Thirteen event partners from
both public and privates sec-tors, 45 local employers and 15 licensed recruitment agencies
have partnered to bring to-gether a wide array of employ-ment services and to offer local
and overseas job opportunities.
“A total of 13,516 job vacan-
cies – 8,104 overseas job or-ders and 5,412 local employ-ment opportunities – were of-fered to jobseekers during the
fair,” Jalbuena said.
1,665 jobseekers registered
during the event, out of which, 325 were hired on the spot (HOTS). Among those HOTS, 226 were lo-cally hired, while 99 were placed in overseas jobs.
Aside from the job and livelihood fair, a wide array of services was provided to jobseekers namely, Diskwento Caravan, one-stop shop government services, career and employment coaching, medical ser-vices, application/renewal/issuance of PRC licenses, TESDA on-site ap-plication, assessment and certifica-tion, SRS registration, applicants registration and employers/business accreditation with the Phil-Job.net and livelihood products display.
Livelihood funding assistance amounting to P753,456.50 was also awarded to three beneficiary groups of out-of-school-youth and other disadvantaged men of Urbiztondo, Labrador Association of Persons with Disabilities of Poblacion, Labrador, and farmers of Balungao, all in the Province of Pangasinan.
“The provision of livelihood assis-tance is still in line with the Presi-dent’s anti-poverty drive through the establishment of job-generating live-lihood projects,” Jalbuena said.
The participating government agencies and private entities were the following: DTI, POEA, OWWA, PRC, RTWPB, NCMB, TESDA, NLRC, NSO, SSS, Philhealth, HDMF, DOH, LGU of Pangasinan, LGU of Rosales, SM City Rosales, ABS-CBN North Central Luzon, Globe Tele-com, Prime Health Clinic and Medi-

The Department of Labor
and Employment-Regional Of-fice I led various stakeholders from the government and the
private sector to bring to a re-sounding success the 109th La-bor Day celebration held on 01
May at the SM City Rosales,
Pangasinan.
DOLE 1 Director Henry John Jalbuena said the Job and Live-lihood Fair, which was the cen-terpiece event of the celebra-
tion, was so far the biggest in terms of participating entities,
available jobs and services.
Capitalizing on public-private partnership, the
recently concluded 109th Labor Day celebration in the region has brought,
so far, the largest num-ber of job vacancies and widest services.
In cooperation with the
SM City Rosales, ABS-CBN North Central Lu-
zon, Globe Telecom, other government agen-cies and private entities, the Department of Labor and Employment-Regional Office 1 has
led the 2011 Labor Day celebration with a re-newed commitment to the anti-corruption and
anti-poverty drive of PNoy’s administration. The commemoration, through its theme, “Matuwid na Daan Tungo sa Kaunlaran Para
sa Lahat”, aimed to reinforce this goal by of-fering workers the opportunity to find produc-tive jobs in this Job and Livelihood Fair, which
was the centerpiece event of the celebration. As a tribute to all Filipino workers, the DOLE 1
has actively engaged its social partners to provide, aside from the job and livelihood fair, a wide array of services like One-Stop-Shop
Government Services, Diskwento Fair, Career and Employment Coaching, Medical Services, Application/Renewal of PRC Licenses, SRS
Registration, Applicants registration and Em-ployers/Businesses Accreditation with the Phil-job.net, TESDA Assessment/Certification and
Livelihood Products Display.
Through this special post-Labor Day issue of the 1 DOLE Gazette, we wish to share the fruits of our strong cooperation with our part-
ners from the government and the private sector.

The title is a play of the Department’s name and the numeral
number 1.
The numeral number 1 signifies Region 1 and oneness of the
DOLE Regional Office 1 and its attached agencies in program
implementation.
Normally, the acronym DOLE 1 is used. However, as this newslet-
ter debuts at the dawn of a new administration’s strengthened
coherent policy and program complementation under a 22-point
labor platform, we deem it more emphatic to affix the number 1
before DOLE to represent both purposes.

MESSAGES
Welcome Remarks. For three years already, SM City Malls have been DOLE’s partner in the holding of job fairs by providing the venue and by participating as employer. This 2011 Labor Day, simultaneous nation-wide Job and Livelihood Fairs were held in different SM branches across regions.
In a series of speeches, jobseekers and the general public were given complete doses of information ,
encouragement and tips on employment. 1) Mr. Jersey Mendoza, Mall Manager of SM City Rosales, 2) Mr. Roel Sabado, PESO Manager of LGU Rosales, 3) Mayor Ricardo Revita, Rosales, Pangasinan, 4) Director Florante Leal, DTI-Regional Office 1, 5) Director Henry John Jalbuena, DOLE-Regional Office 1, and
6) Congresswoman Marilyn Primicias-Agabas, 6th District of Pangasinan.
The Local Government of Rosales is
not one to lag behind others when it comes to employment promotion. As a matter of fact, it is the first municipal-ity in the region to localize the DOLE’s Skills Registry System, an on-line job matching facility. It is also one of the first LGUs to institutionalize the Public Em-ployment Services Office, thereby facilitating employment of its workers.
Even though Labor Secretary Rosalinda Dimapilis-Baldoz was not present in the regional celebration, DOLE 1 Director Henry John Jalbuena shared her message to the public. The Secre-tary’s message mentioned the labor and employment reforms initiated under her leadership like the Single En-try Approach, Labor Enforcement Action Program and intensified implementation of RA 10022 which provided
expanded protection to OFWs.
To ease our workers and the general public of the soaring prices of com-modities, the Department of Trade and Industry and the Regional Tripar-tite Wages and Productivity Board have partnered with the SM Hypermar-ket to bring the Diskwento Fair.

Launching of Livelihood Projects
Still in line with the anti-poverty drive of the Aquino III administration through the establish-ment of job-generating livelihood projects among
communities, the Department of Labor and Em-ployment awarded livelihood checks to three (3) chosen beneficiary groups – Out-of-School-Youth
and other disadvantaged men of Urbiztondo, Lab-rador Association of Persons with Disabilities of Po-blacion, Labrador, and farmers of Balungao, all in
the Province of Pangasinan.

ONE-STOP-SHOP GOVERNMENT SERVICES. To assist jobseekers and workers in their employment
concerns, this service was brought together by the DOLE-Regional Coordinating Committee composed of the DOLE-Regional Office 1, Overseas Workers Welfare Administration, Philippine Overseas Employ-ment Administration, Regional Tripartite Wages and Productivity Board, Professional Regulation Com-
mission, National Conciliation and Mediation Board, National Labor Relations Commission and Technical Education and Skills Development Authority; Social Security System; National Statistics Office; and Phil-
health.
SRS AND PHIL-JOB.NET REGISTRATION. To facilitate the registration of jobseekers and accredita-
tion of employers with the Phil-Job.net, the DOLE-RO
1 provided free access to the site.

LIVELIHOOD PRODUCTS DISPLAY. This service
was provided by the DOLE-RO1 as promotional assis-tance to DOLE-assisted livelihood projects. It was also used to send the message to the public that,
just like wage employment, livelihood is a viable
source of income.
ENTERTAINMENT. SM City Rosales brought the Biajeros Band to entertain participants and job-
seekers during the Fairs.
FILM SHOWING. While the Fairs
were going on, on-screen testimonials of DOLE’s livelihood program benefi-ciaries, Gawad Kaligtasan at Kalusugan
National Awardee and Family Welfare
Program Regional Winner were played.

MEDICAL SERVICES. Free medical services and medicines were provided by the Department of Health-Center for Health Development Region 1, Prime Health Clinic and Medical Diagnostic Center.
DOLE 2917 HOTLINE. Globe Telecom pro-vided free SMS and call services to help OFWs and their families connect with one another.
DISKWENTO FAIR. Consumers benefitted from the discounted prices of basic commodities at the Diskwento Fair brought by the DTI in tandem with the RTWPB and SM Hypermarket.
