNG), Sinaloa Cartel, La Resistencia, Los Zetas,
and the Milenio Cartel, aka Valencia Cartel. On 11 SEPT 2011, Guadalajara Police confirmed a new
alliance between Los Zetas and the Milenio Cartel, based on a narco-banner seized from a vehicle
driven by a group of assassins. According to the Office of State the Attorney General, there is also
a suspected alliance between La Resistencia and Los Zetas. These new alliances could mean a
new wave of violence in Jalisco.
Although the violence has historically been directed towards cartel members, the local citizenry has
not been immune. On 12 FEB 2011, members of an unknown cartel opened fire and tossed a
grenade inside a downtown bar in a tourist district of Guadalajara, killing 7 people and wounding
37. In response to security issues, organizers have pledged that security is a top priority, and are
pumping $10 million into a plan that calls for 10,000 municipal, state and federal police, as well as
elements from the Mexican army and navy, who will patrol Guadalajara's streets during the games.

Total Marijuana seizures were 26,887.22 lbs this week, a decrease from
28,401.65 lbs last week. In the RGV Sector, Mission PD Officers with the DEA
task force seized 244 lbs of marijuana in 45 bundles from a flatbed trailer with a
hidden compartment parked at a residence in Penitas, TX. As reported in last
week‟s BOSA, there have been a three seizures involving flatbed trailers with
wooden planks in the EP Sector and one in the Marfa Sector. The largest single
seizure occurred in the RGV Sector where Rio Grande City USBP Agents seized

5,344 lbs of marijuana at a local tire shop and car wash business in Roma. Some of the marijuana
bundles were discovered in the truck bed of a service vehicle. In the last six months, there has been an
increase in utilizing utility service vehicles to transport contraband, particularly in the Laredo Sector but it
has also occurred in the RGV and CB Sectors. The total estimated street value for reported marijuana
seizures during this reporting period is $14.8 million.

Cocaine seizures were 62.17 lbs this week, a decrease from 316.11 lbs last week. The largest
single seizure occurred in the RGV Sector where USBP Agents at the Falfurrias USBP Checkpoint
seized 36.4 lbs of cocaine discovered hidden in the vehicle‟s frame. The total estimated street value
for reported cocaine seizures totaled $1.8 million.
Heroin and methamphetamine seizures for this week‟s reporting period total
4.84 lbs and 3.06 lbs, respectively. In the EP Sector, CBP-OFO Officers at the
Santa Teresa, NM, POE seized 4.8 lbs of heroin that was concealed within the
undercarriage of a 1999 Ford Explorer. In the LR Sector, CBP/OFO Officers at the
Lincoln Juarez Bridge seized 2.98 lbs of crystal methamphetamine that was
concealed in the lining of a water thermos and within a candy box filled with candy
products.

Bulk currency seizures totaled $233,533 USD this week, a decrease from $1,696,900 USD
last week. The largest single seizure was in the CB Sector where Nueces Co SO seized
$95,000 USD concealed inside the passenger side air bag cavity of a 2002 Jeep Grande
Cherokee SUV traveling on IH-37S from Austin, TX, to Corpus Christi, TX. THP Panhandle
seized three bundles of currency, totaling $79,480 USD, concealed inside the exhaust
muffler a 2004 Nissan Altima.
The street value of all contraband seized this week represents a loss to Mexican DTOs
and the criminal networks that support them of approximately $17.1 million.
Illegal alien apprehensions decreased from 2,351 last week to 2,003 this week. OTM apprehensions
increased from 678 last week to 698 this week. There was one ASIC apprehension from Philippines in the
El Paso Sector. In the last six months, there largest amount of ASIC apprehensions are from Bangladesh
and predominately seen in the RGV Sector.
