IB-10 Maintenance and Construction Report
Report dated 5 April 2011 from the Director of Public Works and Services
Recommended: That this report be received and noted.
The following information is a summary of the activities of the Maintenance and Construction Division of Public Works and Services to from 1 March 2011 to 31 March 2011.
1. Maintenance and Construction Unit
This unit provides trades services to various departments within Council and infrastructure repair and reconstruction. The following information summarises activity by this unit.
Unit Activity
Maintenance Teams
Plumbing Service Clearing of sewer chokes due to Council owned trees.
A total of 53 sewer chokes were cleared, 2 by contractor and 51 by Council’s own plumbing team.
1 bubbler was repaired at Bondi Park.
10 blocked stormwater pipes were cleared from Simpson Street, Tipper Avenue, The Avenue, Ocean Street, Council Street, Bronte Road, Waverley Street, Pacific Street, Watsons Street and Brown Street.
4 taps were repaired at Bondi Park, Bondi Pavilion, Tamarama Park and Reina Street.
Miscellaneous works included: replacing the filters for bubblers located along the Bondi Promenade, Calga Reserve, North Bondi Kids Pool, Tamarama Park and Bronte Promenade, shower repairs on Bondi Promenade and at the Bondi Pavilion,
Painting Service Painting out of graffiti from Bondi Pavilion and Calga Reserve took place. Also graffiti was removed from bus shelters on Campbell Parade, Mitchell Street and Peel Street.
Painting of fences was carried out at Notts Avenue, Mackenzie Street and Brighton Boulevarde.
Line marking was carried out on Glenayr Avenue, Wallis Parade, Blair Street and Brighton Boulevarde.
Painting of seats for Bronte Park was undertaken at the Works Depot – Zetland. Also seats were painted in Calga Reserve and Waverley Park.
Miscellaneous works include: painting of playground equipment at Bondi Park, painting of bollards on Brighton Boulevarde, and paint work repairs to Bondi Pavilion.
Carpentry Service 74 traffic signs and street name plates were replaced or repaired. 1 ‘No Alcohol” sign was installed at Clemenston Park. A ‘No Dogs/No Golf’ sign was erected in Clarke Reserve, and a ‘No Dogs’ sign was erected in Rodney Reserve.
Fencing repairs were carried out at Notts Avenue, Mirimar 10

Avenue, Forest Knoll Avenue, Pacific Street and Eastern Reserve. Eruv Fencing was repaired at Bondi Promenade, The Bondi Surf Club, Ben Buckler, Tamarama Marine Drive and Bayview Street.
Bench seats were repaired at Calga Reserve, Clemenston Park, Bondi Promenade, Denison Street, Bronte Beach, Bronte Pool, Oxford Street Mall, and Bronte Road.
Miscellaneous work included: Repairs to the gate at Waverley Oval, repairs to picnic tables at Baracluff Park, Bondi Park, repairs to toilet doors at Bondi Pavilion, removal of picnic table and seats at Tamaram Park, repairs to the stairs at Thomas Hogan Reserve, repair of tree guards at Warners Avenue, and repairs to the bus shelters on Tamarama Marine Drive.
Pool Cleaning Bronte Pool was cleaned on 2nd, 9th, 15th, 22nd and 29th March 2011
North Bondi Pool was cleaned on 3rd, 10th, 16th, 23rd and 30th March 2011
Pit Cleaning A total of 53 pits were cleaned.
No Random Pit Inspections were carried out for March.
Total weight collected: 2.46 tonnes was collected
Construction Teams
Paving Repairs Paving repairs were carried out at the following locations:
Edward Street, Ashton Street, Mackenzie Street, Bondi Road, Bronte Road, Spring Street, Newland Street, Reina Street, Oxford Street, Hall Street and Campbell Parade.
Footpath Repairs Footpaths were repaired at the following locations:
Inverness Street, Brown Street, Oxford Street, Grosvenor Street and Scarborough Reserve,
Total concrete area (not including restorations): 217.9m2
Asphalt Repairs Repairs to potholes, footpath asphalt and road resurfacing were conducted at the following locations:
Watson Street, Chambers Avenue, Waverley Crescent, Zarita Avenue, Bronte Road, Ocean Street, Spring Street, York Road, Campbell Parade, Liverpool Street, Albion Street, Henderson Street, Hall Street, Reina Street, Firth Street, Chesterfield Lane, Blair Street, Tasman Street, Lugar Street, Manning Street, Wiley Street, Kenilworth Street, Flood Street, Murray Street, Hastings Parade, Forest Knoll Avenue, Jackaman Street, Avoca Street, Cox Avenue, Gould Street, Albion Street, Macpherson Street, Chaleyer Street, Warners Avenue, Grafton Street, Military Road, Angelsea Street, Brighton Boulevarde, Beach Street, Watkins Street and Tamarama Marine Drive.

Unit Activity
Restoration Works Staff and minor works contractors conducted restoration of utilities and private road openings at the following locations:
Ramsgate Avenue, Warners Avenue, O’Brien Street, Bronte Road, Blair Street, Hewlett Street, Hastings Parade, Barclay Street, Firth Street, and Clyde Street.
Kerb and Gutter Repairs to kerbs and gutters were conducted at Reina Street and Birrell Street
The following Capital works projects are being managed by this unit.
Biddigal Reserve Upgrade Scope: Upgrading of picnic facilities at Biddigal Reserve including supply and installation of new picnic shelters, park furniture, turf, trees and landscaping. Biddigal Reserve is located at the northern end of Bondi Beach and is adjoined by Bondi Beach and North Bondi pool, a small cafe strip and residential buildings. The reserve has a high profile and is popular, being used daily by hundreds of visitors for various recreational uses. The upgrade works included the replacement of twenty year old CCA treated timber picnic sheds with new, modern and fit for purpose shelters, as well as new picnic tables and seating. It also included replacement of the worn grass area with more suitable material, and tree/shrub planting in nearby surrounds. Quotations were called on the 3 August 2010, and closed on the 13 August 2010. The Works commenced week starting 30 August 2010. The project is now complete. The possibility of artworks along the small retaining wall is still being investigated.

Unit Activity
Early Learning and Care Centre
Scope: Demolition of the Family Day Care building, site remediation and construction of the new Waverley Council Early Learning and Care Centre at 25 Ebley Street, Bondi Junction. In September 2007 Council resolved to pursue a range of strategies to develop affordable child care places in the Waverley Local Government Area and a number of potential sites were investigated. Council decided in October 2009 to select Council’s Family Day Care site in Bondi Junction as the preferred option for the development of a new child care facility. In November 2009, following a thorough tender process, Council resolved to engage Baker Kavanagh Pty Ltd as the architect to design this new facility. Over the ensuing months, Council has worked with the architect to design a facility that meets the needs of the community. Council issued a deferred approval in early August and also established a Community Liaison Committee (CLC). The Committee will have two major roles; to act as a sounding board for Council throughout the remediation and construction phases of the project and to help communicate and share information with other interested people. The CLC consists of a maximum of 23 persons including five Lawson Street residents and will meet as needed at key points throughout the life of the project. The CLC has met on three occasions with the last meeting being held on the 2nd of March, 2011. What’s happening now? Key recent events progressing this project to the end of March, 2011 include:
The completion of the site Remediation Action Plan (RAP);
Approval of the RAP by an independent auditor; Acceptance of a quotation for the demolition of the
existing building and for the remediation works; Closing of tenders for the construction of the new ELCC; Acceptance by Council in December 2010 of the tender
submitted by ProjectCorp Australia Pty Ltd for the construction of the ELCC building;
Demolition of the existing building; Completion of site remediation on 4 February, 2011; Official project construction launch by Councillor Sally
Betts, Mayor Waverley Council in conjunction with the Federal Minister for School Education, Early Childhood and Youth, Peter Garret on Friday, 25 February, 2011;
Contractor site establishment and commencement of works;
Completion of piering and piling works; Commencement of excavation for the lower level.
During design investigative works it was not know whether the existing trees in the adjoining laneway would be able to be saved owing to the requirement to remove contaminated material from the site. During excavation works it became evident that the 13

existing southern boundary retaining wall has acted as an effective root barrier and hence, no significant tree roots have entered the site. This will greatly enhance the likely retention of the trees located in the laneway. Similarly, it has also become evident that the two street trees in Lawson Street have no significant roots entering the site and this too will most likely result in the existing trees being able to be successfully retained.

Waverley Pavilion Rebuild
Scope: Demolition and re-construction of the Waverley Pavilion. In September 2007 Council resolved to prepare a detailed accommodation brief for a new Waverley Pavilion as part of Council’s Investment Strategy. Council’s Development Control Committee at its September 2009 meeting considered the development application assessment and resolved to approve demolition and rebuilding of the Waverley Park Grandstand. Preliminary construction works including demolition of the old 14

grandstand and amenities were completed in May 2010 to prepare the site for construction of the new facilities. National BuildPlan Group Pty Ltd (NBPG) was awarded the tender for the construction of the Waverley Pavilion project in May 2010. NBPG commenced construction works in early August 2010. Initial works were concentrated on site establishment and excavation. Whilst a substantial quantity of site soil on the southern portion of the site was found to be virgin material overlying sandstone bedrock, much of the soil elsewhere on the site was comprised of fill material generally dating from the late 1800’s. Council’s contractor has removed the waste material (approximately 5%) from the sandy soil via mechanical and manual screening to enable the soil to be reused as fill thus eliminating the need to transport the material to a waste landfill facility. Significant groundwater has also been encountered on site and investigations have been undertaken to determine the best way to capture the groundwater for use in the parkland’s irrigation system. What’s happening now? Key recent events progressing this project to the end of March, 2011 include:
Installation of drainage and sewer services; Construction of the on-site retention basin which is now
at 90% completion; Construction of a ‘wet wall’ behind the building to ensure
acceptable water proofing of the below ground components of the building complex - this work involved the installation of contiguous pile wall (170 piles) and some redesign work of structural elements of the building;
Completion of blockwork walls as a continuation of the contiguous pile ‘wet wall’;
Pouring of the grandstand ground floor slab; Pouring of the sports court ground floor slab; Pouring of the Community Room ground floor slab; Pouring of concrete structural columns to lower levels; Construction of ground floor structural blockwork walls
which are now at 80% completion; Construction of the 64.5 kilolitre internal concrete roof
water tank completed; Installation of electrical services commenced; Commencement of forming up of the first floor slab to the
pavilion commenced. Completion of construction is anticipated by October 2011.

Tamarama Picnic Shelters
Scope: The existing concrete picnic shelters at Tamarama Park have deteriorated with three of the four shelters being demolished in 2009 in order to minimise the potential for harm to park and facility users. The RCCS Parks design staff prepared designs for replacement facilities and Council endorsed the design. The three proposed Picnic shelters are to be built adjacent to the newly constructed Tamarama playground. The design incorporates timber, precast concrete and stainless steel elements. Tenders were called for the building of these shelters. The tenders closed on 1 March 2011 and the submissions were assessed and a report submitted to the 19 April 2011 Council Meeting. It is expected the work will not commence before May 2011 but will be completed prior to the end of August 2011.

for a renewal. Works include an Apollo Rotating Climber, red play steps, altered timber retaining wall, spin zone and soft fall zone and existing equipment removal. A Quotation Package was issued for the above works to appropriately qualified contractors, which closed in late February 2011. The Preferred Contractor has been awarded the contract. Construction works commenced late March 2011 and is due for completion at the end of April.
Green Links Stages 3 & 4 Scope: Waverley Council has carried out for a number of years, work to improve pedestrian links within the local government area. The works include the removal of trip hazards, the construction of access ramps and signage along the chosen routes. Stages 3 and 4 of the Green Links Pedestrian Network Program facilitate pedestrian routes from Bondi Junction to Tamarama Park plus Waverley to Bronte Park. Across the Waverley LGA, Green Links provide opportunities for all local residents and visitors with improved links to school, shops, parks, beaches and transport. Works include: refurbished and new footpaths, kerb ramps, signage, stencils, landscaping and lighting. A detailed scope of works package has been completed and reviewed by the P.C.G. Designs are under-way for the signage, stencils, planting & concrete footpath extension works. Construction works are scheduled to commence in May 2011 and due for completion at the end of the 2010-2011 financial year. (30th June 2011)

Bondi Pavilion We had a busy week of activities during the 2011 Seniors’ Week celebrations. Wednesday 23 March saw Bondi Pavilion host a ‘Concert & Tea Dance’, with 1920s jazz band, Greg Poppleton and his Bakelite Dance Band. Many seniors, from residential homes, seniors’ centres and individuals came along to enjoy the music and a lovely afternoon tea. On Friday 25 March, we held a special showcase concert for seniors in Club Bondi Junction RSL. This concert was the culmination of 6 weeks of singing workshops held in the club, and featured a choir of 18 seniors and special guests Cassy Darvall and her jazz band, all performing music from the 1950s and 1960s. Over 70 people turned up for the free concert and enjoyed the music. The event finished with a lunch in the Club, enjoyed by audience and performers alike. Singing Workshop held at Club Bondi Junction RSL Civic Pride Heritage & Urban Design 2011 Exhibition The community was inspired by the outstanding contributions to heritage conservation and contemporary design at the Waverley Council Civic Pride Heritage and Urban Design exhibition. Showing throughout National Trust Heritage Week, the exhibition featured finalists in the 2011 Heritage and Urban Design Awards as well as a selection of heritage architectural material that showcased the dynamic history of design in Waverley.
The Planning and Architectural Community attended the opening night, opened by Mayor Sally Betts, and celebrated the achievements of designers across Waverley. Exhibition runs from 7 - 17 April 2011. April 2011 School Holiday Program Bondi Pavilion will again be hosting its ever popular school holiday program which will run from 12 - 21
April 2011 and caters to around 800 children aged between 3-13 yrs. Included in the coming April program there will be a variety of workshops such as Capoeira, Hip Hop Dance, African
drumming, Pottery, Screen Printing, Arts and Crafts and drama. There will also be three special three day workshops catering for the 9-13 year old age group, which are stand up comedy, drama and school of rock. There will also be a holiday show for 3-8 year olds from the Captain Bandanna group. Waverley Children’s Library Waverley Children’s Library school holiday program runs from 11 - 21 April 2011. Activities include a stand up comedy workshop for the 9-13 year old age group, two themed craft activities and “The Samba experience” a drumming themed workshop. On Wednesday 25 May 2011 the National Simultaneous Storytime will be held in the Children’s Library as part of Library and Information Week. The same story, “Feathers for Phoebe”, will be read at the same time, 11am, across Australia.

Remember when… As part of council’s Seniors Week activities this year, Waverley library hosted a morning tea and a reminiscence workshop in the theaterette. The workshop was attended to capacity with wonderful stories of childhood filling the room. The workshop was run as a taster-session for an exciting new storytelling project which will take place in the library from May. The Remember when… project will involve a series of storytelling workshops facilitated by an experienced story-workshop facilitator, John Hockney, focused on our elderly, long-term residents. The workshops will be divided into themes exploring the way Waverley used to be and prompting participants’ memories about yesteryear. As a second stage of the project, the vignettes gleaned through the storytelling component of the project will be used as source material for a public art piece planned for the new Waverley Pavilion.

Local Residents Enjoying Neighbour Day Celebrations in Forrest Knoll Ave Reserve
At Forest Knoll Ave Reserve, neighbours and family came together to celebrate the life and community contributions of Emily Morris. A sandstone bench was installed in the park recognising what an outstanding resident Emily was. The inscription on the bench demonstrates what Emily meant to the local residents: She loved Bondi and Bondi loved her. People passing by are now invited to sit and enjoy the peaceful little enclave in the middle of busy Bondi.
Sandstone Bench in Forest Knoll Ave Reserve in Recognition of Emily Morris As a first, this year Council supported a small precinct related gathering of residents in Wellington St, who enjoyed a sausage sizzle and a game of tennis to celebrate Neighbour Day At Francis St Reserve, Council has been working together with residents for about a year on plans for improving the small park. Enthusiastic residents helped plant some new trees as they were formally 'inducted' as our new Francis St Pocket Park group. Civic Pride Heritage and Urban Design Awards 2011
Over 60 guests attended the Civic Pride Heritage and Urban Design Awards at the Bondi Pavilion Gallery on Thursday 7 April 2011.
Civic Pride Heritage and Urban Design Awards 2011at Bondi Pavilion Gallery This year’s awards received a record number of nominations, demonstrating how diverse and progressive Waverley is in design and conservation. Guest judge and the nights guest speaker, Tone Wheeler, captivated the crowd with his lively account of the judging process and his refreshing approach to awarding outstanding design. His experience and expertise brought a new dimension to this year’s awards. The three awarded properties were 129 Military Road, Dover Heights designed by Tony Owen and Partners, 83 Fletcher Street, Tamarama designed by Luigi Roselli and 16 Pacific Street, Bronte designed by Smart Design Studios.
