The Keystone XL pipeline, which would pump toxic tar sands from Canada through our state to the Gulf of Mexico, is all risk and no reward for South Dakota. For example, TransCanada has admitted that it has no Emergency Spill Response plan for when the Keystone XL pipeline leaks in South Dakota. Increasing these risks is the fact that the proposed pipeline route places it through 200 miles of high‐risk landslide areas in South Dakota and crosses significant waterways, including the Missouri River, a major source of drinking water. The impacts of so‐called "man‐camps" and the increased risks of crime, sex trafficking, and sexual violence on vulnerable South Dakota and Native communities, has not been taken into account either. I am also troubled by the decision to exclude aboriginal rights and off‐reservation rights from the discussion on the whether the KXL pipeline permit should be granted recertification. Construction of this pipeline would put indigenous sacred sites and significant cultural areas at risk. Finally, I profoundly disagree with the PUC's decision to preclude testimony on climate change from the recertification process. The carbon‐intensive tar sands that Keystone XL would unlock will significantly exacerbate climate change, which puts South Dakota's agriculture, water resources, and tourism at risk. I urge the PUC to think about what's truly in the best longterm interest of South Dakota and reject the recertification of the Keystone XL pipeline. Sincerely,

JUN 2 6 2015 SOUTH DAKOTA PUBLIC UTILITIES COMMISSION

WHEREAS, the United States relies - and will continue to rely for many years - on gasoline, diesel, and jet

fuel, as well as renewable and alternative sources of energy; and

WHEREAS, the South Dakota Association of County Commissioners (SDACC) urges the United States

Congress to support continued and increased development and delivery of oil from Canada to the

United States; and

WHEREAS, pipelines are the safest method for the transportation of petroleum products when

compared to other methods of transportation; and

WHEREAS, safety and the environment are legitimate concerns, the Keystone XL expansion project through South Dakota will meet or exceed all US pipeline safety regulations; and

WHEREAS, the Keystone XL pipeline is critical to the creation of South Dakota jobs and to our state's

economic, and energy development; and

WHEREAS, TransCanada and the Keystone Pipeline currently provides ov~r $3.8 Million in additional

property tax revenue to eleven (11) South Dakota counties annually; and

WHEREAS, the Keystone XL expansion project is expected to increase the valuation of the nine (9) South

Dakota counties through which it passes by 9%; now

THEREFORE BE IT RESOLVED that the Hutchinson County Board of Commissioners supports the Keystone XL expansion project and the continued and increased development and delivery of oil from North

American oil reserves to American refineries through the State of South Dakota.
