HIGHER EDUCATION PERSONNEL TRAINING PROGRAMS: 1971-72
Introduction
The Higher Education Personnel Training Programs
described in this book'ket have been authorized
under Part E of the education Professions Development
Act of 1967 which amends Title V of the Higher Educa-
tion Act of 1955.
The objective of these training programs is to assist
institutions of higher education in meeting critical
shortages of highly qualified personnel who are serv-
ing or are preparing to serve as teachers, administra-
tors, or educational specialists in 2 and 4-year col-
leges and universities.
Allocation of Fellowships to Institutions
The institutions listed in this booklet have been award-
ed fellowships by the U.S. Office of Education.
These
awards are to be used in the training programs described
1under the name of each institution.
These 91 programs,
costing $5 million, will provide training for 903 gradu-
ate Fellows in a wide variety of academic and profession-
al areas.
Advanced degrees are awarded in nearly all
programs.
Persons interested in participating in one of
these programs should apply directly to the institution.
Fellowship Program
Higher Education Personnel Fellowships are awarded for
one or two years, depending upon the requirements of the
approved program.
Each Fellow will receive a stipend of
$2,400 for the first 12-month period and $2,600 for the
second 12-month period of a 2-year program, including an
allowance of $500 per year for each dependent.
If summer
study is not a part of the approved training program or
the Fellow does not attend summer school, the stipend and
dependency allowance will be reduced.
In addition, an

allowance of $2,500 will be paid to the institution for
each enrolled Fellow to cover the costs of tuition and
nonreftndable fees.
Fellowships are allocated to grad-
uate programs for the training of 2 and 4-year college
and university teachers below the doctoral (Ph.D or
equivalent) level and nonteaching higher education per-
sonnel (administrators and educational specialists) at
all levels.
No allowance for travel is provided.
A person may be nominated for a fellowship by an insti-
tution only if at the time he is to commence study under
the fellowship he:
(1) has been accepted for full-time graduate study
in an approved program at the nominating insti-
tution;
(2) intends to pursue a career in higher education
in the United States, its Territories and
Possessions, and Puerto Rico;
(3) is a citizen or national of the United States,
or has such immigration status and personal
plans as to indicate that he is in this country
for other than a temporary purpose.

Applications should be obtained from the institutions
noted in this booklet, not from the U.S. Office of Ed-
ucation.
Participants in EPDA Fart E programs are nom-
inated or selected by the institutions.
Fellowship
nominations are recommended to the U.S. Commissioner of
Education for award and are tenable only at the parti-
cipating institution and in its approved programs.
Ap-
plicants are advised to write to the individual insti-
tution concerning its deadline for receipt of applications.

NOTIFICATION TO MEMBERS OF CONGRESS

The Higher Education Act of 1965, P.L. 89-329 as amended by P.L. 90-35
Title V, Part E, Education Professions Development Act
The Office of Education has approved 903 fellowships
under Part E of the Education Professions Development
Act (EPDA) to meet critical shortages of higher
education personnel and to improve the qualifications
of the college and university teachers and other
personnel.
The fellowship programs will be conducted
during the summer of 1971 and the 1971-72 academic
year in 80 colleges and universities located in 41
States and the District of Columbia.
The total cost
of these programs will be $5 million.
Higher Education Personnel Fellowships are awarded for
one or two years, depending upon the requirements of
the approved program.
Each Fellow will receive a
stipend of $2,400 for the first 12-month period and
$2,600 for the second 12-month period of a two-year
program including an allowance of $500 per year for
each dependent.
In addition, an allowance of $2,500
will be paid to the institution for each enrolled
Fellow to cover the costs of tuition, instructional
fees, and other training costs.
Fellowships are
allocated to graduate programs for the training of
2 and 4-year college and university teachers below
the doctoral (Ph.D. or equivalent) level and non-
teaching higher education personnel (administrators
and education specialists) at all levels.
The programs supported were selected from 233
proposals from 151 institutions requesting 3279
fellowships which would require close to $18 million
to fund.
All proposals were evaluated by panels of independent
professional consultants from colleges and
univer-
sities, who recommended the programs to be supported.
More than 70 percent of the programs
are for the
training of junior college teachers, specialists
and administrators.
About 40 percent are directed
to the needs of the economically disadvantaged.
The approved programs are listed alphabetically by
state and institution on the pages following this
notification.
The allocations are coniAngent upon institutional
compliance with regulations issued under Title
VI
of the Civil Rights Act of 1964, which provides
in
section 601 that no person in the United States
shall on the grounds of race, color, or national
origin, be excluded from participation in, be
denied the_benefits of, or be subjected to dis-
crimination under any program or activity
receiving Federal financial assistance.
